    Uganda Cranes Coach Kajoba Starts Nationwide Goalkeeping Tutorial Programme

    Uganda Cranes goalkeeping coach Fred Kajoba has on Thursday embarked on a countrywide project aimed at sharing and equipping shot stoppers with basics of between the posts.

    The experienced Kajoba had a training session with Wakiso Giants FC goalkeepers at their training Centre in Kabojja.

    The same programme will be extended to other clubs before the start of the new league season.

    Kajoba believes this is a good initiative that will help him and the National technical staff monitor the performance and progress of the goalkeepers at different clubs.

    ‘The Federation asked me to utilise the time when the national team is not engaged in any international fixture to pass on skills and knowledge to goalkeepers in Uganda. We have a nationwide strategy but we have started with StarTimes Uganda Premier League Clubs. We shall also organise the same for the StarTimes FUFA Big League Clubs and later the FUFA Regional Leagues, fourth and fifth division clubs’ noted Kajoba.

    ‘I believe it is a good initiative that will help us monitor the progress and performance of the goalkeepers, additionally, sharing notes with the other goalkeeping coaches helps us to read from the same script’ added Kajoba.

    He believes the basic elements of goalkeeping that include; decision making, confidence, command, positioning, footwork, ball skills and resilience must be learnt at club level.

    Statement: Crested Cranes head coach enrolls for CAF B Coaching Course in Kenya

    Uganda Women’s National Team (Crested Cranes) head coach, Faridah Bulega has enrolled for the CAF B Coaching Course from 6th September to 15th December 2021 in Nairobi, Kenya.

    ‘The FUFA Executive Committee took a decision to continue improving Women football in Uganda. Since 2013 Women football in Uganda has grown in leaps and bounds but the Executive believes that improving capacity building and creating a pool of more qualified coaches are key areas for the game to move to another level.  FUFA capitalized on an opportunity from FIFA through a special project dubbed ‘FIFA Women Coach Education Scholarship’ noted FUFA Communications Director Ahmed Hussein.

    The FIFA funded programme is designed to empower more female coaches in women football.

    ‘We would like to thank FIFA for supporting women football development around the globe more so in Uganda. We also extend our gratitude to the Football Kenya Federation that will host our Coach during the period for the coaching course’ added Hussein.

    Bulega will leave for Nairobi on Sunday, 5th September 2021.

    FIFA, National Referees undergo successful Medical, Fitness tests

    FIFA certified and National Elite Referees over the weekend underwent successful medical and physical fitness tests as preparations for the new season (2020/21) continue.

    A total of 52 match officials were subjected to the two-day exercise which began on Friday with medical tests at FUFA Complex before climaxing the following day(Saturday) with physical fitness tests at Makerere University Sports Ground.

    The list excludes FIFA Referees Shamira Nabadda, Lydia Nantabo Wanyama and Marex Nakitto Nkumbi who are away on duty at the CAF Women’s Champions League CECAFA Qualifiers in Nairobi, Kenya.

    Under the close supervision of National Referees Physical Fitness instructor, Ali Kalyango, the group was subjected to several drills including gauging their sprint ability, speed, mental toughness and endurance among others.

    Kalema, indicated this exercise is undertaken four times in a year in a bid to ascertain the fitness levels for the referees ahead of continental assignments and national events such as the StarTimes Uganda Premier League, StarTimes FUFA Big League, Stanbic FUFA Uganda Cup, FUFA Drum among others.

    Kalyango was impressed with the performance of the referees especially during the physical fitness tests and indicated the match officials are ready for the new season.

    ‘We informed the participants early enough to start preparing for the exercise. I am glad that we haven’t reported any serious casualties which is a rare case in such grueling tests. All the Referees have responded positively and looking forward for the new season.’ Said Kalyango.

    Tomusange, an Instructor described the exercise as an annual event aimed at preparing referees for international and national league games.

    ‘These sessions also help check on the endurance, speed and acceleration of referees to match the modern game.’ He indicated.

    Online CAF Safety and Security Regional Workshop commences

    The CAF Safety and Security Regional Workshop got underway on Thursday with a series of activities conducted via online learning.

    The two day course that is concurrently being held in Uganda and Tanzania runs under the theme, “Promoting Stadium Safety and Security.”

    A total of 30 participants from Uganda, comprising of officials from FUFA, StarTimes Uganda Premier League and StarTimes FUFA Big League Clubs attended the opening day via Zoom.

