  • CAF releases decision on Rwanda’s protest against Uganda U-20 team

CAF releases decision on Rwanda’s protest against Uganda U-20 team

Federation of Uganda Football Associations (FUFA) is in receipt of Communication from Confederation of African Football in regard to  FERWAFA’s protest on four players who featured in the CAF U-20 match played on 23rd April, 2016 at Namboole stadium.

Having examined all the required documents submitted by FUFA, the CAF U-20 Organising Committee acknowledged that one of the four players was not eligible  to feature in the competition.

However the discrepancy  in the dates of birth for goalkeeper James Aheebwa on the CAF Competitions Management System (CMS) and National passport is a matter not allowed by CAF regulations during the various age group competitions as per Article 46 of the CAF U-20 Competition rules and regulations.

Part of the communication reads ‘It was also noted that the two dates of birth are within the age limit (players must be born after 1.1.1997)’.

CAF quoting Article 46 (a) which states ‘A player will not be qualified to participate in the U-20 Africa Cup of Nations if the date of birth indicated in his CAF license is different from the one on his passport.

‘It is not time to point accusing fingers at any one but it is very disappointing that minimal work was done while submitting players’ documents to CAF for the competition. Let us try to digest the situation and at the right time we shall issue an official and detailed statement on this matter. It is sad that the players can’t continue to show their skills in the competition’ said Ag. FUFA CEO Decolas Kiiza.

CAF based on this clause to exclude Uganda U-20 from taking any further participation in the qualifiers of the 2017 Finals to be held in Zambia.

  • Azam Uganda Premier League: Vipers at home to struggling Simba

Azam Uganda Premier League: Vipers at home to struggling Simba

2015/16 Azam Uganda Premier League: Friday, 13th May 2016

Vipers Vs Simba – Buikwe Stadium (4:00 p.m)

SC Villa Vs Soana – Nakivubo Stadium (4:30 p.m)

Second placed Vipers Sports Club is at their Buikwe home when they entertain army side, Simba in one of the two Azam Uganda Premier league games on the menu this Friday.

The other match will be held in the city center when Sports Club Villa takes on Soana at Nakivubo stadium.

The two games are of equal significance to the four clubs in contention.

Fast forward, Vipers has 50 points at the moment with leaders KCCA on 55.

Anything short of a victory will definitely grant advantage to the current leaders.

For Simba, they are an operation to win all their remaining games if there is a realistic chance of avoiding the axe.

For SC Villa, they are in a must win situation for all their games if they are to stand a chance of winning the title for the 17th time of counting.

Meanwhile, Soana have a point or two to prove that their first round 2-1 win over SC Villa at Kavumba was by no accident.

    Crucial and missing players:
By the nature of the beautiful game, there are key players whose overall output to the game never passes unnoticed.

For team Vipers, the defending champions have goalie Isma Watenga, defender Nicolas Wadada, midfielder Mike Mutyaba and the now half fit Erisa Ssekisambu (after colliding with JMC Hippos goalie in a one against one incident).

Simba has the veteran but efficient Godfrey Wakaza, goalie Robert Kalumba and the much improved full backs, Aggrey Kirya (right) and Brian Ochwo (left) to look forward for.

David Owori and the dreadlocked Allan Kyambadde are potential missing actors for the home team meanwhile the visitors will still be without Dan Nsubuga (on loan from KCCA).

In the SC Villa versus Soana encounter, SC Villa right back Misi Katende will attract all the attention on this earth in that particular fixture because he will be facing his former pay masters.

Mike Sserumaga, Abel Eturude, Mike Ndera, Isaac Muleme and goalkeeper Nicholas Ssebwato have been consisent top performers for the Jogoos.

Soana looks to accord some playing time to the returning striker, Francis Olaki (after a long injury lay out).

Olaki aside, there have been a host of good performers in Musa Esenu and Simon Okwi (signed in the mid-season window from MUBS and BUL respectively), Dan Wagaluka and the veterans – Godfrey Wakabu (goalkeeper) and Hamis Kitagenda.

Fast dribbling winger Muwadda Mawejje will miss out for Soana and SC Villa will subject Tadeo Lwanga and Umar Kasumba to late fitness tests.

    Enjoy the games.

FUFA STATEMENT: CURRENT STATUS ON REGISTRATION WITH NATIONAL COUNCIL OF SPORTS

The 32 Members of Federation of Uganda Football Associations (FUFA) have voiced their concerns at how the National Council of Sports is handling the registration of FUFA under the Statutory Instrument No.38.

In a meeting held at FUFA House chaired by by the Ag. FUFA Prersident Darius Mugoye saw all the 11 Executive Members and the Chairmen/chairpersons of the 32 Members of FUFA attend before they addressed the sports media in the Boardroom.

‘We are ready to defend the beautiful game of football. We are law abiding citizens. We dully submitted our documents to National Council of Sports but we have failed to get a straight forward answer why we have to be registered under the Trusteeship which contravenes with FIFA Statutes’ said Mugoye.

‘The point of diversion is that whereas FIFA and FUFA respect national laws. The current regulations have been drawn to violate FIFA statutes. They make Government interference legal although inconsistent with the parent NCS Act’ added Mugoye.

    Brief Back ground

In 2014, the Minister of Education and Sports Hon Jessica Alupo issued guidelines on registration of all National Sports Associations under Statutory Instrument No.38.

A six month deadline was set for all Sports Federations to register by 31st August, 2014 which the Federation of Uganda Football Associations duly followed after holding an Extra Ordinary Assembly at the FUFA Technical Centre, Njeru to amend the Statutes to abide by the new regulations.

All documentation for registration was handed over to the National Council of Sports however one area remains a concern-registration of FUFA under Trusteeship on which FIFA and Solicitor General have different legal opinions.

The point of diversion is that whereas FIFA and FUFA respect national laws. The current regulations have been drawn to violate FIFA statutes. They make Government interference legal although inconsistent with the parent NCS Act.

    Current Status:

    • FUFA has received reports especially from both the print and electronic media that the NCS is planning to dissolve Federations that have not complied with the regulations including FUFA yet we have noted that Federations that have been cleared by the NCS do not meet most of the requirements of the regulations.
    • FUFA has met today and called on all its 32 Members to remain focused on football activities and give support to the Uganda Cranes 2017 AFCON qualification campaign with two matches coming up against Botswana, Comoros and AFCON Under 20 against Egypt.
    • FUFA has written to the Right Hon. Prime Minister Dr. Ruhakana Rugunda for indulgence in this matter.
    • FUFA is still awaiting response from National Council of Sports on our roadmap (long term, medium term and short term) presented to them.

The Ag. FUFA President Darius Mugoye (R) taking notes during the meeting with FUFA’s 32 members on Tuesday.

    These include;

    1. Extend the deadline to 31st October 2016 so that we can be able to hold a meeting between NCS, FIFA and the Solicitor General to get a common position.
    2. Call a General Assembly within the statutory provisions to approve the necessary requirements, and audit of the process of application of the regulations so far.
    • FUFA has contacted FIFA Legal on guidance of the latest opinion on the Trusteeship by the Solicitor General. This was done because without FUFA’s affiliation to FIFA, there won’t be Association football played for Uganda at all levels and competitions.
    • FUFA has offered to facilitate a meeting either in Zurich or Kampala between the Solicitor General, NCS, FUFA Legal and FIFA Legal to get a common opinion on the matters. A response is yet to be received.
