On 16th December 2022, the FIFA Council approved the FIFA Football Agent Regulations (FFAR) along with a series of actions aimed at establishing a fairer and more transparent football transfer system, including the introduction of the mandatory licensing system.
Only individuals who have been granted a Football Agent License by FIFA can provide Football Agent Services, as defined in the FFAR and the corresponding national football agent regulations.

FUFA Judicial Bodies have on Tuesday held a fruitful engagement with FUFA President Hon. Magogo Moses Hassim. The meeting was held to review the past season and how judicial matters were handled by the various FUFA Judicial Bodies in line with the FUFA Vision and Mission.
FUFA Executive Committee Member and Executive Secretary- Governance Sam Mpiima, FUFA CEO Edgar Watson, FUFA Judicial Commission Chairperson Dr. Azah Taib and FUFA Deputy CEO- Governance Sam Bakiika also attended the meeting.
Heads of Judicial Bodies and their members, FUFA Legal Office headed by FUFA Legal Manager Denis Lukambi, FUFA Legal Officer Sheba Ampaire and Legal assistant Kevin Aijuka were part of the meeting.

The review meeting reflected on what was done and what plans are lined up ahead of the new season to improve on the delivery of decisions with fast and fair justice to all stakeholders.

The President stressed that “Football is about Fair play and when it is missing, the sport will be affected in all aspects. FUFA emphasizes alot on Governance to instil and install fair play.” Added the President.
He stressed that Football at the moment faces two challenges namely; Match fixing and Hooliganism but indicated that FUFA is determined to fight against them by applying rules and regulations and stringent sanctions will be applied to have a clean sport.

“FUFA will continue to support the activities of the FUFA Judicial bodies which are aimed at sensitisation of the stakeholders and how judicial processes operate.” He said.
Dr. Azah Taib, the Chairperson FUFA Judicial Commission revealed that FUFA will continue to build the Judicial processes through sensitisation of clubs and other stakeholders.

“This will help the public and football family understand and have more trust on how the Judicial system operates.” She stated.
The FUFA Judicial process will undergo a pilot project to migrate to the online system from the current ordinary service delivery where cases are filed manually.
The FUFA Judicial Bodies will hold review meetings during the mid season and the off season just before the start of the new football season.
FUFA Legal Manager Lukambi noted that there has been a drop in cases registered by the FUFA Legal office in the just concluded season. This is attributed to players, referees and club officials getting more knowledgeable on how and where to submit their complaints to for justice.

Uganda has been pitted against South Africa, Congo Brazaville and neighbours South Sudan in Group K of the draws for the 2025 Africa Cup of Nations Qualifiers conducted on Thursday in Johannesburg, South Africa.
The draw event was conducted by Ivory Coast Head Coach Emerse Faé and former Morocco international Marouane Chamakh.
Prior to the draws, Uganda was placed in Pot 2 and thus had to face a team from the rest of the pots 1,3 and 4.
South Africa was seeded in Pot A, while Congo and South Sudan were in pots 3 and 4 respectively.
Uganda has not been to Africa Cup of Nations for the last two editions and the ultimate target will be to return to the coveted Championship next year before co-hosting the 2027 AFCON edition with Tanzania and Kenya.
The qualification games will be played in September, October and November this year. Only the top two teams besides the group that has hosts Morocco qualify for the final tournament.
Uganda Senior Men’s National Football Team, the Uganda Cranes have one more night to find out the teams they will face in the TotalEnergies Africa Cup of Nations 2025 Qualifiers.
The draw event for next year’s flagship competition on the African Continent will take place on Thursday in Johannesburg, South Africa at 3:30PM EAT.
The draw will map a pathway to qualification to AFCON 2025 which will be held in Morocco, where each of the 48 nations will be drawn into Twelve (12) groups of four (4) that will determine who qualifies.
It should be noted that the top two teams from each group qualify for the final tournament.
44 teams entered directly while the additional four Nations were winners of the preliminary round games.
The 48 national teams are seeded into four pots of twelve each based on the most recent FIFA World Rankings.
Teams in the same pot cannot be drawn in the same qualification group.

