    Capacity Building: Clubs Pro Agenda programme spreads Nationwide

    The Federation of Uganda Football Associations education programme of ‘Clubs Pro Agenda’ continues to gear up in different football regions across the country.

    Clubs Pro Agenda is a practice attended by Club officials in preparation for the Club Licensing process.

    With the aim of professionalizing Club football in the long run, FUFA made a decision to have a compulsory Clubs Pro Agenda programme for both StarTimes Uganda Premier League Clubs (1st Division) and StarTimes FUFA Big League Clubs (2nd Division)

    In trying to achieve the objective, FUFA appointed 28 instructors in nine (9) different groups that are responsible for facilitating Clubs’ officials under the Club Pro Agenda programme across the country.

     ‘In this year’s Club Licensing process, we decided to prepare clubs for licensing through the programme of Clubs Pro Agenda. Each Club attends the programme for two days. It’s a programme that is aimed at professionalising Club football in the long run’ said Rogers Mulindwa FUFA Club Licensing Committee Chairman.

    ‘However, the Federation appointed 28 instructors to be in charge of facilitating Club officials across the country and the process will climax on Friday 17th July’ added Mulindwa.

    Meanwhile, on Wednesday and Thursday, Express FC, SC Villa and Bright Stars will be facilitated by FUFA President Eng. Moses Magogo, FUFA Deputy CEO-Services Humphrey Mandu and Nsubuga Brian Miiro.

    Clubs Pro Agenda Programme for Uganda Premier League gets underway

    Clubs Pro Agenda program for Uganda Premier League Clubs officially commenced at the FUFA Complex Mengo on Thursday Morning.

    It’s a special training program that FUFA introduced in a bid for clubs to gear up their sporting and business processes to deliver short, and long-term planning.

    This program targets both the 1st and 2nd division clubs; Star Times Uganda Premier League and Star Times FUFA Big League respectively.

    We have officially begun the Clubs Pro Agenda program. Club Licensing for 2020/2021 has been phased into two parts with this Pro Agenda program intended to prepare Clubs so that they don’t find challenges as we get towards the Club licensing exercise. It involves all the Uganda Premier League Clubs. We have started with KCCA FC today on a two day program. The rest of the clubs will follow after said FUFA Club Licensing Manager Ivan Kintu Bayige.

    The Pro Agenda process for each club will take 2 days. FUFA Big League (2nd Division) Clubs will attend the program after FUFA finishes up with UPL Clubs.

    Capacity Building: Senior Referees’ instructors attend online training workshop

    FUFA has organized a one-day Information Technology training workshop for Senior referees’ instructors who will participate in a program of delivering Refereeing courses to eight FUFA regions.

    With respect to the government’s guidelines, the trained instructors will handle courses for the 8 regions using online conference technology Zoom and Webinar.

    This Technology will help instructors carry out online classes to FIFA and Regional referees.

    The instructors will help regional and FIFA referees using the same technology.

    The aim is to share and discuss the law of the game with all the referees across the country before the start of next season.

    We invited senior referee instructors to attend a one-day IT workshop to deliver courses to eight regions. Due to the government’s guidelines, the courses will be done online by the trained instructors who will share and discuss the laws of the game before next season starts.     Youth Football: FUFA identifies 13 teams for FIFA Analysis Talent Development project

    Federation of Uganda Football Associations (FUFA) has identified 13 teams that will be used for the FIFA analysis of football eco-system for talent development in Uganda.

    In a circular dated 3rd June 2020,  the FUFA Football Development Director Ali Mwebe elaborated this new FIFA initiative aimed at helping member associations to bridge the gap in top national team performance, giving each talented player a chance and reaching its full potential in men and women football competitions.

    There are three leading academies, four girls football teams, five boys football teams and one football team that combines both boys as well as girls.

    The leading academies catergory has Vipers Junior Team, KCCA Junior Team and Kampala Junior Team.

    The teams under Girls Football are Kawempe Muslim Secondary School, Uganda Martyrs High School Rubaga, Taggy High School and Isra Soccer Academy.

    In Boys Football; Rays of Grace Junior Academy, Alfa Football Academy, Sparta 09 Football Academy, Lion Sport Soccer Academy Ntungamo and Kasese Bronken Sports Academy.

    Edgars Youth Programme combines both Boys & Girls Football.

    For the year 2020, FIFA has set to analyse the global football eco-system with analysis in each of the participating Member Associations to develop a better global understanding of talent development for boys and girls, to make observations that match the national reality in recent years and to identify critical success factors.     Interview: FUFA President on Reforms, Jinja Declaration and professionalising football in Uganda

    The proposed reforms for FUFA competitions have created serious debates on various platforms by different football stakeholders. It is FUFA’s duty to share ideas through educational sessions and interactions with the public.  FUFA TV caught up with FUFA President Eng. Moses Magogo about the reforms.

    FUFA TV: FUFA has come up with proposals for reforms in the various Competitions but this has caused discontent among the football fraternity. Do you have an idea to this uproar from the public? 

    FUFA President: First and foremost, Glory to the Almighty Allah for keeping us alive especially during these challenging times and my brief message is that; let’s hang in there by following the guidelines given by His Excellency the President of the Republic of Uganda, the Ministry of Health and the World Health Organization.

    Every time when you need to succeed, you definitely need to change, unless you are satisfied with the state in which you are.

    Albert Einstein once said that ‘Doing the same thing repeatedly and expecting different results is the definition of insanity’.

    We expected the discontent. Every time we introduce changes in FUFA, we have always experienced this and there are a number of reasons.

    Humanity is resistant to change and everybody would want to remain in the state of comfort. Secondly, it’s also trendy these days to resist authority but what makes leadership count is being able to convince and navigate such waters for as long as what you are looking at is good and as FUFA, we have demonstrated that on many occasions.

    We are in a generation where people don’t want to read and research but rather listen. So in the process people don’t analyse things scientifically. At FUFA, we analyse, tabulate, look at statistics and data in a more critical manner. There are also populists and politicians who just oppose anything from FUFA.  As an Institution, we can’t just say what people want to hear. We have a mandate to manage the game and therefore must say and do what leads us to our objectives and those of our members.

    And finally, just like medicine, whereas the World is looking for medicine to the COVID-19, they would have it even today, but the challenge is always on the side effects. So for every good thing, there is always going to be side effects but you must as well look at the positive effects.

     

    FUFA TV: There is a lot of uproar about reducing the Uganda Premier League from 16 to 12 teams? Why are they complaining?

    FUFA President: FUFA is a private organisation that is owned by 34 members. 16 of the 34 members are Uganda Premier League clubs as of today.

    As FUFA, we have a vision of becoming the number one footballing nation in Africa on and off the field. For us to get there, we undertook a mission which is to develop, promote and protect the game for all.

    For the positive administrative and sporting results Ugandan football has experienced under my administration, it is because FUFA has been implementing reforms in eight (8) key focus areas thus;

    1. Governance
    2. Football Development
    3. Infrastructure, Facilities and Equipment
    4. National and Representative teams
    5. Competitions
    6. Marketing and Communications
    7. Finance and Administration
    8. Membership

    Football touches people through Competitions and that’s why the Competitions reforms have largely been discussed in the public more than the other areas and we expected it. This is a great debate going on.

     

     FUFA TV: An ordinary fan would think that they have got every right at every stage to come up with ideas. When do they come in and why didn’t you consult clubs?

    FUFA President: Like I said earlier, FUFA is owned by 34 members with 88 delegates who meet in the General Assembly and elect the FUFA Executive Committee headed by the President. The Executive runs the game on behalf of the Members.

    So when we set our Vision and Mission, we asked the FUFA Secretariat to come up with proposals in all the 8 key focus areas to achieve our target. The Secretariat comes up with proposals, get discussed on during various Standing committee meetings before they are presented to the Executive.

    FUFA is what it is today because there are so many changes that have been undertaken, coming from the secretariat. The Executive approves the proposals while the Secretariat implements.