    Some of the topics discussed on Thursday included;

    • Challenges of Safety and Security in Africa
    • CAF Safety and Security Regulations
    • Responsibilities of the CAF Safety and Security Officers
    • Protecting players, officials and VVIPs
    • Stewarding
    • Accreditation and Access Control
    • Contingency and emergency planning
    • Ticketing

    FUFA Deputy CEO-Services, Humphrey Mandu was one of the CAF Safety and Security facilitators and he was assigned to discuss Accreditation and Access Control plus Responsibilities of CAF Safety and Security Officers.

    Hajji Abdu Ssekabira, the Chairman of the FUFA Safety and Security Committee who also doubles as a CAF Safety and Security Officer indicates the workshop is aimed at emphasizing the importance of stadia safety and believes clubs in the top tier and second division ought to embrace the steps taken.

    “The two-day workshop that started today is aimed at enabling our clubs in the StarTimes Uganda Premier League and the StarTimes FUFA Big League understand the importance of safety and security at stadia. CAF has a deliberate plan to eradicate violence and hooliganism during games and this can only be achieved by training personnel at different clubs,” he said before adding.

    “Uganda is among the participants that were selected by CAF to take part in this workshop and I’m glad to be one of the facilitators. After two days of learning, the participants will be awarded with certificates by CAF.”

    Elite Referees Set for Physical Fitness test Ahead of 2021/2022 Season


    Uganda elite referees are set to undergo mandatory physical fitness test ahead of the 2021/2022 season.


    Fifty eight match officials are expected to to be present at the Makerere University Sports Ground on Saturday  28th August 2022.
    These tests will culminate into the nomination  of the 2022 FIFA badge holders. 


    According to the FUFA Referees’ Manager Sam Egesa, the physical fitness tests are made of a series of activities which include selection of the names, medical checkup and the physical running. 


    ‘A series of activities are done ahead of the real physical fitness tests and these include selection of the names,medical checkup which are done one the eve and the actual running plus walking which take place on the day of the physical fitness tests’ Said Egesa.


    The retired FIFA Referee also added that the physical fitness test are meant to check for the Referee’s mental toughness, endurance and fitness. 


    The test will be under keen supervision of fitness Instructor Ali Kalyango, who will be assisted by Rahman Kizito and Ndawula Shaban.

    Club Licensing: FUFA conducts successful orientation for second division clubs

    Federation of Uganda Football Associations (FUFA) has held a day long orientation program for the second division clubs (StarTimes FUFA Big League) at Jevine Hotel in Rubaga, Kampala on Friday, August 13, 2021.

    Officials from all the clubs were represented in the actively interactive session meant to help clubs prepare ahead of the 2021-2022 season.

    The orientation programme was presided over by FUFA Deputy Chief Executive Officer (CEO) Football Decolas Kiiza Hantali, FUFA club licensing manager Ivan Kintu Bayige, Samuel Mpiima (Vice chairman FUFA Club licensing committee), FUFA Competitions Director Aisha Nalule, FUFA Deputy CEO (Services) Humphrey Mandu Watenga, FUFA Executive Committee member Hamid Juma, Uganda Premier League (UPL) Chief Executive Officer (CEO), Bernard Bainamani and Ahmed Hussein (FUFA Communications Director).

    Others in attendance included officials from the FUFA competitions department and Andrew Lule (Uganda Football Players’ Association).

    Kiiza retaliated the essence of club licensing which is envisaged to professionalize the clubs, enable proper planning administratively, technically and financially.

    ‘Club licensing was initiated by FUFA as one of the means to create a professional environment for the operation of clubs as we achieve the target of professionalizing the game in Uganda in rhyme with FUFA’s vision of being the best footballing country in Africa on and off the field of game’ Kiiza disclosed.

    Bayige further reaffirmed that the FUFA Club licensing tool is a living process that should be respected to the dot.

     ‘FUFA Club Licensing is a living process. This is a well curtailed process to help the clubs plan appropriately. For instance, clubs can prepare their own players than buying players.’ Bayige said.

    FUFA communications director Hussein taught about branding, communications and marketing.

    Hussein remarked the modes of communications for clubs (internal and external) as regards strict given timelines in respect for the club code of conduct.

    ‘We communicate about the game to give its positive image in a bid to lure potential sponsors and preach the solidarity of the sport. Clubs should communicate in line with the FUFA Communications Code (available on the FUFA Website)’ Hussein remarked.

    Samuel Mpiima took the club representatives through the entire tedious process of going through the club licensing process with all the club must have’s before been licensed as updated books of accounts, sporting requirements (coaches, players, contracts and the like).

