  • Grounds Personnel Training Course for FUFA Women Super League and FUFA Women Elite League Teams kicks off

FUFA on Monday launched a three-day training course for grounds personnel from FUFA Women Super League and FUFA Women Elite League teams. The course held at MultiTech Business School in Kampala aims to elevate the standards of pitch maintenance and management.

This training course, fully facilitated by FUFA in collaboration with FIFA’s “League Development Programme,” brings together some of the top instructors in the field. FUFA instructors Jamil Ssewanyana, Ali Mwebe and Deo Mutabazi are leading the participants through a comprehensive curriculum designed to address the challenges of poor grass pitches, which are often the cause of player injuries and detract from the quality of the game, particularly during live televised matches.

The course is structured to provide both practical and theoretical knowledge. Participants will engage in hands-on sessions that teach the latest techniques in pitch maintenance, ensuring they can apply these skills directly to their respective grounds. Theoretical sessions covers essential topics such as pitch design, grass care, and the role of grounds personnel in maintaining a high-quality playing surface.

    Day One Highlights

On the first day, participants were introduced to FUFA and its Programmes by Deo Mutabazi, and the fundamentals of pitch maintenance by Jamil Ssewanyana who provided an overview of the key elements involved in managing a football pitch, emphasizing the importance of regular maintenance.

The remaining days of the course promise to build on this foundation, with further in-depth sessions on advanced pitch management techniques, problem-solving for common pitch issues, and strategies for maintaining pitches under varying weather conditions, ensuring that all participants are proficient in the skills learned.

FUFA’s collaboration with FIFA on this initiative underscores their commitment to improving the standard of football in Uganda. By equipping grounds personnel with the necessary skills and knowledge, FUFA aims to enhance the quality of pitches across the FUFA Women Super League and FUFA Women Elite League, ultimately fostering a safer and more enjoyable football experience for players and fans alike.

  • Statement by FUFA President Hon. Magogo Moses Hassim

Statement by FUFA President Hon. Magogo Moses Hassim

On Wednesday 19th June 2024, the Honorary FUFA President Dr. Lawrence Mulindwa and Owner of Vipers SC while presiding over a press conference made serious allegations that require my response in order to avoid miscommunication with the football public.

    The Allegation

That having observed Vipers SC had a better  ‘goal-difference’than BUL FC, someone (interpreted to be FUFA President) single-handedly decided to introduce new kangaroo rules of ‘head-to-head’ instead of ‘goal-difference’ so as to disadvantage Vipers SC.

    The Facts

    1. The FIFA and FUFA Statutes bestow upon the Executive Committee the duty to draw and amend regulations without undermining the sporting integrity. FUFA set up a Rules Review Committee that receives, debates and proposes all FUFA Rules changes to the FUFA Executive for consideration.

    2. The 2023/24 FUFA Competitions Rules were duly passed by the FUFA Executive Committee and communicated in circular No. 1176 issued on 13th September 2023 before the kick-offof the 2023/24 Season. These Rules among others introduced‘Head-to-head’ ahead of ‘goal-difference’ to rank teams that tie on points when need arises.

    3. The spirit behind the change of this rule was a very likely potential situation of teams going into a goal race that may bring the game of football into disrepute. We all know that after the 22-goals saga that happened 20 years ago, the league has not yet recovered from this damage. We also observed at the end of last season that both Vipers SC and KCCA FC, that scored genuine goals in their respective final matches of the season, could have been interpreted as a predetermined goals’ race when both scored 10 goals and stood a chance of winning the league by goal difference.

    4. As the FUFA President, I observed a glaring gap created by the league organisers, clubs, the media and general public ranking teams using ‘goal-difference’ instead of the ‘head-to-head’ as per the FUFA Competitions Rules 2023/24. It is within the mandate of the FUFA President to direct football in Uganda in accordance with the rules and regulations set without undermining the sporting integrity.