    So even this time, the FUFA Competitions Department has been undertaking club licensing, compiling statistics and doing analysis. They came to the Executive and presented their proposal that can fit  FUFA’s Vision and asked for permission to engage stakeholders and the public.

    The FUFA Executive gave a go-ahead to consult with the stakeholders.

    So if any person comes out to say, why didn’t you consult clubs? There must be a document that should be presented to them (stakeholders) for discussion. The FUFA Secretariat has generated a very good paper for consultation and discussion.  When all this is done, they will bring a final position to the Executive to debate and pass what is within our powers.

    FUFA TV: Why undertake reforms now. Which are these reforms?

    FUFA President: Our objective is reforming competitions. We want to categorise football in three types that are distinct yet complement each other. The first is youth football. The way football is approached at this level, its tactics and the strategy are totally different from the second type which is amateur football. The third type is professional football which is about  money.

     

    FUFA TV: FUFA Reforms for Youth Football

    FUFA President: We want to give access to the young people wherever they are to play football and  whatever interventions we are putting in these reforms are giving an opportunity to the young people. They may all not end up as professional footballers but they can be fans, coaches and Managing Directors of Companies that will give sponsorship to football in future.

     

    The proposal is to change is to change the FUFA Juniors League (FJL) which has been very successful considering the number and quality of players that have come through this project. We would wish to decentralise the FJL which has been played by 16 Youth Teams of the Uganda Premier League clubs having 400 players but we want every FUFA Regional Football Association (FRA) to have at least 12 clubs  in the FJL.  This equates to 96 FJL clubs and 2,400 players across the country as opposed to the current 400 young players in the FJL.

    It is proposed not to be mandatory for the 12 Uganda Premier League clubs to have these Youth teams. It will be optional but we would encourage those clubs with the capacity to have them. However, it is going to be mandatory for the FUFA Big League Clubs because our objective is to run the Big League at the current state of the Premier League (Professional Leagues).

    The FUFA Executive has passed the regulations for Academies. We are going to register, license and classify all football academies in the country into four categories. When these categories are done, we will publish.  We are going to demand that these academies follow the FUFA Player development curriculum.

    They will register all the players to be put in the national database to solve things like age cheating. Most importantly, we want to do a financial compensation for the academies managing players between 12-18 years when these players eventually turn professional both here and outside.

    FUFA TV: FUFA reforms on Amateur Football

    FUFA President: Here, we simply want to involve the masses and make sure football is played in every corner of the country. Uganda has 134 political districts and therefore, we must have 134 District Football Associations. We will organise football at all levels to make sure that any good talent in any village in Uganda is given an opportunity.

     

     

    FUFA TV: FUFA reforms on Professional Football

    FUFA President: This is where we need to explain ourselves more. What FUFA is looking at is to create a category called professional football and regulate it in accordance with stringent Club Licensing regulations demanding for high standards in areas of infrastructure, fiance, governance, sport and administration.

    The proposal is to have license 28 clubs as professional clubs where 12 professional clubs will play in the Uganda Premier League and 16 professional clubs will feature in the FUFA Big League.

    Some clubs will need 4- 5 years to prepare themselves but instead of closing out those clubs through Club Licensing, we are saying prepare yourself and play at the level you can and if that is the FUFA Big League so be it.  The number 12 has been scientifically arrived at using the statistics collected over three (3) years of Club Licensing.

    After say a period of 5 years, FUFA will re-evaluate and if we are good enough, we may go back to the 16 but we shall have created a benchmark of what a professional football club looks like.

    For us to be able to move to the next level, definitely it’s going to shake up a few things, some people are going to lose advantages, positions of authority but we want an exclusive class of 28 clubs with coaches, administrators, referees and players that all professional.

     

     FUFA TV: Isn’t reducing the teams to 12 going to reduce the number of players featuring in the Uganda Premier League?

    FUFA President: That is not true. The suggestion is two leagues- Uganda Premier League and the Reserve league. Each of the 12 UPL club will have 35 playing staff, featuring in both leagues. Because there are players that are always on the fringes, some are returning from injuries and the young ones who command a slot in the first team, they will be able to continue playing football in this case.

    So 35 players from 12 teams gives you a total of 420 players, which is more than the 336 players with 16 clubs in the Uganda Premier League currently. FUFA is looking at the 820 players from the UPL and FBL.

     

     

    FUFA TV: The reforms are now well understood but there is fear this will only play advantage to the teams in Kampala and Buganda regions.

    FUFA President: That’s another form of misinformation being traded by football politicians. For us as FUFA, we use statistics, we look at records, we don’t speculate. For example, we have done analysis for the past three seasons of the Uganda Premier League.

     

    In 2017/18 season, there were only 4 upcountry clubs as this how they finished the season. Onduparaka FC (4th ), Kirinya Jinja SS (now Busoga United (5th ), BUL FC (6th) while Mbarara City FC (11th).

    They all finished above the 12 club mark that we are talking about. The clubs that finished below the 12 club mark included Express FC, UPDF FC, Proline FC and Masavu FC all from the central region.

    In the 2018/19 season, there were six up country clubs in the UPL as this is how they ranked at the end of this season. Mbarara City (5th), Onduparaka FC (6th), BUL FC (7th) and Busoga United FC (9th). The other two upcountry clubs that finished outside the top 12 are Nyamityobora FC and Paidha Black Angels FC.

    Look at this season, with five games to go this is how the table stands. Busoga United FC is 4th, BUL FC is 6th, Mbarara City FC is 7th, and Onduparaka FC (8th) way above the 12-club -mark.

    The teams in the bottom right now are Police FC, Maroons FC, Proline FC and Tooro United FC which sometimes plays games in Kampala and others in Fort Portal.

    The statistics indicate that the 12 clubs that have finished below position 12 in the last 3 seasons, 9 are from Central (Kampala and Buganda)  while only three are from upcountry. We know what happened to Nyamityobora FC and Paidha Black Angels FC. They had wrangles about administration and ownership. Same thing is happening with Tooro United FC. So qualification and playing in the league has nothing to do with the geographical location.

     

    Actually, the upcountry clubs are disadvantaged with the 16 team league because Onduparaka FC travels 15 times away in a season, same as Mbarara City FC. BUL FC and Busoga United travel 14 times yet teams in Central (Kampala and Buganda) travel 5 times away to distant areas. To those who understand football; travels have financial and technical disadvantage to teams.

     

     

    FUFA TV: The big talk is that FUFA has abandoned the Jinja Declaration. What is the Jinja Declaration and is it still operational?

    FUFA President: Jinja Declaration was FUFA’s initiative. The FUFA Executive under the leadership of Dr. Lawrence Mulindwa as the President wrote to FIFA and asked them to come here because clubs were not understanding club licensing and professionalisation. It is like a communique after a workshop or convention but what is most important is that whatever you get from it, you come and put it in your statutes and rules.

    As far as we are concerned, the Jinja Declaration was a 2010-2014 strategy. Therefore, it expired six years ago. How football was being looked at 10 year ago isn’t the same right now.

    However, there are a number of areas that we agreed upon and FUFA has fulfilled almost all of them. I have seen most commentators faulting FUFA for some of the things that the clubs should have done.  I think this is unfair. As FUFA, we have pushed, we have done the club licensing, the Clubs pro-agenda and we have really communicated. Some clubs have tried to do something and you can see the results but some have not done anything.

    The second thing in the Jinja Declaration was reduction of clubs. That is one thing we have not completed because it said let’s reduce teams from 18-14 and that was ten years ago. Actually reducing the number of teams is what we are trying to do now in order to improve the quality.

    The third thing is about statutes. We have worked on our statutes and those of the clubs. Things like finances, facilities, club offices, players, youth, marketing, communication and medical are what we have been looking at and you can look at this document and see. It is on www.fufa.co.ug

    We think the Jinja Declaration did its part and we are here partly because of some of the things listed therein. We can engage another gear to go forward.

    FUFA TV: With reforms waiting for decisions, are there examples you can share with football fraternity where such reforms have happened and have gone on to be successful?

