First CAF Safety and Security officers Training Workshop

Three Ugandans will attend the first CAF safety and security officers’ training workshop in Egypt between 3rd and 5th December 2019.
These are; Humphrey Watenga Mandu, Jamil Bawalaggana Mpagi Sewanyana and Abdul Lukooya Sekabira.

The workshop is also supported by FIFA as part of the FIFA Forward Program.
It will be officiated by Dr Christian Emeruwa, Michael Kuchenbecker as well as the CAF IT and marketing teams.
This is a follow up session after CAF had also recently organized a CAF National Safety and Security Officers’ workshop.
There will be a practice session with a visit to a stadium to further reinforce the various learning outcomes that would have been delivered during the course of the workshop.
The venue for the session shall be at the Hilton Pyramids Golf, Dreamland El Wahat Road – 6th October, Cairo – Egypt
FUFA has confirmed that Uganda Beach Soccer Association Chairman Deo Mutabazi will attend the International Beach Soccer 2020 Launch in Dubai on 9th November 2019. The Launch will take place at the Dubai Sports Council Amphitheatre.
During his stay in Dubai, Mutabazi will have the opportunity to attend the International Beach Soccer Cup at the Dubai Beach Soccer Stadium-Kite Beach. He will also take a moment with Beach Soccer Stars at the V-Hotel in Dubai.
‘It’ is a great honor to be given an opportunity to represent my country and FUFA in the forthcoming international Beach Soccer Workshop in Dubai. FUFA Security Committee Chairman and EXCO Member Hajji Badru Sekabira Lukoya has successfully completed a CAF Safety and Security Workshop that took place in Cairo Egypt from 14th – 15th October 2019.
The workshop was aimed at improving the safety and security of fans, players, and officials at the stadium during match day.
During the workshop, Hajji Sekabira and 53 other participants were taken through tutorials sessions in developing capacity among National Security Officers, exchanges on challenges faced by National Security Officers, the importance of safety and security planning and execution phases in all matches, reinforcing the necessity for up-skilling, establishing effective networking and cooperation among National Security Officers.
Notably, Safety and Security regulations that will be used in CAF Competitions were unveiled and highlighted during the workshop.

Since safety and security plays a big role in developing the game of football, his acquired skills and knowledge will be vital in the upcoming 2021 AFCON Qualifier fixtures for the National team as he chairs the security committee at FUFA.

CAF President Ahmad Ahmad graced the closing ceremony and presented certificates to Hajji Sekabira and other participants.
According to CAF, the Workshop was the first of its kind on the continent and hopes to yield a significant improvement in football safety and security during CAF Competitions.
Hajji Sekabira joins a list of FIFA trained security and safety experts which has Dixon Okello, Hajji Jamil Sewanyana, Stephen Kacuumu and FUFA Deputy CEO Humphey Mandu.
Okello has been at various international tournaments including FIFA and CAF Organised events while Hajji Sekabira was the Uganda Cranes Security officer during the AFCON 2019 Finals in Egypt.
A five day FIFA Beach soccer refereeing course is underway at the FUFA Technical Centre in Njeru with 27 participants (referees and assessors) taking patt. The course has also attracted four female referees and six from the foreign countries that make up the CECAFA Region.
The main aim of the course is to prepare referees to correctly interpret and apply the Laws of the Game during local and international assignments.

Italian FIFA Instructor, Michele Conti who is in c arge of the course commended FUFA for championing the development of the game having already got four beach soccer international referees.
During the official opening ceremony on Tuesday morning, Ronnie Kalema, the FUFA Excom member related the support of FUFA to the to the game with high-level capacity building programmes aimed at developing the referees in line with FUFA’s mission to ‘Develop, Promote and Protect football for all.’
Relatedly, Ivan Kintu Bayige, has been appointed to officiate at the 2019 COPA LAGOS Beach Soccer tournament in November in Nigeria. Bayige will be appearing at the tournament for the second time.

The course is also part of the preparations for next year’s AFCON Beach Soccer finals to be hosted by Uganda. The Uganda National team-Sand Cranes will qulaify automatically to participate in the tournament from which the best two teams will represent Africa in the FIFA Beach Soccer World Cup.

