    Uganda’s lowest tier football league, The FUFA Big League will resume on Thursday with 6 fixtures on card.
    Two of these will be played in the Elgon group when Maroons F.C entertain Synergy at the Luzira Prisons Stadium and Masaka Local Council will lock horns with seasoned big league outfit, Wandegeya Football Club.

    Rwenzori Group: Four games will be played in the Rwenzori group; Ngora Freda Carr will host Hope Doves at the Ngora High school grounds.
    Ndejje University football club, one side that started with the inception of the FUFA big league in 2011 will entertain CRO at their Luweero based campus grounds as Kumi United hosts Sporting United at the Boma stadium.

    Mutundwe Lions’ Fate:
    The fate of Mutundwe Lions football club having missed three league games is yet to be determined by the FUFA Competitions committee as they are still included in the Saturday FBL games.

    By virtual of the fact that Mutundwe Lions missed three games, they cease to be a valid competitor in the league owing to the FUFA Competitions rules.
    The other FUFA Big League games will be held on Saturday before the week 5 fixtures wrap up on Monday of next week.

    Promotion to UPL: Three teams will be promoted to the Uganda Premier League for the season 2015/16. The best team per group that finished top automatically earns a direct slot to the elite league.
    The four teams (best two after champion per group) will then be engaged in a promotional play off to determine the third team.

    Relegation:
    Five teams per each FUFA Big league team will be relegated to their respective country regional leagues.
    The bottom four earn a direct demotion to the lower regional leagues before the two side that finish 5th and 6th from bottom per group are engaged in a relegation play off to determine the 5th team per group to go down.

    CAF B COACHING COURSE: 44 Coaches expected to attended

    At least 44 Ugandan Coaches are expected to attend the Confederation of African Football (CAF) in January 2015.

    “The 44 coaches will have to part with U.shs 500,000 to attend the course”, FUFA’s Technical Director (T.D), Asuman Lubowa told journalists at the weekly FUFA press conference on Wednesday.

    The coaches expected to attend are holders of the CAF C coaching license.

    Lubowa, who was flanked by the FUFA Spokesman, Ahmed Hussein explained to the reporters that no Uganda Premier League (UPL) will be allowed to have coaches without the CAF B licence effective the 2015/16 season.

    At the same press conference, newly elected Uganda Football Players’ Association, Patrick Ntege addressed the media on the new association that was admitted to FUFA by the general assembly that convened in Lira over the weekend.

    “The players association is here to help the players who are the major stake holders of the game. We are working tooth and nail to first put up the structures of the association and get a convenient office as well” Ntege said.

  • UGANDA VS ETHIOPIA: Tanzanian Referees In Charge

    International Build up match played under the campaign ‘Protect the Goal’ in the fight against HIV/AIDS

    Date: Sunday 9th November 2014

    Uganda Vs Ethiopia

    Venue: Mandela National Stadium, Namboole

    Entrance: Free

    The International friendly game between Uganda Cranes and Ethiopia on Sunday, 9th November 2014 at Mandela National stadium, Namboole will be handled by Tanzanian referees.

    The development has been confirmed today at the weekly FUFA Press conference held at Mengo in Kampala.

    Israel Mujuni Nkongo will be the center referee Josephat Bulali and Ferdinand Chacha are the first and second match assistants respectively.
    Uganda’s Alex Muhabi Nsulumbi will be the 4th official while Mike Letti- the match commissioner.

    The match will be the first of the two Uganda Cranes friendlies lined up before the 15th November 2014 group E qualifier at home against Ghana.

    Uganda will again face Sudan after two days on the 11th November 2014 at Namboole Stadium in the second build up game.

    The Ethiopian build up game has been organized by the government of Uganda under the two Ministries (Health, Education and Sports).

    It is intended to raise awareness for the HIV/AIDS scourge under the campaign codenamed ‘Protect The Goal’ organized by the Ministry of Health, Ministry of Education and sports in partnership with FUFA.

    The President of the Republic of Uganda HE Yoweri Kaguta Museveni is expected to attend the match and also play in a curtain raiser between Cabinet XI and Parliament XI.

    Express FC defeated home side Simba 2-1 in Bombo to move to joint top with Sc Villa and vipers FC. The top three teams re tied on 13 points each but separated by goal differences. Kavuma Willy and Semazzi John netted for the red eagles while Witaba Alex was on target for the army side.

    At the KCCA Stadium, Bright stars recovered from the loss last week to reigning champions KCC FC by beating newcomers Rwenshama 3-1 in Lugogo. Rorbert Male, Anthony Bongole and Hassan Kikoyo scored for the Kawempe based side. Katende Mike pulled one back for the visitors.

    In Bugembe,  Sadolin FC drew 1-1 with Kira Young as Mugabi Martn netted for the home team. Ntambi Julius scored for Kira Young.

    SCVU picked up their second win of the season by edging Police FC 1-0 at the Mandela National stadium, Namboole. Mathwe Odong was the hero with an 80th minute goal.

    FUFA and two ministries of-Health, Education and Sports have organized a friendly game between the Uganda and Ethiopia due on 9th November at Namboole stadium.

    The friendly game is organized as a main event to launch a campaign code named ‘Protect The Goal’ aimed at tackling the HIV/AIDS scourge in Uganda.

    Entrance to the stadium will be free.

    ‘I commend FUFA for accepting to partner with us on this noble cause and believe that using football will go a long way in helping us achieve our goal of reversing the currently increasing trend to zero new infections by the year 2020’ said Hon. Sarah Opendi, the state minister for health at the Uganda Media centre on Monday.

    FUFA CEO Edgar Watson who represented FUFA president Eng. Moses Magogo first conveyed his greetings to the ministry of health officials before he went ahead to assure them of FUFA’s full support of the campaign.

    The former Cranes international further expressed his happiness that the campaign will also be promoted during the Uganda Premier League games and other lower leagues.

