    FUFA Disciplinary Committee has suspended SC Villa player Denis Guma from all the Federation organized matches for a period of one month for mysteriously disappearing from the National team camp on November 6 this year.

    The Cranes player will also have to miss three consecutive super League matches with his registered club of SC Villa as part of the punishment. In addition, he is required to pay a fine of Shs.500.000 (Five Hundred thousand shillings) before being cleared to play subsequent games.

    Guma disappeared from the Cranes camp just days before the team travelled to Casablanca in Morocco for the LG cup. Speaking about the verdict, the Federation CEO Edgar Watson said this would serve as an example to other players and help instill discipline among them. It had earlier been alleged that Guma sneaked out of the camp to travel abroad for professional trials but to our surprise, he featured for his club in a league match a day after the national team had left.

    Edgar further added that such disciplinary actions had helped tame other players before. He cited examples of Cranes players Tonny Mawejje, Abubaker Tabula and Mike Serumagga who suffered a six months suspension from all football activities for the same offence between 2006 and 2008. Striker Serumagga and Tabula were suspended for absconding from the Cranes team that prepared to play a friendly game against Libya while Mawejje escaped from the camp as the team prepared for a Nations Cup qualifier.

  • Somalia leader meets winless Ocean stars

    The president of the Transitional Federal Government (TFG) of Somalia Sheik Sharif Sheik Ahmed on Saturday afternoon met the Somali National Football Team  Ocean Stars two days after they had been eliminated from this year’s Cecafa Tusker challenge cup here in Dar es salaam city, Tanzania.

    Accompanied by the deputy prime minister and minister for defense Hussein Arab Isse and the Somali police Chief General Sharif Sheikhuna Maye, the Somali president said that he was very impressed with the team’s effort to participate in the annual regional event.  “You are really doing a good job for your country, because you have been carried the Somali flag during a very difficult era and still look focused to do so—I encourage you to continue”, the President told the Somali players. Somalia lost all its three group matches and returns home pointless and with eleven goals conceded against one.

    The meeting also attended by the Somali Football Federation (SFF) officials was held in one of the hotels in Dar es salaam city centre according to Somali Football Federation media officer Shafi’I Mohyaddin Abokar. Somali FA Secretary General, Abdi Qani Said Arab was among the officials present.

  • UG Referees in charge of Cecafa quarters

    Ugandan centre referee Ronnie Kalema will be in control of today’s first Cecafa Tusker quarter final match between Burundi and Sudan to be played from the National stadium of Dar es Salaam, Tanzania at 2:00pm.

    Another Ugandan, Mark Sonko will also be the second assistant in the second quarter final between Rwanda and Zanzibar to be played later in the day. The appointments were confirmed by the Cecafa General Secretary Nicholas Musonye Sunday evening.  Musonye said the organizing committee in collaboration with the referees standing committee had scrutinized all the referees and found the duo suitable to do the job.

    In the first game, Kalema will be assisted by Hamis Changwalu and Clement Erasmo both from Tanzania. Rwanda’a Garvis Munyanziza will be the fourth official while Suleiman Waberi from Djibouti has been appointed the referees’ inspector.  Sonko will work with Bamlak Tessema of Ethiopia as his centre referee and Idam Mohamed from Sudan as the first assistant. The set will also have Kenya’s Davis Omweno as the reserve referee and Uganda’s Charles Masembe as the referees’ inspector. Uganda plays Zimbabwe in the third quarter final on Tuesday afternoon before hosts Tanzania face Malawi in the last match.

    Kenya was eliminated from the 2011 Cecafa Tusker Challenge Cup, following a dismal performance and a 1-0 defeat by Sudan at the National Stadium here in Dar es salaam city on Saturday afternoon.

    Sudan, on the blink of being sent home before the match, played tactfully and the jaded Kenyans had no answer. Later in the afternoon, Harambee Stars would only squeak into the quarter-finals if Tanzania Mainland beat Zimbabwe 2-0 in the last Group ‘A’ match. The results however ended 2-1 in favour of Zimbabwe, a guest team in this tournament which finished second behind table leaders Rwanda. This automatically made the tournament organizers book the flight for the Kenyans  back to Nairobi tomorrow morning.

    If Tanzania had won 2-0, with Kenya and Zimbabwe on three points each, Harambee Stars with a -1 goal difference would have edged Zimbabwe [-2] as the second of the qualified third placed teams. Zanzibar, third in Group ‘B’ were best losing team with four points while earning their place in the quarter finals. However, Zimbabwe trashed this computation early in the match when Daniel Ngoma scored in the first minute to give Zimbabwe a 1-0 lead.

