    FUFA President’s take on the first minister’s sports forum

    On Tuesday, 28th May 2019, the sports federations and associations gathered together at Lugogo for the first minister’s sports forum to brain storm and share ideas.

    Here is the FUFA President Eng. Moses Magogo’s message after the historic forum.

    Sports Priority Levels:

    For the 2019/20 FY, Sports has been allocated about 20b UGX out of the 25.545t UGX which is 0.078%.

    Whereas the Education Sector is allocated 10.5% of the National Budget, only the 0.078% goes to sports and rest of 10.422% goes to Education. In other words, out of the Education Sector budget, 99.2% is for Education and 0.8% is for Sports.

    I have read the entire (368 pages) 2019/20 Budget Framework Paper and the word Sports is used only 48 times and 32 times as part of the name of the Ministry.

    This therefore indicates the priority level of Sports and in particular federations activities yet it is the federations that actually develop, prepare and present the athletes who represent the country at all levels.

    Proper development of athletes to compete at international stage takes over 10 years.

    The Case for Sports

    Despite all this disproportionate allocation to sports, there are many value additions that Sports can make to the society and our country.

    It is estimated that 77% of the Uganda Population is below 30 years and that for the Ugandans aged between 15-24 years, 83% are un-employed.

    It is also estimated that 8.8 million of those aged between 15-24 years are neither in school nor in employment (Source: UNFPA)

    57% of those aged 14-35 years are involved in Drugs Abuse while Uganda is ranked the world’s worst Alcohol abuse. It is also stated that 73% of Uganda’s prison inmates are aged 18-30 years (Source: Youth Policy Press)

    These demographics and statistics suggest that there is an impeding problem of young people who are not productive to support the economy that should provide for them the services and life they desire.

    I call them the ticking time-bomb.

    The first case of sports to Government should be that nothing will absorb the energy and time of these youths and convert them into useful citizens like sport.

    The second case of sports to government should be that the World Professional Sports Economy is booming at over 640bn USD and China alone investing to boost its Sports industry to 300bn USD by 2025.

    Professional Sport is a robust industry that can provide an economic activity to skilled and unskilled masses instantly.

    Analysis:

    Sport is not positioning itself in a way to share the national cake worth its value.

    This requires all voices and energy in one direction.

    It is unfortunate that people like Mr. Muhangi Moses, the President of the Boxing Federation have engaged the reverse gear and pressing the accelerator.

    The reason sport is not getting enough resources has nothing to do with football but the entire priority levels for sport against other competing priorities.

    We need to make our case as sport to be part of the solutions to the challenges of our society and the Government will allocate more resources to sport.

    It is possible that each of the 50 federations can get 10b UGX as that would only be 500bn UGX which would be only 2% of the National Budget.

    We also need to raise governance levels of Federations as we prepare to absorb such funds else more conflicts will emerge instead.

    We cannot present a case of medals to government when Energy, Roads, Health and Education are not getting enough resources.

    Way Forward:

    A fully fledged sports industry does not need only funding of federations but a set of things such as;

    • Modern Sports Law
    • Sports Infrastructure
    • Sports Investment Policies
    • Sports Curriculum for Tertiary Education
    • Funding of National Representative Teams and Athletes
    • Hosting of international Sports Events

    With due respect, I do not believe the government sports technocrats have the expertise and means to ably advise government on the trend of modern sports.

    We request the minister to cause a series of opportunities for the sports minds of this country to meet the government planning technocrats, the Parliament, the Hon Minister of Education for Sport, the Cabinet and his Excellence the President of the Republic of Uganda to make our case.

    FUFA President: Uganda needs a common voice to raise value in the local Sports Industry

    Federation of Uganda Football Associations (FUFA) was among the several sports federations invited for the sports forum workshop organised by the National Council of Sports on Tuesday at Copper Chimney Restaurant in Lugogo.