     FUFA President: Most of the leagues across the World have actually come to their numbers by reduction.  Some will say they have 18 or 20 but look at their previous numbers.  I have heard so many people saying that there are a number of parameters to determine the number of clubs. It is good to tell people these parameters.

    Different countries have different approaches, parameters and challenges. Right now in Uganda, we have totally different parameters and we can determine our way forward depending on what we want to do.

    We have given many examples in Europe alone where club football is at its highest. We have 29 of the 54 countries where their leagues have 12 clubs and below. And don’t say they are weak leagues because out of the 29 counties, nine are in the top 30 -leagues including Ukraine which is ranked 8th in the world.

     

    People have brought the issue of population. This is for amateur football yet professionalism is about ability to buy and spend. It is not about numbers. There are very many countries that are populous and people aren’t able to buy. So definitely when somebody is conducting business in such a country they must be specific.

    In Ukraine, football is the number one sport, they have a population bigger than Uganda, it has succeeded as a league and people are saying we shouldn’t copy Europe, we should instead model our own and that is our position as FUFA.

    It’s not new in Uganda. We have had a 12 team league before. What we want is to create a professional industry and better brands with great value. A league is not a brand but just a composite of club brands.

    If our clubs are not proper brands, there is no way the league is going to improve and there is no way we are going to get big sponsorships. So we want to make the clubs better brands by improving a lot on club licensing but we are also considering sustainability and posterity.

    We would like to see clubs sustaining themselves beyond the current leadership and live for many years to come.

     

    FUFA TV: How come the innovations made by FUFA are usually received with resistance, including those that have really been successful?

    FUFA President: It is the same question I would pose to you as well, because as FUFA, we have been successful. I will go on record again that we are the most successful football administration in the history of Uganda. We are supported by statistics and results. We have come out with many innovations because we don’t fear change and it is out of these innovations that we have been able to obtain results.

    There are so many notions we have changed. We brought the FUFA Big League and everybody was in doubt. Today, everyone is proud of it. When we said we are taking the Uganda Cranes to the Africa Cup of Nations in 2019 as a project, today qualification is a habit and nobody is looking at how we have been able to achieve it.

    We talked about Women Football when we withdrew the teams from International football and everybody thought it was suicide.

    Today, everybody is talking about how good the project it is. Look at youth football, today everybody is talking about the FUFA Juniors League, the U-17 National team and the quality of the players who are coming through. These are well thought ideas.

    When we brought the FUFA Drum, there were doubts but look at the numbers that are turning up. When we said that football can be managed by football money, people thought you needed to be rich to be here where I’m seated. People still think that you need a rich man to run a club.

    Now those are some of the things we want to extend. It is from that experience; we are not guessing. We are trained, we are experts and we have been here before. All these changes we are managing, we could have achieved them without coming to debate for instance, we could have just conducted the Club Licensing regulations and when clubs fail, they are left out but we decided that we want this debate with the public. We want to sensitise the public such that they come along with us.

    We have been a successful Federation. We have undertaken so many successful projects and this is going to be successful as well because we allow debate,. The proposal in the format it is right now, it may be lacking but can be improved by consultations and sober debates.  We think that there are other people with other views that will make it better and applicable.

     

    FUFA TV: Some players have come out to express their opinions about the proposed reforms but the National team coach, Johnathan McKinstry and FUFA have advised them not to do so. Why?

    FUFA President: I have seen some people going to the usual tactic of trying to involve the Uganda Cranes players seeking their opinion. Their job is to play for the national team. People who are trying to use them are importing politics by using the players against the Federation, the same tactic that the negative forces use. Anybody who is doing it is not for the reforms but basically politicians.

    We have talked to the players. I listened to the interview by the captain and it was a clear opinion not based on the information which is even in the proposal and somebody instead comes and puts up a headline ‘Onyango alumbye FUFA’.

    We have a relationship with the players.  We have a forum where we discuss with the players and people trying to get into that line will not get any success because we know how to manage our affairs.

    If you are looking for players, why don’t you ask those in the Uganda Premier League who are not paid whether this proposal will be good or not. The local based players are the ones who are affected directly. We shall talk to them through our consultations.

     

    FUFA TV: The proposals if effected will directly affect the players featuring in the domestic league. How will they benefit from this?

    FUFA President: We have a challenge that many players leave the Ugandan league, go as professionals, we take them to the Uganda Cranes, go and beat the biggest countries on the African continent. They turn professional but come back immediately. What does that tell you? Have we prepared them well at club level for them to be able to sustain themselves as professionals? Have we given them competition week in week out that is demanded at the professional level?

    So let’s give the reforms a chance, debate, discuss and bring out ideas that are going to shape the proposals for the development of football.

    FUFA TV: Finally, talking about consultations, are all the stakeholders going to be engaged?

    FUFA President: First and foremost, when the process to receive ideas is completed, consultations will begin with the StarTimes Uganda Premier League and the StarTimes FUFA Big League clubs, sponsors- both individual club sponsors and the League sponsors. We will also consult the coaches and players through their representatives/captains who are playing in the StarTimes Uganda Premier League and the StarTimes FUFA Big League.

    We will also consult the International and National referees who are part of these leagues. The Member Associations for the Youth, Coaches, Players and referees will also be consulted.

    The media through USPA or any other organisation of the media such that we get their opinions, the National Council of Sports- our regulatory body and the fans through known fans club associations.

    We will also want to consult with anybody who is interested through our email (rules@fufauganda.com)

    We believe when these consultations are all done, they will form the current raw proposal that eventually will be brought to the Executive Committee of FUFA. We will debate it, pass what is within our mandate but it is also our responsibility to propose to the General Assembly of FUFA what they should discuss. The final decisions reached at will be the ones that the Secretariat will execute.

    So there is no rush, there is no reason to support your point by abusing people. If you have a strong reason, you can debate it with humility. Like I said, there will be opportunities where we are going to engage in terms of debate and discussions in a proper forum.

    FUFA TV: Do we need to make changes in the way the domestic competitions are run and organized?

    FUFA President: We have the experience and expertise of managing change because we have managed largely change at FUFA to get the results we are attaining.  So it is also possible that we are going to manage this change because we know how to manage change like I said, we know how to manage the negative forces and we know how to manage mind-sets for us to be able to deliver the results and objectives of change.

    FUFA Club Safety and Security Workshop gets underway

    The Federation of Uganda Football Associations (FUFA) Club safety and security workshop got underway on Tuesday at Mandela National Stadium, Namboole.

    With escalating cases of hooliganism and violence during league games, FUFA thought it wise to have the workshop to equip stadia stewards on how to maintain order and manage violent scenes.

    The workshop attracted 35 participants from different clubs across the country and will be conducted for three days.

    FIFA and CAF trained safety and security officials Hajji Jamil Ssewanyana, Humphrey Mandu, Hajji Abdul Lukooya and Dixon Okello are the facilitators of the workshop.

    In his remarks, Humphrey Mandu who is also the FUFA Deputy CEO- Services officer argued participants to be honest to themselves while attending the workshop because they will help to overcome the vice of hooliganism in stadia.

    “This is a very big step towards fighting the vice of hooliganism and violence during league games. I thank FUFA for this bold step and I want to call upon all the people taking part in this workshop to be committed because they have to go out and implement the skills they will gain from here.”

    FUFA National security officer, Hajji Abdul Lukooya Ssekabira who is also a member of the FUFA Executive Committee asserted that the purpose of the three-day workshop in to fight against hooliganism.

    ‘We have officially begun our three-day FUFA Club safety and security workshop. The purpose of this workshop is to fight against hooliganism. Football is a beautiful game that must be enjoyed and watched in peace. We want to have more fans coming to the stadia but with hooliganism, we can’t realize this target.”

    StarTimes Uganda Premier League CEO, Bernard Bainamani Bampire who was also a participant lauded FUFA for the workshop and he is optimistic the vice of hooliganism will be solved.

    “This is a timely intervention from FUFA as we seek to curb the vice of hooliganism that has painted a bad image in our league.  I believe we shall get many ideas on how to solve the challenge and this will definitely help in the long run.”