    Mpiima also tasked the club representatives to engage their respective club executives.

    ‘You have acquired the knowledge about club licensing. Please go back and engage your club executives before the club licensing process is executed’ Mpiima noted.

    ‘Clubs are encouraged to have safety and safety officers. As FUFA, we are tasked to train such officers and football stewards that are very pertinent in ensuring order’ Mandu remarked.

    Paul Mukembo, Busoga United Chief Executive Officer appealed for the inclusion of the clubs in the lower divisions below the FUFA Big League.

    ‘I humbly request FUFA that clubs in the lower division should also be included in the entire club licensing process’ Mukembo stated.

    ‘Things have changed like times back when I had just joined football. All this is attributed to the club licensing process. Continue engaging the clubs where problems arise.’ Fred Saddam Mugaru, Nyamityobora FC CEO remarked.

    Some of the key concerns deliberated upon entailed the recovery process from the COVID-19 pandemic, issue of settlement fees (sign-on for players and officials), communication and marketing, among others.

    The 2021 StarTimes FUFA Big League will officially wind down in the coming five days at the FUFA Technical Center, Njeru (without fans).

    These will have the promotional play offs involving Nyamityobora, Blacks Power, Gaddafi and Proline to determine the third club that will get promoted to the StarTimes Uganda Premier League alongside Arua Hill and Tooro United.

    The championship final will be played between Tooro United (Rwenzori group) and Arua Hill (Elgon Group).

    Ugandan Football: Every human activity in the modern game requires expertise

    Ugandan Football is a hospital where the ambulance driver undertakes brain surgery and is applauded by the gallery.

    Modern Day Football is a highly technical practice that requires a lot of human expertise in;

    Governance

    Business

    Sport

    Expertise is developed by experience and/or training. A brain Surgeon is prepared for over 10’s of years and so is a football player, coach, referee, administrator and any professional support staff. 

    Many an occasion, you find individuals without any experience nor training, aggressively providing expert opinion on how to play, coach, officiate (as in refereeing) and administer the game.

    1. A Journalist with hours of experience on air will inform the audience on how Arsene Wenger made mistakes in the team chosen or player signed and will be applauded by the audience.

    2. A football administrator will dismiss a coach over failure to perform when the team is lacking basic needs and get applauds from the gallery.

    3. A football fan will not buy a ticket or replica jersey but expect the referee to give a penalty to his team to win and will be applauded by the gallery

    4. A Referee will make an ‘intended’ mistake that everyone at the match sees but himself and will explain using the 18th Law of the Game- the Common Sense Law.

    5. A player will feel cheated for not being paid even when the club he is playing for does not make any income from his trade and will be applauded by the gallery.

    6. A Coach will tell the media at the post match press conference of how his/her team lost because the referee was the 12th opponent player and will be applauded by the gallery.

    We need to respect that every human activity in the modern game of football requires expertise gained over training and practice.

    Communications: FUFA Big League Media Officers delighted after successful online training

    Education has no limit and thus very valuable anytime it is achieved. FUFA considers improvement of Human Resource Development as a key area under its Strategic Plan set way back in 2016.

    Based on the above, the FUFA Football Development Department organised an online course on Tuesday 11th May 20201 for the Media Officers of the 16 teams in the StarTimes FUFA Big League. The course was coordinated by the FUFA Communications Department.

    The education session was aimed at tuning the Media Officers ahead of the kickoff of the 2nd round of the 2020/21 Big League season this weekend.

    The main facilitator was Communications Director Ahmed Hussein assisted by Marketing Director Esther Musoke and Football Development Director Ali Mwebe

    ‘The session was designed with the primary target of improving the capacity building of the club Media officers in a bid to enhance their media related operations with their respective teams. There are many demands in the areas of Communication. The public wants quality work and our main clients (Media-both at the venue and in offices) want to get the latest and quality work from Media Officers. You either adapt or die’ noted Hussein who is also a CAF trained Media Officer.

    Key decisions from the 24th FUFA Exco Meeting held on 30th April, 2021

    The FUFA Executive is a policy making organ that takes key decisions on football matters in Uganda on a quarterly basis.

    On Friday 30th April 2021, the FUFA President Eng. Moses Magogo chaired the 24th FUFA Executive Meeting in the board room of the Executive House-FUFA Complex in Mengo and key decisions were taken; Here is summary account of what was discussed.

    1-COMPETITIONS

    FUFA Women Super League

    The Champions of the 2021 FUFA Women Super League will represent Uganda in the inaugural CAF Women Club Champions League. The Zonal qualifiers will run from July 17th to 1st August hosted by Kenya to determine the CECAFA representative to the inaugural CAF Women Club League Finals due in November this year.