    Then Said Maulid scored in his own goal to give the Zimbabweans a 2-0. Uganda will now have to play Zimbabwe in the third quarter final on Tuesday at 2:00pm before Tanzania plays Malawi in the last quarter final game. At the point when Zimbabwe led 2-0, Kenya still held on to hopes if Zimbabwe went on to thrash Tanzania by a 4-0 margin. But it was the hosts who fought to pull back a goal through Mwinyi Kazimoto who converted an 85th minute penalty, shutting out the Harambee Stars.

    There was however some talks of disciplinary problems in the Kenyan camp that ended with Jamal Mohammed and Paul Were being left out of selection. Some fans blamed this early exit on poor team selection. But also, since coming to the tournament, the Kenyans seemed unmotivated, murmurs indicating that Football Kenya Federation [FKF] had not paid player wages since they assembled in Nairobi preparing for the Challenge Cup.

    The FKF chief executive officer, Lordvick Aduda, was in Dar es Salaam during the early stages in the tournament before leaving for Nairobi, promising that he would return with money for the players. He could not be seen until his team was eliminated.

    Meanwhile Tanzania Mainland were also outplayed by Zimbabwe who won 2-1 in the second match of the afternoon, but the home team, defending champions at the 12-team tournament, managed to qualify for the quarter finals as the second of two best runners-up sides from the three pools. Zanzibar, who awaited the results of the final day to know their fate, were in the quarters as the best runners-up team. Sunday is a resting day and action resumes on Monday when Burundi plays Sudan in the first quarter final before Rwanda takes on Zanzibar.

     

     

     

  • FUFA warns USL on parallel licensing body

    The Federation of Uganda Football Associations (FUFA) has learnt of an intention by the Uganda Super League (USL) to start up a licensing body, an act the football umbrella in the country regards unacceptable by all standards.

    FUFA has seen copies of the e-mails being circulated by the USL to clubs requiring them to set up this body. The documents under circulation are also intended to have USL establish own rules on licensing.

    The FIFA Regulations for the Club Licensing are however very clear on the roles, criteria and procedure of managing the club licensing from FIFA to CAF and to Member Associations, Uganda inclusive. FUFA Vice president in charge of administration Eng. Moses Magogo therefore says, ‘Not until FUFA in its discretion delegates this responsibility to the USL, they cannot have the mandate to do so’.

    But this can only happen if USL applies to FUFA to obtain the delegated responsibilities, then FUFA in turn applies to CAF and if an approval given, that is when this can be executed but still with FUFA approving their rules.
    This would not be an issue but the whole complication arises from the fact that the USL officials are failing to appreciate how football structures work or they intentionally bent on undermining the FUFA authority and there undermine legitimacy which leads to wrangles all the time. USL are also bent on determining which teams play in the league by acquiring their own licensing agenda and therefore undermine FUFA’s role as detailed in the USL MEMARTS that USL Membership shall only be changed with written consent of the Special Shareholder (FUFA)

    We would therefore wish to advise that USL respects the FIFA and CAF statutes as they continue executing the duties of managing the National league as mandated by FUFA. Such provocative actions that contravene the FIFA/CAF standards will not only antagonize the game but also create a bad impression on our country and federation in particular.

    The FUFA Licensing Board was set up as a requirement of the Jinja Declaration. In pursuant to Article 53 of the FUFA Constitution, the FUFA executive committee enacted the Club Licensing regulations for all FUFA managed and authorised Competitions in the country. Among the key objectives of setting up the licensing board is to set minimum standards in football, enforce good football governance by safeguarding the credibility and integrity of club competitions and enforce clubs financial stability and transparency among others.

    Former FUFA vice president in charge of youth programs, Justus Mugisha is the new chairman of this board.

  • North East League: Bukedea in the lead

    The North East Regional League that kicked off on November 18 resumes this coming Monday, December 5.

    Table leaders Bukedea Arrows FC with six points will host Kumi United at Bukedea Primary School. Kick off time is 16:00hrs. According to the Zone 1 chairperson Ibrahim Maraka, the tournament is progressing well with Ngora Freda Car FC in a second place. Maraka called for discipline among the players, officials and fans and warned that disciplinary actions would be taken against any culprits.

