FUFA President Magogo: On the Proposed National Sports Bill

    Dear fellow countrymen,

It is an honour and privilege for me to be spearheading the process of creating a modern-day sports law in Uganda.

Sport over the years has transformed from being a mere recreational and social activity to a socio-economic transformation game changer.

    In addition to the inherent health and social values of sport, modern sport has become a;

    1. Major employer of youths (educated and uneducated)
    2. Tax revenue base
    3. Huge advertising platform for countries and brands
    4. Forex earner
    5. Mobilization tool for communities
    6. Tourist activity
    7. Patriotic and unifier activity for countries

Rugby has made strides in Uganda right from schools, through clubs and with national teams at International level.

    The Challenges

The Uganda Sports Subsector has previously been regulated by a law that was enacted in 1964 thus “The National Council of Sports Act, Cap. 48”. This law has since become obsolete and cannot regulate Modern-day Sport.

Many commonwealth countries that had a similar sports law have since enacted new laws.

The Parliamentarians recently hosted the Common Wealth Baton

The limitations caused by the lack of the proper legal regime has not helped to harness the potential of Uganda Sports Resource into a productive industry.

Cricket Cranes- Uganda National Team has posted excellent results on the international scene

    The Justification:

The 1995 Constitution of the Republic of Uganda (Amended) requires the state to promote recreation and sports for the citizens of Uganda as stated in the National Objectives and Directive Principles of State Policy (XVII).

    Furthermore, Uganda is a member of the United Nations and the African Union where resolutions have been passed declaring;

    1. Sport as a means to promote health, education, development and peace
    2. The independence of Sport and the Olympic Charter
    3. Sport as an enabler for socio-economic transformation of societies

The African Union recognizes Sport as an element of culture and a major contributor in human development and strengthening national cohesion and rapprochement of people.

    In order to;

    1. Fulfill the constitutional obligation of the government to the citizens
    2. Implement the international organizations’ resolutions,
    3. Unlock the sleeping potential of Ugandan Sports to the world
    4. Provide socio-economic opportunities to the youths

Basketball is played in Uganda across all levels. Tapping talent needs massive funding and good infrastructure

    The state has three (3) major roles to play thus;

    1. Funding the identification, development, preparation, presentation and rewarding of sports teams and athletes representing Uganda in international sports competitions.
    • Provision of the prerequisite sporting infrastructure
    • Legislation of modern laws and policies to support sports activities and persons

In order to provide the resources for activities and of infrastructure and for funding, it is imperative to have the prerequisite regulatory framework

It is the constitutional obligation of the Parliament of Uganda to make laws that create an environment for achieving these objectives.

    Objectives of the Bill

The National Sports Bill is also intended to address the challenges that are holding back the potential of Ugandan Sport in the world domain and harness the opportunities available

    The objectives of this National Sports Bill include;

    1. To recognise, register and incorporate of the National Sports Organisations and Community Sports Clubs
    • To solidify the governance, management, development, promotion and protection of amateur, recreational and professional sports
    • To codify the obligations of the State under international sports governing statutes
    • To among other vices, prevent match fixing, corruption, illegal manipulation and illegal betting in sports. The sports organisations have no resources, expertise and tools to investigate and bring to book such sophisticated offenders
    • To encourage and promote drug-free sports;
The National Sports Bill is to encourage and promote drug-free sports
    • To protect the commercial rights emanating from sports events and competitions. The beneficiaries (player and sports bodies) of these rights are not protected as individuals benefit in the trade
    • To provide a national sport dispute resolution and arbitration mechanism allowable by international sports governing statutes
    • To provide, maintain and protect sports infrastructure for national and international sports competitions
    • To install free, fair and transparent system of rewarding National Associations, Teams and individual persons for international sports excellence
    1. To provide for related matters.
Uganda Cranes left back Isaac Muleme, currently based in Czech Republic is among the professionals who live and earn off the sport

    Why now?

It is a unanimous call by the public to create a modern-day sports law and at the beginning of the 10th Parliament, the Physical Activity and Sports (PAS) Bill was one of the listed intended laws to be enacted and 5 years later the law has not been enacted

There has been the explanation given of the lack of the Sports Policy onto which to base to draft the bill but this was overtaken by events when on the 25th September 2013, Cabinet resolved as indicated in minute 333 (CT 2013) that the Physical and Sports Activity Bill be presented to parliament for consideration with stipulated principles.

The Private Members’ Bill is intended to be presented within the same principles as resolved by cabinet.

