In preparation for the highly anticipated second round of the StarTimes Uganda Premier League and StarTimes FUFA Big League, the Federation organized a three day refresher course and fitness test for Elite Referees and their Assessors at the FUFA Technical Center in Njeru.
This refresher course and fitness test ran from Thursday 27 January 29, 2022, to Saturday 29 January 2022.
Fifty one Center Referees and Assistant Referees together with thirty one Assessors took part in the course.

The areas of priority and concern included; Amended Laws of the Game, Positioning and game management, Offside, Physical fitness, Food and Nutrition, Disciplinary and integrity.
The instructors were Brian Nsubuga Miiro, Batte Dennis, Adipo Catherine, Waiswa Ali, Lukambi Denis, Tomusange Ali, Kaddu Badru and Ali Kalyango.

According to the Chairman FUFA Referees Standing Committee Brian Miiro Nsubuga, this refresher course was essential as everyone prepares for the second round of the Elite Leagues because of the need to emphasize Integrity, Fitness and Performance of the match officials.

‘This refresher course was vital because of the numerous aspects we had to review and preview. Many laws of the game were amended for the 2021/2022 season, we also had a lot of challenges in line with the positives picked in the first round thus applying the SWOT analysis to help us improve for the good of the game.’ Nsubuga remarked.
Nsubuga added that in this course they also viewed various action clips where they discussed together and also interpreted various laws as a group which encourages bonding amongst the whistlemen.

The first blood in the round of 64 for the 2021-2022 Stanbic Uganda Cup tournament has been drawn.
Three clubs are already assured of berths at the round of 32.
Rusekere Growers, Gaddafi and Booma are through following respective victories at the stage of 64 on Tuesday, January 18, 2022.
Rusekere Growers ejected Kataka 1-0 at the Rusekere ground in Kabomu, Kabalore district with Rocky Ayebale scoring the only goal.
Gaddafi needed a 5-3 post match penalty victory to eliminate Heros after a 0-0 result in normal time under rains at the Akii Bua stadium in Lira city.
Booma humbled Nyamityobora 4-1 in a one-sided duel at the Masindi stadium.
The game between BUL and Bundimasoli at the Christ King playground – Nyahuka in Bundibungyo district was not played pending a decision by the FUFA Competitions department.

Uganda Cranes staged a gallant display, coming from two goals down to defeat Moldova 3-2 during an international build up duel played at the Titanic Deluxe Belek Football Center, Turkey on Tuesday, 18 January 2022.
Dmitrii Mandricenco and Mihail Platica scored in the 10th and 13th minutes respectively for Moldova who took a 2-0 lead.
Uganda Cranes fought gallantly scoring through Patrick Henry Kaddu (set of penalties) and Milton Karisa for the maximum points.
After two draws with Iceland (1-1) and Botosani (2-2), Uganda Cranes got off the mark.

“We showed the never say die attitude to come from two goals down and win the game. Scoring in all the three games was also a big plus for us” Micho remarked.

The round of 64 for the 48th edition of the Stanbic Uganda Cup round of 64 kicks off on Tuesday, 18th January 2022 with four different fixtures across the country.
There is action in Western Uganda; Kabalore district to be exact when Rusekere Growers face Mbale city’s StarTimes FUFA Big League. Kataka at the Rusekere ground.
In Northern Uganda, home club Heros will take on StarTimes Uganda Premier League newcomers Gaddafi at the Akibua Stadium in Lira.
At the Masindi Municipal Stadium, Booma take on StarTimes FUFA Big League club, Nyamityobora from Mbarara city.

All the matches kick off at 3:00 PM with a single leg planned. Post match penalties will be taken to determine the winner who makes the next stage in case of a draw in normal time.

On arrival in Istanbul on Tuesday morning, Kenneth Ssemakula felt sharp abdominal pains after disembarking from the flight. Before the team connected to Antalya, the player sought medical attention from the Uganda Cranes medical team to normalize the situation.
However, further medical attention was sought while in Antalya to establish the cause of the pain which has been diagnosed as an infection. The player has now been recommended for admission and further observation by the medical team in Turkey. The player is responding well to the medical instructions in the hospital.
FUFA has already informed his club SC Villa about the situation.
Uganda Cranes played for the first time with Iceland during a competitive football encounter.
The contest ended one goal apiece at the Titanic Deluxe Belek Football Center in Belek, Turkey on Wednesday, January 12, 2022.
Henry Patrick Kaddu’s 30th minute penalty ensured that Uganda levels matters following an early goal conceded in the 6th minute through Jón Daði Böðvarsson’s header off a cross by Viðar Ari Jónsson.