    Promotion and relegation in the Women football Competitions

    Promotion: Two teams will be promoted from the FUFA Women Elite League 2020/21 season to the FUFA Women Super League.

    Relegation: The bottom team in each group of the FUFA Women Super League 2020/21 season will be relegated to the FUFA Women Elite League.

    Stanbic Uganda Cup

    The Executive Committee confirmed Masindi Stadium, Kitara Region as the venue for the Uganda Cup Finals 47th Edition of Stanbic Uganda cup Final of the 2020/21 season.

    The FUFA Drum 3rd Edition

    The FUFA Drum 3rd edition (2021) shall be played at the FUFA Technical Centre (FTC). Dates will be communicated.

    2021 CECAFA U-20 Women Championship

    FUFA confirmed that it will host the CECAFA U-20 Women Championship that will be hosted at the FUFA Technical Centre, Njeru. The tentative date for kick off is 22nd August 2021.

    The Executive also appointed FUFA 3rd Vice President Hon. Florence Nakiwala Kiyingi as the Chairperson of the Local Organising Committee 2021 CECAFA U-20 Women Championship.

    CECAFA Senior Challenge Cup

    The FUFA Executive approved Uganda will take part in the 2021 CECAFA Senior Challenge Cup in Ethiopia. This year’s CECAFA Senior Challenge Cup will be for players falling in the U-23 Category. Uganda will field predominantly the U-20 team that reached the Final of the Total Africa Cup U-20 Tournament in Mauritania. The decision to have the U-23 players for this tournament was reached on during the CECAFA Exco meeting held on 11th March 2021 at Sofitel Hotel, Morocco.

    3rd Division (Regional) Leagues

    FUFA Executive approved that the 3rd Division Leagues to be played across all the 8 FUFA Regions (West Nile, Northern, North East, Eastern, Buganda, Western, Kitara and Kampala). The Competitions Department has been tasked to come up with the appropriate format of play.

    The 2020/21 Women regional League season has been nullified.

    District Leagues

    The 4th and 5th Division Leagues will not be organised this season.

    FUFA Juniors League

    The FUFA U-17 Juniors League 2020/21 season has been nullified.

    The ODILO 3rd Edition

    The ODILO (FUFA Primary Schools Football Competition) 3rd edition (2021) is annulled.

    2nd Division League (FUFA Big League) 2020/2021

    The group leaders in each of the groups and the best team after play offs involving the Runners up and 1st Runners up in each group, be promoted to the 1st Division League 2021/2022 season.

    The last 2 clubs in each group shall be relegated to the third division while the winners of the 3rd division play offs shall be promoted from the 3rd Division.

    2-NATIONAL TEAMS’ TECHNICAL SET UP

    National A Men’s Team (Uganda Cranes)

    The Executive will continue to review the process and criteria for selecting the technical set up of the National Senior team -Uganda Cranes before any decision is made.  

    Uganda U-23 (Kobs)

    Morley Byekwaso will be the Head coach of the Uganda U-23 team during the 2021 CECAFA Senior Challenge Cup in Ethiopia. Simeon Masaba (Assistant Coach), Stephen Kigundu (Goalkeepers’ Coach) and Ivan Ssewanyana (Physiotherapist) are also part of the technical team.

    3 AIRTEL FUFA AWARDS 2021

    The FUFA Exco approved the Airtel FUFA Awards to be organised in December this year since there have been a good number of competitions played in the season.

    4-PRIZE MONEY

    FUFA Executive approved to extend prize monies to Futsal Super League starting with the FUFA Financial Year 2022.

    5- GENERAL ASSEMBLY 2021

    FUFA Executive approved the Eastern Region Football Association to host the 97th FUFA Ordinary General Assembly on 21st August 2021 in Mbale City. The same Assembly will elect the new FUFA President and Executive into office for a four year term.

    6-REGULATIONS

    Club Licensing

    The FUFA Executive approved a handbook of sanctions that will be reference for disciplinary measures for clubs that breach the Club Licensing regulations when the season is in-progress. The handbook also incorporates the CAF Requirements for the representative teams in CAF Competitions. The handbook will be released by the FUFA Competitions Department through Club Licensing Office.  

    Capacity Building

    The FUFA Executive approved a new set of regulations to be followed by various stakeholders who are planning to organise capacity building courses during the ‘New Normal’ era of the Covid-19. Regulations will be released by the FUFA Football Development Department through Human Resource-Capacity Building office.