FUFA has further confirmed the participation of Uganda Sand Cranes in the annual Regional Championship, COPA Dar es Salaam to be hosted by Tanzania Football Federation in December.
It has come to our notice that false information about positions of administration at FUFA is being generated and circulated to football stakeholders to mislead the public.
The unfounded rumours are aimed at apparently swaying football stakeholders into unsuspecting situations about the institution.
This is therefore to inform the stakeholders that FUFA is operating normally.
Stakeholders are advised to consider only information shared on FUFA official communication platforms.
The FUFA two day intermediary workshop has concluded successfully at Jevine hotel, Rubaga.
The workshop got underway on Tuesday 10th September and climaxed on Wednesday 11th September.
A total of 51 participants attended the workshop out of the 56 who initially registered -comprised of both new and existing intermediaries.

The workshop will help to streamline the roles and duties of intermediaries since they are part of the football industry.
While facilitating a module during the workshop, the FUFA President Eng. Moses Magogo noted the importance of this new football set up in the country.
‘Our league is turning professional and hence the need to also educate intermediaries on how to handle the players in terms of laws governing their job, the players they represent and we think this will help FUFA also in achieving its vision of becoming the number one football nation in Africa both on and off the pitch’ noted the FUFA President

FUFA Competitions Director Hajat Aisha Nalule noted that this workshop will help improve on the quality of the league and the game at large.
‘As we professionalise the StarTimes Uganda Premier Legaue, we saw it necessary to introduce the intermediaries in order to harmonise the working relationship of the players and their respective coaches plus clubs’ noted Nalule.

Participants also commended the efforts by the Football governing body for such an initiative to increase on the number of the existing practitioners.
‘I am grateful for this big turn up of participants which will help us professionalise more players in the Country. Players will now have to concentrate on more of ball work than trading their skills and talents’ said Kayemba Godfrey who has helped send some Ugandan players in the foreign countries
‘I have learnt a lot. However proper systems must be followed for every intermediary to make the game professional during the transfer of players ‘ said Kibirige Bobkins -owner of Kibo Media who has managed Uganda Cranes international home matches in the last four years.

While closing the workshop, the FUFA 1st President Justus Mugisha expressed his excitement and predicted a better future for Ugandan football
‘The future of Uganda football is very bright since we have now got the missing link of people who who can invest in players to get better teams, skills and exposure hence elevating the performance of the national teams’ said an excited Mugisha.

The workshop was climaxed with a one-hour assessment examinations which will be released at a date yet to be communicated.

The long-awaited capacity building programme for the football intermediaries (football agents) has been re-scheduled to 10th and 11th September 2019 at Jevine Hotel in Rubaga.
The event will start at 8 am and run till 5pm each day.
A total of 53 participants registered to undertake the course is aimed at equipping the future Intermediaries with knowledge on the business before they apply for the practicing licenses.

With the game taking its footing in the country, the local soccer governing body FUFA has organised a
one day Women football Symposium on Wednesday 28 th August 2019 at Kabira Country Club.
Many names are credited for the growth of women football in Uganda under different eras but for the
sport to take another direction, gatherings aimed at improving the beautiful game are always needed
for better results on an off the pitch.
The FUFA Women Elite League, FUFA Women’s Cup, other FUFA organised and sanctioned competitions
at Primary schools, Secondary schools and University levels have helped tap youngsters who end up on
the National Women senior team-Crested Cranes.
The Symposium whose Project Manager is National team player Jean Sseninde will attract the cream of
women football in Uganda.

‘We plan to hold a one day Symposium where ideas will be shared. Our theme will drive us to take the
game to another level in Uganda. We hope to come with resolutions which will be followed as we create
another environment of for women football in the country’ said Sseninde.
Women football stakeholders like coaches, players, former National team players, Government officials,
Corporate world, FUFA Executive and the media have been invited for the Symposium.
‘Football is supported by very many stakeholders. We have carefully invited the people we believe to have
some-thing about women football or they can drive the game’ added Sseninde.
FUFA has also confirmed that CAF Head of Women Football Development Safia Abdeldayem and UEFA Coaching Instructor Hesterine De Reus will grace the Symposium.
‘We shall have two top officials from UEFA and CAF to share with us some of the key areas we need to
improve on during the Symposium. The vast experience they have on women football will guide the
various participants when they get into group discussions’ said FUFA Communications Director Ahmed

Hesterine De Reus has been in Uganda for a week now as he helped handle the coaches who enrolled
for the street children coaching course at the FUFA Technical Centre, Njeru.
Following the visit by the UEFA ASSIST officials early this year, the European soccer governing body
agreed with CAF that Uganda gets help in the area of women football.