    The forum was graced by the Minister of State for Sports Hon. Charles Bakkabulindi who presided over the function. He was flanked by Omara Apita (Commissioner of Ministry of Education and Sports),  Aggrey Kibenge (Under Secretary Ministry of Education and Sports), Bosco Onyik (NCS Chairman) and Dr. Patrick Bernard Ogwel (Acting General Secretary National Council of Sports).

    Addressing the officials at the forum, the FUFA President Eng. Moses Magogo highlighted on the essence for Uganda sports industry to join arms in a bid to tap into the global sports industry.

    Uganda should strategically position itself in the approximately $600Billion global sports industry and to be able to tap into this, we need a common voice and goal. We also need to equally address challenges of law on merchandising and commercial rightsEng. Moses Magogo remarked.

    FUFA was also represented at the forum in Lugogo by Executive Member Mr. Chris Kalibbala and FUFA Deputy Chief Executive Officer Mr. Humphrey Mandu.

    Whereas funding is a key element but our projection should move away from the egg-chicken stories that we seem to be focusing on. As sports, we need to show value to Government and there’s no way we are going to achieve that if we are divided. 70% of the population in Uganda is below the age of 30 and many are unemployed. As sports, this is a tool we can sell to the Government, show value and convince them that sports can solve the problem by employing the youthEng Magogo added.

    The Sports Forum allows us share ideas &improve together for the betterment of sports. This is a very critical time for the sports sector in Uganda and world over, given that sports has become one of the most profitable and unifying factor’ Bosco Onyik, Chairman of the National Council of Sports.

    State Minister of Sports Hon. Charles Bakabulindi hailed the spirit upon which the sports federations respected and attended this forum, basis of ironing out the different challenges facing the sports industry in the country at the moment, per say, the sports associations and federations.

    I thank the different federations and associations that despite the several challenges, you have been able to promote sports in the country.  I am happy that the Government has created this platform for us to forge a way forward and this is evident enough that the government has an interest in the sector. It is only through such engagements that we shall have a common ground and therefore be able to form strategies. I pray such fora continues to take placeHon. Charles Bakabulindi noted.

    ‘This Sports Forum should define indicators or measure of performance of Sports Associations to guide on the contentious issue of sports funding. Equally other stakeholders like sponsors, NGOs, Nutritionists should be invited to create a total package Dr Donald Rukare, Uganda Olympic Committee (UOC) official and President of Uganda Swimming Federation.

    The perceptive of Sports in Uganda has progressively improved over the last 8 years  and this is not only due to the increased funding but also because of the deliberate strategies to transform and improve sport’ Aggrey Kabenge, Under Secretary Ministry of Education and Sports.

    A couple of other pertinent issues as professionalization of the sports sector, legislation, taxation and infrastructure development among others were also discussed by the sports federation and associations leaders.

    A similar symposium is being planned for in early August 2019 as a follow up mechanism.

    The last forum of this stature organized by the NCS was in 2014 but it remains on record that FUFA was the first sports body in Uganda to bring together all sports federations and associations with a similar workshop last year at Sheraton Kampala Hotel.

    The Sports Forum 2019 is the beginning of many more future engagements with Sports Associations.

    The outcomes should be able to feed into the Cabinet Paper to advocate and address the concerns of the sports sector.

    Capacity Building: Over 30 coaches in CAF B Refresher Course at Njeru

    The Confederation of African Football (CAF) is once again investing in the development of football by hosting a residential three day CAF B Coaching Refresher Course at the FUFA Technical Center in Njeru.

    The Course began with a short opening ceremony that was attended by the FUFA Head of Technical matters, Ali Mwebe, his assistant and Youth Football Development manager, Bashir Mutyaba and FUFA Education Officer Jackson Nyima.

    On behalf of FUFA President, The FUFA Head of Technical Matters Mwebe thanked the attendees for attending the course and also said he was proud of the strides that are being made by the CAF to improve that quality of football in the federation at all levels.

    ‘This course is a serious one, as coaches need to have a better understanding of the game. We need coaches who can teach fellow coaches. A coach needs to understand the new trend of the game. This course is an enhancement course, it is to update the coaches on the trends and the changes in the football world. There will be more courses such as these in the future and I urge all coaches to participate when we host them’ Ali Mwebe stated.