    7-CHANGE OF CLUB NAMES

    The following Clubs’ requests to change names were approved:

    Busitema University FC to Ateker FC (Soroti, North East Region)

    Bumadu United FC to Bundibugyo United FC (Bundibugyo, Kitara Region)

    Volcop Lion’s FC to Fort City FC (Kabarole, Kitara Region)

    Kiryandongo TC FC to Kiryandongo United FC (Kiryandongo, Kitara Region)

    Pepsi FC to Uganda Pentecostal University FC (Kabarole, Kitara Region)

    FUFA, coaches brainstorm in technical insight meeting

    FUFA and local football coaches engaged in a brainstorming meeting on Thursday to try and address technical challenges of the game but also devise ways on how to improve.

    With the game growing at supersonic speed, adapting to the changing approaches is a must and the technical insight meeting at Imperial Royale Hotel dwelled on that exactly.

    The meeting was chaired by FUFA President Eng. Moses Magogo in the company of FUFA 1st Vice President, Justus Mugisha, 2nd FUF Vice President, Darius Mugoye, 3rd Vice President. Hon. Florence Nakiwala Kiyingi. The other Executive Committee Members who also graced the function included Ronnie Kalema, Hamid Juma and Rogers Byamukama.

    The coaches ranged from those managing teams in the Uganda Premier League, FUFA Big League and National teams.

    In his opening remarks, the FUFA President indicated that several observations have been made in as far as the technical aspect of the game is concerned and it’s high time solutions got to be found.

    ‘A number of observations have been made on our side. We have made progress but we can’t say we are where we want to be. The purpose of this meeting is to forge a way forward and address the challenges that are derailing our progress.’ He started.

    ‘At one time, our challenge was to qualify to tournaments. That has been addressed and the next stage should be about our performance while at such levels. In our observations, we have realized that whereas we do well against teams from Southern and East Africa, we tend to struggle against teams from West and North Africa both at national team and club level.’

    The coaches made their submissions with many pointing to the fact that as a country, we lack a football philosophy.

    ‘Every team, academy or club play differently. We seem not to have a strategic approach to the game. In Germany, there are basics that are done at Bayern Munich and elsewhere including teams in as low as the fourth division. We need to have a football curriculum that we follow.’

    Crested Cranes head coach Faridah Bulega called FUFA to set up centres of excellence across the country where coaches and players are equipped with football knowledge.

    Wilfred Muhumuza, a sports phycologist who also attended the meeting observed that Ugandan football lacks the mental preparation side.

    ‘As a country, we are still stuck in the era of physical training, having players fit but sports is now more of a science. Sports phycology is lacking and that helps players and coaches in decision making on and off the pitch.’

    Soltilo Bright Stars FC coach Baker Mbowa stated that there is no follow up on the many sprouting talents that show potential at a tender age but fail to break through at the senior level.

    Livingstone Kyambadde, the Uganda Football Coaches Association chairman noted that there’s improvement in the quality of coaches coming up and are willing to embrace modern trends.

    ‘I thank FUFA for the efforts made in equipping the coaches with football knowledge through courses. There is a big improvement in approach to the game, analysis and preparations and we believe these interventions can only make us better.’

    FUFA President in response to the concerns put up by the tacticians revealed that FUFA has looked at five areas that need to be addressed.

    These included;

    1- Player identification, development and management

    2- Infrastructure, facilities and equipment

    3- Management and Coaching

    4- Sports Science and Technology

    5- Governance and Administration

    The coaches were divided into small groups and assigned to make research about the aforementioned areas.

    They will later come up with suggestions in those areas and this will be discussed at the next meeting between FUFA and the coaches.

    A two day training for Players’ Intermediaries has successfully ended at Jevine Hotel on Tuesday evening. Close to 60 participants took part.

    On behalf of other participants, Niwagira Ronnie Santos believes that if Uganda is to play in the World Cup, players’ Intermediaries will need such training sessions to become the best for better deals with big clubs in the professional world of football.

    It’is a pleasure attending this course. We appreciate FUFA and our instructors, the sessions were so nice and we are very much sure that we are going to improve in so many areas. I believe if Uganda is to play in the World Cup or play in Europe’s best clubs, we need to be the best Intermediaries through attending such training‘ said Santos

    The Federation of Uganda Football Associations (FUFA) has conducted a second training of future Intermediaries at Jevine Hotel, Rubaga.

    58 participants have attended the two day workshop that will end on Tuesday 15th December 2020.