In a weekend filled with high drama, only one of the 8 pioneers of the FUFA TV Cup emerged victorious; Busoga College Mwiri triumphed over Iganga High School with a 1-0 win. However, the rest of the pioneers faced unexpected defeats, highlighting the unpredictable nature of the competition and the rising talent in Ugandan football. Mengo Senior School, Jinja College, and Kiira College Butiki were all taken down by newcomers Ndejje Senior Secondary School, Bukooli College, and Bukoyo Senior Secondary School, respectively.
Meanwhile, Namilyango College, King’s College Budo, and Makerere College School fought hard to share the spoils with Mehta SS, Gombe SSS, and Lubiri SS, respectively, in hard-fought matches that left fans eagerly anticipating the return leg.

FUFA has issued the Club Licensing Regulations 2024 Edition following approval by the 30th FUFA Executive Committee meeting for use with immediate effect starting with the 2024/2025 season. The regulations shall establish binding rules and procedure to issuance of a license by FUFA to a football club/team to participate in Football Competitions organised by FUFA.
In a circular No.1187 addressed to all football stakeholders, dated 28th June 2024 from the office of the Chief Executive Officer and signed off by the Deputy CEO-Football Mr. Decolas Kiiza indicates new changes as approved by the FUFA Executive Committee following submission by the FUFA Licensing Committee.

FUFA CEO Edgar Watson has confirmed the date, District and Regional Football Association that will host the 100th FUFA Ordinary General Assembly.
In a Notice to all stakeholders, FUFA CEO confirmed the Ordinary General Assembly willl be held on Friday, 4th October 2024 in Wakiso District (Buganda Regional Football Association).
‘Notice is hereby given to all FUFA Members, Delegates and stakeholders that the 100th FUFA Ordinary General Assembly shall be held on Friday, 4th October 2024 in Wakiso District- Buganda Region.’’ Reads the notice.
It should be noted that the Assembly is organised in accordance with the FUFA Statutory guidelines.
Members Associations and Delegates are notified of the venue and date three months prior to the Assembly.
The Assembly is hosted on a rotational basis with each of the eight regions of FUFA given an opportunity upon a decision by the FUFA Executive Committee.

About the Ordinary FUFA General Assembly
The Ordinary FUFA General Assembly is the supreme and legislative body of football in Uganda, comprised of 34 members (Associations) that are represented by 88 delegates.
The Assembly takes place annually where delegates convene and review activities carried out in the previous twelve months plus planning for the future.
According to Article 21 (2) of the FUFA Statutes and Regulations, the FUFA President conducts business at the General Assembly in compliance with the standing orders.
Some of the key areas of address in the FUFA Ordinary General Assembly include activity report, financial statements, approval of budgets, admission of new Members and dismissing of members among others.
Prior to the Ordinary FUFA General Assembly, all Member Associations convene independent annual Assembles in accordance with the FUFA Statutes.
This allows resolutions and reports from Members Associations to be agreed on before they are presented in the FUFA General Assembly for discussions.
The FUFA Tv Cup Round of 64 kicked off with a pulsating match that saw Ndejje Senior Secondary School edge out Mengo Senior School with a 2-1 victory.
The match began with a lightning-fast goal in the 1st minute, courtesy of Keith Kalunda. Capitalizing on a disastrous back pass from a Mengo SS defender, Kalunda showcased his alertness and finishing skills by calmly tapping the ball past the helpless goalkeeper. The early goal set the tone for what would be an intense and hard-fought game.
Fans of both schools filled the stands, creating an electrifying atmosphere with their cheers and chants. Mengo SS supporters were momentarily silenced by the quick setback.
Ndejje SSS didn’t rest on their laurels after the early goal. In the 7th minute, they doubled their lead through Gum Okello. Awarded a penalty after a clumsy foul in the box, Okello stepped up with confidence. His well-placed shot to the bottom corner left the Mengo SS goalkeeper with no chance, sending the Ndejje supporters into raptures once again.
The two-goal lead put Ndejje SSS in a commanding position, and they began to control the tempo of the game. Their midfield dominated possession, and their defense remained resolute, thwarting any attempts by Mengo SS to get back into the match.
Mengo SS, however, showed commendable resilience. Despite the early setbacks, they gradually found their footing and started creating chances. Their midfielders began to link up play effectively, and their forwards tested the Ndejje SSS goalkeeper with several shots on target. The Ndejje defense, marshaled by their captain, stood firm, making crucial interceptions and clearances.
As the match progressed, the tension on the field and in the stands grew palpable. Every tackle, pass, and shot were met with loud reactions from the passionate supporters. Mengo SS fans, hoping for a comeback, urged their team forward with every attack.
The persistence of Mengo SS finally paid off in the 87th minute. A swift ball curved into the box saw their forward jump higher than the Ndejje defense to head the ball home, scoring a well-deserved consolation goal. The late goal ignited a glimmer of hope among Mengo SS fans, who cheered their team on in the dying minutes of the game.
Despite a spirited effort in the final minutes, Mengo SS couldn’t find the equalizer. The referee’s final whistle signaled a hard-fought 2-1 victory for Ndejje SSS, who celebrated their progression to the next round with jubilant scenes on the pitch.
This match held extra significance as Ndejje SSS are newcomers to the FUFA Tv Cup, while Mengo SS were participants in the inaugural edition. The win marks an impressive debut for Ndejje SSS in this prestigious tournament.
After the match, Ndejje SSS coach Hamid Yasin praised his team’s early intensity and composure under pressure. “We started very strong, and that made the difference today. Our defense was solid, and the boys executed the game plan perfectly,” he said.
On the other hand, the Mengo SS coach Mayimba Yassin Abdu expressed disappointment but remained optimistic. “It was a tough loss, especially with the early goals we conceded. However, I am proud of how the team fought back. We will learn from this and come back stronger,” he stated.
The two teams will play a return leg next weekend to determine who progresses to the round of 32.