‘We have gained a lot from this game against Iceland who have played at the Euros and the FIFA World Cup. Uganda Cranes face Iceland in the first of the five line up international build up matches.

Head coach Milutin Sredojevic acknowledges these international build ups are a stepping stone to the national team preparations for the 2023 AFCON and CHAN qualifiers.

The delegation left Entebbe International Airport at 3:00 PM aboard Ethiopian Airlines to Bole International Airport in Ethiopia.
They will then have a connecting flight to Cairo (still on Ethiopian Airlines) and connect via Turkish Airlines to Istanbul before arrival in Antalya city on Tuesday 11th January 2022 at 10:00 AM.

Byaruhanga had been dreaming since his toddler stage to play football to the biggest stages.
He now plays for the StarTimes Uganda Premier League entity Vipers Sports Club and a regular in the Uganda Cranes starting team during the FIFA World Cup 2022 Qualifiers where he played all the six games.
Byaruhanga also guided the Uganda U-20 team (Hippos) to the AFCON U20 final (against Ghana) in Mauritania.
He was also voted the best midfielder for the Stanbic Uganda Cup 2021/2022 season as Vipers humbled BUL 8-1 in the final played at the FUFA Technical Centre, Njeru and climaxed the incredible season with the Airtel FUFA Male Player of year 2021 gong, earning a brand new Subaru Impreza.

Question:Congratulations once again Bobosi, how does it feel being named the best male player of the year and owning a brand new Subaru Impreza?
Byaruhanga: It is a great feeling; can you imagine a boy from Kisoro emerged the best male player of the year from all the players in Uganda.

Question: Who else got excited for you after winning?
Byaruhanga: My mother was on cloud nine plus the entire family, she never expected it. She has been around since time zero and always wishes me the best. The people of Kisoro where I come from where too super excited and my manager Steven Mulindwa who always encouraged me.
Question:What kept you motivated?
Byaruhanga: I had a goal to achieve, though I haven’t reached there but emerging he best shows that I am on the right track.
Question:Winning and success normally come with the overwhelming pressure to prove. Many fail to handle but how are you planning for your new status in football?

Byaruhanga: I can not deny the prevailing pressure especially from those who doubted me. I am keeping my calm though there is need to prove that I was the deserving winner. I spend sleepless nights thinking of how to get better because the challenge I have is working harder than before not to let down those who entrusted me with the award and my fans who trust and expect more from me.
Question:In case you were given a platform to speak to the younger ones who would love to get to your level, what would you tell them?
Byaruhanga: I tell them to believe in themselves, work harder, discipline on and off the pitch plus having dreams to chase. I also tell them to have trust in God and keep praying plus never to lose hope amidst challenges because nothing comes on a silver plate.

Question: Any last words from you?
Byaruhanga: I can not leave without thanking the Federation of Uganda Football Associations (FUFA) led by Engineer Moses Magogo for the structures like the FUFA Junior League, supporting the National Junior teams because it where I started and now I am here.
The Vipers Sports Club president (Dr Lawrence Mulindwa) has also been crucial for the unwavering support, my manager Steven Mulindwa.

Federation of Uganda Football Associations (FUFA) President Eng Moses Magogo held a meeting to discuss urgent matters on refereeing in Uganda.

The FUFA President highlighted the importance of refereeing in any competition with the responsibility of the Federation in developing, promoting, assessing, disciplining, and correcting the referees.
At the moment, we are almost in the middle of the season using the StarTimes Uganda Premier league as the yardstick. We are going into the mid season where clubs will be doing players transfers and there has already been a sign that there is going to be a tough competition in the second round. We would like to use what we have observed in the matches so far to try going forward specifically on the matter of refereeing. It is the responsibility of FUFA to deliver good refereeing and among the nine parameters that make a competition. If we fail on refereeing or seem to be failing on refereeing, it might affect the entire competition. We might get the wrong top scorer, wrong summons to the National team depending on the statistics. So, it is very important we get refereeing correctly. There are three ways a referee is judged. One is when a referee intentionally makes a mistake, the second area when they are judged is after making a mistake as a human being because we all make mistakes and the third one is when the person judging is the one making a mistake and the referee is correct.

As a federation, we have a responsibility to develop, promote, appoint, asses, punish them where there is indiscipline and correct them where correction is needed and that’s what we deliver for the game of any football competition. In this meeting, we have the UPL Board whom we have given the mandate to run our topmost league and they are representatives of the clubs because the chairman is elected by the clubs thus, we have the views of the clubs in the meeting, on the side of FUFA we have the various offices in charge of football. We also have the committee in charge of refereeing and I believe we have a proper forum to discuss in detail the current situation in terms of analysis and also propose ways forward. The various parties that have different functions with recommendations will be required the implement the recommendations.