    FUFA Pitch Management and Maintenance Workshop for Groundsmen successfully ends at Mandela National Stadium – Namboole has officially ended at Mandela National Stadium on Saturday afternoon.

    Concentrating on the pitch activities by FUFA is another step taken within the area of capacity building to acquire qualified pitch Groundsmen for Stadiums in order to overcome the challenges in Club Licensing.

    The closing ceremony for the workshop was honored by Chairman FUFA Competitions Committee and Exco Member Hamid Juma who also attended the workshop from the start.

    In attendance was the FUFA CEO Edgar Watson and his deputy (in charge of football), Decolas Kiiza.

    35 Participants took part in the 3-day workshop that was conducted by UEFA expert Philip Fifield.

    The 9 days program is under the UEFA Assist Project and was aimed at educating stadium Groundsmen on how to maintain and manage pitches to overcome the challenge of poor pitch grass.

    The chief Guest Hamid Juma appreciated participants for the commitment they exposed during the workshop and emphasized them to implement what they have learnt.

    ‘I’m pleased with the commitment of the participants during the course. I urge you to implement what you have learn from the expert. If we have good pitches, we must have good games which are key to achieving our vision of becoming number one on the continent on and off the pitch.‘ Said Juma

    On the other hand, FUFA CEO Edgar Watson commended UEFA for supporting the program and confirmed that FUFA will pick 2 participants to travel abroad to share and acquire more knowledge on Pitch management and Maintenance.

    As FUFA we are very much honored to have the first-ever training for Groundsmen and we appreciate UEFA for supporting the program through the UEFA Asssist project. It’s a step to overcome the challenge of poor pitches. We shall get quarterly reports from participants annually to follow-up on what they have worked on.  I advise participants not to sit back but at least do volunteer work to practice what they have learnt however FUFA has a plan to send at least two Groundsmen abroad to gain more knowledge on pitch management and maintenance.’  Said Edgar Watson.

    During the course, Groundsmen were taught how to test and treat soils for pitches, how to maintain good and green grass, how and when to use the equipment for maintaining pitches, when and how to irrigate the pitch, among others.

    FUFA Club Licensing Manager Ivan Kintu Bayige was also confident that the training for Groundsmen will unleash the challenges in the process of Club Licensing mainly on pitch requirements.

    Our program for Pitch Management and Maintenance has ended successfully. The program has run for 9 days and we are confident that the knowledge acquired by the Groundsmen will overturn the challenge of poor pitches. The process of club licensing will be much easier if whatever is taught will be put in place by the Groundsmen. Said FUFA Club Licensing Manager Ivan Kintu

    On behalf of the participants, Vivian Ttendo who is the Sports and Recreation Officer at Mandela National Stadium Namboole confirmed that with the training from the workshop a lot is going to be put in place at the National Stadium and before the international game on March 28rth whatever they have learnt will implement to have a better playing pitch.

    ‘We have learnt a lot from the training and I’m very sure whatever we have received in the workshop will be put in place before the international match on 28th March. It will be a better pitch with such knowledge we have acquired.’ Said Ttendo.

    All participants received certificates and are qualified Groundsmen for football pitches.

    The Program started on Saturday 15th February with testing and examining soils and grass for 17 stadiums pitches in Arua, Jinja, Kampala, Masaka, and Mbarara.

    UEFA Pitch Management and Maintenance Workshop officially got underway at Mandela National Stadium on Thursday.

    The official opening was graced by FUFA Executive Member Rogers Mulindwa together with the Chairman FUFA Competitions Committee and Exco Member Hamid Juma.

    The 3-day workshop is aimed at facilitating Stadium Groundsmen on the areas of pitch management and maintenance.

    UEFA expert Philip Fifield is in Charge of the workshop that is attended by 35 participants from different parts of the country.

    FUFA came up with such initiative with the support of UEFA through the UEFA Assist Project formally to educate Groundsmen on how to manage and maintain pitches in order to overcome the challenges of maintaining green and good grass on pitches as required by the FUFA club licensing committee.

    Federation of International Football Associations (FIFA) Secretary General Fatma Samba Diouf Samoura has thanked FUFA for the warm reception she was accorded while on her visit to Uganda.

    Samoura was in Uganda a fortnight ago on an official visit that saw her engage in a number of football related activities including inaugurating the new FUFA Headquarter extension.

    The FIFA Secretary General lauded FUFA for the hospitality and praised the federation for a commitment towards the development of football in Uganda.

    ‘I have now returned home with a host of unforgettable memories. On behalf of the entire FIFA delegation, I would like to thank you, wholeheartedly for affording us such a cordial welcome and warm hospitality on the occasion of the inauguration of the FUFA Headquarter extension. It was an honour for me to attend the opening of the new offices and I would like to express my congratulations to the Federation of Uganda Football Associations for this wonderful building which will no doubt contribute, with the continuous support of FIFA, to the further development of football and its infrastructure in Uganda and Africa.‘ Samoura remarked.

    The new FUFA headquarter extension houses a number of offices and was fully funded by FIFA through the FIFA Forward Programme(FFP).

    The new offices are just adjacent to the old building located on plot 879, Wakaliga Road-Mengo which was built under the FIFA Goal I project during the reign of Denis Obua (RIP) in 2003.

    Samoura believes FUFA shares the same vision of developing the game of football like FIFA and heaped praise on the federation for the several projects.

    It was also a great privilege to visit the construction site of the Kadiba project in Mengo, a historical playground for many talents and the FUFA Technical Centre in Njeru, a complex that may serve as an example and will contribute to the growth of football in Uganda. Indeed, I was able to truly appreciate that we are sharing the same vision of football and its values and the same commitment of developing football at all levels.’

    FUFA has awarded badges to Eight beach soccer referees at a ceremony held in Lungujja at the  offices of the Special Interest Groups. The handover ceremony was presided over by former FIFA referee and vice-chairman Uganda Football Referees Association (UFRA)   Rosebell Rwamuyamba who encouraged the referees to execute their work with a positive attitude in order to maintain the badges in accordance with the FIFA Laws of the Game.

    ‘I am grateful for all the effort you put in.  You must remain  focused and dedicated to your job because FUFA reserves the right of giving them out and recalling them back’ noted Rwamuyamba.

    Fatma Samoura visit to Uganda: Day 1 Recap

    Federation of International Football Association (FIFA) Secretary General Fatma Samoura is in Uganda for a two day working visit.

    The football family, government leaders and general sports fraternity warmly welcomed this high profile FIFA official on her first ever visit to Uganda.

    She was welcomed at Entebbe International Airport by top FUFA officials.

    Samoura commissioned the official opening of the extension to the FUFA Headquarters at Mengo and the nearby Kadiba project.

    The extended headquarters include a state of Art 3-storied building and a bungalow house sitting on approximately 0.8 acres.

    The project was funded by the FIFA Forward 1.0 under the FIFA Presidency of Mr. Gianni Infantino costing about 800,000 USD in acquisition of the land and construction costs.

    The event was graced by the minister of state for sports Hon.     The extended headquarters is a landmark feat registered at FUFA. Under the leadership of Eng. Moses Magogo, we are overwhelmed. We recruited more staff from three to 60 most of them on a permanent basis and others volunteers. Therefore, there was need and demand for wider space. We approached our neighbours through a one gentleman, Musoke to procure the land through FIFA Forward funding. The construction was in two phases; to procure the land, construction and furnishing. We also embarked on the FUFA headquarters parking project and soon, we shall embark on the e-project. Some of the challenges encountered were the bureaucratic nature of the process, the change of the new design and fluctuations in costs which affected the budgets.’

    Twenty-three FIFA Referees have received their Badges at a ceremony presided over by the FUFA President Eng. Moses Magogo on Wednesday morning at Jevine Hotel, Kampala.

    While addressing the referees, the FUFA President congratulated the referees but also took time to highlight on the three Rs which are Recognising, Reporting and Resisting in cases for predetermined matches.

