The Federation of Uganda Football Associations (FUFA) is deeply saddened by the demise of Mr. Era Mugisa, who served as FUFA President from 1974 to 1976.

FUFA is obligated to observe all rules and regulations approved by FIFA for its 211 Member Associations around the globe.
Players are a key aspect of the game but are guided by the FIFA Regulations on Status and Transfer of Players.
Based on the latest guidance by FIFA on movement of players trying their luck in other countries, FUFA has also issued circular No.1172 detailing new procedures for recommending players going for trials outside Uganda.
The Circular signed off by the FUFA Chief Executive Officer reads; FUFA Secretariat has continued to receive many requests from individuals, players, Clubs and Intermediaries seeking permission for players to travel outside Uganda for trials.
This circular seeks to inform all stakeholders that pursuant to the current FIFA Regulations on Status and Transfer of Players; a new procedure was established on 1st August 2023 and became operational with immediate effect.
All football Trialists (players invited to undergo trials) must comply with the current FIFA Regulations on Status and Transfer of Players by filling the FIFA Trial form, uploaded on the FIFA TMS in full compliance with the mandatory conditions therein.
The successful fulfillment of the FIFA Trial form will provide the basis for FUFA to commence with recommendation letters for Trialist Players to National Council of Sports (NCS), Embassies or any other stakeholders.
Concerned Stakeholders are advised to orient themselves with the FIFA Procedure before embarking on such moves to have players set for trials.

The President of the Federation of International Football Association (FIFA) has delivered a strong message to all the 211 Member Associations across the world.
Through a video message published on the FIFA TV, Infantino talks about the challenging times brought about by the COVID-19, the brave approach about the pandemic, the gradual steps of having the game played by the individual member associations and FIFA’s measures as the beautiful game steadily returns to the scene.
Dear friends, I hope that you, your families and friends are safe, well and fine.
Even if we are distant, we remain one team and united we support those who have been suffering during this different time.
Following my last message, I wanted to take this opportunity to provide you with an update concerning with the activities at FIFA, starting with the thanking the Bureau of the Council for its activities over the past few two months.
You have seen the medical recommendations we issued last week, to support the road map to the restart of competitions which always keep in mind the most important principle “Health comes first”.
Also, the possibility you have now to opt for five substitutions as the same purpose, protect the health in this case of our players in this case.
We need to maintain public health as the priority while not forgetting the well-being of the players, officials and everyone who participates in any football activity.
FIFA trusts the judgment that you, together with the Governments and health authorities of your countries have made or will make.
We hope that the WHO risk assessment tool and our guidelines can help you in deciding the best cause of action.
Football is already underway or about to restart in several countries. It gives us and all the football fans across the globe some hope for the future.
However, we also have to understand and respect the different decisions especially from those amongst us who still need more time to be sure that the restart can be done in a way that is safe for everyone.
Tolerance and understanding are important especially in these days. I suppose FIFA supports every one of you. There isn’t any one right answer to all the situations. Each country is different with different context and no one better than you knows the best way to deal with these enormous challenges.
And let us not forget that there is always need to be a place for fans. Football without spectators is clearly not the same. We need to be patient when considering the right time to bring back the fans back to the stadia. We will continue to work tirelessly but also discretely and respectfully to move beyond these temporary measures and to ensure that fans are welcomed back in a safe and responsible way.
Difference; this is a time to work together, to share experiences and to help one another.
Through this solidarity, the Bureau will also find the solutions to shape a better football for the future.
The need for top club football to resume has understandably taken priority, but we must we must also consider national teams, women football, lower tier domestic leagues and the grass-roots game. We have to show unity across all aspects of football and make sure football can resume in its globality.
This is our priority and our financial relief plan will also follow this principle.
In a constructive spirit of concentration that seeks to benefit of all football, FIFA is working hard to present a positive solution to the FIFA Council in the coming weeks.
We are developing a system which is manageable but also on its best. We want the financial relief plan to have a broad reach that includes women’s football that operates in a modern efficient and transparent way. This means having a robust governance structure which ensures accountability on how the financial sums will be allocated.
On another very important topic namely the international match calendar, I am happy to report that we also made some good progress in consultation with different stake holders, we are closer to present the balanced solution that takes into account everyone’s challenges and needs.
I have mentioned consultations on several occasions and if we can take out one positive element from this situation, it is certainly that thanks to you and through FIFA, football has definitely created an active and healthy channel for dialogue and discussions on all aspects of our sport.