The FUFA Executive is a policy making organ that takes key decisions on football matters in Uganda on a quarterly basis.
They meet every quarter to come up with key policy matters. On Wednesday 21st August 2019, the FUFA President Eng. Moses Magogo chaired the 21st FUFA Excom Meeting at FUFA House-Mengo and key decisions were taken;
Change of names by clubs
In a bid to keep promoting football at the grass roots and encourage identity of clubs with the local communities, the FUFA Executive received proposals from the Competitions Committee on change of clubs’ names;
Kabale Sharp FC (Western region FA, Kabale) has been granted permission to change name to Kigezi Home Boys FC
Nkambi Coffee FC (Buganda Region FA, Masaka) has been granted permission to change name to Masaka City Sports Club
Three Clubs Kagadi Eagles FC, Kahunde FC and Digital FC (Kitara Region FA) have been granted permission to play under one name Kagadi United FC.
Mukura Town Council (North East Region FA, Ngora) was granted permission to change name to Basere FC
However a request by Eastland FC (North East Region FA, in Bukedea) to change name to Lifeline FC was rejected by the FUFA Executive.
FUFA grants Provisional Licenses to CAF C Coaches
The FUFA Executive noted that there has been a genuine delay by authorities concerned to release results of the coaches who attended the CAF C coaching course three years ago but have not been able to enroll for the CAF B course for reasons beyond their control.
With this deficiency, FUFA has granted provisional Licenses to coaches who fall in this category as they wait for full release of results by CAF.
However upon release of results, the successful CAF C coaches will be required to apply to undertake immediately a CAF B course to attain the minimum requirements for any coach to sit on the technical bench in the Uganda Premier League this season.

FUFA applauded the efforts and great strides made in the process of the normalisation of the club. FUFA has written to SC Villa to attend an urgent meeting on Thursday 29th August 2019 to conclude on the matters of; Statutes, structure and schedules of activities.

There are a couple of moments that definitely needed attention like the Uganda Cranes show at the AFCON 2019 in Egypt, FUFA President elected on to the CAF Executive, capacity building and the dinner at State House when President Museveni hosted the National team players.
The Football Development Directorate of FUFA has released the date for the workshop of Concussion and injuries to be organised for the Uganda Premier League teams.
The workshop will be held on 31st July 2019 at Multitec Business Institute-Bukesa.

FUFA, Ministry of Education and Sports, Ministry of Health, the University of British Columbia (Injury prevention division), Canada, University of Cape Town (Division for Exercise Science and Sports Medicine), South Africa and the University of Missouri- St. Louis (College of education-Athletic coaching).

‘FUFA has organised a workshop on Concussion (Mild Traumatic Brain) injury awareness training tools (CATTONLINE) for the 16 StarTimes Uganda Premier League Clubs. The aim of the training is to equip participants with resources and tools for managing concussion injury-related issues in football’ said Mwebe
‘The participants will be equipped with ways to recognise, prevent and manage concussions as well as mitigating future concussion. Participants will be given a certificate of completion together with concussion manuals given to them’ added Mwebe.
Meanwhile, Dr. Timothy Makubuya will provide information about the Co-coaching model for coaches in Uganda thus exploring new opportunities for injury prevention during the workshop.
At least two participants from each UPL Club are invited to attend the workshop that will start from 8:30 am to 1:30 pm.

In order to streamline the operations of football intermediaries, FUFA is organizing a workshop for this group that plays a key role in players’ football journies.

The magnetic and appealing brand of football in Uganda continues to spread wings and being appreciated across the divide each passing day.
As more corporate bodies continue to embrace the beautiful game, the Government of Uganda in particular carries the biggest apportion for arguably the country’s leading and most popular sport.
It is upon this back ground that the Government’s tourism body, the Uganda Tourism Board (UTB) has partnered with the Federation of Uganda Football Associations (FUFA).
The year long renewable partnership was officially unveiled to the public with the signing of the Memorandum of Understanding (MOU) between the two parties at the FUFA House on 20th June 2019 in Kampala.
The momentous occasion followed a series of successful boardroom meetings as disclosed by the FUFA First Vice President Justus Mugisha flanked by the FUFA second Vice President Darius Mugoye, FUFA Marketing and Communications Committee chairman Rogers Byamukama, FUFA Deputy CEO Humphrey Mandu as well as officials from UTB led by their Chief Executive officer Lilly Ajarova and UTB Board member Eddie Kirya.