    Watson also stressed that Uganda Cranes will use the match as build up to the forthcoming 2015 Nations cup qualifiers against Ghana and Guinea mid next month.

  • SENZO MEYIWA: FUFA joins rest of Africa in mourning Bafana Bafana star

    The Federation of Uganda Football Associations (FUFA) would like to extend its deep condolences to the South Africa Football Association (SAFA), football fraternity of South Africa, the National Team ‘Bafana Bafana’, Orlando Pirates, family and close relatives of goalkeeper Senzo Meyiwa who was shot dead in Johannesburg on Sunday night.

    The death of Senzo came as a shocker to the football world as he was involved in his club’s 4-1 win over Ajax Cape Town on Saturday night.
    ‘Losing such a brilliant player leaves a big void in South African football and Africa. We pray for the South African football fraternity to recover from the loss of Senzo Meyiwa’ said FUFA President Eng Moses Magogo.
    South African police service say Meyiwa was fatally shot when armed men broke into the house where he was staying later that day.
    The FUFA Chief Executive Officer Edgar Watson was equally shocked with the sad news about Senzo.

    ‘I’m very saddened by the news of the death of Senzo. As a former player, I know what Senzo’s teammates are going through right now. I feel extremely sorry the football fans in South Africa. They will need to keep strong in these trying times as they still have a long season ahead’ said FUFA CEO Edgar Watson.

    Kawempe based side, Bright Stars Football Club will welcome back star midfielder  Jimmy ‘Kachanga’ Kakooza as they host win-less Rwenshama Football club at the KCCA stadium in Lugogo.

    Kakooza has missed two games for Bright Stars following his red card during the goal-less draw against Express on 8th October 2014 at Wankulukuku stadium.

    The Kawempe team will welcome back winger cum striker, Hassan Kikoyo, who missed the 1 all draw against Police F.C due to accumulated cautions.

    However interim coach Paul Kiwanuka’s side will still be missing left back, Abubaker Tabula who picked a red card against Police football club.

    First choice goal keeper, Mathias Kigonya will keep his starting slot in Bright Stars’ goal posts.

    Rwenshama F.C remains one of the two teams yet to pick maximum points in a single game.

    Rwenshama will miss goal keeper, Hannington Kalyesubula who picked a red card during the team’s home draw against Sadolin.

    The other side yet to win a Uganda Premier League game is Soana F.C, who sacked their coach Richard Makumbi following a streak of poor results.

    In the other games on Tuesday, Paul Nkata’s Kira Young visits Musafiri Samadu’s Sadolin Paints at Bugembe Stadium.

    Sadolin Paints will miss their captain, Allan Oryek who has accumulated three yellow cards.

    However, Sadolin will be welcoming back midfielder, Daniel Ekunyu who missed the team’s last game against Rwenshama due to accumulative cautions.

    Kira Young will assemble the usual side skippered by left footed winger, Baker Lukooya, strikers Moses Ndaula, Brian Nkuubi, midfielder, Derrick Teko and Ashadu Bugembe.

    At Namboole Stadium, Morley Byekwaso’s Sports Club Victoria University’s will host Police F.C side.

    Express football club, fresh from that last gasp victory over Sports Club Victoria University visits Army side, Simba in Bombo.

    Ever since winning their opening game against Lweza F.C on the first day of the season, SC Victoria University has not won another, scoring just once in 5 games played so far.

    Against Angelo Lonyesi’s coached side, who boast of the league’s top scorer, Umar Kasumba (with 5 goals), SC Victoria University will play to revive their fortunes of the season.

    HIGHLIGHTS FROM THE 90TH FUFA ORDINARY GENERAL ASSEMBLY

    HIGHLIGHTS OF 90TH FUFA ORDINARY GENERAL ASSEMBLY HELD AT ST.LIRA HOTEL ON SATURDAY, 25TH OCTOBER 2014:

    The 2014 FUFA Ordinary General Assembly was held at St.Lira Hotel on Saturday, 25th October 2014.

    It was the first time Northern Uganda was hosting the Assembly that was making its 90th anniversary.

    56 of the expected 86 delegates attended, meeting the three thirds quorum expected for the assembly to kick off.

    FUFA President, Eng Moses Magogo presided over the Assembly as stipulated in the FUFA statues.
    National Council of Sports Assistant General secretary, Semakula Katende was chief guest.

    By 9:30 a.m, the delegates at the venue (St Lira Hotel conference hall) had arrived before FUFA C.E.O, Edgar Watson called the assembly to order.

    Opening prayer was led by Buganda Region delegate Rogers Mulindwa. The Assembly lasted 5 hours (from 10:00 am to 3pm).

    Highlights from the 90th FUFA Extra General Assembly:

    1 – FUFA President’s Presentation of the Federation activity report:

    In his presentation of the activity report, FUFA President, Eng. Moses Magogo acknowledged the role of all stake holders in the process of football development in the country.

    He thanked the delegates, football fans, administrators, all the sponsors and the government of Uganda for the timely financial and other support offered.

    He hinted on all the activities for the past 12 or so months that the Federation has undertaken and pledged the continued hard work towards accomplishing the set targets.

    “Our AFCON 2015 qualification campaign is still active and we have lined up two friendly games for the national team before we play Ghana on the 15th November 2014”, he added in reference to the November 9th and 11th friendly games at Namboole against Ethiopia and Sudan respectively.

    He acknowledged the role played by the Honorary FUFA President, Lawrence Mulindwa and cautioned all those self seeking individuals whose major targets among others is to cause friction among the two.

    2 – FUFA admitted three new member associations:

    The three associations that join the FUFA family are; Uganda Football Players Association (UFPA), Uganda Youth Football Association (UYFA) and Uganda Tertiary Institutions Football Association (UTIFA).