    ‘I congratulate all of you and we are grateful for the work you do as international referees for representing Uganda. Our interest is to make sure that we have referees who have integrity, fitness and performance. International referees shouls be exemplary to the rest of national and regional referees so as to deliver the function refereeing to perfection.  FUFA will try to protect the image of international referees but it is also important to carry the brand of FUFA wherever you go. It is our objective as FUFA that you keep healthy and fit. Therefore, we were motivated to have the health insurance cover including international referees and I would like to give credit to the Chairman UFRA for pushing this idea. I also advise you that it is very important to involve yourself in the game of football beyond refereeing in terms of what you can do while in retirement. The game would like to retain its people but only those who have a value addition. As a referee you need to Recognise, Report and Resist (3Rs) for any suspiscion on predetermined matches’

    ‘In order to fulfil FUFA’s vision of Becoming the Number one football Nation in Africa on and off the field, it has been noted  that the referees have to be part & partial of project FIFA 2026 World Cup. At the international level Uganda is competing well as our referees were appointed to officiate at various high profile tournaments.  Shamira Nabadda was at FISU Games in Italy, Ssali Mashoud at the AFCON U17 and Okello Dick at  U20 AFCON & Junior tournaments. We have for the last one year delivered all competitions with pride and our 2020 program is to support the FIFA Referees attain higher grounds at Africa & the world at large. I thank FUFA for including all the international referees on FUFA Insurance cover program.

    ‘In the year concluded a number of milestones were registered in the referees’ department.  We have an increment from 22 to 23 international referees and amongst these six have received the FIFA badge for the first time. We organised several refereeing courses at regional, national levels, got involved in continental and international courses . We are looking forward to replicate the same this year. We thank the FUFA EXCOM for approving the proposal to improve referees’ welfare and thus we reduced the number of the Uganda Premier League officials to twenty centre referees and thirty assistants’

    Education: Beginners’ coaching course starts in Masaka

    At least fifty aspiring football coaches started their beginners’s course at the St Henry’s College Kitovu in Masaka on Friday, 10th January 2010.

    The five day course was officially opened by the FUFA Executive Committee Member Rogers Mulindwa, who represented the FUFA President Eng. Moses Magogo.

    This training fully funded by FUFA has attracted 50 participants from the districts of Masaka (16), Rakai (8), Kyotera (9), Lwengo (8) Kalungu (1) and Bukomansimbi (8).

    The FUFA President offered this course following deteriorating standards where only Masaka and Kyotera districts are currently playing the 4th Division League in the whole zone. Zone 4 has nine (9) districts.

    Mulindwa outlined a number of achievements registered by FUFA in 2019 that included winning several championships and qualifying for CHAN among many others.

    He commended the Fufa President for offering this course and urged the trainees to attach more time to it.

    The host Headteacher Bro Augustine Mugabo commended FUFA for developing the game of football and pledged to host more FUFA events if granted the opportunities in future.

    Eng. Moses Magogo: FUFA to put emphasis on football development

    Football development is one of the key areas of focus that Federation of Uganda Football Associations (FUFA) set to in order to attain the vision of becoming the number one footballing nation on and off the field in Africa.

    The other areas include governance, national teams, competitions, finance and administration, membership, marketing, and communications and infrastructure among others.

    While delivering his end of year speech on Wednesday, FUFA President Eng. Moses Magogo indicated that federation will continue with football development in 2020.

    “Football development is one of our key areas of focus and we shall continue with that even next year. There are a lot of programs in place and we shall make sure our targets are fulfilled.”

    Football Academies:

    The President indicated that FUFA has finalized drawing a curriculum that will be followed by all registered football academies in Uganda.

    Developing players must start at a tender age and we have drawn a football curriculum which we want football academies to follow. Nurturing of players should be done with the right coaches who are equipped with knowledge to handle such age groups and we have the confidence that  in the long run it will help to develop the game’ Eng. Magogo stated.

    Primary Schools’ Championship for Girls:

    The FUFA President confirmed that a girls’ competition for Primary Schools will be introduced next year just like it is the case with the boys’ category.

    ‘We have seen a tremendous rise in the number of girls taking part in football. And we want to continue with the trend. FUFA will introduce a new competition for girls in Primary schools’

    This year, FUFA introduced Odilo Primary Schools Championship and the inaugural edition was won by Rays of Grace.

    National team engagements

    For the first time, Uganda national football teams will take part in all the available competitions both for the men and women.

    Update on Kadiba project:

    Two years ago, FIFA President Gianni Infantino launched the FUFA training centre in Kadiba, Rubaga and the initial stages have already been done.

    The FUFA President while delivering his speech, confirmed that the construction at the facility is going on.

    The said facility will have a modern football pitch, guest wing, gym, doping area, VIP pavilion, parking yard, health club, police stand, offices, restaurant and accommodation for players.

    FUFA stadium, Lugazi:

    The President went ahead to reveal that the construction works at the proposed FUFA Stadium in Luzira, Buikwe district will start in 2020.

    The paper work is done and everything is set now. The construction works will begin next year and we thank FIFA for supporting this project.’ Eng. Magogo remarked.

    I am here to address the Nation about the State of football at the end of the year 2019 and our plans for the future.

    Our Vision is:

    To become the number one football Nation in Africa on and off the field

    Our Mission is:

    To Develop, Promote and Protect Football for all

    Our overall Objective at FUFA is summarised in our Motto

    It is Our Game, It is Our Country.

    We dream to provide the beautiful game as a solution to some of the socio-economic challenges of our country.

    Glory to the Almighty  

    May the Glory be to the Almighty Allah for the gifts of life, wisdom and ability to execute our different roles as a football family.

    Before I proceed any further I take the opportunity to thank;

    Achievements and Challenges:

    Governance

    The stability of FUFA has been built on very strong constitutional provisions. There has been continuous improvement on the provisions of the FUFA Statutes to accommodate the demands of the modern game.

    The practicing and enforcement of the FUFA statutes within the bodies of FUFA and to its Members has been key to the success of FUFA and football.

    It is not by accident that the FUFA President and on several occasions many high ranking officials can be absent but FUFA Programmes and activities continue successfully. We are a constitutionally highly disciplined organisation.

    Achievements:

    Statutory Events

    In 2019, FUFA has been able to organise all the statutory meetings of the General Assembly, Executive Committees, Standing Committees as provided for in the statutes. This helps in making all-inclusive decisions.

    Amendments of Statutes

    FUFA amended its Statutes to increase on the minimum number of women in the FUFA General Assembly from 4.5% to 13.6% and from 6.7% to 13.3% for the FUFA Executive Committee.

    Audit

    1. FUFA as the extension of NCS underwent forensic audit by the Ministry of Finance, Planning and Economic Development for funds received from Government of Uganda.
    2. FUFA also successfully underwent the FIFA Central Audit by international external auditors appointed by FIFA.
    3. Overall FUFA accounts were also audited and passed by the 95th FUFA General Assembly in Adjumani.
    4. We have for the first year processed and recorded our finance transactions using Sun Systems Application. We also operated a zero-cash expenditure.

    Challenges

                Judicial Processing

    Whereas the creation and independence of the FUFA Judicial Processes and Systems has been achieved, FUFA has not empowered these bodies yet as they need relevant resources and skills to protect football.

                Statutes of Members

    Many of our Members; the clubs, regions and Special Interest Groups (SIGs) are still struggling with governance challenges. As FUFA we will continue to engage our members for better governance.

    Development

    Development is a strategic direction of FUFA to ensure that young people access organised football at the right age. We have registered tremendous growth in this area.

    Achievement

    Human Resource Training

    FUFA and its Members continue to provide training for the Human Resource to deliver football. Courses for Referees, Sports Medicine, Coaches, administration and Management have been organised but the training for scouts, intermediaries and converting our elite coaches to managers has been the highlight achievement in this segment.

    Youth

    Introduction of the FUFA Odilo Challenge (National Inter-Primary Schools Championship), financing the winning school and runners up to represent Primary Schools in the Federation of East Africa Secondary Schools Sports Association (FEASSSA) Games in Arusha, Tanzania.