    The newly appointed zonal chairperson also called upon other sports stakeholders in the region to mobilize the fans to watch these games.

    In the past games, Ngora Freda Car walloped Bukedea Arrows 4-1 while Kumi United and Bukedea Town council played to a goalless draw last Monday. Amuria Crane City edged Ngora Freda Car 1-0 after the later had lost 2-1 to Bukedea Town council.

    Burundi electrified Dar es Salaam National Stadium on Thursday, upsetting pre-match favourites Uganda with a 1-0 win. The results thrust Burundi to finish top of the group ‘B’ table in the ongoing Cecafa Tusker Challenge Cup here in Dar es Salaam, a position many felt earlier was Uganda’s destiny.

    Emmanuel Okwi was instrumental on the Ugandan squad but failed to utilise a goalden chance he had for his side in the first half.

    Zanzibar also won their last group stage match, beating Somalia 3-0, in the same group, but will have to wait and see whether they will be one of the two best third place teams that will qualify for the quarter finals. Burundi players were brilliant and entertaining right from the word go. As the game wore on, a bemused Uganda appeared unable to cope with a pace they never expected.

    But Coach Bobby Williamson praised his boys saying they did their best only that they lost the game. “I congratulate my boys for making it into the quarter finals of this very competitive tournament” the Scottish tactician told a fully packed post match press conference.

    A fiercely attack-minded Burundi raided the Uganda goal with booming shots from all angles; most of them long range to the great discomfort of the Cranes goalie Robert Odongkara.

    The St. George FC goalkeeper had been tested from all angles when, with sun in the eyes, he was beaten by a high ball from Cedric Amissi in the 40th minute. The ‘blinded keeper’ could do nothing about the ball that his stretched arms could not reach as it went in via the upright on the top far corner.  “I was affected by the sun rays but will offer my best if given another chance” said Odongokara after the game. Cranes’ tournament first choice goalkeeper Abby Dhaira still struggles to recover from malaria.

    The Burundians never let the Ugandans settle, pushing them to the limit with short clever passes that threw the Cranes’ midfield into shambles. Uganda would have taken a lead in the 23 minute when Emmanuel Okwi dribbled through the ‘forest’ of Burundi defender and left with the goalkeeper to beat but never used this opportunity maximally. Uganda will now have to play the runners up from Group ‘A’ likely to be mainland Tanzania or Zimbabwe depending on the results from their remaining group stage matches.     Meanwhile Zanzibar’s qualification into the quarter final stages hinges their hopes on either Tanzania or Zimbabwe failing to win their last Group ‘A’ match on Saturday to finish on three points and be eliminated. Rwanda are expected to beat Djibouti this Friday to top Group ‘A’ on nine points, while Ethiopia and Malawi meet in a crucial Group ‘C’ engagement, whose qualifying and eliminated team[s] will only be known on the last day of play when Kenya meet Sudan.

  • Association Football is a regulated Discipline-Magogo

    In 2006 in Munich Germany at the FIFA Congress, it was reported that 99.8% of the 250 million registered football players in world were amateur. FIFA realized that these statistics were a huge detriment to international football where the gap between the top and bottom would widen. FIFA football development and financials concept is built on football competitions such as Spain vs. Djibouti going either way. The FIFA Congress created the 2006 Munich Task Force and required the FIFA Executive Committee to draw Club Licensing Regulations that would be adopted through the Confederations (CAF) down to the Member Association (FUFA).

    FIFA has since drawn the FIFA Club Licensing Regulations and has also drawn an implementation agenda for the confederations and member associations. FIFA further went ahead with the Win-in-Africa-with-Africa with education of club owners mounted in all African Countries by June 2010 to coincide with the World Cup in Africa. In Uganda it gave birth to the Jinja Declaration and consequently the USL. Whereas Uganda opted for the Engilish Premier League Model of a company Limited to run the elite league, Zambia and Tanzania went for the Bundesliga Model where their leagues are run by the federations. FUFA had to change its statutes, create and appoint a VP from USL and Create a Licensing regime (Bodies and rules). FUFA has not only fulfilled its obligations of the declaration but went ahead to wipe off a staggering 70,000,000 UGX that the clubs owed referees before handing over.