    The trio join 30 other FUFA Members but await FIFA approval and guidance on their admission. However, the Uganda Tertiary Institutions Football Association (UTIFA) remain an associate member.

    Joseph Mwanje and Issa Magoola seconded the motion as the house passed the motion.

    The Uganda Football Players’ Association chairman Patrick Ntege who had been previously suspended from FUFA assemblies attended and in a separate motion, the assembly lifted the ban.

    Yusuf Kamulegeya moved motion of approving Uganda Youth Football Association with Bonifance Oreyma and Hannington Okello successfully seconding.

    For the motion of approving Uganda Tertiary Institutions Football Association, Ayub Kalifa was the mover.

    Western region delegate, Ceaser Nuwagaba and Bul F.C chairman, Silver Alias seconded the motion.

    3 – Dennis Mbidde Approval as FUFA 3rd Vice President

    This most awaited session was led by FUFA electoral Committee member, John Odyek.

    North East regional football delegate Peter Okwir moved motion to approve Mbidde that was successfully seconded by Baza Holdings football club chairman Bashir ‘Mando’ Kamanzi and the Uganda Football Coaches’ Association delegate Paul Ssali.

    Mbidde, by virtual of his role as chairman of the Uganda Premier League clubs automatically becomes the third FUFA Vice President replacing Mujib Kasule.

    “I am privileged for the new appointment. I promise to work to the best of my ability. Sales and marketing is my blood and I will help the federation on this particular front. I am happy to come back to the football family’ said Mbidde.

    4 – The passing of the FUFA annual budget:

    It was presented by FUFA Finance committee chairman, Rasoul Aliga and FUFA Finance director, Decolas Kizza.

    They presented the sums of FUFA incomes and expenses for the year 2013/14.

    5 –Project Proposals for upcoming 5th FIFA Goal project and new Member Associations.

    Some of the proposed projects FUFA will present to FIFA for possible sponsorship included;
    – Building another floor at the current FUFA House in Mengo
    – Building a stadium within Kampala
    – Constructing 3 regional stadia in upcountry regions
    – FUFA’s idea of coming up with a federation owned radio station and TV station

    6 – FUFA official Match Day Ball:
    The Assembly passed the proposal of the FUFA official match day that will be used in all FUFA competitions.

    This is in line with further promoting the FUFA logo.

    The Executive will soon meet to decide upon the manufacturer of the ball that FUFA will use officially.

    6 – Acknowledging Work of FUFA Staff:
    The 90th Assembly in unison acknowledged the tremendous work of all the FUFA staff.

    A special motion of acknowledgement was successfully passed by the delegates as FUFA C.E.O Edgar Watson introduced one individual after another.

    A standing ovation was accorded to Muhammood‘Blatter’ Kalema for the exceptional service offered to FUFA.

    The international build up against Ethiopia on the 9th November 2014 has been organized by the Ministry of Health to raise awareness about the deadly HIV/AIDS scourge.
    Federation of Uganda Football Associations (FUFA) will fully fund the Sudan build up game.
    After the two losses to Togo, Uganda, is currently third in group E with 4 points as Ghana leads the table standings with 8 points.
    Togo has 6 points and lie second on the group E log.

    Sudan is preparing for their own AFCON 2015 Qualifier against South Africa while Ethiopia will be traveling to Algeria.

    ACTIVITY REPORT PRESENTED BY FUFA PRESIDENT, ENG. MOSES MAGOGO AT THE 90TH FUFA GENERAL ASSEMBLY HELD AT ST.’LIRA HOTEL

    The period since the last General Assembly in Njeru where this current executive was given mandate to steer football, it has been nothing but an experience with achievements and challenges all in all milestones in my 4-year journey here.

    The delivery of the current FUFA executive Administration is calibrated against my manifesto (IFET).

    This has not been a star performer president but a team and a consolidation of achievements made under the Presidency of the Honorary President Mr. Lawrence Mulindwa and the Administrators before.

    Continuation of Business:
    The Main Agenda was to continue with the standards set but also improve in other areas of football.

    I am happy that there has been largely continued business execution without a drop in the standards set.

    Internal Institution Re-organization:
    Secretariat:
    The modern game has taken the turn to separate functions of policy makers and implementers to provide better supervision and internal control mechanisms.

    My immediate task was to strengthen the FUFA secretariat by the FUFA EXCOM ceding lots of its operational role to undertake policy making.

    Personnel:
    We gave FUFA staff 6 months evaluation period to convince management that they are up to the task and speed.

    A fair evaluation has been conducted by the FUFA CEO and performance contracts have been issued to staff that will continue while those to be retired have been duly informed.

    It immediately became a requirement to pay these staff through Bank transfers instead of Cash, we have paid their PAYE and NSSF contributions regularly and we have since improved from about 10 million UGX per month as the Salary Bill to currently 30 million UGX where in certain cases salaries have been doubled starting 1st July 2014.

    We believe the continued payment on time and various staff training as scheduled will not only motivate staff but also improve on service delivery.

    FUFA Assets:

    We have kept FUFA Assets prudently and more assets have been acquired.

    More furniture, Computers, Mobile devices and other Equipment have been acquired to the Board Room, Technical Centre and other offices.

    The Buildings at FUFA House and Njeru have also been prudently managed with many improvements.

    The FUFA Mini-Bus has been put back on road, we have also acquired a new car for the FUFA CEO and a Service Van.

    We have maintained the Car for the Technical Director and Uganda Cranes Bus in good shape.

    Equipment and Facilities:

    There has been an improved Internet connection of dedicated 2Mb capacity (not many institutions in Uganda have such speeds of connection) as obtained from our Sponsors, Airtel Uganda.

    There is wifi internet connection all over the FUFA House building.

    The Executive Lounge, the most equipped office at FUFA house, has been created for members of the FUFA EXCOM to get a working environment while at FUFA House.

    Security control systems have been installed to allow a secure environment and more time for the staff to work.

