The FUFA Competitions Disciplinary Panel has pronounced itself on various cases arising from reports submitted to the Uganda Premier League Seretarit and the FUFA Competitions Committee and Department.

Note: The decisions take immediate effect. Any party not satisfied with these decisions has a right of appeal.

AZAM UGANDA PREMIER LEAGUE MATCH NO 187, EXPRESS FC VS MBARARA CITY PLAYED

ON 11^TH APRIL 2018 AT WANKULUKUKU, KAMPALA CASE NO: 0051

The FUFA Competitions Disciplinary Panel (CDP) received a petition from the AUPL secretariat and sat on 19^th April 2018 to handle the matter.

FINDINGS: According to the reports of both the referee and the match assessor reports, in the 78^th minutes Express FC hid the match balls and recalled the ball boys

SANCTION: This act contravened Article 16.9 of the Uganda Premier League rules 2017/18 and also goes against Article 30.2 of the FUFA Competitions rules 2017/18.

Accordingly Express FC is fined 1,000,000 Shs (One million shillings). The CDP may revise this fine amount upwards if not paid by 26^th April 2018. This decision takes immediate effect.

CASE: VIPERS SC FAILURE TO PRESENT PLAYERS’ LICENSES, PLAYER SHIRT NO 25 ALITHO JAMES OF VIPERS SC INSULTING AND ABUSING AMATCH OFFICIAL, THE CEO VIPERS SC

MR LWANGA PETER AND VIPERS SC HEAD COACH JORGE DA COSTA CONFRONTING AND ATTACKING THE MATCH OFFICIALS DURING THE AZAM  UGANDA PREMIER LEAGUE MATCH NO 185, BUL FC VS VIPERS SC PLAYED AT KAKINDU STADIUM ON 11^TH APRIL 2018

CASE NO: 00053

The FUFA Competitions Disciplinary Panel (CDP) received a petition from the AUPL secretariat regarding the failure of Vipers SC failing to produce players license, player shirt No. 25 Alitho James of vipers SC abusing a match official, Vipers SC CEO Lwanga Peter and Vipers head coach Jorge Da Costa both confronting and attacking the match officials and sat on 19^th April 2018 to review the matter.

FINDINGS

Basing on both reports from the Centre referee and the match assessor;

1. Vipers SC failed to produce the licenses during the said match for inspection as per article 26.1 of FUFA Competitions rules 2017/18.

1. Player shirt No. 25 Alitho James of Vipers SC insulted and abused the 1^st assistant, Okello Lee.

1. Vipers SC CEO, Peter Lwanga confronted, threatened and attacked the match referee

1. Vipers SC Head Coach Jorge Da Costa confronted and attacked the Centre referee.

SANCTIONS

1. According to the FUFA Competitions rules 2017/18, Article 26.4(i) Vipers SC reported the case of loss of licenses to police and presented the matter to theTOC for action within the required time and therefore Vipers SC in this case fulfilled this requirement and has no case and the results remain 00-00.

1. Player shirt No. 25 Alitho James of Vipers SC is banned for four competition matches for unsporting conduct towards a match official as per article 30.8 (iii) of the FUFA Competitions rules 2017/18.

1. Mr Jorge Da Costa, the coach of Vipers SC is suspended for four competition matches for unsporting behavior towards a match official as per Article 30.8 (iii) of the FUFA competition rules 2017/18 for violating article 30.2 of FUFA Competitions rules 2017/18.

1. Mr Lwanga Peter the Vipers SC CEO is fined 1,000,000 (One Million shillings) for violating article 30.2 of FUFA Competitions rules 2017/18. The CDP may revise the fine amount upwards if not paid by 26^th April 2018.

 CASE: MISCONDUCT OF MR WASSWA BBOSA, COACH OF SC VILLA  DURING THE AZAM UGANDA PREMIER LEAGUE MATCH NO 177,  SOANA VS SC VILLA PLAYED ON 4^TH APRIL 2018 AT KAVUMBA RECREATION GROUNDS CASE NO: 0050

The FUFA Competitions Disciplinary Panel (FCDP) received a petition from AUPL Secretariat and sat on 19^th April 2018 to review the matter.