    The National U15 (Boys) and U17 (Girls) teams were introduced and participated in International Championships which they went on to win. The FUFA Juniors League has been organised and many graduate players have continued to join the senior sides of their clubs in the Uganda Premier League.

    Women

    There has also been visible tremendous growth of women football in Uganda. Our Creation of the Take Flight (FUFA Women Super League-FWSL) is another step in the right direction.

    Beach & Futsal

    Beach Soccer and Futsal continue to grow in leaps and bounds. It is a new trend that many private facilities for Futsal-like games have been constructed.

    Challenge

    Relatively new forms of football, specialised equipment and technical persons for coaching and refereeing are insufficient.

    Infrastructure, Facilities & Equipment

    Sports like all other activities require the proper infrastructure.

    Achievements

    Extension of FUFA Headquarters; From Eight (8) staff in 2013 to Sixty (60) staff in 2019

    It was paramount that the football headquarters could no longer provide a proper working environment for the staff. In 2019, FUFA using the FIFA Forward Programme, has completed the acquisition, modification, reconstruction and equipping the Extension of FUFA House with a Bungalow and 3-storied tower sitting on about 2 acres adjacent to the Old FUFA House in Mengo.

    Phase-1 of Kadiba:

    FUFA using the FIFA Forward Programme has completed phase-1 of the Kadiba Project as planned. The Pitch has been set and installed. The foundation for the Pavilion and dressing rooms finished too. The second Phase will push the project to the facility being useable but not complete and over 1m USD from the FIFA Forward Programme has already been approved for this phase.

    We are also close to resuming work on the Lugazi stadium Project whose land was donated by the Buganda Kingdom.

    Challenges:

    Our biggest challenge as sport in this country is infrastructure. We have insufficient quality and quantity sports facilities. The sports equipment is still insufficient too and expensive.

    The Regional Football Associations have failed to provide land in the names of FUFA to benefit from the 80m UGX per region that had been set aside as a FIFA Forward Project to help in the construction of Regional FUFA playgrounds.

    International Football

    FUFA and its Members have been very active in international football. It is the first time that we have entered all competitions available for Clubs and National Teams. The results have also been tremendous;

    Achievements

    1. Uganda U15 Boys CECAFA Champions in Eritrea)
    2. ‪Uganda U17 Boys CECAFA Champions in Tanzania
    3. ‪Uganda U17 Girls COSAFA Champions Mauritius
    4. ‪Uganda U17 Girls CECAFA Champions in Uganda
    5. Uganda Cranes-CECAFA Senior Challenge Cup Champions in Uganda
    6. ‪CECAFA Kagame Club Champions (KCCA FC) in Rwanda

    (It is  only 6th time that a Ugandan Club wins in 46 editions, only 3 Ugandan Clubs-Sc Villa, Police FC and KCCA FC have won the Kagame clubs cup, the last being 13 years ago)

    1. ‪Uganda qualified for the CAF U17 AFCON finals for the first time and narrowly missed qualification to the U17 FIFA World Cup
    2. ‪Uganda’s AFCON back to back Qualification and registered 2nd best performance ever at the Finals.
    3. Uganda Cranes’ 5th Consecutive CHAN Qualification
    4. Already leading the 2021 AFCON Qualifiers Group with 4 points
    5. Runners Up in the 6-Nation East Africa Beach Soccer Competition-Copa Dar as Salaam (Tanzania)
    6. Finished 3rd in the CECAFA Women Challenge Cup (Tanzania)
    7. Both KCCA FC and Proline FC played 3 rounds of the CAF Inter-Club Competitions

    ‪FUFA was also able to recruit the National Head Coach of Uganda Cranes without affecting the performance of the team.

    Challenges:

    The stability of our players at high level clubs football is the biggest challenge.

    We also need to qualify our teams for the continental final competitions (organised for National Youth football teams).

    Our Clubs are not breaking through the final stages of the CAF Inter Club competitions.

    Competitions:

    The final product for football is competitions. Football revenues are generated from organising proper football competitions. Football competitions are the market place for the work done by all other departments of football.

    Achievements:

    In addition to providing 128m UGX as prize money, FUFA now offers;

    • full medical insurance to 400 players of the Uganda Premier League Clubs
    • Air tickets to the clubs that represent Uganda in CAF Club Competitions

    FUFA organises 13 football competitions (Uganda Premier League, FUFA Big League, Uganda Cup, FUFA Women’s Cup, FUFA Super8, FUFA Super Cup, FUFA Juniors League, Odilo Championship, The FUFA Drum, FUFA Women Super League, FUFA Women Elite League, FUFA Women’s Cup and the FUFA National Beach Soccer League)

    The Sensational FUFA Drum continued to grow immensely

    Challenge

    Governance, management and financial stability at the elite clubs remains the biggest challenge to organising proper football competitions.

    The quality of Competitions is very dependent upon the available infrastructure.

    Marketing & Communications:

    Association football is a commercial product created by artists called players, coaches, referees, clubs, officials and associations that is bought by the Fans and Sponsors. It is therefore paramount that proper communication and marketing techniques are put in place to grow and eventually sell the football brand.

    Achievement:

    More and renewed Sponsorships; FUFA continued to grow its Sponsorship Profile to a current tune of UGX 8 billion (About 2.15m USD). There are currently over 20 corporate sponsorships for football alone to FUFA and its Members to a tune of over UGX 12 billion (about 3.25m USD).

    Social Media Numbers; FUFA has continued to grow its social media numbers. Currently FUFA runs verified Twitter and Facebook accounts. The Instagram and YouTube Channels have this year been activated. FUFA has a combined social media registered and/or subscribed following community of over350,000 from about 50,000 at the beginning of 2019.

    FUFA Awards; for the 5th consecutive year, the FUFA Awards were organised and over the 5 years, a combined 10 cars have been given to the Most Valuable Male and Female players. Prize money has also been staked for the over 14 categories each year during the FUFA Awards.

    102.1 FUFA fm; The football Radio has increased on its revenues by many fold although yet to break even.

    Events; There has been growth in organising our social corporate responsibility activities by donating clothes in Masaka and taking football courses to the inmates at Luzira Upper Prison which culminated in a Football tournament- FUFA Cup of Hope. FUFA has also demonstrated increased internal ability by organising simultaneous national and international events without any major hiccups. In 2019 FUFA hosted 3 international football events, received over and hosted 1,200 international guests.

    The FUFA Drum; The fans following this new phenomenal competition continued to grow. Acholi and Lango hosted the finals of the 2nd edition.

    The Brand of FUFA; There is no commercial brand in Uganda that is berated, maligned, lambasted, vituperated and torn apart like FUFA and its officials and many times wrongly,  out of ignorance, deliberate negative propaganda, extortion and arms twisting by a section of the media and mass commentators.

    Challenges:

    Sponsorship Profile: Whereas a lot has been achieved with Sponsorship, as football we believe sharing 12 billion UGX (About 3.25m USD) out of the available in Uganda’s Ad spend of 1,000 billion UGX (About 270m USD) is not enough for the industry. Football is consuming only 1.2%.

    National Teams’ Fans attendance; Despite posting outstanding sporting results, the desire by fans to throng Uganda Cranes Matches has noticeably reduced.

    Foreign Sports Mind-set; A large section of the Middle Class that has power to spend and many low-level consumers still embrace and spend billions consuming international football. As Ugandan football, we have not done enough strategically to tap into this market.

    Members embracing technology; Whereas FUFA may be trying but still not to the desired levels, the 34 FUFA Members have not embraced technology (Facebook, Instagram, YouTube and Twitter) to build their respective brands and events so as to be able to connect to current and potential customers.

    Finance and Administration:

    Finances and proper Administration ensure delivery of the objectives of the organisation.

    Achievement

    FUFA deployed the New SunSytems accounting software and we have run a zero-cash policy for the whole of 2019.

    Management of Assets

    We acquired a new Bus from Government and 30kVA Generator from NIC

    Challenge

    Finance is a resource and will never be sufficient. We still need to work hard and generate more resources for the Members of FUFA.