The Round of 64 will be played on a home and away basis, adding strategic depth to the competition. Teams must perform well both at home and on the road to advance to the next round. This format ensures that every match is fiercely contested, as one slip-up could mean the end of the journey.

The inaugural edition Winners St Marys College Kisubi will start from away to St Balikuddembe Secondary School Mitala Maria whereas finalists Kiira College Butiki will be hosted by Bukoyo SS.
The FIFA Football For Schools Programme in Uganda was officially launched on Tuesday at FUFA Technical Centre, Njeru.
The closing ceremony was graced by FUFA President Hon. Magogo Moses Hassim who was in the company of FUFA First Vice President Justus Mugisha, FUFA Executive Committee Member Ronnie Kalema, FUFA CEO Edgar Watson and FUFA Deputy CEO-Football Decolas Kizza.
Assistant Commissioner Physical Education and Sports in the Ministry of Education and Sports, Sammy Odongo also attended the function.
FIFA Chief Member Associations Officer Henry Honore Jean Marie and FIFA Member Association Africa Regional Coordinator Sousa Silmara who have been part of the programme since the first day also attended the closing event.
FUFA President lauded FIFA for this initiative and believes the Programme will go a long way in addressing mass football participation in the country.
“We want to thank FIFA for this Programme because our intention as FUFA is make sure that every young boy and girl has access to playing football. In our Technical Master Plan, we have put keen attention to mass football and there is no better way to do it than having school-going children,” he said before adding that “ having games teachers learn football helps us to pass our message to the pupils easily because they interact regularly and it becomes effective in having more children attracted to the game.”
FIFA Chief Member Association Officer Henry Honore Jean Marie explained that the intention of this Programme is to teach children life skills through football.
“We know that football has a great impact on society and the belief we have at FIFA is that we can instill life skills to children through football. That is why we have partnered with UNESCO to extend this Programme to our Member Associations in collaboration with the Government through the Ministry of Education and Sports.” He indicated.
”We have prepared content that the Games Teachers will use to teach the students both the technical and life skill aspects.”
Odongo stated that Ministry of Education and Sports will follow up with the Programme to make sure that the message is cascaded to every part of the country.
The Programme started on Sunday with 50 Games teachers from Primary Schools across the country enrolling for a football workshop for the first two days.
Games Teachers were taken through the basics of life skills, game preparations, children safw guarding, emotional control and team work among others.
These will become trainers and FUFA will use them to extend the message to other parts of the country by holding regional workshops.
During the Workshop, Games Teachers were tasked to open up accounts on the FIFA Football For Schools App where educational content is shared and this will guide them in executing and preparing for their training sessions.
It should noted that the Programme considers school-going children between the age of 4-14 who are mainly in Primary Schools.
FIFA supports the Programme with a one-off funding of $50,000 and 66, 260 balls that will be distributed to Primary Schools across the country.
The FIFA Football For Schools Programme in Uganda climaxed with a festival at FUFA Technical Centre, Njeru where Games Teachers demonstrated what they had learnt.
Over 120 pupils (both boys and girls) from Naminya UMEA Primary School took part in the festival.
As part of FUFA’s continuing implementation of the Club Licensing system, and following the latest CAF Club Licensing Regulations Edition 2022, emphasis has been put on the Domestic Club Licensing criteria for the Men’s top tier National Club Competition.
The FUFA President Hon. Magogo Moses Hassim was flanked by the Executive Commitee Member Rogers Mulindwa and the 1st Vice President Justus Mugisha in the meeting held at the FUFA Complex on 25th June 2024.
While starting his address, Hon. Magogo Moses Hassim thanked the club CEOs for the work they are doing in the StarTimes Uganda Premier League and emphasized the need to meet more.

