Sansiro Football Club will face Gaddafi in the battle for the StarTimes FUFA Big League promotion this Tuesday, 27th October 2020 at the FUFA Technical Center, Njeru.
The development comes after Sansiro, who hail from Pallisa district eliminated Katakwi’s Team Church 4-2 in post match penalties in Sunday’s second game of the all North East region.
Normal time of this game ended goal-less.
Sansiro’s kicks from the penalty mark were scored by Ghislain Kagwa Otukei, Noel Okiror, Sam Mai and second half substitute Leonard Olnga.
Team Church’s two goals in the shoot-out came from captain Julius Ocen and Salim Akabwai.
Only James Oba missed for Sansiro whilst Emmanuel Orisa and substitute Alfred Ekwangu has their respective shots saved by Team Church goalkeeper Enos Okure.
Sansiro will now face Gaddafi on Tuesday, 27th October 2020 at the same venue (FUFA Technical Center, Njeru) without fans.

The Federation of Uganda Football Associations (FUFA) has released the official programme and the list of match officials prior to the long awaited contest between Buganda region champions Luwero United and Kampala victors CATDA.
The match shall be held on Saturday, 24th October 2020, kicking off by noon. As like, the other play-off matches, there will be a live stream of the entire game on the official FUFA facebook page.

Goalkeeper Farouk Yawe was the hero on the day for Luwero United, saving three penalties (one in normal play) during their 4-2 post match victory against Buwambo United.
This was the first of the double header play-off matches as the FUFA Regional League play-offs kicked off at the FUFA Technical Center, Njeru on Thursday.
Yawe, who is also the team captain for Luwero United saved a penalty in the 40th minute off Bernado Kateregga as normal time ended goal-less.
Then in the shoot out, he stopped Alex Kiyegga and Ronald Seku’s kicks from the penalty mark.

FUFA has confirmed that another set of mouth watering games involving 16 FUFA Regional clubs and FUFA Women Elite League will swing into action on Thursday 22nd October 2020.
All the action will be Exclusively live on 1021. FUFA fm and Facebook- Federation of Uganda Football Associations (FUFA).
There will be 12 FUFA Regional Legaue Playoff matches and One (1) FUFA Women Elite League Play off.

Federation of Uganda Football Associations (FUFA) held a successful consultative meeting with the different clubs at the new FUFA Complex building in Kampala on Monday, October 5, 2020.
The FUFA President Eng. Moses Magogo chaired the tranquil meeting that was also graced by Darius Mugoye (FUFA second president Darius Mugoye), Decolas Kiiza (FUFA Deputy CEO – Football), Hamid Juma (FUFA Executive Committee member), Hajjati Aisha Nalule (Director FUFA Competitions Director), Ivan Kintu Bayige (FUFA Club licensing manager) and Ahmed Hussein (FUFA Communications Director) among others.
‘We thank you for the incredible work you are doing for football. Football clubs are the beginning blocks of football. Without clubs, you can not have football. You are making a contribution to the game of football. We are aware of the challenges everyone is going through because of COVID-19. We are in an abnormal year but football people want to play football but life is very important. It is not a matter of life and death. We must live tomorrow. As football people, we have a responsibility to make. Fair as possible so that we take football to the next level. There is no time and already club licensing is taking place. We received SOP’s from Government and the Ministry of Health that included playing before under closed doors, regular social distancing, masking and sanitizing as well as quarantine of the teams (tournament environment with camping hotel after undertaking COVID-19 tests)’ Eng. Way forward:
The different club representatives in attendance shared their respective ideas and by the end of the meeting, it was agreed upon that FUFA would cost share the COVID-19 testing costs with the clubs, meet the accommodation, feeding of the team players and officials as well as provision of medical services for all the teams during the matches.

