We thank you for the incredible work you are doing for football. Football clubs are the beginning blocks of football. Without clubs, you can not have football. You are making a contribution to the game of football. We are aware of the challenges everyone is going through because of COVID-19. We are in an abnormal year but football people want to play football but life is very important. It is not a matter of life and death. We must live tomorrow. As football people, we have a responsibility to make. Fair as possible so that we take football to the next level. There is no time and already club licensing is taking place. We received SOP’s from Government and the Ministry of Health that included playing before under closed doors, regular social distancing, masking and sanitizing as well as quarantine of the teams (tournament environment with camping hotel after undertaking COVID-19 tests)’ Eng. Moses Magogo.

    Eng. Moses Magogo, FUFA President

    Way forward:

The different club representatives in attendance shared their respective ideas and by the end of the meeting, it was agreed upon that FUFA would cost share the COVID-19 testing costs with the clubs, meet the accommodation, feeding of the team players and officials as well as provision of medical services for all the teams during the matches.

Some of the delegates in attendance during the consultative meeting

    Some reactions:

This consultation between FUFA and the club is good enough. It shows the element of fair-play. With FUFA coming in with the cost sharing aspect, we are humbled‘ Edrine Ochieng, President Gaddafi Football Club remarked.

Edrine Ochieng, President of Gaddafii Football Club

We are ready to meet feeding and accommodation costs, but the testing costs should be met by FUFA.’ Henry Owor, President Admin Football Club.

Henry Owor, President Admin Football Club

I wish to thank FUFA for negotiations with Government upon partial easing of sports. I urge the federation to come up with a proposed date for holding the play-offs to help the planning process. Also, I call upon FUFA to continue engaging the Government to reduce the cost of the COVID-19 tests from Shs. 240,000 which is way to big‘ Jasper Barigye Muhinda, CEO of Tiles & Terrazo Football Club.

Jasper Barigye Muhinda, CEO of Tiles & Terrazo Football Club.

‘If the sporting merit fails to determine the promoted clubs, then the club licensing measure should be considered to determine the prepared clubs in case football can not be played‘ Joseph Collins Ssemanda (Ndejje University).

The testing of players and players is expensive. FUFA Should come out and help out‘ Denis Omwon (Hotsprings Football Club).

We have to take the costs, playing without fans is okay in respect of the COVID-19 regulations. Cost sharing is a welcome venture‘ Julius Arega (Team Church Football Club).

FIFA MA referees online course 2020 commences

The 2020 FIFA Member Association (MA) Referees online course officially started on Monday at the new FUFA complex in Mengo and it was graced by FUFA President Eng. Moses Magogo.

Unlike the previous years where this fitness and physical course has been held at the FUFA technical centre in Njeru for five days, this time round because of the Covid-19 Pandemic no instructor travelled in due to travel restrictions.

Zambian instructor Gladys Lengwe and physical instructor Mark Muzengo from Malawi tipped (via zoom) the participants with the latest about refereeing in the football world.

The FUFA President urged referees to keep themselves in shape and fit no matter the current situation globally as well as being much comfortable using ICT.

    FUFA President Eng. Moses Magogo

‘I thank all the referees for coming to this course. Whereas we are aware of the challenge we are having of COVID-19 it doesn’t take away the hope that football will come back and we need referees who are fit physically, mentally and medically. So it’s good that you keep your selves in shape because when we come back it will still be the same like we left as the demands will be the same maybe what will have changed is the the laws of the game in between could have changed and it’s important that since understanding the laws of the game may not require Sops, you can continue improving your selves such that when we come back we don’t have such a challenge. It is also important that as a modern referee you are comfortable using ICT, I remember I used to talk about this before and I think it’s even getting more clear that classes are on zoom so times have changed so it’s important continue improving our selves in such a manner that we are able to keep up with the times. It’s true that at this time of the year usually is when the new referees go onto the international list while some are either maintained or demoted basing on performance, medical fitness and physical fitness and FUFA are supposed to submit a list but the executive have decided to maintain the list and urged those who are aspiring to continue as there hasn’t been any serious competition as further advised by FIFA. ‘ Eng Magogo remarked.

FUFA is the best organized sports organization among the 52 sports federations in Uganda. It has been a long journey to be here. We are here out of a strategy, planning and thinking. This is not where we want to be. We are still in transit of moving from point A to B. We have the vision of being the number one football nation on and off the field in Africa. We have to develop the game of football and this entails youth, promote the game and protect football at all levels. As FUFA, we believe in youth football. In youth football, we believe that we have a secured future. We therefore need proper academy structures. We need to do things the way in an organized and structured manner. It is the reason why we came out to say that we are going to grade and classify the academies. We need players who will play at the highest leagues in the world. To develop players, we pass through processes. There is need for a detailed curriculum for on and off the field training of players. Let us respond to the call of academy licensing.” Eng. • Regional chairmen urged to lead football development

Regional chairmen urged to lead football development

The chairmen of the 8 Regional Football Associations have been asked to play a key role in reviving and taking football to the lower levels as per the FUFA statutes.