    Membership:

    FUFA is an organisation that has been registered by the National Council of Sports as the monopoly of Association football in Uganda. It is a private organisation owned by the 34 Member Associations. The 34 Members are;

    1. Each of the 16 Uganda Premier League Clubs,
    2. Each of the 8 Geographical Regional Associations (Eastern, Northern, West Nile, Kitara, Western, Buganda, North East and Kampala)
    3. Each of the 8 Special Interest Groups (Women, Referees, Players, Schools, Youth, Coaches, Beach Soccer and Futsal)
    4. The 2nd Division League (FUFA Big League)
    5. The Uganda Women Elite League

    The FUFA President and the FUFA Executive Committee have a delegated 4-year mandate through elections to protect the interest of the 34 members.

    There is a big difference between the National Mens’ Football Team (Uganda Cranes) and entirety of Ugandan Association Football. The Uganda Cranes activities constitute less than 5% of the activities that FUFA and its members undertake to create association football. FUFA just happens to be the custodians of the Uganda Cranes as well.

    The Government of Uganda finances the activities of the Uganda Cranes not activities of FUFA.

    As the President and my Executive Committee, we shall therefore not allow any interpretations and confusions that present our game which we create through players, coaches, referees, clubs, associations, officials etc to be considered as a natural resource for Uganda. FUFA does not hold the game of association football on behalf of the population of Uganda but the 34 Members who make the game.

    Achievements:

    1. The Futsal Association of Uganda was admitted as a full member of FUFA.
    2. FUFA has provided direct financial support of 325m to Regional Football Associations, Special Interest Groups and the active District Football Associations.
    3. FUFA has recruited one fulltime Permanent Staff on the FUFA Payroll for each of the 8 Regional Football Associations

    Challenges:

    The number of District Football Associations playing football has tremendously decreased.

    Challenges to Football/Sport

    Infrastructure

    The biggest challenge holding back the take-off of Ugandan Football in particular but Sports in general is lack of sufficient and quality sports facilities. There is only one National Stadium that is in a very sorry state. The regional stadiums are not anything to mention. We cannot develop, prepare and present athletes to compete internationally without proper equipment and infrastructure. The sports equipment is very expensive and consequently insufficient if not non-existent.

    Law

    The only Ugandan sports law is the archaic 1964 NCS Act whose statutory instrument was issued 50 years later importing provisions of the 1939 Trustees Act meant for Land. The current law does not address the challenges of the rapidly changing modern game such as doping, match fixing, commercialisation, arbitration etc

    Human Resource

    The Modern Game requires experienced, well-drilled and motivated human resource at all levels. Whereas FUFA Continues to provide courses but it is important a proper curriculum in higher institutions of learning provides sports professional support courses in Sports Law, Medicine, ICT, Engineering, Marketing, Sports Science & Nutrition etc.

    There is also a challenge that we have failed to get Ugandan Players performing at the highest international clubs’ level. Many turn professional and after a short stint fail to cut the grade in average leagues.

    Match Fixing

    Match-fixing is one of the capital offenses in football. There have been allegations of match-fixing for sporting or betting reasons. Whereas FUFA conducted an inquiry into match officiation and many culprits have since been apprehended by the independent FUFA Judicial bodies arising out of the report, match-fixing goes beyond the match officiation.

    We need all to Recognize, Report and Resist (3Rs) attempts of match fixing. Whereas we may have the will to fight match fixing but the agents of such acts are very sophisticated to be detected and proven guilty by FUFA and its own bodies. Unless for very obvious cases, the skills and resources to conclusively detect these acts are way beyond our means as the Football Association.

    Detractors:

    The successful story that we have built at FUFA has also attracted self-seeking people. We are victims of our own success.

    Where we have protected the game, we have stepped on some toes.

    Generally, many people have ended up being disadvantaged by the re-organisation at FUFA through creating systems, processes and structures.

    We have analysed the pockets of resistance as a handful of individuals who have a common target of bringing down the person of the FUFA President with different missions. There are those fighting because we denied them;

    1. a commission off clubs’ current and previous sponsorship money
    2. to traffic players internationally outside the provisions of football rules
    3. to earn from football without doing any economic value addition to the game
    4. the chance to confuse the public with the tired stories of FUFA’s legal status (mainly of stories like FUFA Limited etc)
    5. the chance to confuse the public that football can only be delivered by having personal money and not good systems and planning.

    After failing to beat the systems and water down our well-laid achievements they have resorted to targeting the person of the FUFA President and other key FUFA officials by confusing the unsuspecting public and Government agencies to their side through paid propaganda and blackmail.

    I am currently the first Ugandan elected to the CAF Executive Committee in the 62-year history of CAF.

    There are many Ugandans in the areas of Stadium security, referees, technical analysts, instructors, match commissioners, players, media, event organisation etc that are involved in African football out of deliberate efforts not by accident.

    It is an occupational hazard for an African FA President to be maligned and be responsible for all the bad and nothing of the good.

    We may not notice as a country, we need to be very careful but creating another international figure in World Football may not need less than 20 years.

    If their interest is making football better, then they should criticise our works and output with alternative programmes. For me to take FUFA Leadership, I did not fight against Dr. Lawrence Mulindwa. Some of those who fought him have joined the positive energy and we welcomed them but those who persisted are still in the bush fighting and football has rejected them.

    The FUFA Leadership will always be determined by the vote of the 34 FUFA Members represented by the 88 Delegates and every four years an opportunity arises.

    There is no need to crash persons who have built the institution you may wish to takeover. We need to be congratulated for the tremendous achievements.

    We have delivered what our fans desire way beyond the means and expectation. There is reason to involve the public and fans in methods to acquire leadership at FUFA. This damages the Uganda football brand that we must all work to jealously build and protect.

    write whatever you want to write,

    believe whatever you want to believe

    but even the hardest critics have applauded our overall performance on and off the pitch.

    Way Forward

    Consolidate Achievements

    FUFA and Football shall work harder to consolidate the achievements registered.

    Judicial Processes

    In order to protect football, the FUFA Independent Judicial Bodies shall be empowered, facilitated in 2020 and thereafter

    Youth Football

    The regulations for the Licensing and grading of Football Academies have been completed and we will soon embark on the licensing exercise in 2020.

    The Player Development Curriculum will be deployed in 2020.

    We will continue with nation-wide Competitions for youth football introducing the Odilo version for the Girls in 2020

    Infrastructure

    We will concentrate to make Kadiba in a useable state in 2020 and also mobilise for the Commencement of the FUFA Stadium in Lugazi also the same year.

    We will consolidate our efforts to have the regional playgrounds commence in 2020.

    We intend to engage Government on the matter of sports infrastructure and policies of public sports facilities creation and maintenance. For example the plans for the cities should have a minimum requirement of an international stadium. We also intend to engage Government on matters of rallying private sector support to construct and provide sports facilities.

    FUFA will occupy the new state of art premises in 2020.

    Advocacy

    We also intend to engage Government on enacting a news Sports Law and infrastructure in 2020.

    We will undertake Protect Football mass media advocacy

    Technology

    We intend to capture and distribute a lot of football content by use of technology. We will also undertake deliberate efforts to interest our members to embrace technology

    The FUFA TV idea will be actualized in 2020.

    Medical Insurance

    I will take this opportunity to officially announce that in 2020 we have provided Full Medical Insurance for the 400 players of the Uganda Premier League by AAR.

    This will cater for injuries to players and compensation for permanent disabilities as a result of injuries.

    The President of Federation of Uganda Football Associations (FUFA) Eng. Moses Magogo addressed the media on Monday, December 30, 2019 in the end of year message delivered at FUFA House, Mengo in Kampala.

    Flanked by the second vice president Darius Mugoye, FUFA CEO Edgar Watson, UPL Board Chairman Arinaitwe Rugyendo, Eng. Magogo hinted about the opportunities, challenges and the way forward of football in the year 2019.

    The President’s ’s address hinged on the key pillars of football; Governance, competitions, national teams, marketing and communications, among others.