    Conclusion

It is therefore incorrect for Dr. Mulindwa to refer to these regulations as kangaroo rules and regulations done by an individual to disadvantage Vipers SC or advantage any team.

FUFA respects the persons investing their personal money and time into football, treats all clubs equally and we do not favour any team.

When Vipers SC played in the CAF Champions League group stage, all participating clubs were subject to CAF Regulations that apply ‘head-to-head’ as first tie-breaker option and ‘goal-difference’ for all matches as 6th option to rank teams in the group.

I also take this opportunity to remind the media that they should be professional enough at any Press Conference to engage and ask questions that could help the public to follow.

Finally, Club Chief Execuitve Officers (CEOs) should read the rules and regulations and advise technical staff, administrators, owners and everyone else at their clubs to avoid misinterpretation of information and details in the documents sent by FUFA.

It is Our Game, It is Our Country.

  • FUFA not relenting on the fight against Match manipulation

FUFA not relenting on the fight against Match manipulation

FUFA has been unequivocal about match manipulation and the stance about the ever growing vice is not about to change. It should be noted that FUFA launched an anti-match fixing campaign in March last year.

The message was re-echoed on Tuesday by Charles Twine, a Member and Chief Investigator-FUFA Investigatory Chamber and Denis Lukambi, the FUFA Legal Manager.

Twine indicated that FUFA will not relent on fighting the vice and has the capacity to trace any cases.

“We launched a campaign against a vice which we realized was damaging the game. From that time we have been deliberate and consistent in doing our work. Owing to that background, we received a lot of information from different platforms and we realized there were cases of match fixing,” he stated.

Twine revealed that FUFA with the help of FIFA broke into a syndicate that had its base in South Africa.

“We broke into a syndicate who had penetrated through our game. Some of the names behind this are Mugisha Andrew and Mutyaba Highfier also known as Chelsea who were reaching out to referees, players ans some administrators and had their base in South Africa,”

“Our resolute as the chamber is to make sure that this vice is completely wiped out. Last week, some people were suspended for 90 days as we continue to make investigations.” He added.

Asked if the new Sports Act will be put into effect for the culprits implicated, Twine stated that that will depend on the security and judicial agencies.

“Our duty as the FUFA Judicial Bodies can only be limited to football judgements and we are aware of the Principal of double jeopardy. If the courts wants to pass criminal judgement then they are free to do so.” He explained.

Lukambi explained that FUFA has developed the capacity to make investigations and anyone involved in pre-determination of matches will be traced.

“As FUFA, we have the capacity to do thorough investigations and we take time to identify the cases, follow up, summon the people implicated before judgement is made.” Lukambi said before adding, “FUFA signed an MoU with a data collecting firm called Sportradar to get information from our first and second division for the start. The same company is working with FIFA and this has enabled us to get intelligence reports.”

“Our collaboration with Sportradar enables us to make thorough investigations and identify the culprits. FUFA and Sportradar Integrity Services are cooperating towards gathering relevant investigation on actual events. The same company is working with FIFA and has enabled us get intelligence reports.”

The FUFA Anti-Match Fixing Campaign is hinged on three key pillars namely Recognise, Resist and Report.

    Recognise
A match-fixer targets people who are able to directly influence the match. The fixer can approach you in various ways. For example, he can act very friendly and directly or indirectly offer you gifts or money or buy you other things.

    Resist
Without integrity, the game of football will lose its credibility, its fans, its sponsors: match-fixing destroys football. Protect the game and resist if you are approached to fix a match. If you (help) fix a match, you risk a worldwide lifetime ban from football, criminal prosecution and a prison sentence.

    Report
Reporting approaches for match-fixing will protect you and the game of football. It is important that you report any suspicion or corrupt behaviour. Report to your coach, club owner or FUFA on phone number (0787063409) and email address protect@fufauganda.com.