    By following the Covid19 regulations and Standard Operating Procedures (SOPs), participants were grouped into two classes.

    Intermediary regulations, FUFA and its Development Programmes, dispute resolutions, FUFA Communications, ITC concept and DTMS, FUFA regulations on status and transfer of players and administrative procedure of intermediaries are some of the modules that were presented to the participants.

    Capacity Building: Mandu, Ssewanyana to facilitate at first CAF regional Safety & Security Training

    Two Ugandan officials Humphrey Mandu Watenga and Jamil Ssewanyana are some of the facilitators at the inaugural CAF regional safety and security workshop.

    This workshop will take place between 2nd and 3rd December 2020 – via zoom with the theme ‘Promoting Stadium Safety and Security’.

    Ssewanyana who is also the managing director of Mandela National Stadium, Namboole will handle the topic of ‘Ticketing and public access to the stadium’ on the opening day.

    Mandu will facilitate on the topic of ‘Prohibited items – Pyrotechnics’ on the closing day.

    Other topics of discussion will include; challenges of safety and security in Africa, stewarding, crowd management, planning for emergencies and contingencies like evacuation; Accreditation, zoning and zone control mechanisms, safety and security considerations under COVID-19, importance of calculating maximum safe capacity, among others.

    The workshop will entail the national safety and security officer, premier league safety and security manager, CEO Premier League, CEO Second League as well as the second League Safety and Security Manager.

    FUFA conducts successful integrated training for national, international referees

    In a bid to deliver Integrity, Fitness and Performance (IFP), Federation of Uganda Football Associations (FUFA) held an integrated training for FIFA and FUFA Referees.

    The training was hosted at the MTN Omondi Stadium, Lugogo in Kampala, the home of KCCA Football Club on Monday, 1st December 2020.

    According to the chairperson of the Referees Association who is also a member of the FUFA Executive Ronnie Kalema, the purpose of this training was to assess the fitness levels of the referees ahead of the StarTimes Uganda Premier League kick-off this Wednesday, 3rd November 2020.

    ‘The exercise of the integrated training for our FIFA and FUFA Referees progressed well. We are ready to deliver in the top tier league’ Kalema stated.

    A total of 50 attended the exercise and all the referees were tested for COVID-19 which is a requirement by the Government of Uganda.

    FIFA MA referees online course 2020 commences

    The 2020 FIFA Member Association (MA) Referees online course officially started on Monday at the new FUFA complex in Mengo and it was graced by FUFA President Eng. Moses Magogo.

    Unlike the previous years where this fitness and physical course has been held at the FUFA technical centre in Njeru for five days, this time round because of the Covid-19 Pandemic no instructor travelled in due to travel restrictions.

    Zambian instructor Gladys Lengwe and physical instructor Mark Muzengo from Malawi tipped (via zoom) the participants with the latest about refereeing in the football world.

    The FUFA President urged referees to keep themselves in shape and fit no matter the current situation globally as well as being much comfortable using ICT.

    ‘I thank all the referees for coming to this course. Whereas we are aware of the challenge we are having of COVID-19 it doesn’t take away the hope that football will come back and we need referees who are fit physically, mentally and medically. So it’s good that you keep your selves in shape because when we come back it will still be the same like we left as the demands will be the same maybe what will have changed is the the laws of the game in between could have changed and it’s important that since understanding the laws of the game may not require Sops, you can continue improving your selves such that when we come back we don’t have such a challenge. It is also important that as a modern referee you are comfortable using ICT, I remember I used to talk about this before and I think it’s even getting more clear that classes are on zoom so times have changed so it’s important continue improving our selves in such a manner that we are able to keep up with the times. It’s true that at this time of the year usually is when the new referees go onto the international list while some are either maintained or demoted basing on performance, medical fitness and physical fitness and FUFA are supposed to submit a list but the executive have decided to maintain the list and urged those who are aspiring to continue as there hasn’t been any serious competition as further advised by FIFA. ‘ Eng Magogo remarked.

    Governance: FUFA Super League Limited convenes at 7th Annual General Meeting

    As mandated by the constitution, members of the FUFA Super League Limited (FSSL) convened for their Annual General Meeting before the long awaited 96th FUFA Ordinary Assembly.

    FSSL’s congress was the 7th held at the Ridar Hotel in Kampala on Saturday, September 26, 2020.

    UPL Board chairperson Arinaitwe Rugyendo has presided over the tranquil and well attended AGM also graced by two FUFA Executive Committee members; Justus Mugisha and Hon. Florence Nakiwala Kiyingi the first and third FUFA Vice Presidents respectively.