    We have continued to house and support the Elite League Staff in execution of their mandate.

    Systems and Service Delivery Roles:

    FUFA has setup a Registration and Search Bureau that will enable stakeholders register their football documents and also search to access required information.

    FUFA EXCOM:

    We have continued to conduct FUFA EXCOM meetings as scheduled and required by the FUFA Statutes where members have been required to be as free as possible to discuss the matters and decisions where in certain non-unanimous situations a vote has been called to determine the decisions.

    All members of the FUFA EXCOM have respected and supported even decisions they did not vote for.

    Members:

    FUFA has been able to provide financial support to the members. Over 160m UGX has been paid to members.

    All the 6 of the 8 Regional Football Associations (RFAs) now have functional office premises.

    The strategy has been to empower RFAs to manage, regulate and direct football development in their respective jurisdictions.

    The structures are taking route with RFA executive committees and RFA assemblies taking decisions and at least one fulltime staff now employed for each RFA implementing the decisions.

    This has been made possible by FUFA increasing is financial support to the RFAs from 8m UGX to 80m UGX.

    We seek to further increase on the financial support to all the members of FUFA

    The FUFA Regulatory Function:

    One of the cardinal roles of FUFA is to draw regulations for the various activities and functions in the game of football in Uganda.

    In addition to revising the existing regulations, we are proud to have passed the following new regulatory frameworks;

    • Competitions
    • Intermediaries
    • Elite League
    • Status and Transfer of Players
    • Disciplinary Code
    • Referees Manual
    • FUFA Referees Manual
    • National Team Code of Conduct
    • Non-FUFA football competitions
    • Club Ownership Regulations

    Finances:

    In my team manifesto, we promised to approach this cardinal resource area by increasing on the revenue streams and prudent management of the meagre resources.

    We have since started a system where all payments for services and items at FUFA are by Bank Slips instead of Cash. Since 1st July 2014, we introduced a budget-vote control mechanism with various cost centres and cost centre managers.

    These internal controls have minimized finance resources leakages.

    There has also been a huge increase in revenue from other sources such as Sponsorship (About 1.2b UGX from 600m UGX in 2012/3) and Government funding (About 1228m UGX from 26m UGX in 2012/3).

    Merchandising has also eventually become a source of revenue to FUFA (about 50m UGX raised in 5 month from a non-income).

    We have renegotiated with NIC and have since improved the value of risk of the Uganda Cranes players from 300m UGX in 2012/3 to 660m UGX per annum and will install a 30kVA Generator at Njeru Technical Centre while negotiations with Nile Breweries have helped FUFA finance the hugely successful “Uganda Cranes na Mutima” Campaign, where the Uganda Cranes has been able to tour the regions of Uganda.

    We are running 20 international matches of our national teams in 20 weeks and this is unprecedented. It has caused a lot of financial strain and cash flow challenges.

    We have managed to undertake all our financial obligations including running down some and servicing other liabilities that were inherited. We have also attempted not to accumulate more liabilities in order to finance our activities.

    Marketing and Communications:

    Our communications department has been tremendously improved by the arrival of Hussein Ahmed.

    The Digital Platform of FUFA which includes the official facebook page, Twitter and the FUFA website has been buzzing since January 2014.

    Textual, Audio, video and pictorial communication has been shared on this Digital platform in a timely and professional manner.

    We have been very alive in the conventional print and electronic media. We have drawn a new communications policy and there is a lot we are planning to further improve in our communication strategy.

    We have also acquired 3 new professional and experienced staff in the area of marketing instead of the voluntary marketing committee members.

    Together with FIFA, we have taken these staff through further football marketing training.

    We also decided to rebrand FUFA with introduction of the new logo and change of the home and away kit. FUFA has also finally registered her Trademarks.

    This has now built a strong foundation for generating revenue from merchandising.

    The Marketing Team at FUFA has embarked on nurturing the various commercial properties, building the Brand Value and also generating revenue.

    This is a continuous process but so far we have the highest hopes ever of attracting more resources.

    Considering the volume of potential partners and sponsors in the pipeline, I strongly believe that fulltime marketing professionals might be the turning point in resource mobilisation

    The Airtel Sponsorship, the biggest in the history of Ugandan Sport, has been a massive achievement that has helped FUFA fulfil its enormous obligations.

    On behalf of football, we ask the football fans to consume more Airtel products. Similarly to all the Sponsors inclusive of Nile Breweries and NIC.

    External Relations:

    There has been a consistent effort to reach out to all and sound the reconciliation drums but not at the expense of compliance.

    This has helped in diffusing some combats that would have taken away a lot time, human and financial resource from football development.

    I am aware we cannot have everyone see things our way but largely there has been progress in this area without necessarily mentioning examples

    We have created relationships with other Sports Federations, international Football Associations and we have now revived the Meridian Project were Ugandan Coaches are trained in Coaching.

    Uganda has enjoyed a very cordial working relationship with FIFA over the previous years.

    However getting to meet President Sepp Blatter in one-on-one meeting is a milestone.

    Uganda will definitely benefit from that meeting as many development activities have now been ear-marked for FUFA as a member of FIFA.

    Technical:
    In my team Manifesto, we observed that we shall not achieve our goals without having the quality and quantity human resource for the game.

    Our decision to recruit a full time Education Officer (EO) required a bold decision and one we are glad to have taken.

    The arrival of Mr. Jackson Nyima has changed our approach to the education of the human resource for football in this country.

    The EO has since drawn a list and schedule (FUFA Courses Catalogue) of Fully, Partially and Privately funded courses in areas of Coaching, Refereeing, Sports Medicine and Administration.

    This plan has been integrated into the FUFA 2014/5 Budget. The concept of cost-sharing in capacity building has been successfully introduced and received.

    We came in aware that the highest level of the Ugandan Coaches was 28 CAF-C licensed coaches.