    FUFA created the Club Licensing regulations and appointed the FUFA Licensing Board that comprised, Bainamani Bernard as Chairman, Magogo Moses as Secretary, Tomusange Ali, Kabugo Sam and Balenzi Fred as Members. This committee, upon the request of Mr. Kavuma Kabenge, adopted Mr. Paul Kabaikaramu and Richard Omongole. The regulations that were decimated in scores for the various standards marked out of 100% found so many clubs wanting in the professional requirements many of which did not require money but organizational abilities. The regulations emphasize the concept that for a club to be licensed to play in a competition should not depend on sporting ability only but the areas of Finance, Infrastructure,  Administration and personnel, Sporting and Legal Structure.

    Two incidents have inspired me to write this article;

    The first is that Daily Monitor ran an article where the author wondered if FUFA is for football by name and objectives, “why would they refuse to register Simba FC for CAF Club Competitions because a 10,000USD fee not in CAF regulations.” On top it looked like a genuine concern but deep inside was underlying the option of either the author not knowing how modern football is managed or a new recruit to the clan of spin doctors. Circulars are part of regulations in football either to clarify or amend the content of the printed law books and financial inability is a new criterion that CAF has in writing asked FUFA to consider before registration of clubs in CAF Club Competitions. In any case, a journalist who has been following Ugandan Clubs in CAF Club Competitions is aware of Referees and Commissioners abandoned in hotels, failure to play return legs, running away with gate collections without declaration to CAF, control of crowds, players accruing more than 4 yellow cards in a game and all these are matters that have accrued fines from CAF. CAF does not pass on these fines to the Clubs but to FUFA and some of these football crimes are committed out of negligence and could have been avoided

    The second is the circular from USL, creating a club licensing body and their own rules. I am going to continue to ask whether the learned friends at USL ever understand the basic football rules. Association Football is a fully regulated discipline and unlike Music or Drama or, with due respect, every activity in football has governing parameters. The FIFA Club Licensing regulations are very clear on the objectives, procedure and the entire responsibility is put upon FUFA. When Mr. Kabenge came back from Germany, the new terminology was licensing. He either does not know how this is regulated or he is up to his life dream of antagonizing FUFA, undermine authority, reduce or remove legitimacy of the authority and collapse a structure because he is aware that by the civil route of elections, he can never win any election anywhere because of his modus operandi. He would also like to create an empire of the powers to admit and dismiss from the league clearly reserved for FUFA as a special shareholder in the USL Memorandum and Articles of Association as the case has been with Hoima and CRO. The FIFA Regulations indicate that should FUFA at its discretion desire to delegate the league to do licensing, the CAF executive Committee must approve the FUFA request to delegate authority to the USL. As we speak the USL is creating a Licensing Body that the leadership can selfishly manipulate irrespective of what FUFA is mandated or has already done.

     The people in leadership and mass media communication position should read and get more knowledgeable or be clear of underhand methods if we are going to professionalize the league

    First choice goalkeeper Abby Dhaira will also have to watch the game from the terraces following a malaria attack. St. George goalkeeper Robert Odongokara makes it to the final squad the first time since the tournament started over a week ago.Proline’s defender Henry Kalungi will also have to start to fill the vacuum of Andy Mwesigwa who is serving his suspension. Simeon Masaba captains today’s squad.

    The Cranes game that comes two hours from now will be a decider of who finishes on top of group C. Earlier on, pointless Somalia will have taken on Zanzibar who have so far afforded only one point from two games. A draw or a win for Uganda would automatically put the Cranes into a comfortable group ‘C’ lead. When they dare losing the game, then they will finish second behind their opponents.

    Tonny Mawejje who has just recovered from malaria returns as a substitute. Others on the bench are Hamis Kiiza, Sula Matovu, Habib Kavuma, Robert Sentongo, Moses Oloya and Ali Kimera.

  • She Kobs for camp, Guma summoned

    The She Kobs women National team goes into residential training this Thursday December 1 in preparation for their 8th Africa CAF Women Championship qualifiers due to kick off in January next year.

    Uganda plays DR Congo in their first preliminary match. FUFA Chief Executive Officer Edgar Watson has confirmed the development adding that a poll of 35 players had been summoned to take part in the training. To boost their preparations, Watson also revealed that an effort was being made to secure an international friendly match for the team before their engagement against DR Congo.

    “We have contacted other associations as we also wait for the confirmation from Egypt” said the Federation CEO. Egypt had earlier showed interests of hosting the She Kobs in Cairo but a confirmation regarding the chosen date of December 14 is yet to be received in Kampala.