    Eng. Magogo appreciated key stakeholders in the development of the game to include; His Excellence General Yoweri Kaguta Museveni, Ministry of Education and Sports led by the minister Mama Janet Museveni, the outgoing minister of state for sports Hon. Charles Bakabulindi, new incoming minister Hanson Obua, NCS, UOC, Ministry of Finance, Planning and Economic Development, Right Hon. Speaker of Parliament, Rebecca Kadaga, his family, Hon. Anita Among, ethical media, sponsors, FIFA and CAF, the Uganda Cranes players, coaches, referees and players of the beautiful game, 34 Members of FUFA, UPL board and secretariat as well as the service providers and the gallant fans of the game.

    Achievements:

    Eng. Magogo highlighted the key sporting achievements that FUFA registered in 2019.

    • FUFA entered in all competitions and success recorded in a number of tournaments.
    • Champions in CECAFA U15, U17, U17 girls Cosafa, U17 girls Cecafa, Cecafa Senior Challenge Cup, CECAFA Kagame Cup (Inter-clubs cup).
    • Uganda qualified for the AFCON U17 finals for the first time ever. Second best performance at AFCON ever.
    • Uganda attained the fourth consecutive CHAN qualification.
    • Currently leading the 2021 AFCON qualifiers (Draw away in Burkina Faso and winning)
    • Second in 2019 Copa Dar es Salaam beach soccer, Third in CECAFA Women Challenge Cup.
    • Initiation of the Insurance Fund for Uganda Premier League players
    • FUFA organized all the Statutory meetings in 2019
    • Increase of women representation.
    • Independent FUFA Judicial bodies
    • Training (courses) for intermediaries.
    • Start of the Odilo challenge (national primary schools’ championship)
    •  The FUFA Juniors League has been organised and many graduate players have continued to join the senior sides of their clubs in the Uganda Premier League.
    •  Visible tremendous development of women football, beach soccer and futsal.
    •  Infrastructural development (Extension of FUFA Structures completed). Extension of FUFA Headquarters; From Eight (8) staff in 2013 to Sixty (60) staff in 2019. It was paramount that the football headquarters could no longer provide a proper working environment for the staff. In 2019, FUFA using the FIFA Forward Programme, has completed the acquisition, modification, reconstruction and equipping the Extension of FUFA House with a Bungalow and 3-storied tower sitting on about 2 acres adjacent to the Old FUFA House in Mengo.
    • Air tickets have been provided to clubs in the CAF Club competitions
    • 13 Football competitions were successfully held in the year, 2020
    • Shs 8 Billion sponsorship generated
    • Good social media following
    • Fifth Airtel – FUFA Awards were organized
    • Increased revenue for FUFA Radio
    • Shs. 320M to regional associations and active district football associations

    Aspect of team work

    Challenges in 2019:

    • Lack of sufficient and standardized facilities.
    • The out-dated law of 1964 is still in force
    • Inadequate human resource
    • Match Fixing
    • Relatively new forms of football, specialized equipment and technical persons for coaching and refereeing are insufficient.
    • The stability of our players at high level clubs football is the biggest challenge.
    • We also need to qualify our teams for the continental final competitions (organised for National Youth football teams).
    • Our Clubs are not breaking through the final stages of the CAF Inter Club competitions.
    • Governance, management and financial stability at the elite clubs remains the biggest challenge to organising proper football competitions.
    • The quality of Competitions is very dependent upon the available infrastructure.

    Way forward:

    • FUFA would like to consolidate on the achievements outlined
    • Create Independent judicial bodies
    • Licensing of football academies in 2020 with curriculum for these academies
    • Nationwide youth football.
    • Make Kadiba and other FUFA facilities useable in 2020
    • Engage Government in sports facilities development.
    • FUFA will occupy the completed facilities.
    • Make better use of technology and encourage the stakeholders to embrace technology.

    FUFA Breakthrough:

    Starting 2020, 400 players of the Uganda Premier League will access the Medical Insurance courtesy of AAR Insurance. This will cover all forms of sickness, injuries obtained, compensation for permanent disability. The insurance will only cover the 400 licensed players in the Uganda Premier League

    My Dear Friends, fellow Federation Presidents, General Secretaries, Delegates and stakeholders of the beautiful game of football.

    Ladies and Gentlemen,

    I take this opportunity to thank our hosts the Federation of Uganda Football Associations (FUFA) and the CECAFA Secretariat led by Mr. Nicholas Musonye for organizing the General Assembly today.

    I take this opportunity to humble myself before you and thank all of you for entrusting me with the top leadership of CECAFA as President for the next four years.

    It is an honor that I have taken with humility, knowing very well that you have singled me out from many of other able leaders to be your servant with obedience.

    My dear colleagues I would like to thank you for giving me the mandate to serve you without going through the challenges of electioneering. You have done this through your own consciousness and the trust you have in me. I salute you all.

    You have shown your trust in me and I will reciprocate that trust by serving you diligently, honestly, transparently and observing the tenets of our constitution and with respect to all of you and to those contributing immensely to the game of football in the CECAFA region.

    Ladies and gentlemen, may you also allow me to thank our out-going CECAFA President Dr. Mutasim Gafar for holding our organisation together and serving us with devotion and dedication for the past four years.

    We shall always appreciate your contribution and efforts towards CECAFA all aimed at development of football in the region.

    We shall still need your words of wisdom and we shall not hesitate to consult and tap into your experience to guide us in running the administration of CECAFA.

    I promise to ensure that you remain one of the pillars of CECAFA that we shall count on as we start our new journey today.

    As we move forward in the next journey of transformation in the CECAFA region, I would like to ask all of you to be aware that servant leadership is a calling that entails sacrifice and commitment.

    I want to assure you that the new team will commit itself to ensuring that the leadership of CECAFA is an all-inclusive organization that welcomes different ideologies to be shared with the football fraternity to move forward as one family.

    I would like to accept my new calling with a promise that I will commit myself to serve all of you without bias. We shall draw on the talent we have in the region, use our experts and ensure that we run our organization for the good of the future generations.

    As we move into another era, we shall have to re-look into our programs and be very strategic in which competitions we are going to put emphasis in order to develop our region.

    In this regard, I want to thank FIFA for the FIFA Forward Program and CAF for enabling us utilize the FIFA resources to organize youth and women competitions in our zone.

    We shall continue to engage with CAF and FIFA to ensure that we utilize this program well to the benefit of our zone.

    My dear colleagues, May I also take this opportunity to thank and congratulate our MA’s for hosting and participating in our various competitions. This year alone, we have organized six competitions in five months. This is not a small achievement. In this regard, I wish to thank our Secretary General and his backroom staff for the hard work and commitment they have exhibited under difficult conditions.

    Ladies and gentlemen, you are all aware that CECAFA, like any other organization faces a cocktail of challenges. For us to overcome these challenges, we must have a sense of collective responsibility which calls for honoring our obligations, commitments, respecting our Statutes and valuing the ideals of CECAFA.

    One of the major challenges facing CECAFA today is lack of commitment from some Member Associations (MAs). We have to change this attitude and commit to work in unison and build a culture of inclusivity and cohesiveness.

    Another challenge facing CECAFA today is lack of resources to run our football events and activities. We need to put a plan in place so that we attract more sponsors and partners to enable us run our activities without constraints. Football in this region is capable of attracting corporate sponsorship.

    In conclusion, I once more wish to reiterate that the new team that you have given the mandate today will endeavor to work with devotion and make CECAFA stronger and united.

    We count on your support to achieve this.

    I wish to conclude by wishing you all a Merry Christmas and A HAPPY NEW YEAR 2020. May God bless you all.

    On Wednesday, 11th December 2019, the football fraternity warmly welcomed back to office the FUFA President Eng. Moses Hassim Magogo.

    FUFA Executive Committee members, Delegates, FUFA Judicial bodies, members of the secretariat, fans and the media gathered at the home of football, FUFA Headquarters in Mengo, Kampala as early as 8 AM.

    There was a motorcade procession from FUFA House to Skyz Hotel in Niguru where a special luncheon was held alongside a couple of speeches.