    This quality and Quantity cannot support a development programme that will lead to qualification and competition at the World Cup and Africa Cup of Nations.

    One of the biggest milestones in coaching education is a standard Coaching Curriculum.

    With the support of FIFA Experts and FUFA Coaching instructors as guided by the Technical Director (TD) and EO, this has now been completed.

    We have conducted a course for 70 CAF-C license and consequently CAF-B license in 2015 and CAF-A in 2016.

    The Technical Department has also been restructured to provide fulltime Officers for the Women Football, Youth Football, Beach and Futsal.

    The U-17 National Team

    This has been a revelation. Having played 6 CAF competitive games wining 4 out of 6 scoring 12 fun goals was amazing.

    The respective schools, players and coaches have done a tremendous job in terms of progress and quality of football.

    This team has won the hearts of many Ugandans and the talent at disposal gives a huge hope for the game in this country.

    As FUFA ,we have committed to this project and more innovations are planned for the coming year.

    The belief is that these development strategies we have undertaken are not likely to register the most demanded success at the top end in the immediate future but 5 to 10 years hereafter.

    We however are proud to have initiated the organized development path as supported by FIFA.

    FUFA ELECTIONS:

    During transition FUFA conducted elections of delegate’s executive committee members to region associations. Interest groups associations.

    The regional delegates that were members of the executive committee have also been re-elected as per the statues.

    The 16 Members of FUFA playing in the Elite League have elected Mr. Mbidde Denis replacing Mr. Mujib Kasule as the 3rd Vice president.

    (The 90th FUFA General Assembly  approved this election).

    OFFICIAL VISIT TO FIFA PRESIDENT, WORLD CUP AND FIFA CONGRESS 2014

    In May 2014, the FIFA President invited the FUFA President in a bi-lateral meeting and many development activities were discussed and some are already coming through.

    The first Vice President, FUFA CEO and I attended the FIFA Congress and World Cup opening match in June 2014 in Brazil.

    FUFA voted for the new FIFA budget were the entire development budget was increased from 800m USD to 900m USD and by implication the Goal Project was increased to 600,000USD, and dependent on the success of the 2018 FIFA World Cup in Russia, FUFA stands to benefit with a bonus of 750,000 USD as well.

    This is one of the projects we have embarked on in the bid to grow the game. It was launched in September 2014.

    This was launched in 2014 at FUFA house Mengo. The president was represented by his 2nd vice president Mr. Mugoye Darius.

    REFEREEING
    Let me take this opportunity to note that the standard of refereeing and refereeing activities has greatly improved.

    Meetings and policies have been put in place this year to manage and also serve our referees in the most comfortable way.

    A referee’s manual has been put in place and signed off to guide the code of conduct for our local and international referees.

    I would like to note that a number of courses have been conducted in different regions to help enhance our quality in this department.

    In partnership with British Council held a beginners’ referees course from 20th to 25th July 2014 at the FUFA Technical Center- Njeru. A total of 35 females from all the 8 FUFA regions attended.

    Two of our own international representatives Haji Abbasi Ssendyowa and Kamulegeya Yusuf attended FUTURO III course in Ethiopia in on 9th – 14th December 2013.

    This was a good turn up and I believe we will see progress in many more courses to come.
    YOUTH COMPETITIONS:

    2014 National Post Primary Football Championship For Girls

    Over 56 schools assembled girls’ football teams in Northern region, Lira district for the above mentioned championship.

    Kawempe Muslim SS from Kampala region was winner, Citizens High School from Western region, runners up, St. Mary’s SS-Kitende from Buganda region was 3rd and Lubiri SS from Kampala region was 4th.

    The top scorers were Babirye Sanya Sana from Janan SS, Hasifah Nassuna and Sandra Nabweteme all from Kawempe Muslim ss.

    AIRTEL RISING STARS:

    Regional Airtel Championships held in Fort portal on 30th June 2014.

    National Airtel Rising Star representative team participated in the Africa Airtel rising star tournament in Nigeria from 9th – 21st September 2013.

    Partnerships have been formed with different companies in the bid to establish and develop young talent in Uganda.eg CITY TYRES CHENGA CHALLENGE.

    Women football is still the ever growing sectors in FUFA.

    Action from the FUFA Inter-regions Women’s football tourney at Njeru Technical Center

    The grade of activity planning and scheduling has greatly improved which has seen the women’s association and department at FUFA have a number of activities this year.

    The U20 Women football team participated in the CAF U20 Championships Namibia and withdrew due to financial constraints after defeating South Sudan as in results below;

    2013 INDEPENDENCE DAY CUP:

    The Uganda Women Football Association (UWFA) organized this tournament that saw 22 teams in total participated (i.e. 7teams-U14, 10teams – U19 and 5 teams – Open) in the Independence Day Football Tournament which took place in Eastern region, Jinja district from 7th, 8th to 9th October 2013.

    Main Street P/S emerged winners for the U14 category, Kawempe Muslim SS for U19 category and Kampala University-Jinja branch for the Open category.

    WOMEN REGIONAL LEAGUES:

    i. Kampala Region – March to August 2014, She – Corporate 11 (Champions) Other teams included
    – Uganda Christian University – Mukono (2nd)

    iv. Buganda regionSeptember to October 2014. The teams that participated were; Wakiso Hill College, Kakungulu Memorial SS, Buikwe Redstars, Rhiness SSS, London College, Wobulenzi College and St. Andrews SS Lugazi

    2014 INTERNATIONAL WOMEN’S DAY FOOTBALL TOURNAMENT
    Organised by UWFA This tournament was held in Buganda region, Wakiso district on 7th to 8th March 2014. In total, 23 teams participated i.e. 11 teams –u14, 8 teams- u19 and 4 teams in the Open category. Naigombwa P/S from Eastern region emerged champions in the U14 category, St. Mary’s – Kitende from Buganda region, in the U19 and SHE-Corporate 11 from Kampala region in the Open category.