    Meanwhile a referees beginners Course has today started off at FUFA House with a call on participants to practice the knowledge they are yet to acquire when they go out in the field. The course is organized in partnership with FUFA, the British Council and the Premier Skills to educate referees who serve in communities all over the Country.

    Speaking at the opening ceremony, CEO Edgar Watson hailed the British High Commission and Premier Skills for partnering with FUFA to foster football development in the country not only in refereeing but also in the coaching sector as well. Watson said the federation had embarked on professionalizing different sectors of football in the Country inclusive of refereeing.

    “The quality of Uganda Football highly depends on the performance of referees and how best each Stakeholder performs” he stressed. He mentioned that all accredited FUFA courses would be examinable. “You should therefore read the booklets and other handout given to you” the CEO advised. Those who pass exams will be registered at with the federation and issued certificates.

    Retired referees Catherine Adipo and Ali Waiswa are the two instructors conducting the training.  Katabira David is the designated examiner. The training that closes on December 7 has attracted 21 participants residing at Willis Hote and will do their practical sessions from Mengo Primary School. Fitness tests will be conducted from Mandela National stadium, Namboole.

    Mrs. Deborah Asikeit from British Council who presided over the official opening of the one week training said she was happy with FUFA partnership. I am also glad that the  British Council and Premier Skills project has opens an opportunity for participants to become fully accredited referees in Uganda” she said.

    Disciplinary action: SC Villa player Denis Guma has been summoned to appear before  the FUFA Disciplinary committee on Friday December 2 at FUFA house. Guma abandoned the Cranes camp ahead of the team’s travel to Morocco for the LG cup.

    Cranes Captain Andrew Mwesigwa says he regrets the action he took against the Somali player in the Monday afternoon clash that costs him a place on the next squad against Burundi on Thursday.

    Mwesigwa however clarifies that he did not have the intentions to hurt any player but was only aiming at clearing away the ball. Mwesigwa was given marching orders during the game Uganda won by 4-0 with Emmanuel Okwi scoring a hat trick after Dan Wagaluka scored an opener. “I apologize to all my fans and the technical bench for this red card. I have no choice, the referee’s decision is final” said a visibly concerned player leader.

    Both Mwesigwa and the Somali Captain Yasin Ali Igal got the red cards. “I shall miss playing against Burundi but will offer all my prayers to win and top the group” said a committed Cranes captain. Uganda with six points went on top of group ‘B’.

    Elsewhere, Kenya lost 0-2 to Malawi in their opening Group ‘C’ match and the Harambee Stars performance was less than encouraging from a team obliged to correct a poor recent past before tough internationals ahead. John Banda punished some poor defending in the box by Kenya to open the scoring in the 23rd minute and even though Harambee Stars conceded the second goal through a penalty- Malawi skipper Joseph Kamwendo converted it in the 61st minute. Kenya lost 3-2 to Malawi in the group stages of the same tournament last year.

    They now play Ethiopia on Wednesday in a match they have to win or stare at another embarrassing elimination

    In the first game at Dar es Salaam International stadium, Ethiopia came from behind to draw 1-1 with Sudan. Sudan is the only country in the region that qualified for the Africa Cup of Nations in Gabon and Equatorial Guinea early next year.

    The Uganda Cranes may have to play their next game in the ongoing Cecafa Tusker Senior Challenge Cup here in Dar es Salaam without the services of their creative mid fielder Tonny Mawejje who is down with malaria.

    Striker Hamis ‘Diego’ Kiiza is also just recovering from similar illness and still looks unfit to be included on the starting lineup tomorrow. The leader of the Ugandan delegation in Tanzania Livingstone Kyambadde confirmed to www.fufa.co.ug this Sunday morning that the IBV FC (Serbia) player did not even train with the rest of the team this morning.

    Kyambadde was at JB Belmont, a four star Hotel to attend the pre-match meeting with Cecafa officials. He was in company of Kiiza who also missed the training and still struggles to recover his fitness. “The doctor is doing his part but chances are high that we may miss both players in our next game” said Kyambadde who is also the FUFA Vice president in charge of technical matters.

    Uganda plays Somalia in their next game this Monday from an artificial turf at Chamazi in Temehe district. The stadium owned by Azam FC is located about 20Kms out of Dar es Salaam city. The team will have to leave their residence around 1:00pm under police escorts in order to beat the high traffic jam along the route. Kick off time is 4:00pm.

    Uganda beat Zanzibar 2-1 in their opening game on Friday.