The FUFA Football For Schools Programme entered day two on Monday with participants undergoing both theoretical and practical sessions.
Under the tutelage of FIFA Football For Schools Manager Antonio Buenano Sanchez and FIFA Technical Consultant Alberto Giacomini, the games teachers were taught life skills, Children safeguard and several technical aspects among others.
The participants later sat for an examination and were awarded certificates of participation by FIFA Chief Member Associations Officer Kenny Honore Jean Marie and FUFA CEO Edgar Watson.
The Programme will climax on Wednesday with an official launch and a football festival at FUFA Technical Centre, Njeru.

FUFA First Vice President Justus Mugisha lauded FIFA for the Programme that touches capacity building as a critical element in football development.
“We are very grateful to FIFA for this initiative because it touches a critical stage which is grassroots football. We believe by the end of the Programme, the participants will benefit a lot and it doesn’t end here because they will go and train other games teachers in their respective regions,” he said.
Odongo who was the Guest of Honour on the opening day indicated the FIFA Football For Schools Programme is in line with the new curriculum that puts emphasis on sports.
“Government through the Ministry of Education and Sports has incorporated sports and Physical Education into the new curriculum and we believe the FIFA Football For Schools Programme comes at a good time. Equipping games teachers with knowledge about football is important and we extend our appreciation to both FUFA and FIFA.” Stated Odongo.