    2014 FUFA INTER REGION WOMEN FOOTBALL CHAMPIONSHIP

    The inter region women championship were concluded in Jinja at our Njeru technical centre facilities.

    8 FUFA Inter – Regions participated in the 2014 Women’s tournament took place on 16th – 18th October 2014 at Njeru Technical Center in Jinja with Buganda Region emerging the Champion.

    FOOTBALL COMPETITIONS

    With the return of Mr. Mwebe Ali and recruitment on fulltime basis of Mr. Kintu Ivan, there has been a new touch in the area of football competitions. The regulations have been re-written to suit the times, the events have been professionally organized, and the competitions statistics collection and reporting have been improved. The introduction of License Plus from FIFA has also improved efficiency and reliability of the Licensing System

    Considering the professionalism and handling of the official end of the competition events of FUFA Super League, FUFA Big League, Uganda Cup, and FUFA Super Cup, I believe there has been tremendous brand value built by the FUFA Competitions Department

    The Elite League
    It continues as the belief of FUFA and myself that to delegate the mandate to commercially manage the elite league to a company owned by the club is the most ideal position for the case of Uganda. It is one dream that FUFA will work to completely achieve under my leadership.

    Due to lack of strong governance controls of the Uganda Super League Limited, the arrival of huge funds caused the collapse of the football compliance discipline that led to the worst Ugandan Club football chaos. We have since prevailed over the FUFA Super League Limited (FSLL) to undertake its own measures to strengthen the legal and governance concerns and very good progress has been registered.

    With what seemed like irreconcilable differences between USLL and FUFA, we have agreed to co-operate with USLL in order to obtain resources for the elite league from the sale of Television rights to Super Sport. This came at the risk of internal disagreements and name-calling but considering the objective it is a risk worth undertaking. Our conviction is that we shall have the elite league back on Satellite TV and exposing a huge media platform for the players, clubs and potential club sponsors

    We have also started the “FUFA Clubs Pro Agenda”, a programme that will help clubs professionalize their business processes.

    KCC emerged the League winners of 2013- 2014 season and will represent Uganda in CAF Champions League. This season 3 clubs Proline FC, Masaka LC and CRO were relegated.

    The struggle to reorganise and end the disputes in this area have been successful, a memorandum of understanding was signed between FUFA and USLL. This led to the renaming of the league to the Uganda Premier League and these efforts led to the return of the sponsors to the league.

    This is a great achievement for football in Uganda and FUFA at large for it helps us achieve our goal of developing the game.

    The Uganda Premier League is already on the way and going on smoothly at different locations.

    URA FC lifted Uganda Cup trophy in Mbale on 7th June 2014 and will represent Uganda in the CAF Confederations Cup

    FUFA BIG LEAGUE

    The level of investment and sporting competition in the FBL has been amazing in the past year.

    Over 10 clubs had the sporting capacity to qualify to the elite league but only three places were available.

    The introduction of cash prizes to the best performers, courtesy of the Airtel Sponsorship, was for the first time in the history of the competition

    The FBL organised and sponsored by FUFA started in October 2013 in a group format of the Rwenzori and Elgon. Lweza FC and Sadolin Paints FC led the Rwenzori and Elgon group respectively while Rwenshama FC was 3rd after the playoffs.

    This therefore meant that SadolinPaints, Lweza FC and Rwenshama FC were promoted to UPL 2014-15.

    FUFA REGIONAL LEAGUES

    The relationship between the regions and FUFA has been one of the major turning points in this past year in office.

    The campaign of developing playing fields and regional office structures has been a Centre point in different regions.

    We have held a number of meetings in which a vast Number of ideas have been shared and yet to be implemented mainly on structuring the regions in to a well outlined organization structure that is similar to the main organisations (FUFA) structure.

    The 8 Region Associations of FUFA organised regional leagues where Kireka Utd emerged Champions of Kampala region, Kasese New Villa for Kitara, Cream Land FC for Western, Paidha Black Eagles for West Nile, Sporting Utd for Northern, Synergy FC for Buganda, Namasagali FC for Eastern and Kumi Utd for North East Regions respectively.

    BEACH SOCCER:
    Uganda has continued to grow and develop beach soccer. The Uganda Beach Soccer Association is commended for organising several competitions.

    National Pepsi Beach Soccer League ended on 2013 with Kira Young emerging champion of the league and the 2014-15 seasons resumed on 24th August 2014 at Lido Beach with 16 clubs participating in the league organised in a group format (Hurikken and Monsoon Group).

    CECAFA
    Uganda participated in the CECAFA tournament in Kenya and results are as below;
     Rwanda 0 Vs 1 Uganda 29th Nov 13
     Sudan 0 Vs 1 Uganda 5th December 13
     Tanzania eliminated Uganda on quarter finals 2 (2)- 2 (3) in penalty 7th December 2013

    KCC FC represented Uganda in the CECAFA Kagame Cup in August 2014 and emerged forth in the tournament.

    Sports Club Victoria University also represented Uganda in the inaugural CECAFA Nile Basin tournament held in Sudan 2014 and emerged champions.

    AFCON 2015 MORROCO QUALIFIERS

    UGANDA is taking part in the African qualifiers.
    Uganda has participated in 12 competitive games 8 friendlies which in total makes it 20 competitive games this year.

    • Player and Club registration
    FUFA Competitions department successfully completed player registration exercise for Top tier league 2014-15 through the License Plus electronic system. Currently registering Big League player’s and clubs.

    Prior to this, FCC conducted License Plus training to all clubs in Uganda Premier League, FUFA Big League, and FUFA Regional League. During this exercise FCC has registered 4 foreign players and has deregistered 32 players who are now playing outside Uganda.
    GOAL PROJECT IV

    New FIFA goal project is also on the way to ensure re development. This will see the construction of a sitting are at the Njeru field.