FUFA Football Development Directorate has confirmed a Six day advanced goalkeeping course that will target participants from premier league clubs, 2nd division, women clubs and other interested participants. The course will run from 22nd -27th June 2019 at the FUFA Technical centre.
A total of 30 participants shall take part in the course.
The participants will be trained by goalkeeping expert Frank Petersen from Denmark who jets in this Thursday.
Confirming the latest development on the upcoming course, the FUFA Football Development Director Ali Mwebe said;
‘Goalkeeping is one of the specialised areas of football and our analysis showed that not much efforts have been done in the area with the last FIFA Course in Uganda conducted in July 2016. It isan area of priority this year within our activities and we are pleased that the FUFA Executive Committee gave a green light to this course.

The FUFA philosophy behind the course is to equip participants (goalkeeper coaches) with current methodology of goalkeeper coaching but more importantly to identify personnel for further development in the area of goalkeeping who will be resourceful in the re-application of knowledge. Further, the course comes in as preparation for future club licensing minimum requirements to coach an Elite side of the game in Uganda.
It is a cost sharing course where participants will pay Two hundred thousand shillings (200,000/=) to cater for meals for the duration of the course while FUFA takes charge of the remaining logistical requirements.
Upon undertaking situation analysis on entire coaching development system within the Confederation, the new CAF administration halted the organization of CAF Courses in member association to pave a way to a newly structured and regulated system under CAF Coaching Convention that will ensure top quality delivery of courses in terms of organization and content.
As CAF experts together with the CAF Football Development Directorate are still working around to finalize the CAF Coaching Convention to be made ready for Member Associations to sign in July, organisation of courses under transitional period has been given a go ahead.
The current CAF C Diploma approved is one of the 4 in total planned in this year 2019 by the Football Development Directorate of FUFA together with B Coaching Diploma expected before the year ends.
Confirming the development and update on the general status of CAF Coaching Diploma resumption, the FUFA Director of Football Development said “We are delighted to see the system is starting to open again with this approved CAF C due in July.
In a number of capacity building workshops organized by CAF mostly in Morocco (March 2018) and Cairo (January 2019), CAF has been updating us on development and new procedures for application, organization and running of its accredited Courses for Diplomas for PRO, A, B and C.
Guidelines were also given and are already being implemented for national D license (FUFA D License formerly FUFA Level I Coaching License).
This first course returning since July 2017 will be organized in partnership with Tangosport Uganda and will be held at FUFA Technical Centre Njeru”

FUFA on Friday convened with the StarTimes Uganda Premier League Clubs administrators who include the owners, chairpersons, CEOs and the UPL board in a workshop at Silver Springs Hotel, Bugolobi.

Hon. Florence Nakiwala Kiyinji was the Guest of Honor. While making a keynote speech before officially declaring the workshop open, she noted how humbled she was to grace the workshop and congratulated the newly promoted clubs to the Uganda Premier League
‘Am humbled and privileged to be invited as the Guest of Honour on such an occasion, I welcome the three clubs that were promoted to UPL and hope we all benefit from this workshop for the two days it will prevail’ she noted

I would like to thank the Gov’t for supporting sports and football in particular. With combined efforts with other sports disciplines, I believe the gov’t can even increase its funding towards sports.

While facilitating the workshop, the FUFA President highlighted on Club Management which focused on the difference between an amateur football club, a professional football club, the difference between the two, the state at which Uganda premier league clubs are and what needs to be done to shift from amateur football to professional football among others.

Among the issues discussed included; how to improve on the value of the game in Uganda in terms of, structure, finance, medical, facilities, the first team, the youths, marketing and sales promotion, the fans, club communication, and events.

‘The discussions we are having at this seminar are healthy as we forge a way forward on how sports law should better be utilized. As FUFA, we have been concerned by cases of counterfeit, contracts of players, hooliganism, anti-doping, image rights and the like.