According to the FUFA Deputy CEO- Football Decolas Kiiza, various meetings have been held to address an issue that needs to be responded to thus improving the product of football with particular emphasis on the Uganda Premier League.
‘We have held a series of meetings towards addressing issues that need to be responded to so as to improve the product of football with particular emphasis to the Uganda Premier League. There are many issues to address which we need to pay attention to immediately about the refereeing function and a circular will be released soon for us to be able to improve in the second round.’ noted Kiiza.

Circumstances of the case handled by the FUFA Referees Disciplinary Panel
Upon receipt of the Match reports and upon review of the recorded match video of the 2021/22 Uganda Premier League Match (Match # 101) Onduparaka FC Vs KCCA FC played on 27th December 2021 at Green light stadium, the recorded match video was forwarded to the Referees Technical Panel which provided an expert opinion on the decision rendered by the Centre referee Ronald Madanda.
The recorded match videos and related reports were forwarded to the Centre referee and first assistant Kalule Michael and both officials were given an opportunity to be heard.
Evidence Considered
The Referees Technical & Development Panel made the following observations:

Incident-1 (45th Penalty awarded to Onduparaka (Green/White):
The ball touched the KCCA FC(Yellow/Blue) player’s body(stomach)
The Referees’ positioning, movement and reading of the game was poor
There was no foul warranting a penalty
Incident-2 (90+ 7 Penalty awarded to KCCA FC (Yellow/Blue):
There was body contact (holding and pushing) by the Onduparaka FC’s player (Defender) against the KCCA FC’s player (Attacker) inside the 18-yard box despite the simulation of innocence by the Onduparaka FC player.
The Referee was poorly positioned due to his poor movement(s) and game reading. He is seen arriving late from a distance(far) when a KCCA FC player is already fouled on the ground.
The Referee made a correct call for a Penalty as there was a foul.
Centre Referee Madanda Ronald: Upon review of the video and to his own admission, the Centre referee Mr. Madanda Ronald accepted to have wrongly awarded the home team Onduparaka FC a penalty at the 45th Minute.
The 1st Assistant Referee Mr. Kalule Michael
To his own admission, he did not have an input in the award of the 45th minute penalty and that if he was the Centre Referee, he would not have awarded such a penalty. He also accepted to have alerted the Centre Referee for the 90+ 7th minute penalty as to him it was indeed a penalty
Findings
Upon critical analysis of the evidence, assessors report, video recordings, opinion of the FUFA Referees technical panel and the statements from the centre referees and first assistant referee, the referees disciplinary Panel observed the following findings: –
That the Centre Referee Mr Madanda Ronald severally failed to correctly interpret and apply the FIFA Laws of the Game and consequently did not officiate the match to the minimum standards required and expected from the FIFA Referee.
The incorrect decisions of Mr. Madanda Ronald had an impact on the sporting results of the match.
Decision
Accordingly, as a corrective measure, the Referees Disciplinary Panel found that the Centre Referee Mr. Madanda Ronald failed to justify the poor officiation which gravely affected match number 101 and he is hereby sanctioned with: –
A suspension from officiating football at all levels until 30th June 2022 for unjustified poor officiation, the suspension comes into force immediately.
The matter is further forwarded to the Investigation Chamber of the Ethics Committee to further investigate whether the incorrect decisions of Mr Madanda Ronald in Match # 101 were intended to influence the results of the and be dealt in accordance with the FUFA Ethics Code.
The FUFA Competitions Disciplinary Panel, FUFA Investigations Chamber and FUFA Referees Disciplinary Panel have made made decisions in regard to the abandoned Uganda Premier League match No. 101 between Onduparaka FC and KCCA FC on 27th December 2021 at the Green Light Stadium.
Sanctions for Onduparaka FC for breaching Article 31(10) (b), Article 31 (10)a and Article 31(10) (f) (iii) of the FUFA Competitions Rules which high light acts of hooliganism, abandonment of a match, order and security both inside and outside the stadium before, during and after matches.
Decision
The FUFA CDP sanctions Onduparaka FC for violation of the FUFA Competitions rules and regulations with:
Whereas the Competitions Rules and Regulations provide for a deduction of three (3) points and three (3) goals for the intense hooliganism and violence, Onduparaka FC is hereby sanctioned with;
an immediate deduction of two (2) points and two (2) goals from those already accumulated by the club;
a suspended one (1) point and one (1) goal deduction and;
a suspended closed stadium sanction for home games.
The CDP hereby orders a REPLAY of Match # 101 between Onduparaka FC vs KCCA FC which shall enable the results of the match to be determined sportingly.
The above replay shall be at a neutral venue already licensed for the Uganda Premier League matches. The venue and date of the replay shall be decided and communicated by the Uganda Premier League Secretariat.
Onduparaka FC remains with the responsibility of the match day organisation of the replay ordered in par (3) above as the Home Team
FUFA shall give a contribution of UGX 2,500,000 (Uganda shillings Two million Five Hundred Thousand) to each club and shall forward the said monies to the respective club accounts for that purpose.
In regard to the destruction of property owned by KCCA FC and its officials, the CDP hereby forwards the matter to the FUFA Investigatory Chamber for further consideration.
Ondupaka FC Player Rashid Okochabanned with immediate effect for breaching Article 31(2) and Article 31(3) as he attacked a match official and is a re repetitive offender.
The FUFA CDP
Suspends Rashid Okocha from all football activities effective 31st December 2021 until 31st May 2022.
A Cash fine of UGX 1,000,000(Uganda Shillings one million) to be paid into the FUFA ACCOUNT ACCOUNT NO.7210000969 ECO BANK NDEEBA BRANCH and bring proof of payment of the same to the committee.
The above fine is to be paid by 31st May 2022 and failure to pay shall lead to automatic suspension until the fine is paid in full.
Should Mr. Rashid Okocha fail to heed to the sanctions above, the CDP shall be constrained to take stronger disciplinary measures against all parties involved.
Onduparaka FC CEO Edson Saba Saba suspended from football activities for 90 days
The preliminary investigations conducted and with support of the match report indicate that Edson Saba Saba incited violence amongst the fans by telling them not to get out of the field of play and he protested the penalty with threatening words and gestures. Saba Saba alos hurled insults at match officials and incited violence against them and the above actions are contrary to the FUFA Competitions Rules and Regulations.
Accordingly the FUFA Investigation Chamber of the Ethics Committee hereby;
Provisionally suspends Edson Saba Saba from all football related activities (administrative, sports or any other) for 90 days. The suspension comes into force immediately.
The duration of the suspension may be extended for an additional period not exceeding 45 days.
The provisional suspension of Edson Saba Saba is principally based on the investigations relating to alleged breach of the FUFA Competition Rules and inciting violence against the match officials. The provisional suspension is premised on the match reports and recorded statements.
Referee Ronald Madanda suspended from football activities until 20th June 2022.