    Tanzanian Prime minister H.E Mizengo Pinda was the chief guest at the official opening of this year’s challenge cup yesterday. Meanwhile the Zimbabwe National team has not yet arrived in Dar es Salaam and was by press time still reported to be in Nairobi. Cecafa General Secretary Nicholas Musonye said the group had had difficulties in flight connections but were expected this afternoon. Zimbabwe plays Djibouti this Sunday at 2:00pm.

    Zanzibar head coach Mohamed Hemed Morocco confessed that it was unfortunate for his team to kick off the Cecafa Challenge Cup tournament against Uganda, a team he described as being widely experienced.

    On the other side, the Cranes Head coach Bobby Williamson was all praises for his side to have registered the maximum points against their ‘stubborn’ opponents. “We dominated the game and we deserved the win.

    I congratulate my players” said the Scottish tactician shortly after the last whistle. Uganda won the game 2-1 to go second on the table after Burundi walloped lowly ranked Somalia 4-1 in the first group match.

    Uganda took the lead in the 41st minute when Dan Wagaluka beautifully connected a cross to beatthe Zanzibar goalkeeper Ali Mwadini. The first half ended i-0 with Uganda dominating the game.  Ali Badru Ali levelled just two minutes after half time to throw the Tanzanian fans into jubilations but Mike Serumaga finished off Zanzibar’s defence splitting attack, making it 2-1 in the 77th minute. He took a hard shot into the right corner of the net that left Mwadin Ali Mwadin mentally disturbed. Sserumaga had in the 71st minute had his hard shot hit the right goal post to deny him an early goal.

    Uganda’s Captain Andy Mwesigwa walked off with a yellow card for tackling Abdulghan Gulam in the 74th minute. Rwandese Referee Garvis Munyenziza officiated the Ugandan game with Idam Mohammed (Sudan) and Brazan Mamati (Kenya) as his assistants.

    Oloya Moses came in for goal scorer and APR player Dan Wagaluka in the 83 minute but his impact was little seen on the pitch. Defending champions Tanzania Mainland have arduous task at the beginning of their campaign this Saturday to retain the title when they play Rwanda in the only fixture today.

    Ethiopian referee Bamlak Tessema will be in charge of the game that is expected to attract a mammoth crowd. Hassan Egueh From Djibouti and Uganda’s Mark Sonko are lined up as assistants.

    Meanwhile, Kenya’s Prime Minister, Raila Odinga, a passionate fan of football at any level, was  surprise attendant on the opening day, arriving to watch the entire Uganda-v Zanzibar encounter.

    The Kenyan PM was welcomed into the stadium by Cecafa President, Leodegar Tenga and the organisation’s General Secretary, Nicholas Musonye. On Thursday, the Cecafa Congress took place here in Dar es Salaam and Tenga was elected to lead the 11-member Council of East and Central Africa Football Associations, for another four-year term. Musonye was endorsed to continue in the un-elective Chief Executive Officer position for the same period. FUFA President Lawrence Mulindwa attended the congress.

  • Human Resources Deficient for a Professional Football Industry-Magogo

    People living an ordinary life in Africa will agree with me that it is a daily battle for resources to survive into another day. Football is not different because it does not exist in utopia but affected by the daily dynamics of life. It is therefore empirical that African  and in particular Ugandan football is deficient of resources. Incidentally when reference is made to resources, all eyes gaze at finances. Resources include Human, Time and Finance resources.

    Whereas I agree that we are deficient of the finance resources, my opinion is that we need time and human resources to create the finance resources instead of the other round. Incidentally the time resource is God given, but is the most abused resource in Africa and more particularly in Ugandan Football. I have attended football meetings in Uganda and instead it is normal for  someone to turn up 2 hours after the start of the meeting  justifying what is called “African Time”. All of us are culprits and we just have to look into the mirror and own up. I have also attended football meetings where people speak after another like “I want to emphasize…”, If something has been said why not say something different if u have a different opinion or move to the next item. We cannot turn the game professional when we do not harness the time resource efficiently.