FINDINGS: Basing on the referee and match assessor’s reports, Coach Wasswa Bbosa abused, threatened and attacked the match officials during and after the match. The same report indicates that Paul Mukatabala also got involved in the same though he later played a role in cooling down his Head Coach

SANCTIONS: Mr. Wasswa Bbosa violated Article 30.2 of the FUFA Competitions rules 2017/18 and he is accordingly sanctioned as per Article 30.8(iii) (he is banned for four competition matches for unsporting conduct towards match officials).

He is further warned that the FCDP will not hesitate to invoke Article 5.4(b) of the coaches licensing rules if such misconduct continues.

Match No 248 (FUFA Big League- Lira United vs Paidha Black Angels  

The Disciplinary Committee Panel analyzed the information and circumstances surrounding the above mentioned match played on Thursday April 6 2018 and observed that;

1. The match was played under an intimidating environment especially on the side of the visiting team players, technical officials and fans
2. The match kicked off late and ended when it was dark to the extent of improvising smart phone torches due to inadequate light.
3. There was persistent hooliganism by fans of Lira United before, during and after the said match and other previous matches played in Lira.  The club has failed to prevail over its fans.

Verdict:

1. Match No. 248, Lira FC. vs Paidha Black Angels to be replayed on a date to be communicated and at a neutral ground,-Masindi   Municipal Stadium
2. All the remaining home matches of Lira FC to be played in Masindi Municipal Stadium and the Management of Lira United FC should liaise with the stadium management to ensure the availability of the facility for the club’s matches.
3. The Match Centre Referee Mr. Okello Simon Peter and the Match Assessor Mr. Adupa Gena be referred to the FUFA Referees Standing Committee (FRSC) for disciplinary actions for allowing the game to be played during dark without proper lighting there by putting the game into disrepute
4. In accordance with article 30.8 (iii) of the FUFA Competitions Rules, Mr. Allan Kabonge- Paidha Black Angels FC Coach, is suspended for four (4) Competition matches for the unsporting behavior of hiding players’ licences of his club thereby delaying kick off.

Match No. 227, Agape FC vs Kataka FC played 25^th March 2018;

1. The 2^nd assistant refereewas attacked by a fan and a poisonous substance was applied on hish body
2. The match was abandoned in the 54^th minute with a 00-01 lead by Kataka FC.

Consequently it was ruled;

1. Agape SS FC loses the match by forfeiture and is further docked 3points and 3 goals from those already accumulated for acts of hooliganism and violence. This is in accordance with Article 30.13 of the FUFA Competition Rules and Regulations 2017/18.
2. Agape SS FC is directed to meet the medical expenses of the said match official as shall be determined by his medical forms.
3. Agape SS FC should identify the culprit who applied the poisonous substance and hand him over for further reprimand and the source of the substance should also be revealed.
4. If (2) and (3) above are not met, the matches of Agape SS FC shall be shifted to another safer playing field.

Match No. 228, Amuka Bright Light vs Vura FC played 22^nd March 2018 and observed that;

1.  The Chairman of Vura FC, Mr Obulejo Wilfred, included threatening messages in his petition

1. Vura FC. Players refused to continue with play, protesting the goal scored against  them in the 74^th  minute leading to the abandonment of the match

1. The Coach, Mr. Mawanda Ronald commanded players not to continue with play thereby putting the game of football into disrepute

Verdict

1. Vura FC. Loses the match by forfeiture
2. The coach, Mr. Mawanda Ronald is suspended for two Competition matches with immediate effect
3. The Chairman of Vura FC was also advised to restrain from hostilities and exercise fair play for the good of the game.