    FUFA President Eng.Moses Magogo Hassim

    Way Forward:

The National Sports Bill is intended to be presented to Parliament for consideration as an action to:

    1. Repeal “The 1964 National Council of Sports Act, Cap. 48”
    • Replace it with “The 2022 National Sports Act” once the bill is assented to into law.

This is going to be a long process but the first step has been taken when the Parliament of Uganda granted me leave of the house to introduce a private member’s bill entitled “the national sports bill”. Next shall be the first, second and third reading of the Bill.

Along the way, there shall be obtaining the certificate of financial implications, engagement with the committee of Parliament on Education & Sports and there will be bench-marking and wide consultations with the various stakeholders and the general public in the formulation of this law.

It is only until HE the President assents to the bill that the proposed National Sports Law will come into force.

My assurance to the sports fraternity and general public is that it is a huge task but one I am passionate to undertake.

While undertaking this task, I will evoke my experience as a multidiscipline athlete, vastly experienced international sports administrator and a FIFA Trained Football management and administration instructor.

In my opinion, it is the right moment and the opportunity is now when I also serve as a Member of Parliament entitled to raise a Private Member’ Bill.

This is a generation call that we must all support.

Parliamentary Budget Committee pays courtesy visit to FUFA Headquarters

The Budget Committee for the Parliament of the Republic of Uganda on Friday paid a visit to the FUFA Complex in Mengo, Kampala.

The courtesy visit was aimed at learning more about the activities of the Football governing body in Uganda and how the game of football is administered and governed.

Members of the Parliamentary Budget Committee listening to FUFA President Hon. Moses Magogo Hassim during his presentation.

FUFA President, Hon. Moses Magogo Hassim took the Budget Committee through a series of activities, including a presentation on FUFA and it’s development programmes.

“We think that Parliament is an important player in our activities. Understanding FUFA is very crucial because very many times people don’t know who we are,” the President indicated.

FUFA President, Hon. Moses Magogo Hassim during his presentation to the Budget Committee.

“Many people at times define us by the Uganda Cranes but FUFA runs 9 National Teams and different domestic Competitions. We are private in nature, comprised of 34 Members, spread across the country.”

FUFA Staff attending the function between FUFA and the Budget Committee

The President then expressed the challenges that the football industry faces and why Government must offer support in averting them.

FUFA President, Hon. Moses Magogo Hassim.

“Football has moved from just being a sport but rather a business. Therefore, we not only fall under the sports industry but cut across other sectors such as health, tourism and investment among others. Challenges such as the sports law, funding, infrastructure and policies need the hand of government.” He explained.

He also stated that FUFA contributes to the National Treasury through paying taxes and thus more investment into football would widen the country’s tax base.

“Recently, URA listed FUFA a big tax payer. We pay over one billion shillings in taxes annually. So more investment into this sector would generate more revenue to the Government.”

The Committee was then taken on a guided tour of the FUFA Premises, including offices and 102.1 FUFA fm Studios. They later also had a tour of the Kadiba Training Facility in Mengo that is still under construction.

He also thanked FUFA for taking the initiative to put up different projects, especially the Kadiba Training facility.

Hon. Patrick Isiagi Opolot speaking to the media after touring Kadiba Training facility.

“I’m very excited to find that FUFA through FIFA funding is in the process of developing a stadium. There is no way sports can develop without infrastructure and with such projects, the future is definitely bright. We shall also make efforts to push government to embrace this good cause and maybe have the such facilities across the country.”

Hon. Michael Lulume Bayigga, a member on the committee was impressed with how FUFA runs its activities and promised to advocate for more support through Parliament.

Dr. Michael Lulume Bayigga, a member of the Budget Committee.

“Today’s visit to FUFA has been an eye opener for most of us. We have come to learn that football is a big investment area and if supported well could be of value to the country. Therefore, as a Committee we shall go back to Parliament and make a case for football and Sports in general to have more attention in areas of funding and infrastructure.”

As we all know because of Covid 19, we were not able to organise last year’s edition and primarily because of very few activities. This year, we were able to complete the competitions, had International competitions for both male and female, so we thought it’s important to bring back that normalcy.’ Added Byamukama.

‘We have always rewarded both the male and female player of the year award winners with brand new cars and even this time the top two athletes will be recognsied. The rest of the winners will receive cash prizes.’