    With the time resource abused, the Ugandan Football industry is in a whirl of Human Resource deficiency. As the game turned professional demanding for more specialized skills, outside the conventional football skills of coaching and team management, such as legal, accounts, media, marketing etc, Uganda was going in the reverse direction with the few brains abandoning the sport to those who had nowhere else to go. Football further lost the economic power to retain the likes of Mike Mukasa, Aggrey Kibenge, William Nkemba, Opika Opoka, Robert Aloro, Katamba who were well schooled and had played or associated with football to the highest level but left mid their active football careers due to curable injuries or in search for better economic sense. The current situation is a huge lack of quality and quantity human resource. My reference to football human resource includes Players, Coaches, Sports Doctors, Referees, Administrators and Managers

    There are so many people comprising the football human resource today, in very leading positions, that should not have been because of their lack of expertise yet the gaps are still very many to manage a fully professionalized industry. Incidentally those with evident lack of expertise in the areas of players, Coaches, Referees, Medicinists, and Administrators are clamoring for higher levels of responsibilities. Players want to play for the national teams when they can not conduct football basics like ball control, coaches want to take on national teams when they are pedestrian, there are traditional doctors working for clubs in the elite league, mediocre referees want FIFA budges and it is terrible for administrators who do not understand anything about professional football to be leading the process and are not about to learn. Some statements and actions of our football administrators are not only laughable but also regrettable to those who know

    I am glad to announce that the FUFA President at the recently concluded Katomi FUFA Excom Retreat brought this reality to the Excom and has delegated my office of the FUFA VP-Administration to design and implement a strategy. It is an enormous task and I will need everybody in and outside football to appreciate this reality and come along with beautiful ideas, moral and material support. I will share my ideologies and intended procedures of this gigantic task in this forum amongst others

  • One Vote costs Mugisha a Cecafa seat!

    It looked like member countries had connived to throw out the entire outgoing executive of Cecafa but God’s mercy prevailed over incumbent President Leodgar Tenga and Somalia’s Abdiqan Saeed Arab, the only two survivors in today’s elections.

    Uganda’s representative Justus Mugisha battled the ground but painfully lost his Executive committee seat on just one vote difference in a re-run after polling similar votes with Raoul Gisanura from Rwanda and Tesfaye Gabreyesus of Eritrea.

    The trio had tied at 4 votes each in the first round. Abdiqan Saeed Arab (Somalia) and Tariq Atta Salih (Sudan) had both polled 8 votes each to take the first two seats on the executive committee. Ethiopia’s Sahilu Walde came third with 5 votes.

    The re-run to determine the fourth executive committee member had Mugisha maintaining his four votes losing the seat to Roaul Gisanura with five votes. Tesfaye got 1 vote. Three out of the five executive committee members are new faces.

    Incumbent President Eng. Leodgar Tenga 57, sailed through unopposed to retain his seat for a second term of office after his sole challenger Fadhoul Hussein failed to show up at an elective assembly here at New Africa Hotel in Dar es salaam city, Tanzania.

    The Djibouti FA president had earlier been dully nominated to contest but drastically failed to show up. Cecafa General Secretary Nicholas Musonye read out the election procedures to an attentive audience.

    A roll call was also conducted for all nominated candidates to which Fadhoul Hussein’s name had no response in the hall. Tenga was therefore unanimously elected President for his second and last term. Sources that preferred anonymity told www.fufa.co.ug that Fadhoul allegedly had some misunderstandings with the Sports Minister in Djibouti and that the government had put him under house arrest for two weeks now.  Tenga however said he would still work with Fadhoul in other capacities of Football development.

    Delivering his acceptance speech to the delegates, Tenga said he was proud of what had so far been achieved despite the limited resources. He mentioned stability in the region as one of his biggest successes registered in the last four years. “Kenya too, is now stable after holding very successful, free, fair and all inclusive elections” he said. Kenyan’s newly elected FA President Nyamweya Samuel and Rwanda’s Celestine Ntagungira were both attending their first congress since being elected a month ago.

    Tenga who also doubles as the Tanzania FA leader hailed FIFA and CAF for being supportive to the region especially during the leadership instability in Kenya.  He called on the heads of State in the region to emulate the positive acts by Kenya’s Paul Kagame and Sudanese Omar Bashir whom he singled out for being leading supporters to football development in the region. Kagame has sponsored the Cecafa club championship for a dozen of years now. “We need more government involvement in sponsoring football, Rwanda and Sudan are leading the way” Tenga applauded the two nations.

    He confessed that despite the many successes registered, his leadership had not done well in areas of Youth and women football. “We have to do more in youth and women football…we have not held a single women championship” Tenga honestly mentioned. He was however quick to hail the corporate world and governments that have extended support to the region in terms of sponsorships. He pointed out GTV, Serengeti Breweries Ltd, Vodacom, Orange, Tanzania Breweries Ltd, the governments of Rwanda, Sudan and Eritrea among others.