The Uganda Premier League and the FUFA Big League are the first and second divisions respectively on the men’s club competition pyramid in Uganda.
The Uganda Premier League comprises of 16 clubs playing 30 games each in the season. The team with the most points at the end of the season is declared champions
At the end of the season, three teams are relegated and these are replaced by the same number of teams from the FUFA Big League (Second division).
On the other hand, the FUFA Big League also has 16 clubs divided into two groups with the winner of each group after the regular season gaining automatic promotion. The third team is determined through a playoff.
In Uganda, there are four types of club ownership and each club aligns its ownership by choosing one of the 4 models.
Owned by a government institution that is created by an act of Parliament or a Government parastatal. This model is principally setup as a PR and or CSR tool for the institution.
URA FC
Uganda Revenue Authority Football Club is fully owned by the tax collecting body.
KCCA FC
Started 1963, the club belongs to Kampala Capital City Authority, the body that is responsible for operations in Uganda’s capital city.
Police FC
The 2005 league winners are fully owned by the Uganda Police Force.
BUL FC
The Jinja based club belongs to BIDCO Uganda Limited, a consumer goods company.
UPDF FC
Uganda People’s Defence Force Football Club (UPDF FC) formerly Simba FC is owned by the Army institution.
2. Private Clubs
Owned by a shareholding of natural and/or legal persons. This model is principally setup for football business purposes
Vipers SC
The four-time league champions are owned by three individuals. These include Dr. Lawrence Mulindwa (90%), Tadeus KItandwe (5%) and Haruna Kyobe (5%).
Bright Stars FC
Bright Stars FC is owned by five persons namely; Soltilo (U) Limited (70%), Ronald Mutebi (19%), Ahmed Hussein (6%), Joseph Mubiru (3%) and Tadec Miiro (2%).
Mbarara City FC
This is owned by Hon. Mwine Mpaka Rwamirama who is also the Member of Parliament representing the Youth in the Western region.
Wakiso Giants FC
Wakiso Giants FC is owned by two people namely; Hassan Lule and Ahmed Mbabi.
MYDA FC
The newly promoted side is owned by five people that include Andrew Matovu (55%), Abdulahi Mohamadi (30%), Baker Musaazi (5%), Elisha Madanda (5%) and Catherine Nabweteme (5%).
Onduparaka FC
Based in Arua City in the West Nile region, Onduparaka FC is owned by Benjamin Nyakuni with majority share of 60% while Joe Erema has 40% shares.
Community Club
Owned by a membership of more than 100 or so fans. This model is setup for sport but proven most suitable for posterity and sports business.
Express FC
Express FC is owned by Express Sports Club limited.
SC Villa
SC Villa are the league record champions with 16 titles. The Club is owned by Sports Club Villa Limited.
4. Hybrid Model
A combination of the above models. This model is normally a compromise position of various inherited ownership, challenging to find suiting governance model practices.
Kyetume FC
Kyetume FC has elements of private and Institution. The 5 owners include; Reuben Kimera((60%), Hogi Nsubuga(21%), Kyetume CBHC Programme(15%), Henry Titus Kayondo(3) and David S. Kikabi(1%).
Busoga United FC
The majority shareholder at Busoga United FC is Dinah H.T Nyago with 51% shares. Jinja SS (board) has 35% while Busoga Kingdom, Dr. Joseph Muvawala, Fredrick Gume Ngobi, Godfrey Bwire Osodo, Daniel Oketch, Robert Adotu and Samuel Mugabi have 2% each.

FUFA has on Monday held a consultative meeting with coaches from teams playing in the Uganda Premier League, FUFA Big League, National teams and executive of the Uganda Football Coaches Association.
Several deliberations were addressed ranging from how best the game can improve, self branding of coaches and the challenges that the managers face.
In his opening remarks, FUFA President, Eng. Moses Magogo who chaired the meeting lauded the coaches for their contribution towards football.
‘We appreciate the role you play as coaches. You make a great contribution because the careers of players who are the key pillars of the football product are in your hands.’
The President however, called upon the coaches to look at improving themselves inorder to suit the modern era.
‘Football is a dynamic entity. Things are changing almost every hour. So if we want to improve and attain professionalism, coaches must as well embrace change and learn the new tactics that will help you suit in the modern trends.’
The President called upon coaches to embrace self development and also announced a new fund that FUFA will put in place to help coaches.
‘Learning never stops and this is very important for coaches. In a way of motivating those that have made self development, FUFA will put in a place a fund to help coaches either by paying for coaching courses or funding travels for those that want to enroll for coaches abroad.’
He also revealed to the coaches that FUFA is introducing new regulations for the coaches starting next season.
‘For us to improve, we must upgrade and this means trying out to ventures which may seem strict but that is the journey we have taken.’
The new rules include;
Pro-License for coaches All coaches in the Uganda Premier League and the FUFA Big League will be required to have a Pro- License that will come with limits and sanctions.
Movement of coaches Coaches in the first and second division will not be allowed to make more than two transfers during a season.
Code of Conduct Coaches will required to sign a code of conduct prior to the start of the season. This is aimed at protecting the image of the game.
Intermediaries Coaches will be obliged to have intermediaries who negotiate contracts with teams on their behalf.
Enforcing payment Starting next season, FUFA will ask clubs to submit proof of payment of coaches after every two months.
‘We believe this will help coaches to work in conducive environment. CAF for instance doesn’t any club that owes coaches and players to participate in the continental-club competitions.’
NSSF and PAYE Just like it is the case with players, coaches will be subjected to pay income tax(Pay As You Earn) and also contribute to the National Social Security Fund.
In their reactions, coaches lauded FUFA for the meeting and also went ahead to relay the challenges they face while executing their duties.