“Football For Schools Programme was an idea started by FIFA aiming to coordinate Member Associations and Governments through Education and Sports Ministries to use football as a way of teaching life skills to students.”
It should be noted that FUFA identified 50 games teachers from the 8 regions of FUFA to take part in the workshop at FUFA Technical Centre, Njeru.
The games teachers are trained by FIFA experts and will become certified Trainers after the three days. They will in turn train other games teachers from their respective regions.
A FIFA Football For Schools Online Platform (App) was revealed to the participants and all were tasked to open personal accounts.
The App has educational content that will guide the participants in executing and planning for their sessions with players between the age of 4-14 which the Programme targets.
Day Two will see participants learn about Safe Guarding and how to embed life skills in football.
The Programme will end on Tuesday with an official launch and a Football For Schools festival.
The FUFA Womes Cup 2023/2024 came to an end on Sunday 23rd June 2024 at Standard High School Zzana-Ndejje Campus, as She Corporate FC played against Rines SS WFC.
The match ended goalless after the ninety minutes and the play went into extra time. Goals didn’t surface by the time the full-time whistle was blown and this prompted spot kicks.
She Corporate FC won 5-4 against Rines SS WFC. The latter missed two spot kicks while She Corporate missed one.
In an exhilarating showdown at the St Kagwa Bushenyi High School playground, football enthusiasts were treated to an unforgettable match in the return leg of the preliminary round of the 2nd Edition of the FUFA TV Cup. The encounter between St Kagwa Bushenyi High School and Nganwa High School Kabwohe ended in a dramatic 4-4 draw, with Nganwa High School progressing to the round of 64 on the away goals rule.
The atmosphere was electric as the match kicked off, with both teams displaying determination and skill. St Kagwa Bushenyi High School, playing on their home ground, started strong. In the 3rd minute, Innocent Atwine turned a strong cross from the right side of the field into a shot that went past the goalkeeper, igniting the crowd’s cheers and setting the tone for a high-scoring affair.
Nganwa High School quickly responded. In the 6th minute, Brian Barekye unleashed a thunderous strike from outside the penalty area, equalizing the score and silencing the home fans. The momentum shifted as Nganwa continued to press forward. Ibrahim Mugisha showcased his skill in the 14th minute, scoring a beauty that put Nganwa in the lead. Their captain and free-kick specialist, Faruku Karemera, then converted a free-kick from the far right of the field, replicating his first-leg success and extending Nganwa’s lead to 3-1.
St Kagwa, however, was not ready to give up. In the 26th minute, Ali Isma pulled one back for the hosts with a well-placed shot, making it 2-3 as they headed into halftime, with Nganwa holding a slender lead.
The second half began with a bang as Nganwa’s Kennedy Bonde struck in the first minute, making it 2-4 and putting the visitors in a commanding position. St Kagwa needed a quick response, and they found it in the 52nd minute when Didas Agasha scored, narrowing the gap to 3-4. The home team continued to push, and in the 69th minute, Yonah Nasasira leveled the score, much to the delight of the home supporters.
As the final whistle blew, the realization dawned on the St Kagwa players and fans that despite their valiant efforts, Nganwa High School would advance to the next round. The away goals rule, often a source of heartbreak in football, proved to be the difference on this occasion.
Coach Collins Agaba of St Kagwa Bushenyi High School: “We played our hearts out today, and I couldn’t be prouder of my boys. Scoring four goals in such a high-stakes match shows our attacking prowess. However, we conceded some soft goals which ultimately cost us. It’s a tough way to go out, but we’ll learn from this experience and come back stronger. Credit to Nganwa for their resilience and for pushing us to the limit. I promise a better contest in the coming edition.”
Coach Yusuf Mutebi of Nganwa High School Kabwohe: “What a match! I have to commend my players for their fighting spirit. Coming here and scoring four goals against a strong team like St Kagwa is no small feat. We knew the away goals rule could work in our favor, and the boys delivered when it mattered most. This result gives us great confidence going into the round of 64. We have a lot to work on, but today’s performance shows we have the potential to go far in this tournament. We are ready to put up a fierce competition against Muntuyera High School, who will be our opening fixture in the round of 64 next weekend.”
In the Western Chapter are other formidable schools like Mbarara SS, Mbarara High School, Kigezi High School, Makobore High School, Kigezi College Butobere and Mutolere High School
The thrilling 4-4 draw will be remembered as one of the most exciting matches of the preliminary round, showcasing the passion and talent of school-level football in Uganda.
Round of 64 will be played on home and away basis starting on Saturday 29th June 2024 across all the 12 chapters.

The first module of the ongoing CAF A Diploma Coaching Course successfully came to a climax on Friday with participants breaking off.
The break will last two months with participants having internship at their respective clubs.
Since June 11th, participants (Coaches) have been undergoing module one which had both practical and theoratical details of personal coaching style, developing philosophy, playing style, systems and formation, match analysis and periodization.
The module was under the guidance of CAF instructor Francis Kimanzi Mbindyo.
Participants will report back on 23rd August 2024 for the second module of the course where they will be required to present about game analysis, developing football philosophy and football periodization.
Speaking on behalf of all participants, Coach Badru Kaddu of Buikwe Red Stars said “we are going to become better club managers after the training,”
He also thanked FUFA for presenting them with the opportunity to study CAF A Coaching Course.
In his closing remarks, Mr. Ali Mwebe the Football Development Director at FUFA, urged the coaches to do all the assignments.
“We have come to the end of the first module and I believe the participants have gained a lot. What is required of them is to do all the assignments before reporting back for the second module.” He said.
It should be noted that the course has attracted a total of 25 participants, including some from neighbouring countries.