    Participants of the course will be engaged in topics that are vital to improving the game at all levels.

    The Course is being handled by former FUFA Technical Director Asuman Lubowa, CAF instructor Jackson Nyima, who is thrilled with FUFA and CAF’s move.

    ‘The main purpose of CAF refresher programme is to provide active coaches with technical knowledge through CAF-run educational courses in the areas of coaching, refereeing, women’s football, futsal, beach soccer, and administrative and medical matters. These courses focus not just on the technical aspects of the game, but also on its social values, as people in a particular field should regard football as a thought of life. The principle behind CAF’s educational initiatives involves the teachers and participants passing on and exchanging know-how, experiences and information, which in turn finds its way back to the associations, instructors and other sectors of society such as the private sector, government bodies and non-governmental organizations (NGOs). CAF’s programme is tailor-made to meet the member associations’ requirements for education and courses’ Jackson Nyiima noted.

    UEFA Officials hold meetings with Uganda football stakeholders

    The three European football governing body (UEFA) officials under the UEFA ASSIST programme have held meetings with football stakeholders in Uganda with the aim of conducting operational reviews of FUFA’s work in line with its strategic plan.

    UEFA Head of International Relations football operations specialist Eva Pasquier, and two consultants Stewart Reagan (former CEO of the Scottish Football Association) and Ken MacLeod are in Uganda on the request of FUFA to help the local federation learn from best practices.

    The officials who were welcomed by FUFA CEO Edgar Watson on Thursday, also spent Friday at the FUFA headquarters where they had discussions with a number of FUFA officials including President Eng. Moses Magogo, FUFA CEO, Directors and Managers in their respective areas.

    FUFA CEO Edgar Watson highlighted the importance of this visit to Ugandan football.

    ‘The representatives of UEFA are here to asses how football is run in this country on invitation by the FUFA president and his Executive with a view of trying to see how we can try to improve on our management in the execution of administrative issues within areas concerning marketing, finance, competitions and how the Executive conducts its business’

    He also noted that FUFA looks at improving its operations in terms of Governance.

    ‘We are trying to scrutinize our structure, how we operate and over the weekend we shall a retreat with the executive to discuss on how we operate.

    Members of FUFA like the regions, clubs and associations that are affiliated to FUFA can also be helped in terms of improving their governance and administrative operation’

    The UEFA officials also held meetings with Ministry of Education and Sports, sponsors, fans, UPL secretariat staff and board representatives, football clubs’ CEOs and the media.

    Uganda is the first African country to benefit from the programme.

    The UEFA team will engage the FUFA Executive in a two-day retreat at Serena Hotel, Kigo on Saturday and Sunday where they will, basing on their findings from the discussions with stakeholders, advice and guide the FUFA on the way forward.

    CAF impressed by Uganda’s progress in implementing Club Licensing Tool

    Confederation of African Football Association (CAF) is largely impressed by the gradual path and progress for Uganda in implementing the club licensing tool.

    CAF’s commendation was conveyed by the CAF club licensing manager, Ahmed Mohamed Mohamed Mokhtar Harraz from Egypt on Wednesday during a media interface at Sheraton Kampala Hotel.

    Harraz, flanked by the Federation of Uganda Football Associations (FUFA) Chief Executive Officer Edgar Watson and the FUFA Club licensing manager Ivan Kintu Bayige appreciated FUFA for taking the lead to implement to the dot, the club licensing tool.

    The CAF Club licensing tool is to ensure that federations are well organized. CAF is impressed by the path taken by Uganda. We keep monitoring and have realized how well organized FUFA has been in recent times. We are happy that FUFA accepted to host us for the CAF club licensing regional workshop. The Club licensing tool takes focus in five key priority areas of Sporting criteria, Infrastructure, Administrative and internal criteria, Legal criteria and financial criteria. We are very proud with the Ugandan situation since they have exceled and it has been shown by the back to back qualification to AFCON in 2017 and 2019, KCCA and Vipers’ progress on the continent and this reminds me of Iceland that has perfected the club licensing tool in Europe” CAF Club licensing manager, Ahmed Mohamed Mohamed Mokhtar Harraz remarked.