‘Prior to every start of the season, clubs undergo a licensing exercise but some of the regulations are dropped along the way. We ask that FUFA sticks to their set guidelines.’

‘Our biggest challenge is that we work in an environment that is not streamlined. Many coaches go months without pay, some are sacked without compensation. So we ask that FUFA helps in effecting this.’

The Federation of Uganda Football Associations (FUFA) has held a successful consultative meeting with former International players at Ivy’s Hotel Wakaliga – on Friday.
A total number of 47 Ex-Internationals attended the meeting that was chaired by FUFA President. Moses Magogo.

Former Uganda Cranes and Express FC Captain George Ssemwogerere believes that the Federation should create opportunities for the Ex- Internationals.
‘This is my family. We all belong to football. I’m happy that we are here to discuss football and our matters.These people played football for the country. The federation should create opportunities for the ex-internationals. There are many job opportunities within the federation that can be shared among the ex-internationals. Let’s believe that there are always disagreements in a family but we need to minimise them and work together for the good of football’said George Ssemwogerere.

Former Uganda Cranes goalkeeper (1978 AFCON Finals Paul Ssali urged ex-internationals to be organised, respect one another.
‘Many FUFA Presidents have tried bringing us together but disunity is our main weakness as Ex Internationals.
The only way we can prosper is by respecting one another and always fronting football issues. We should be organised and whenever I have any concerns, I go direct to the federation and but not in media. We should also be transparent and avoid being greedy. Football is wide, if we don’t embrace the courses available for coaching, administration, intermediary and others we can’t change our lives. Football is now professional and we can only earn from it when we have expertise in some areas‘noted Paul Ssali.

Dan Ntale stated that the federation has all the powers to make Ex – Internationals live a better life.
‘ I would prefer we start having regular meetings for sharing ideas, playing football and starting projects that build us and the game. We have come here as individuals but not as an organised Association. We would need the federation to lobby for us to have an improved life’Ntale remarked.

‘We need to be a priority in most of the opportunities within the federation and there is a need for us to be aware of what is going on. We ask the Federation to welcome our opinions. We shall be grateful if the federation connects us to different football partners like State House maybe most of our concerns can be worked upon because we were football soldiers who represented the country internationally’noted Dan Ntale.
‘We don’ give up on our responsibilities after leaving active football. We are challenged with many problems. A football player is a role model in society. and there should be a way to push our lives and welfare’said Godfrey Nyola.

Former KCCA FC captain and Uganda Cranes midfielder Jackson Mayanja trusts that having a SACCO for ex-internationals can be a solution to the problems faced by his fellow retired stars.
‘We need to get a solution to our welfare. We need to create a centre where we can present our grievances. We need to be professional if we are to prosper’Jackson Mayanja.

While responding to the issues raised by the Ex – Internationals the FUFA President Eng. Moses Magogo advised them to create and register an Association that can bring them together.
In the same line, FUFA President assured them that the Federation is ready to support the Association once fully registered.
However, he urged Ex – Internationals to have a strategy when creating an umbrella body and encouraged them to believe in themselves to become brands in football.
‘This is not the last meeting because we can’t come to a conclusion in this small period of time. We shall be gathering on several occasions to discuss issues regarding Ex-Internationals. Thank you for respecting each other when raising issues. The federation is always open to receive concerns from all football stakeholders. We have tried the best to cater for Ex-Internationals. We can solve issues without fighting. FUFA welcomes all stakeholders who are organised and with strategy. Whatever you are planning must have a strategy. All opinions must have plans. ‘Life outside football is far different from football life. People can easily forget all about you when you retire. Most of you don’t believe in yourself. You should use the opportunity available. Deciding to attack the federation instead, you won’t be closer to the opportunities available. The relationship with the federation must be strong’FUFA President added.

Football is a Brand and will automatically pick you if you brand yourself. Let’s have an Ex – Internationals Association. The federation is ready to support it. The Uganda Football Players’ Association is different from the Ex – International Association. Regulate your Association and have it registered.– Eng. Moses Magogo.

Clubs Pro Agenda program for Uganda Premier League Clubs officially commenced at the FUFA Complex Mengo on Thursday Morning.
It’s a special training program that FUFA introduced in a bid for clubs to gear up their sporting and business processes to deliver short, and long-term planning.
This program targets both the 1st and 2nd division clubs; Star Times Uganda Premier League and Star Times FUFA Big League respectively.