‘The FUFA President Eng Moses Magogo’s end of year address will be held on Monday, 30th December 2019 starting at 10 am. All the members of the media are hereby invited. It is Our Game, It is Our Country‘ Ahmed Hussein, FUFA Communications Director.
It is a norm at the close of business that the FUFA President winds down the hitherto busy year with an end of year address to the football family.
My Dear Friends, fellow Federation Presidents, General Secretaries, Delegates and stakeholders of the beautiful game of football.
Ladies and Gentlemen,
I take this opportunity to thank our hosts the Federation of Uganda Football Associations (FUFA) and the CECAFA Secretariat led by Mr. Nicholas Musonye for organizing the General Assembly today.
I take this opportunity to humble myself before you and thank all of you for entrusting me with the top leadership of CECAFA as President for the next four years.
It is an honor that I have taken with humility, knowing very well that you have singled me out from many of other able leaders to be your servant with obedience.
My dear colleagues I would like to thank you for giving me the mandate to serve you without going through the challenges of electioneering. You have done this through your own consciousness and the trust you have in me. I salute you all.
You have shown your trust in me and I will reciprocate that trust by serving you diligently, honestly, transparently and observing the tenets of our constitution and with respect to all of you and to those contributing immensely to the game of football in the CECAFA region.
Ladies and gentlemen, may you also allow me to thank our out-going CECAFA President Dr. Mutasim Gafar for holding our organisation together and serving us with devotion and dedication for the past four years.
We shall always appreciate your contribution and efforts towards CECAFA all aimed at development of football in the region.
We shall still need your words of wisdom and we shall not hesitate to consult and tap into your experience to guide us in running the administration of CECAFA.
I promise to ensure that you remain one of the pillars of CECAFA that we shall count on as we start our new journey today.
As we move forward in the next journey of transformation in the CECAFA region, I would like to ask all of you to be aware that servant leadership is a calling that entails sacrifice and commitment.
I want to assure you that the new team will commit itself to ensuring that the leadership of CECAFA is an all-inclusive organization that welcomes different ideologies to be shared with the football fraternity to move forward as one family.
I would like to accept my new calling with a promise that I will commit myself to serve all of you without bias. We shall draw on the talent we have in the region, use our experts and ensure that we run our organization for the good of the future generations.
As we move into another era, we shall have to re-look into our programs and be very strategic in which competitions we are going to put emphasis in order to develop our region.
In this regard, I want to thank FIFA for the FIFA Forward Program and CAF for enabling us utilize the FIFA resources to organize youth and women competitions in our zone.
We shall continue to engage with CAF and FIFA to ensure that we utilize this program well to the benefit of our zone.
My dear colleagues, May I also take this opportunity to thank and congratulate our MA’s for hosting and participating in our various competitions. This year alone, we have organized six competitions in five months. This is not a small achievement. In this regard, I wish to thank our Secretary General and his backroom staff for the hard work and commitment they have exhibited under difficult conditions.
Ladies and gentlemen, you are all aware that CECAFA, like any other organization faces a cocktail of challenges. For us to overcome these challenges, we must have a sense of collective responsibility which calls for honoring our obligations, commitments, respecting our Statutes and valuing the ideals of CECAFA.
One of the major challenges facing CECAFA today is lack of commitment from some Member Associations (MAs). We have to change this attitude and commit to work in unison and build a culture of inclusivity and cohesiveness.
Another challenge facing CECAFA today is lack of resources to run our football events and activities. We need to put a plan in place so that we attract more sponsors and partners to enable us run our activities without constraints. Football in this region is capable of attracting corporate sponsorship.
In conclusion, I once more wish to reiterate that the new team that you have given the mandate today will endeavor to work with devotion and make CECAFA stronger and united.
We count on your support to achieve this.
I wish to conclude by wishing you all a Merry Christmas and A HAPPY NEW YEAR 2020. May God bless you all.