  • CECAFA U20 Women: Ethiopia lifts Cup, FUFA President asks Uganda team to rise up again

CECAFA U20 Women: Ethiopia lifts Cup, FUFA President asks Uganda team to rise up again

FUFA President to Uganda U-20 Women team: Let’s rise up again

FUFA President Hon. Magogo Moses Hassim has called upon the entire Uganda U-20 Women’s Contingent to plan on how to rise up again following events at the FUFA Technical Centre that saw the hosts surrender a healthy 2-0 half time lead to lose the title to Ethiopia. Uganda needed just a draw to lift the inaugural CECAFA U-20 Women’s cup and headed into the final match of the evening on top of the table but the tide changes from better to worse as they conceded three second half goals to hand Ethiopia the win and the title on home soil.

‘Let us go back and plan. We are proud of the efforts shown by the entire team during the tournament. FUFA is happy that this championship has helped the entire team to prepare by playing 5 matches ahead of the FIFA U20 Women world cup qualifiers’ said FUFA President who talked to the players in one of the corners of the pitch at Njeru.

‘We are hurt by the result as we had the control of the game but that is football. We can’t win all the time. We should rise up again and look to the future. Our team is strong enough to create more history’ added Magogo who also carried a big pack of chocolates. He also revealed that despite the loss, the bonus which had been put aside (1.5M) for each member of the contingent had they won the Cup, would still be given out.

Uganda U-20 Women’s team finished runners up to Champions Ethiopia

Head coach Ayub Khalifa Kiyingi speaks out

‘I think there is something I did not do right. It was not our day but that is football and everything is possible. I was so disappointed and I must say it was a disappointing result. It is hard to take in this result. It is unbelievable. I repeat it is unbelievable. We only needed a draw and led the first half by two goals only to be shocked in the second half by a team that strongly believed in what they wanted’ said Ayub Khalifan.

‘The girls lost concentration in the second half, that was the time we needed to hold our cool and control the game but instead, we lost track and we were severely punished. Everything happens for a reason. We have to stand up as soon as possible and not take long lamenting on what happened. We have to pick positives from the tournament and move forward.

Ethiopia are the winners of the inaugural CECAFA Women’s U-20 Championship.

The tournament played on a League format among the six teams and climaxed on Tuesday with Ethiopia coming out top with 15 points, while hosts Uganda finished second with 12 points.

Talk about late moments in sport and the Ethiopian team showed exactly that in the final deciding game against the hosts when they fought from two goals down and one player less after an early red card, but managed to win 3-2 at the FUFA technical Centre ground in Njeru.

Ethiopia’s first choice goalkeeper Lorato Eyerusalem was sent off after only six minutes for bringing down Uganda’s captain Fuazia Najjemba who was headed for goal. But Ethiopia’s head coach Firew Hailegebral made a tactical switch pulling out one player and bringing on second choice goalkeeper Demelash Banchayehu.

Hadijah Nandago gave Uganda the lead after 26 minutes with a well taken shot before skipper Fauzia Najjemba increased the lead after 40 minutes. Goalkeeper Banchayehu failed to get a firm grip of Najjemba’s freekick and the ball bounced into the net.

After recess and a pep talk by the coach and Ethiopian Football Federation (EFF) President Esayas Jira, the Ethiopian team returned a different and determined side.

Ridet Assrasahang pulled one back for the Ethiopian team after 50 minutes.

Substitute Ariet Odong who came on and took control of Ethiopia’s attack leveled matters after 78 minutes with a well placed shot leaving Uganda’s goalkeeper Daphine Nyayenga beaten.

Ethiopia’s head coach Firew Hailegebral was also sent off by the referee.

Despite being one player-less the Ethiopian team continued to dominate play and put the Ugandan defenders under a lot of pressure. With eight minutes to the final whistle Turist Lema slotted in Ethiopia’s third goal.

It was all celebrations after the final whistle as the Ethiopian players were so emotional that they cried in joy. “This has been a very tough game and I thank my team for remaining strong headed even after we got an early red card,” said Ethiopia’s coach Hailegebral after the match.

In an earlier match Burundi came from a goal down to beat Eritrea 2-1. Reha Tesfamichael netted after 2 minutes for Eritrea, but Stephie Mutoni and Peace Niyomwungere made sure Burundi picked maximum points.

Tanzania were also in good form humbling Djibouti 8-0. Aisha Masaka netted seven goals, while Clara Luvanga also got her name on the score sheet.

The top three teams received medals, and the best players were also rewarded. Uganda’s skipper Fauzia Najjemba who finished the tournament with 11 goals scooped the Top scorer’s Award. Uganda’s Daphine Nyayenga was voted Best goalkeeper, while Ethiopia’s Birkea Amare was the Best Player of the tournament.

Auka Gecheo, the CECAFA Executive Director said the tournament has been successful and helped teams that are still in contention in the FIFA U-20 Women’s World Cup qualifiers prepare well.