    LEGAL
    We have encountered a few challenges and they have managed to have cases dismissed or resolved in timely manner enabling FUFA to concentrate on our main objective.
    We successfully challenged Maroons FC court injunction imposed on the league for FUFA Competitions Committee’s refusal to admit it in the top tier league (Court refused to handle the case on ground that football matters are handled in civil courts/ordinary courts).
    It is no longer possible for anyone to call themselves FUFA and even a group that had initially acquired a trustee registration has since been withdrawn by the Ministry of Lands.
    Challenges
    All this has not been achieved without Challenges

    Change and Acceptance
    This biggest challenge we had was to be accepted by the Ugandan Football “stakeholdership”. The transition was not planned and many were taken by surprise

    The individuals and institutions that had certain advantages in the previous administration could not guarantee the continuity of the status quo. This generated anxiety and only the strong hearted kept faith and belief. I personally do not fault those that held skepticism because it is within humanity and I believe we have won over many souls within the first 365 days in office.

    Attempts to overtake Association Football by unconstitutional means continued through actions in Courts of Law, Parliament, IGG, the Police, and facilitated Media attacks to the person of the President.

    We took the opportunity whenever it arose to explain ourselves and the truth has always prevailed in the circumstances and we have been proven innocent.

    We have instead encouraged the persons behind these activities to join the football development train and many are now aboard and contributing to development.

    NCS regulations were issued and these put FUFA in a very precarious situation. Considering the fact that the 1964 NCS Act is obsolete, the regulations were always not going to provide any solutions and they seemed more to prove certain semantics and wishes about that hitherto were no backed by Law. FUFA required continued affiliation to FIFA and being able to transact in the Ugandan Business laws and the regulations could not provide such a solution in the state of the Act as it is. FUFA has since found a measure to fulfil the requirements of the regulations but still able to transact and affiliate to FIFA by amendment of the FUFA Statutes.

    The Lower League has taken a dive as supervision hitherto from the competitions committee has been passed to the RFAs that are in the process of taking shape.

    Women’s football is yet to register the kind of progress indicators we expect and rebuild of Club football structure is paramount in the coming 365 days.

    Reasons for Success:
    Reconciliatory tone, accommodating descent view holders, going into the face of considered foes, listening to all, keeping focused to set goals and beliefs, our continuous professional communication strategy, fairness to all, being open to all in agreement and disagreement, considering expertise ahead of self-interest and dedicating a lot of time to the cause has been the trick.
    ‘’it is our game, it is our country’’.

    Uganda Cranes Striker, Robert Ssentongo’s rich vein of form has continued today with his personal hat trick enroute URA’s 5 – 0 demolition of Entebbe F.C at the Mehta Stadium in Lugazi.

    Midfielders, Patrick Ochan and Miloc Illic scored the other goals that give Alex Isabirye some reason to smile after his second consecutive victory in 3 days.

    URA had won at home on Tuesday with that 1 – 0 narrow score line over Victoria University with another Ssentongo goal on 69 minutes.

    Elsewhere, Vipers closed onto the table leaders, SC Villa on 13 points following a hard fought 2 -1 victory at Buikwe over Kira Young.

    Saddam Ibrahim Juma and Mike Mutyaba scored for Vipers before Bright Haguma had given some hope for the visiting Kira Young side.

    Express needed an 87th Emmanuel Kalyowa minute goal at home to subject Victoria University to their second successive loss.

    At Lugogo Stadium, another Uganda Cranes forward, Brian Umony was on target, scoring for the home team barely 10 minutes to full time to deny Bright Stars atleast a point.

    In Mityana, at the Ssaza grounds, Jinja based side, Sadolin fought gallantly to equal matters with Rwenshama F.C after falling to an early Yunus Kasozi goal.

    Paul Kasige netted Sadolin’s equalizer a minute to full time before Rwenshama’s goal keeper was sent off unsporting behaviour.

    Rwenshama now accumulates  their second point of the campaign in 5 outings.

    The next round will be played on Tuesday, 28th October 2014.

    Northern region ready to host FUFA Assembly at Lira Hotel

    The 90th FUFA Ordinary General Assembly is set to be held at Lira Hotel. The 86-delegate FUFA Assembly will get the day’s proceedings as early as 7.45am on Saturday 25th October, 2014 with registration of the participants and invited guests.

    It will be the first Ordinary Annual Assembly to be presided over by the current FUFA President Eng Moses Magogo who was elected to replace Lawrence Mulindwa who opted not to seek another term in office.

    Mulindwa is now the FUFA Honorary President and Vice Chairman of CECAFA.
    According to the chairman of the Northern Region Football Associations Mr. David Mukidi, his team is ready for the biggest gathering that brings together the delegates to map out plans for football development in Uganda.

    ‘We are glad to host the FUFA Assembly in Lira. We believe in the leadership of the Eng Moses Magogo. We shall give him all the support he needs to take football to another level’ remarked Mukidi when www.fufa.co.ug caught up with him in Lira.
    Bofore the FUFA Assembly is held tomorrow, Northern region Football Association will deliberate will deliberate on football activities from their region today at Lillian Towers starting at 11am.

    The FUFA Chief Executive Officer Edgar Watson confirmed to www.fufa.co.ug that all concerned parties were informed about the Assembly in time as stipulated in the FUFA statues and he is expecting full house.
    ‘We shall discuss about items on the agenda’ said Watson.

    During the Assembly, the delegates will also ratify the FUFA Vice President elect Denis Mbidde to the Executive Committee replacing Mujib Kasule.
    The Uganda Football Players’ Association whose chairman is Patrick Ntege (elected three weeks ago) has also applied for membership in the FUFA Assembly.
    If admitted, they will complete the full 31 membership of FUFA.