    FUFA CEO, Watson thanked CAF for the honour to host such a high profile workshop.

    ‘It is a big privilege for FUFA and the entire Country Uganda to host such  a unique event. This is the first time ever that Uganda is hosting the CAF Club licensing workshop. Since, 2012, we all embraced the tool of club licensing as a tool of development. We have a very firm and solid committee. Coming next season, FUFA has set new requirements that clubs in the first and second division must meet. Another wave is going to the clubs through the club pro agenda. It was initially by request, but now, it is mandatory.’ Stated FUFA CEO, Edgar Watson.

    With the first batch of the CAF Club licensing regional workshop done and dusted on Tuesday, more delegates are arriving ready for the second session that will kick off on Thursday, 25th April 2019 and climax on the following day.

    The instructors for the highly anticipated Confederation of African Football (CAF) Club Licensing workshop due on the 22nd to 26th April 2019 at Sheraton Kampala Hotel have arrived in Uganda on Saturday.

    Five of the six expected instructors are already in the country.

    Ahmed Mohamed Mohamed Mokhtar Harraz (Egypt), Sidat Muhammad Feizal (Mozambique), Dasoberi Emmanuel Newton (Ghana), Bosilong Kabelo Keorapetse Hubert (South Africa) and Middleby Robert David (Australia) all arrived by Saturday. Nigerian Salihu Abubakar will jet in later tonight.

    52 participants from 26 countries will attend the workshop that has been segmented into two groups over two periodical sessions.

    Each country will send the Club Licensing Manager and Chairman of the Club Licensing Committee.

    The first workshop will be held on 22nd and 23rd April while the other on 25th and 26th April each with 26 participants.

    22nd-23rd April 2019: Botswana, Egypt, Gambia, Ghana, Kenya, Libya, Uganda, Namibia, Seychelles, Somalia, South Sudan, Lesotho and Liberia

    25th-26th April 2019: Angola, Eritrea, Ethiopia, Tanzania, Zanzibar, Mozambique, Malawi, Nigeria, South Africa, Sudan, Swaziland, Zambia and Zimbabwe.

    This will be the third time for FUFA to host a CAF organised event in a space of one and half years.

    In September 2018, FUFA hosted 41 participants who took part in the CAF Young Talent Referees workshop that attracted the youngest international referees on the continent.

    Early 2018, CAF Futsal and Beach Soccer committee held its meeting in Entebbe.

    The objectives of the workshop are;

    • Provide Federations with an update on the club licensing system at the continental level
    • Receive a full update on the status of the club licensing system at National level
    • One on one meetings with Member Associations (MAs) in order to provide special attention and assist them with specific needs
    • Assist the MAs with near future planning, in order to have clubs ready before the deadline for engagement in the next CAF Inter Club competitions
    • Organize interaction group sessions between MAs to share best practices.

    Federation of Uganda Football Associations (FUFA) has again been handed the opportunity to host two high Confederation of Africa Football (CAF) sanctioned workshops.

    The two workshops fall in the club licensing docket where 52 participants from 26 countries will attend during designated period running from 21st-26th at Sheraton Kampala Hotel.

    It will be the third time for FUFA to host a CAF organised event in a space of one and half years.

    FUFA Club Licensing Committee Chairman Rogers Byamukama confirmed the latest developments  during the weekly press conference at FUFA House in Mengo, Kampala on Wednesday.

    Byamukama was joined by the federation club licensing manager Ivan Kintu Bayige during the press conference.

    After successfully hosting the CAF Junior Referees programme and the meeting for CAF futsal and beach soccer committee, CAF has once again entrusted FUFA with yet another opportunity to host another CAF workshop. This is the confidence that CAF has in Uganda. We have prepared well to host the the CAF Club Licencing Workshops. Hosting all these delegates across the continent is a strong message to the Government that sports is a key driver of tourism in Uganda. These delegates will be accommodated in Uganda, they will spend and contribute to foreign revenue’ Rogers Byamukama, Chairman FUFA Club licensing committee.