    Others in attendance were the CEO of the UPL board Bernard B. Bainamani, the FUFA competitions director Aisha Nalule ,UPL board Members Humphrey Mandu Watenga, David Bunya Sserebe and Fred Guy Kawuma, the league counsel, Alex Luganda, members of the UPL secretariat, National Council of Sports (NCS) representative Titus Kayigwa (Assistant General Secretary – Administration) and the representatives of the 15 Star Times Uganda Premier League clubs.

    It was a full house with all clubs represented from Vipers (George William Mulindwa), KCCA (Aggrey Ashaba), Sports Club Villa (William Nkemba), Busoga United (Dinah Hope Nyago), URA (James Kizza), BUL (Ronald Barente), Mbarara City (Nobart Semusu), Onduparaka (Edison Sabasaba), Express (Isaac Mwesigwa), Kyetume(Henry Kayondo), Bright Stars (Ronnie Mutebi), Police (Fahad Lumu), MYDA (Peter Emojonh), UPDF (Ashraf Miiro) and Wakiso Giants (Hassan Lule).

    The motion to approve the day’s agenda was moved by Aggrey Ashaba, the KCCA Football Club vice chairman was seconded by Police FC CEO, Fahad Lumu.

    In his address, Ruygendo stated how the Coronavirus pandemic hampered almost every sector of the economy but urged the members to stand strong and think outside the usual box.

    He also read the activity report to the members that was approved with the three new members admitted.

    UPDF, MYDA and a yet to be identified club were all admitted as members to make the 16 clubs which constitute the UPL.

    “Globally, the pandemic has affected everyone; be they businesses, sports, education, name it and ushered in new way of thinking outside the usual box in order in order to shift the paradigm to new ways of thinking and earning” Ruygendo noted.

    The assembly approved the start of a saving SACCO, an initiative that was applauded by Hon Nakiwala.

    ‘If it is hard to prepare for the football season, it is even going to be harder to prepare in the COVID-19 days. This period came as a precursor to prepare for the times ahead. I applaud you for starting the SACCO and shall fully support the project’ Hon. Nakiwala noted.

    Youth Football: UYFA streamlines sensitization for grass-root development across the 8 FUFA regions

    In a bid to educate the owners and key stake holders involved in the day-to-day running of youth football in the country, the Uganda Youth Football Association (UYFA) initiated a nation-wide sensitization campaign.

    This campaign was intended to involve the different stake holders who are pertinent in grass-root football administration.

    All the 8 FUFA regions; Kampala, Buganda, Kitara, Western, North East, Eastern, Northern and West Nile have been involved.

    The Uganda Youth Football Associations (UYFA) sensitization has covered all the 8 regions of FUFA

    John Bosco Masiko, the chairperson of UYFA disclosed the significance of such a grueling sensitization program.

    “The Uganda Youth Football Association (UYFA) regional sensitization program is to empower all the people involved in youth football across the country.” Masiko remarked as he addressed a press conference at the FUFA Special Interest Groups (SIG’s) officials in Lungujja, Kampala.

    Implementation Mechanism:

    This worthwhile sensitization campaign was conducted across the different corners of the country with the help of the FUFA regions;

    Buganda Region: The different sub regions included Entebbe road, West Buganda, Greater Mukono and Great Masaka with the help of experienced officials – Shafik Kakooza, Tonny Mukasa, Musa Mukasa, Fred Ocweyi and Ibra Kakeeto.

    Northern Region: The Lango and Acholi sub-regions sessions were conducted by Paul Ochen Maldin and Morrise Otidi.

    Kampala Region: Makindye, Central and Lubaga divisions was handled by Mansoor Kabugo, Patrick and Betty Mayanja.

    Nakawa and Kawempe divisions had their sessions done by Sande Male and Gerald Kavuma.

    Kitara region: The Edward and Albert sub-regions were handled by Muhamed, Morris Muhindo and Juma.

    Eastern Uganda: Busoga sub-region was handled by former Uganda Cranes international Nathan Mutenza at Bulumbandi Primary School in Iganga (Next to Saza ground).

    Bugisu sub-region was dealt with by Gad Batuuse at Dream Palace Hotel in Mbale.

    Bukedi sub-region’s work was executed by Bernard Owori at the King George IV Memorial Stadium in Tororo.

    North East Region: John Erebu was in charge of with a live talk show held at the Voice of Teso 88.4 FM in Soroti.