‘We have officially begun the Clubs Pro Agenda program. Club Licensing for 2020/2021 has been phased into two parts with this Pro Agenda program intended to prepare Clubs so that they don’t find challenges as we get towards the Club licensing exercise. It involves all the Uganda Premier League Clubs. We have started with KCCA FC today on a two day program. The rest of the clubs will follow after‘ said FUFA Club Licensing Manager Ivan Kintu Bayige.

The Pro Agenda process for each club will take 2 days. FUFA Big League (2nd Division) Clubs will attend the program after FUFA finishes up with UPL Clubs.

In a circular No.1108 Kampala, 04th July 2020 FUFA/C/07/20, Federation of Uganda Football Associations (FUFA) has a special training programmme that will embark on the Clubs Pro Agenda in a bid for clubs to re-engineer their sporting and business processes and deliver short, medium and long term planning.
The training will also prepare the clubs for the upcoming club licensing exercise that helps assess and grade clubs beyond sporting merit to be able to participate in various levels of football competitions in the season 2020/2021.
‘In order for a club to participate in this phase of Clubs Pro Agenda, they must express interest in writing to participate in the respective Division in the season 2020/2021 by 1600 hours Monday 6th July 2020. The club stakeholders expected to attend include the Club Owner(s), Club President/Chairman ,Club Board/Executive, Club CEO, Administrative and Technical Staff, Volunteer staff, if any, Representative of Fans and the representative of players’ Decolas Kiiza- FUFA Deputy CEO/Football.

Federation of Uganda Football Associations (FUFA) has released the club licensing regulations for the season upcoming, 2020/21.
Considerate that the entire World in general and Uganda in particular is still under COVID-19 Pandemic lockdown, the on-field and off-field activities have been suppressed.
The clubs will work hand in hand with the FUFA secretariat with full help of the FUFA Club Licensing Committee Chairman Rogers Mulindwa and FUFA Club Licensing Manager Ivan Kintu Bayige.

Therefore, the federation has concentrated on off-filed planning of the return of football including the preparations for the new season 2020/21 with the FUFA Club Licensing Regulations 2020/21 as approved by FUFA Executive Committee and coming in force with immediate effect.
These regulations are appropriate preparations to make the respective club ready for 2020/21 club licensing process.
The CAF Executive Committee held a meeting on Tuesday, 30 June 2020, via video-conference to discuss the future of competitions and other related issues following the COVID-19 pandemic.

Total Africa Cup of Nations Cameroon 2021
After consultation with stakeholders and taking into consideration the current global situation, the tournament has been rescheduled for January 2022. The date for the final tournament and the remaining matches of the qualifiers will be communicated in due course.

The final tournament has been postponed till January 2021 in Cameroon.
“The CAF Executive Committee is satisfied with t the Cameroonian authorities for their commitment towards the hosting of the two competitions. Cameroon is ready to host either competition and are within schedule,” CAF President Ahmad Ahmad said.
Interclubs 2019/20 season
The Total CAF Champions League and Total CAF Confederation Cup, will resume in September with a Final Four (4) format. Semi-Final matches will be played in a single match.

Total Women’s Africa Cup of Nations 2020
Due to challenging conditions, the 2020 edition of the Women’s Africa Cup of Nations has been cancelled.
Meanwhile, the CAF Women’s Champions League will be launched in 2021. The format and other details will be communicated in due course.
Zonal Qualifiers for U-20 & U-17 Africa Cup of Nations
A meeting with the Organising Competitions Committees for Youth Football and the Zonal Unions has been proposed to finalize the arrangements for the zonal qualifiers. Meanwhile, the U-17 AFCON will take place in July 2021.

Following the withdrawal of Uganda, a new hosting bid will be launched for the organization of the final tournament either in 2020 or 2021.

CAF President Ahmad Ahmad commended the Government of the Arab Republic of Egypt under the leadership of His Excellency Abdel Fattah El Sisi, who appended his signature to the 10-year agreement on 24 June 2020.
With the new agreement, CAF and its officials will benefit from immunities and privileges granted to diplomatic missions in the territory of the Arab Republic of Egypt in accordance with the 1961 Vienna Convention.
CAF Ordinary General Assembly
The 42nd CAF Ordinary General Assembly has been rescheduled for December 2020 in Addis Ababa, Ethiopia.
As per the recommendations of the CAF Governance Committee, the Elective General Assembly will be held on 12 March 2021.

Financial Support to Member Associations
CAF has allocated an additional USD 16.2 Million to assist Member Associations to mitigate challenges as a result of the COVID-19 pandemic. Each Member Associations will be entitled to USD 300,000.