    What’s club Licensing?

    Club Licensing is a tool for both the development and bench-marking of professional football clubs.  Under the Club Licensing System, clubs need to comply with certain criteria to participate in FUFA/CAF/FIFA competitions.

    The FUFA Club Licensing exercise makes sure that clubs are complying with the criteria before they are issued with licenses to play at the start of every season.

    By implementing the Club Licensing System football clubs benefit by:-

    • Developing strong governance and organisational structures
    • Implementing stable financial management and reporting
    • Improving technical standards of coaches and clubs
    • Increasing reliability, credibility and integrity of the clubs and league
    • Promoting and continuously improving the standard of football
    • Engaging qualified coaches
    • Encouraging youth development
    • Improving infrastructure facilities
    • Improving the clubs’ administration, management and organisation.
    • Raising economic and financial standing of the clubs through effective marketing and commercial exploitation.

    By ensuring that football matches can be enjoyed in safer environments across the World, the World Football governing body (FIFA) has invited three Ugandans to attend the Stadium Safety Workshop set for 6-10th May 2019 in Johannesburg, South Africa.

    FUFA Deputy CEO Humphrey Mandu and FUFA Security committee member Stephen Kacuumu will attend the workshop together with Mandela National Stadium Managing Director Jamil Ssewanyana.

    The three (3) participants will be joined by other individuals from Angola, Botswana, Swaziland, Comoros, Lesotho, Madagascar, Malawi, Mozambique, Namibia, Seychelles, South Africa, Zambia and Zimbabwe.

     

    As it was agreed upon in the Memorandum of Understanding between FIFA, CAF and the African Union regarding matters of safety, education and anti-Corruption, the participants will acquire expertise on Stadium safety through exchanging ideas structured from the presentations and activities done by the FIFA Sports Ground Safety Authority (SGSA) during the recently undertaken Stadium Inspections.

    The main aim of the workshop is to ensure Stadium initiatives from the workshop can be implemented during matches.

    The workshop will be instructed by FIFA Safety and Security members as well as CAF Security Department members.

    The Federation of Uganda Football Associations has organised a refereeing Member Associations course at FUFA Technical Centre – Njeru, targeting all National badge holders plus five regional referees who are under the age of 26 years. Kampala and North East regions teamed up to pilot the Course that began on Sunday 14th April 2019.

    The Purpose of the course 
    FUFA is committed to delivering the refereeing services to all our stakeholders using Integrity, Fitness and Performance (IFP) agenda. This course will, therefore, focus on the education of referees in order to effectively perform refereeing services in FUFA organised competitions both at National and Regional level.
    This course fully sponsored by FUFA will further equip and update on the amendments of the Laws of the Game, game management and improve on referee’s performance.

    Federation of Uganda Football Associations (FUFA) continues to set the trend and the right precedent.

    FUFA was named the best run sports federation of the year, 2018 by the Uganda Sports Press Association (USPA) during the sports journalists’ annual sports awards and dinner ceremony held at Imperial Royale Hotel in Kampala.

    FUFA’s award was received by Executive Committee members Hamid Juma and Ronnie Kalema,  handled over by Nile Breweries Limited official Onapito Okomolit, the legal and corporate affairs director at the beer company who are also partners of the football federation to finance the Uganda Cranes.

    The other FUFA official in attendance was the Federation Marketing Director Esther Musoke.

    The USPA accolade is affirmation and confidence in FUFA months after the national sports governing body, National Council of Sports (NCS) also named FUFA as the best sports run of the year, 2018.

    To win the gong, USPA picked FUFA for the right governance structures, affluent accountability, good competitions (Star Times Uganda Premier League, Star Times FUFA Big League, FUFA Drum, Stanbic Uganda Cup, FUFA Women Elite League, Airtel FUFA Juniors League, Airtel Rising Stars, the regional leagues among others), as well as assembling different competitive national teams (Uganda Cranes, Crested Cranes, Hippos and Cubs).