    West Nile Region: Bosco Dudu handled the sensitization at Continental Hotel in Arua on Friday, 11th September 2020.

    Western Region: Ankole Sub-region was handled by Salim Twaha at the Kakyeka Stadium in Mbarara.

    Kigezi sub-region’s work was done by Andrew Amanya will be in charge of Kigezi sub-region at New Foundation Primary School, Kabale.

    The basis of these sensitization exercises is to ensure that academies are well structured with strong and firm roots of establishment before licensing can be fully executed.

    Internal Relations: FUFA – UPL engage in successful inaugural breakfast meeting

    As earlier planned, Federation of Uganda Football Associations (FUFA) fulfilled the promise of  hosting monthly break fast meetings with the Uganda Premier League members.

    The inaugural meeting was held on Monday, August 24, 2020 at May Apple Hall, Imperial Royale Hotel in Kampala.

    The FUFA President Eng. Moses Magogo graced the meeting, well attended by the UPL governing members and the different club chairpersons and other representatives.

    ‘As we FUFA, we had a promise to initiate FUFA-UPL breakfast monthly meetings, we have delivered. Let us remain supportive as we continue to involve the different parties. We all have a common agenda which is sport. There is a lot of value addition. We must protect the brand of the UPL, it is a baby we must protect at all times.’ Eng. Magogo remarked.

    Eng. Magogo notified that clubs about the availability of the COVID-19 relief funds which will finally be disbursed to the respective club accounts and also informed them of the possibility to acquire the loan for football development (for infrastructural development and football projects).

    ‘FUFA is in control of these COVID-19 funds. The objective is to compensate losses by making payments directly to the club accounts. We also have to ensure that football eventually resumes since you are aware that there 22 unfinished matches that have to be completed before the season new season resumes in October 2020’ Eng. Magogo added.

    FUFA Deputy CEO – Football Decolas Kiiza retaliated the urgency and systematic need for the return of football, also hinting about the date and venue of the 96th FUFA Ordinary Assembly.

    ‘There is need to return to the fields of play by yesterday rather than tomorrow. FUFA continues to engage Government through the National Council of Sports and Ministry of Health on how football can best return, even without fans in respect of the Standard Operating Procedures (SOP’s)’ Kiiza noted.

    UPL CEO Bernard Bainamani labeled the 2020-21 football season as a unique one where Force majeure element (Coronavirus pandemic) came into play to force the abrupt end of the StarTimes Uganda Premier League.

    ‘The 2019-20 StarTimes Uganda Premier League was unique in such away that the Coronavirus pandemic caused an abrupt end of the season. This brought a situation where the remaining batch of the sponsors’ money has not been paid and there is a fraction is being discussed’ Bainamani stated.

    The different club officials reacted onto the COVID-19 relief fund and StarTimes sponsorship money, sharing the views that will be forwarded ahead.

    SC Villa’s Shawn Mubiru advised the clubs to take a strong stand, one that will not be compromised.

    “This is a big challenge that we have to face as UPL. We must take a strong stand as one entity and bargain for the best” Mubiru said.

    Vipers’ chairperson George William Mulindwa urged the negotiations to go ahead with either parties presenting their case as a lasting solutions is sought.

    “There is need to call for re-negotiations between the UPL and StarTimes until the best position will be reached” Mulindwa urged.

    Busoga United’s chairperson Diana Hope Nyago hailed the meeting and believes this is the right forum to discuss the ideas between clubs, UPL and the Federation.

    She retaliated how the economic concession has affected all the clubs, politely asking FUFA to disburse the COVID-19 funds and as well continue engaging StarTimes for the remaining part of the sponsorship money.

    ‘This was really a good breakfast meeting because the ideas and real issues within the clubs are being discussed. We ask the Federation to release the COVID-19 money and as well continue to engage the league sponsors (StarTimes) for the remaining monies’ she stated.

    KCCA’s Moses Kaddu urged FUFA to quickly intervene in the re-start of football with the Central Government since KCCA and Vipers will be representing the country on the continent in the nearby future.

    ‘We politely ask FUFA for an allowance to allow KCCA and Vipers to start preparation for the CAF engagements which will be happening before the end of the year’ Kaddu appealed.

    Wakiso Giants’ Chairman Hassan Lule called upon the value for money that each club is warranted to receive.

    Peter Emojong, representing newly promoted Malaba Youth Development Association (MYDA) Football Club welcomed FUFA’s idea of the loan arrangement to clubs, especially community clubs like MYDA.

    The next meeting will be held on Monday, 28th September 2020 (venue will be communicated).