  • Elite Coaching Development : 1st CAF A Diploma Coaching Course under new CAF Coaching Convention officially opened in Njeru

Elite Coaching Development : 1st CAF A Diploma Coaching Course under new CAF Coaching Convention officially opened in Njeru

A total of 25 coaches began their six-month CAF A Diploma coaching course on Tuesday 11th June 2024 at FUFA Technical Centre in Njeru. It was then officially opened by FUFA CEO Edgar Watson who was the Chief Guest on Saturday.

The course is the first one under Caf coaching convention launched in 2019. The convention is a set of guidelines developed by each of the 6 confederations standardizing all aspects of course management. The Member association (FUFA) has to work on a set of requirements for the confederation (CAF) to examine and approve before authorizing the association to proceed with course organization. This operates at levels of CAF C, B, A and Pro Diplomas.

Watson reiterated FUFA’s commitment to embrace coaching education and capacity building for coaches as part of 2023-2030 FUFA Technical Masterplan. He stressed the Federation’s vision to make Uganda the best footballing nation on and off the field in Africa.

In his remarks, Watson also re-echoed one of FUFA’s mission statement “to protect the game for all” and strongly warned the coaches against prevailing vices undermining integrity of the game.

“FUFA has done so many things around governance, and through the guidance of the FUFA President, the Federation has now turned its focus on the real issues that occur on the field. That exactly was the President’s vision in formulation of the Technical Plan. When we talk about issues on the field, we mean coaching, players, medical and everything that operates around the pitch,” he started.

“As FUFA, we want Uganda to be the number one footballing nation on and off the field in Africa, and you are the key stakeholders to ensure we succeed on the field. But we still think there is a lot to do about the results on the field and that is where you the coaches are a key stakeholder in developing the game and putting us at the top level.’ Watson explained.

“There is also a vice of match manipulation that is coming into our game and coaches are potential targets of match fixers. We are trying so much to fight it, and it is a big fight with the help of the sports law, global partners and FIFA. You are called upon to recognize, resist and report and element suspicious that may come your way in the fight against match manipulation”

The course is part of FUFA’s initiative to ensure that there are more highly qualified coaches handling teams from grassroot to professional level and it’s currently the CAF’s benchmark to coach in its Interclub competition that is CAF Champions League and CAF Confederation Cup.

The comprehensive course consists of three modules that are divided into seven blocks and will span over a period of six months.

According to Ali Mwebe, the FUFA Football Development Director, this course is the second-highest level of certification offered by CAF, with the prestigious CAF Pro License standing as the highest attainable level on the continent.

“The new convention of CAF came in 2019. It’s a set of guidelines standardizing the way courses are done and it’s with in this that you have to tick a few things to be allowed to organize courses at different levels ,” said Mwebe.

    He further stressed that;

“When it came, we worked around the clock to fulfill the requirements within that convention. In 2019, we fulfilled requirements and did CAF C. We were very proud but also aware of the long journey ahead of us to attain further levels. We therefore embarked on the agenda to fulfill requirements of CAF B in 2021, which consequently came in 2022.
“We strategized again to embark on the requirements for CAF A and the target was 2024. So, I am happy and very proud to stand before you, witnessing the CEO opens this course that is core in our technical master plan in the areas of elite coaching development”

For the entire duration of 6 months, up to 8 facilitators will take the student coaches into various units of the course comprising practical and theory element throughout the 240hrs of the course.

    The areas of learning include

    Football Knowledge (Technical/tactical)

    Teaching methodology (Technical/Tactical)

    Leadership/Management (specialized)

    Football physiology and anatomy (specialized)

    Football science and nutrition (Specialized)

    Laws of the game (specialized)

    Media management (Specialized)

Kenyan International and CAF Coach Instructor Francis Kimanzi Mbindyo is leading the module of the course which involves block 1 and block 2.

In attendance of the course are a number of Uganda Premier League and FUFA Women Super League head coaches and other international coaches.