    Dr. Molefi Oliphant, a CAF executive committee member represented the continental body. Molefi is honorary Life President of the South African Football Association (SAFO). In his 4-minute speech, Molefi commended Cecafa for achievements registered but urged the individual associations to work harder towards qualification into continental and World cup tournaments.  Emmanuel Maradal, from the FIFA Communications Division and Hubert Lisowski a FIFA Consulta from Poland were also in attendance.

    Cecafa General secretary Nicholas Musonye finally confirmed Thursday afternoon Zimbabwe’s participation in this year’s senior challenge cup in Dar es salaam.

    Zimbabwe now replaces Namibia who had earlier landed an invitation but turned it down at the last minute. Musonye told a press conference at New Africa Hotel in Dar es salaam that Zimbabwe had already confirmed participation as the second guest team to Malawi. The Zimbabweans will jet into Tanzania on Saturday and play their first game against Djibouti the following day.

    Zimbabwe joins hosts Tanzania, Rwanda and Djibouti in Group ‘A’. Meanwhile the Uganda Cranes underwent some training Thursday morning with all the players exhibiting promising results. Uganda plays Zanzibar this Friday at 4:00pm in the group ‘B’ fixture after the first game between Burundi and Somalia.

    Coach Bobby Williamson confessed that the scorching sunshine would partly affect his side but sounded optimistic of the results. “The players’ attitude is good and we hope to handle our first game by attacking. Goals are very important in a tournament” said the Scottish tactician. The official opening will be on Saturday as hosts Tanzania play Rwanda. There will be only one match played.   • Cranes lands safely in Dar es salaam

    The Cranes National team touched Nyerere International Airport in Tanzania this Wednesday afternoon just minutes after Amavubi of Rwanda had also landed here. Ugandan born goalkeeper trainer Ibrahim Mugisha was part of the Rwandese delegation.

    Ethiopian based Cranes players Robert Odongokara, Isaac Isinde, Sula Matovu and Mike Sserumaga had arrived about two hours earlier aboard Ethiopian airlines. Uganda was booked at Valentino Hotel in Kariako area.

    Coach Bobby Williamson will have to take his boys through intensified exercises to catch up with the hot temperatures here that range between 27-30 degrees. Uganda plays tricky Zanzibar in their first game on Friday. Hosts Tanzania take on Rwanda in the official opening fixture on Saturday.

  • Ugandan referees shine in Cecafa tests

    Ugandan centre referee Ronnie Kalema and assistant referee Mark Sonko both passed the fitness tests conducted at Da es salaam National stadium this Wednesday morning ahead of the 2011 Cecafa senior challenge cup kick off on Friday.

    The duo was part of the 17 selected referees currently in Tanzania for duty. In a rare incident, the region registered 100% perfect results in this year’s exercise. Last year, two referees failed to make it to the last lap and were immediately booked to return home. CAF referees’ representative Charles Masembe who is in Dar es salaam to oversee the standards of the selected referees said the participants had all showed good commitment on the field. “They were lively and looked well prepared for the exercise” he remarked. Masembe also added that all referees had also passed the medical tests.

    Munyanziza Gervais from Rwanda is the youngest talent on the team and when contacted to comment on his first appearance for Cecafa, he was all praises to God. “So happy with the results, God has made it for me.  I am now setting my mind for the actual work on the pitch” said the young Rwandese referee.

    The Centre referees include Ronnie Kalema (Uganda), Bamlak Tessema (Ethiopia), Davis Omweno (Kenya), Wish Yabarow (Somalia), Isarel Mujuni (Tanzania), Munyemana Hudu (Rwanda), Eric Gasinzigwa (Burundi) and Garvis Munyenziza (Rwanda).

    The assistant referees include Mark Sonko (Uganda), Hassan Yacin Egueh (Djibouti), Clemence Erasmo (Tanzania), Idam Mohamed Hamid (Sudan), Khamis Maswa  (Zanzibar), Hamis Changwalu (Tanzania), Yohanes Girmai ( Eritrea) and Brazan Mamati (Kenya).

    Meanwhile the region goes to polls this Thursday with Tanzania’s Leodgar Tenga facing his vice president Fadoul Hussein from Djibouti in an election of two candidates. The elections will be conducted from JB Belmont Hotel in Dar es salaam city centre.  Each country is entitled to three delegates but with one vote. FUFA president Lawrence Mulindwa will cast the Ugandan vote.