Match No. 142, Kamuli Park FC vs Bukedea TC FC played on 9^th December 2018 it was observed that;

1. The player Wabuleta Eriza Jackson is a double licensed player by both Bukedea TC FC and Kamuli Park FC.
2. The player Wabuleta Eriza Jackson has different dates of birth for each of the licenses in his name an act aimed at confusing the authority.
3. The said player used different names during the registration process.

1. The said player registered and played for Bukedea Town Council FC for  2016/17 and 2017/18 season

Verdict:

1. Bukedea town council FC has no case since they are the right full owners of the player, Article 19.12 of the FUFA Competitions Rules and Regulations 2017/18.
2. Wabuleta Eriza Jackson is banned for a period of 365 days for being double licensed according to Article 19.12 of the FUFA competitions 2017/18.

Match No. 160 Kireka FC vs Kitara FC played 7^th March 2018 and observed that;

1. The team manager Kireka FC Norman Ssemwanga entered the field of play in the 31st Minute and caused the match to stop temporarily.
2. The Kireka FC fan slapped the 1st assistant referee in the 65th minute and at the end of the match, the fans of Kireka FC threatened the match officials.

Verdict;

1. According to Article 30.8(iii) of the FUFA competition rules 2017/18. Mr Norman Ssemwanga is hereby suspended for four competition matches for unsporting conduct towards a match official.
2. Although results of the match remain, Kireka FC is strongly warned and advised to prevail over its fans and restrain from act of hooliganism.

Match No. 142, Kitara FC vs Greater Masaka FC played on 11^th March 2018 and observed that;

1. According to the reports of the referee and the match assessor Greater Masaka didn’t show up for the said match.
2. Article 24.4 of the FUFA Competitions Rules 2017/18 gives a team  chance to write to the TOC explaining the reasons for not showing up within 48 hours, Greater Masaka instead requested for the match rescheduled.  Information about the death of their official was communicated late.

Verdict:

1. Accordingly, Greater Masaka is to lose the match by forfeiture and is docked 3 points and 3 goals from those already accumulated as per article 24.9(ii) of the FUFA Competitions Rules 2017/18

Match No. 226, Kyetume FC vs Paidha Black Angels FC played 22^nd March 2018 and observed that;

1. Dr Sam Okello in the 90+2 minute of the said match used abusive language towards the Centre referee.
2. After the match, Dr Okello Sam led the paidha Black Angels fans to the changing area where the referees were changing clothes from and they threw stones and water bottles to the match officials but police intervened to save the officials.

Verdict;

1. Paidha black angels FC failed to prevail on its team’s official and fans as per article 30.15 of the FUFA competitions Rules 2017/18. Therefore it is docked one point and one goal from those already accumulated
2. Dr Okello Sam is suspended for four competition matches for unsporting conduct towards the match officials as per Article 30.8(iii) of the FUFA competitions rules 2017/18.

Match NAo 235 LIRA FC vs NDEJJE UNIVERSITY FC.

At its sitting of April 9 2018, the Disciplinary Panel studied the Match Reports and other relevant information in relation to the above mentioned match and observed as follows

1. The Coach of Ndejje University FC. Mr. Raymond and a one Kongo Boniface of the same  team entered the field of play and ordered the players not to continue with play in protest against the penalty awarded Lira FC
2. The game was abandoned
3. Fans of Lira FC threw stones

Verdict, 

1. The actions of Ndejje University FC officials tantamount to the breach of the FUFA Competitions Rules.  Hence Ndejje FC loses the match by forfeiture as per Article 30.13  of the Competition Rules and Regulations 2017/18
2. The said two officials of Ndejje University FC. are hereby suspended for four(4) Competition matches in accordance with Article 30.2 of the Competition Rules and Regulations
3. The harm and body injuries inflicted on Ndejje players as seen in the pictures depicts the highest level of hooliganism which is contrary to Article 30.2 of the Competition Rules 2017/18.  In accordance with Article 30.13  Lira F loses three (3) points and three(3) from the accumulated points