In a meeting held in today afternoon at FUFA house in Mengo where the regional leaders also met the FUFA president Engineer Moses Magogo and his executive members, they were tasked to have a keen eye on football activities in their regions.

The forum was used to discuss developmental issues concerning Ugandan football.

‘Regionalizing football starts with the chairmen that leads others to follow’ said FUFA president Magogo.

He advised the regional leaders to be strong while starting up football development projects country wide.

Magogo said it is important for the regional football associations to create their own avenues for finances and activities but admits that it is a challenging venture though achievable.

With each region set to receive 10 million shillings to act as start-up finance t help in setting up a secretariat, paying for the office administrator and hiring the premises for the offices,  FUFA believe that football will be getting closer to the regions.

‘Activation of governance of regional activities is a key element to football development. This money will not solve all the problems at regional level but it will give us a kick start for greater things in future’ added Magogo.

The regional chairmen were also guided on how to manage the finances s they will be required to apply for the grant and spent specifically on projects indicated by each region on the forms and blessed by FUFA. The application must be in line with the following areas: Hiring a Secretary who is paid, an office, hold meetings for the region to discuss football development, Annual General Assemblies, organize courses and buy footballs. However he called on the regional chairmen to exercise the highest levels of integrity.

‘This money should not excite anybody. Accountability is important because FIFA auditors will audit for money sent to their member National Football Associations’ said Magogo.

Some of the regional chairmen and Executive committee members who attended the meeting welcomed the idea.

‘The money can’t be enough to run every football activity in the region but it will give a good start for those who are new in office’ Justus Mugisha-FUFA 1st Vice president, Chairman FUFA standing committee member Associations.

  • Clarification On Baseless Rumours

    Clarification On Baseless Rumours

The federation has learnt of baseless rumours circulating about the resignation of Mr. Rogers Mulindwa. It was Mulindwa’s choice to resign from his position which the federation accepted and he has honorably handed over the office.

It is also important to note that FIFA has never instructed FUFA to sack Mulindwa and neither has the FUFA President Mr. Moses Magogo given any interview or exchanged information with anybody in South Africa on this matter.

The President has instead concentrated on the CHAN tournament to motivate the Cranes’ players and to meet CAF officials on matters of football development.

  • Defiant Kabenge in shocking drama!

In what can be termed as real drama of events, the banned former Uganda Super League (USL) board chairperson, Kavuma Kabenge now denies knowledge of any disciplinary actions ever taken against him by FUFA or its judicial bodies!
Kabenge has also down played all the past efforts showed by the world football governing body, FIFA , the Government of Uganda and any other institutions including Supersport in restoring sanity within the National league.
“….It has been established that no disciplinary decision has ever been taken by the Federation of Uganda Football Associations and its judicial bodies against me” reads part of Kabenge’s March 15 response to FUFA. The errant official was responding to the communication from the Federation CEO Edgar Watson sent a day earlier warning him against the continued violation of association football rules.
“Based on the meetings with FIFA officials Mr. Primo Canvaro and Ashford Mamelodi, with the Minister of State for Sports (Hon. Charles Bakabulindi) and with Super sport official Mr. Gary Rathbone, it was unanimously advised that you step aside and tender your appeal to the FUFA Appeals Committee” FUFA wrote. The statement further added, “Duly Constituted FUFA judicial bodies exist and that the first instance body (FUFA Disciplinary Committee) sat and pronounced itself on your matter. These matters are not disputes but disciplinary issues”.
But Kabenge has stubbornly hit back alleging that such meetings did not have resolutions and therefore not binding. “There are no resolutions of meetings be it with the Minister of sports, FIFA nor Supersport that you are talking about……in the circumstance there is nothing to appeal against” wrote the errant former USL board chairman.
In yet another parental approach, the federation had granted both Kabenge and former CEO Ebil Ssegawa three working days to express interest to appeal. The grace period expires on Monday March 19.
FUFA further called for immediate withdraw of all matters brought before civil courts of law by the two officials or their agents as the actions were contrary to the rules governing association football and punishable. Kabenge has however remained quiet on the directive to withdraw court cases.
With such details continuing to emerge from Kabenge, the judgment remains open to you to prove whether himself and his agents have any positive feelings towards the good of Ugandan football governed under association football rules. (Story compiled by Rogers Mulindwa, Head of Communications in FUFA)