FIFA has sent written communication to all its 211 Member Associations (MAs) with guidelines on the latest WADA list of banned drugs and substances. The Communication from FIFA requires all its MAs to share the list as approved by the World Anti-Doping Agency (WADA).
FIFA is urging the players and officials to keep the beautiful game as clean as possible and play fairly.
FUFA CEO Edgar Watson signed off the communication Circular 1154 dated 31st December 2021 and sent to all the Clubs, licensed players and other football stakeholders.
NATIONAL ANTI-DOPING ORGANISATION (NADO) AND WORLD ANTI-DOPING AGENCY (WADA) LIST OF PROHIBITED SUBSTANCES AND METHODS
Please refer to the above-mentioned subject matter to which we hereby inform you that FIFA released the WADA 2022 list of prohibited substances and methods which all Clubs and teams participating in Association Football should respect and abide by.
Clubs, Players and other Stakeholders in football are hereby reminded that by participating in Association football under the jurisdiction of FUFA, CAF, CECAFA, FIFA Competitions (and any other) they are obliged to abide by the WADA regulations which FUFA adopted.
In Uganda, the National Anti-Doping Organisation (NADO) is active and therefore, players licensed by FUFA shall be subjected to random tests at different venues that may include training grounds, match venues, team accommodation sites etc.
FUFA is aware of this process but has no direct operational involvement or mandate to interfere with the procedures and actions when instituted by NADO.
Clubs, Players and all Stakeholders are henceforth duly informed and advised to cooperate if NADO Officials appear at the mentioned possible venues to test any of the player/s.
In this case, FUFA requests all stakeholders to take interest in reading the regulations and guidelines on the prohibited substances and methods. We also encourage you to orient officials, players and ensure the List of prohibited substances and methods are adhered to.

We believe he will add more value to the game and this specific area of the FUFA Professional Leagues’ noted FUFA Communications Director Ahmed Hussein.