With Ethiopia and hosts Uganda contending for the title, the final day of the tournament promises even better.

The Chairperson Local Organizing Committee, Hon. Florence Nakiwala Kiyingi and CECAFA CEO, Aucka Gecheo briefed the press ahead of the climax.

    Below is the statement from the Chairperson LOC;

    Monday 8th November 2021
CLOSING CEREMONY: STATEMENT BY CHAIRPERSON LOCAL ORGANISING COMMITTEE CECAFA
    WOMEN UNDER 20 CHAMPIONSHIP

    Fellow County men and women,
Over the last 13 days, young women footballers and coaches have amazed us with skill, talent,
passion, goals and tactics in the CECAFA Women’s U20 Championship at the FUFA Technical
    Centre, Njeru.

The tournament has been a huge success and the highest levels of competitiveness were
exhibited by all the participating six National Teams; Uganda, Ethiopia, Tanzania, Eritrea,
    Burundi and Djibouti.

Great memories have been created due to the experience of the Local Organizing Committee
who made sure that the stay of the Delegations and teams is very comfortable.

The solidarity shown by both the Local and the CECAFA Organizing Committee has brought us
this far. Football is indeed a team sport.

We have another big day coming up on Tuesday 9th November 2021 for the closing ceremony
of the CECAFA Women’s U20 Championship. It is a day where One Country will be declared
Champion but I believe every team is a winner irrespective of the final table standings.

As the tournament comes to a conclusion; We would like to extend our sincere appreciation and support given to us by the Government of Uganda. During the current covid-19 times, we have been supported by the various
Government Agencies and Ministries to make sure that we have a smooth tournament.

We have not had any serious incidents that could have led to cancellation of the tournament. We thank the First Lady and Minister of Education and Sports Mama Janet Museveni for her ever increasing interest in sports especially of the girl child. We received her tweet congratulating the Uganda Women U20 team and we didn’t take it lightly. It is a big indicator that she has been following the tournament and supporting women football.

I also thank the CECAFA President, CECAFA Member Association Presidents, CECAFA Executive Director, Delegations and Participating Teams, CECAFA Women U20 Organizing Committee, and The Local Organizing Committee and Members of the Media.

The two host FUFA football regions Buganda and Eastern have done a tremendous job as well. I would like to thank the authorities in Jinja and Njeru at all levels, in particular the Mayor of Njeru Town Council, Mayor of Jinja City and the RPC Jinja for their steadfast commitment during the tournament. Thank you for staying with us.

With the teams set to play the final matches and fly back home, I believe they have enjoyed their stay in Njeru and Jinja. You have contributed a lot to the economy of the country and improved the sports tourism. Jinja, as a new City and source of the mighty River Nile have also done a tremendous job.

The FUFA President Hon. Magogo Moses Hassim and CECAFA President Mr. Wallace Karia, thank you so much for supporting Uganda’s bid to host this Championship. All officials both from CECAFA and Local, you have been a great team which is a clear testimony that Uganda is ready to host other tournaments of a similar nature or even Continental Championships.

Once again special gratitude goes to the FUFA President and his Executive whose backing enabled us to host this tournament. His guidance and stewardship is the reason for the success of the Tournament. This is not to mention the CECAFA President who was here in person to support all the women teams.

I also thank the parents who have sacrificed to offer their girls to play football. Many of them have gone through various schools that have played a key role in both educating and giving the girl child every opportunity to realize their football dreams.

With women football growing at a faster rate, we encourage the Government to start considering
paying players and coaches of the various female National teams and to re-finance and
    resource women football.

I encourage more women to join football the fact that a good number of best football players in
the world are women. We want to see many stars come out of the region and we have the
strong belief that the game is on a steady growth in the CECAFA region.

Even with the Covid-19 times still on, we hope to have a colorful closing ceremony that will be
graced by high profile dignitaries from the CECAFA Region and within Uganda, National Council
of Sports, the CECAFA top brass, CECAFA Member Association Presidents, the Special envoy
to the President and former Vice President Rt. Hon. Edward Ssekandi Kiwanuka will attend the
    final ceremony.

Let us join efforts as we all plan for the grand finale of the CECAFA Women’s U20
Championship tomorrow. Members of the general public are encouraged to watch the final day of the tournament on UBC and online FUFA TV live stream.

The Local Organizing Committee, kudos for making the tournament a success. We have one more day to end what has been a beautiful 13 days of great football and organization at the FUFA Technical Centre, Njeru.

    May the best Team win.
It is Our Game, It is Our Country.