    Captain Solomon Okwalinga’s lone strike at the Masaka Recreational Stadium proved to be the one difference as the home side, Synergy overcame Jinja based outfit, Kirinya Jinja S.S.

    The victory elevates the Masaka based side to 7 points from 4 games played in the Elgon group.

    In the other Elgon group matches played, Masaka Local Council and Busia United played to a goal-less draw while Kireka United surprised Wandegeya football club with a 2 – 0 victory at Kiteezi play grounds.

    In the Rwenzori group, Water Football Club won the battle 1 – 0 over visiting side, Kumi United at the Mengo play grounds.

    The other games played between Paidah Black Angels and Ndejje University (at Barokoro Zombo Stadium); and Hope Doves and Soroti Garage (at Namboole stadium) ended 1 all.

    FUFA Big league action resumes on Saturday and Sunday with

    Promotion:

    Three teams will be promoted to the elite league at the end of the season.

    The two teams that finish top of the Elgon and Rwenzori group will earn automatic qualification to the 2014/15 Uganda Premier League with the third side being determined via play offs.

     Demotion:

    Five teams per group (Elgon and Rweznori) are relegated to the respective regional leagues.

    The bottom placed four sides are automatically demoted.

    The fifth side  from the bottom of either groups are then engaged in a relegation play off to determine the 5th team per group that goes down.

    Vipers football club (on 10 points) have a chance of hitting the summit of the table standings should they score more than 2 goals against Kira Young at Buikwe grounds.

    This is the second game that Vipers is hosting at their Buikwe fortress in a space of 3 days after that thrilling 4 goal fixture in the the 2 all draw against the league defending champions, Kampala City Council (KCC).

    Vipers would anticipate Mike Mutyaba replicates the form that saw him register a double against KCC as the other players in Faruku Miya, Allan Kyambadde and Keziron Kizito provide the odd assists.

    Kira Young through goal keeper; Ashadu Bugembe, Derrick Teko, Moses Ndaula, Brian Nkuubi and team skipper Baker Lukooya will pause a serious challenge.

    Lugogo fireworks:

    An on form Bright Stars have not lost a game at their new home ground – Lugogo face a stern test of character and consistence when they play nemesis, Kampala City Council.

    KCC themselves have had a relatively challenging start to the season – where they lost 0 – 1 away to new entrants, Sadolin football club.

    The return of the Brian duo (Majwega and Umony) yielded instant dividends in KCC’s 2 all draw at Vipers in Buikwe as the two were in the score sheet.

    “We respect Bright Stars but we shall give our best shot at a victory”, KCC head coach, George ‘Best’ Nsiimbe revealed to www.fufa.co.ug.

    Bright Stars have already exhibited signs of a giant killing team with that season opening 1 all draw at Lugazi against URA and the goal-less stalement against Express at Wankulukuku stadium.

    In goal keeper, Mathias Kigonya, winger Meddie Kakeeto, strikers Anthony Bongoole and the team skipper, Benard Muwanga, the Kawempe based stars have a balanced team to pose a threat to the defending champions.

    Perhaps, Bright Stars will still be missing Jimmy ‘Kachanga’ Kakooza and left back, Abubaker Tabula (red carded in the teams’ draws against Express and Police F.C respectively) and the lanky tricky dribbling ace, Hassan Kikoyo (accumulated cautions).

    URA Redemption:

    After securing their first victory of the season over Sports Club Victoria University at the Mehta Stadium in Lugazi, Uganda Revenue Authority (URA) will once again hope to fully utilize the home advantage as Entebbe F.C visits.

    Like Entebbe F.C, URA have also recorded just one victory in the 5 games played.

    A win for the tax collectors’ team will give Alex Isabirye’s side, boosting an array of stars, 9 points in 6 games but Entebbe’s coach, Matia Lule and his charges could as well prove tricky opponents having had a shoddy start to the season (lost 3, won and drawn just one game).

    Uganda Cranes striker, Robert Ssentongo is expected to maintain his rich goal poaching instincts alongside the burly but tricky Augustine Nsumba, Saidi Kyeyune, lanky midfielder, Patrick Ochan, goal keeper Brian Bwete to give Entebbe a great run of their money.

    Entebbe too will rely on the form of lead striker, Alosious Lubega, winger Lawrence ‘Lorenzo ’ Bajja, Moses Ssekasana, defender Azizi Mugonza and team skipper SundayMukiibi for inspiration.

    Rwenshama F.C targets 1st season Victory:

    Rwenshama F.C and Soana F.C remain the only remaining teams in the league to pick maximum points from a single game.

    The Rwenshama fixture at the Mityana Ssaza grounds against Jinja side, Sadolin, presents that opportunity for coach Shafiki Bisaso’s coached side to record its first win of the 2014/15 season.

    Rwenshama’s only point was picked at Namboole too, but against Kira Young during that 1 all draw last week.

    SC Victoria University targets  second league victory:

    SCVU head coach, Morley Byekwaso is one of the most worried tacticians at the moment in the league.

    Morely Byekwaso has had a torrid start to the 2014/15  league.

    Having missed Uganda Cranes defenders, Dennis Iguma, Savio Kabugo and goal keeper, Benjamin Ochan in the team’s 0 – 1 loss at URA on Tuesday, Sports Club Victoria University (SCVU) faces an unpredictable side in Express at the intimidating Wankulukuku stadium.

    After the opening season 0 – 1 victory over Lweza, last year’s league runners up have failed to pick maximum points in 4 games including 3 draws and Tuesday’s 0 – 1 loss to Uganda Revenue Authority.

    Express themselves are on a recovery path having lost 3 goals and 3 points to SC Villa via a board room decision when they were found guilty of the aborted match at Mityana a week ago.

    Wasswa Bbosa and the rest of the team will therefore have to collect up their pieces and prepare for a wounded SCVU side.

    May the better prepared teams win.