    In the year 2018, Uganda Cranes returned to the AFCON finals that will be staged in Egypt for the second time in a row following the Gabon championship in 2017.

    Prior to the last final group L game played against Tanzania, Uganda Cranes had not lost any game nor conceded any goal.

    Also, the national U-17 team (Cubs) qualified for their maiden AFCON U-17 finals that will be staged in Tanzania this April.

    The administration of Eng. Moses Magogo, the president of FUFA fronts the vivid vision of being the best on the African continent.

    Under the FUFA and its Development Programmes element, the federation also works around the clock to ensure full professionalism, commercialisation of the game, generation of positive sporting results, sports as economic sector (discussions with tourism), strategy on a five year plan in the areas of governance, membership, marketing and communications, competitions (preaching the clubs Pro Agenda), infrastructure, technical development and strengthening the national teams’ brand.

    Meanwhile, Uganda Cranes captain and first choice goalkeeper Dennis Onyango was named the Nile Special male footballer of the year.

    The Mamelodi Sundowns shot stopper was outstanding for club and country during the year 2018.

    In the same vein, Crested Cranes and UCU Lady Cardinals goalkeeper Ruth Aturo was named the Nile Special female footballer of the year.

    Frank Kagyigyi Tumwebaze, the current Cabinet Minister of Information Technology and Communications was the chief guest, representing the First Lady, also the minster of Education and Sports, Hon. Janet Kataha Museveni.

    Other high profile guests in attendance included Hon. Charles Bakabulindi (State minister of sports and USPA Patron), David Semakula Katende (Assistant General Secretary at National Council of Sports), other sports federation representatives, among others.

    The Domestic Transfer Matching System (DTMS) Training workshop started on Thursday, 21 March 2019 at the Royal Suites Hotel, Bugolobi in Kampala.

    Two Transfer Matching System (TMS) experts from Federation of International Football Association (FIFA) presided over the opening session for the two day’s workshop.

    Anabel Belzunce, the senior Training and Support Coordinator of the FIFA TMS Global Transfers and Compliance as well as the TMS legal counsel Prisca Mutesi oversaw the workshop.

    Presiding over the opening ceremony, FUFA Second Vice President Darius Mugoye (represented the FUFA President Eng. Moses Magogo) urged the club representatives to adhere to the gained skills in line with attaining FUFA’s vision of being the best footballing country.

    ‘As FUFA we have a vision of becoming the number one footballing nation in Africa on and off the field of play. Whatever we learn from the workshop, let it be applicable towards improving the state of football among the clubs.’ Darius Mugoye.

    FUFA Transfer Matching System (TMS) Manager Denis Lukambi, also the FUFA Legal officer lauded the two instructors for the knowledge passed on, as well as the willingness of the clubs to train their DTMS managers.

    This is a great trend in Uganda’s football. I thank the two instructors (Anabel Belzunce and Prisca Mutesi) for the knowledge passed on. In the same vein, I thank the clubs for accepting their respective officials to get trainedDenis Lukambi noted.

    The goal for the Transfer Matching System (TMS) is to simplify the process of player transfers, improve transparency and the flow of information concerning player transfers as well as ensuring credibility in the entire transfer exercise.

    Day two on Friday, 22nd March 2019 will wind up the workshop intended for all the 16 Star Times Uganda Premier League and FUFA Big League clubs.

    FUFA match assessor refresher course has ended at the FUFA Technical center Njeru on Wednesday.

    Fifty-nine participants (3 for Beach Soccer) took part in the three-day workshop that was organized by CAF and FUFA since Monday 18th March.

    CAF instructor Celestine Ntagungira from Rwanda, who is also a retired FIFA Assistant referee and member of the CAF Referees committee took control of the workshop as the main instructor.

    CAF Beach Soccer instructor and the Football Development Director Ali Mwebe handled tutorials for beach soccer match assessing.

