 DISTRICT ELECTIONS 

a)      Delegates to the Regional Assembly 

(i)       Date: Tuesday 11^th May 2013

(ii)      Time:            Between 10:00AM to 3:00PM

(iii)     Venue: District Headquarters

(iv)    Voters:  4^th & 5^th Division Club Delegates

(v)     Number of delegates: Three (3) from each 4^th Division Club (Chairman, Secretary & Treasurer)

One (1) from each 5^th Division Club (Chairman & Secretary)

(vi)    Mode of voting: Secret Ballot (with each delegate writing two (2) names of preferred candidate)

(vii)   Nomination:                                                   

• Forms picked from polling Assistant from Tuesday 7^th May 2013 to Thursday 9^th May 2013 latest 2pm.

• Return of forms deadline: Thursday, May 9^th 2013 latest by 3:00pm.

• Nomination: Two (2) Clubs

• Nomination fee: 50,000 Ug. Shillings.

(viii)  Number of delegates to be elected:Two (2) delegates

Note:

(i)     Only voters whose names are on the voters register are eligible.

(ii)    Voting by proxy is not allowed.

(iii)   All delegates must be at their respective venues latest by 11:00am.

(iv)  Result is by simple Majority.

(v)   In the event of a tie for the Second place, there will be another round of voting to break the tie with only the tying candidates contesting. Each voter in this case chooses only one (1) candidate.

(vi)          Any member of the above assembly is free to vote and to be voted.

(vii)         District inspector of School will be the polling official.

(viii)        Age 25 years – 70 years.

(ix)          Must not be serving a ban.

(x)           Must not have been found guilty of a felony offence or declared bankrupt.

(xi)          Experience: Should have been a members of Executive Committee of a FUFA registered club for 2 years in the last four years.

(xii)         All petitions must be accompanied by a fee of Shs 300,000.

In the absence of DIS, the District Sports Officer or any official appointed to act as Polling Official.

b)       District Football Association Executive

(i)       Date: Tuesday 11^th May 2013

(ii)      Time:            10:00AM to 4:00PM

(iii)     Venue: District Headquarters

(iv)    Voters: Three (3) delegates from each 4^th Division Club  (Chairman, Secretary & Treasurer)

One (1) delegate from each 5^th Division (Chairman/Secretary)

Two (2) delegates from each Special Interest Group (Coaches, players, referees, Women, Youth & Schools)

(v)     Qualifications:

(vi)    Mode of voting: Secret ballot – Absolute Majority required (50% + 1 votes)

(vii)   Nomination: On the floor

• Ø Nominators: Any two (2) from section (iv) above

• Ø Nomination fee: 20,000 for Chairperson and 20,000 for other Executive

Note:

(ii)      Time: 10:00AM to 3:00PM

(iii)     Venue: District Headquarters of the Regional Headquarters.

(iv)    Voters: District Delegates

(v)     Number of voters: Two per District Football Association

(vi)    Mode of voting: Secret Ballot

(vii)   Nomination: 

• Picking of forms: 11^th May 2013 to Thursday 16^th May 2013 latest by 2 pm.

• Return of forms: 12^th May 2013 to 17^th May 2013 latest by 12:00 Noon.

• Nominations: 2 District Football Associations both Chairman and Secretary.

• Nomination Fee: 100,000 Ug Shillings

(viii)  Number of vacancies: 6 Delegates; 5 elected by the regional general assembly while one (1)

elected by the regional clubs, with each Club represented by one (1) voter (Chairman / Secretary)

Qualification:

For any person to be eligible for the candidature of the Delegate to the FUFA General Assembly, he/she shall have served in one or a combination of any of the following positions for a total of at least 3 years in the last 5 years;

a)    Executive Committee Member of FUFA

b)    Member of FUFA Standing Committee

c)    FUFA Accredited Administration Instructor

d)    Delegate to FUFA Assembly

e)    CEO/GS of FUFA

f)     Executive Committee Member of CECAFA, CAF, FIFA

g)    Standing Committee Member of CECAFA, CAF, FIFA

h)    Member of Executive Committee of a Member of FUFA

i)      Member of Executive Committee of a FUFA registered Football Club

b)      Regional Executive Committee

(i)       Date: Tuesday 25^th May 2013

(ii)      Time: 10:00am to 4:00pm

(iii)     Venue: District Headquarters of the Regional Headquarters.

(iv)    Voters: Two (2) Members from each District Football Association

(v)     Regional representatives Club One (1) each Chairman or Secretary)

(vi)    Special Interest group – 2 Representative each (Youth, Player, Women, Coaches, Schools & Referees)

(vii)   Mode of voting: Absolute Simple majority (50% + 1 vote)

If none of the candidate obtain the 50% + 1 vote there will be another round of voting for only the top two (2) candidates.

Voting will be by secret ballot and list system

• Ø Picking of forms:Tuesday 11^th May 2013 to Sunday 16^th May 2013

• Ø Returning of Forms:Wednesday12^th May 2013 to Monday17^th May 2013

• Ø The Candidate for chairperson can change his/her list with in the specified period for the return of the forms

• Ø Nomination fee: 200,000 Ug Shillings for Chairman

NB: In the event that this guideline contradicts, the DFA, Special Interest groups, RFA or FUFA Statutes/FUFA Electoral Code will determine the right interpretation.