    ‘We want to have everything on a top level including our match assessors. As FUFA we have a vision of being the number 1 football country on and off the pitch and we can’t archive it without having good match officiation. The instructors have been so competent and the participants have benefited a lot. CAF Instructor Ntagungira has done a great job in the three-day course.’ Said Kalema.

    Participants were examined and the CAF Instructor Ntagungira will send the results after evaluation.

    As the main instructor, Ntagungira taught participants on refereeing and the amendment on the Laws of the Game.

    Participants also watched a live game and were shown how to assess a match on the pitch during match day.

    ‘We took the participants through refereeing and the amendments in the Laws of the Game. We also provided them video clips to guide them after here. Above all our participants watched a live game and we showed them how to assess a match.’ Said Ntagungira.

    FUFA & CAF Organise Match Assessors Refresher Course at Njeru

    FUFA in collaboration with the African football governing body (CAF) has organised a refresher course for Match Assessors at the FUFA Technical Center, Njeru.
    Fifty-nine participants are taking part in the three-day course that started on Monday 18th and will end on Wednesday 20th March 2018. Two assessors are from beach soccer.
    Rwandese CAF instructor, retired FIFA Assistant referee and member of the CAF Referees committee and IFAB Celestine Ntagungira is taking charge of the course.
    I thank CAF and the leadership of FUFA for organising such a course which is important because Assessors play a big role in refereeing by improving their as they give feedback to the committee about their work. Assessors are also instructors who must be in line with the trend of football when they get refresher courses to widen their knowledge which they later pass on to the referees. We need to have uniformity in the assessment world over that is why CAF and FIFA encourage such refresher courses‘ said Celestine Ntagungira

    The role of an assessor is to guide the referees into proper performance on the field of play. They also help the Federation scout young referees from the eight regions.     The General Secretaries and Football Development Officers of the 8 FUFA regions were taken through a four day orientation course that started on  Tuesday and ended on Friday at the FUFA Technical Centre, Njeru.

    FUFA fully funded the course of 18 administrators that climaxed with Certificates of attendance handed to the participants.

    Speaking at the closure of the course, Humphrey Mandu, the FUFA Deputy Chief Executive Officer noted that this induction was intended to give an orientation to new FUFA region staff about the modern trends of the game right from the grassroots levels.

    Mandu requested the General Secretaries to put into practice what they have learnt rather than bragging.

    Olivia Kiconco, one of the participants from Western region admitted that it has been such a great opportunity for her and the fellow participants to acquire knowledge which will help them transform the game of football in Uganda.

    FUFA to Conduct Inspection and Monitoring of Registered Coaches

    The Federation of Uganda Football Associations (FUFA) will start inspecting and monitoring all FUFA certified coaches.

    Over the past four years, FUFA has intensified technical education programs to ensure that coaches are empowered with modern methodologies in their area of operation.

     However, the FUFA Football Development Department observed that some of the coaches are not implementing the right coaching principles hence resulting in slow signs of gradual development of football on the field of play.

    The 19th FUFA Executive committee which sat on the 14th February 2019 passed the proposal from the FUFA Football Development Committee to conduct a coach inspection and monitoring exercise of all FUFA registered coaches during competition seasons.

    FUFA Coaches’ inspectors will reach out to clubs during training sessions and match days to implement this policy either on notice or without prior notice.

    The FUFA Human Resource and Capacity Building Manager Jackson Nyiima is hapy with the development.

    ‘We shall coordinate with the coaches at the 16 Clubs in the StarTimes Uganda Premier League to get their specific days of training sessions so that we make the visits. We are hopeful this will make a change in our football’ said Nyiima.

    The FUFA coaches’ inspectors are issued with FUFA identifications and will provide reports to the FUFA Football Development Department about coaches’ performance about the training sessions and matches played.

    The four coaches’ instructors are; Mujib Kasule, Asuman Lubowa, Jackson Nyiima and Livingstone Kyambadde all the Level of CAF.

    Uganda currently has 3509 coaches certified by FUFA from beginners to CAF A License.
