    FUFA President, Eng Magogo Addresses The Media

    The Federation of Uganda Football Associations (FUFA) president has on Thursday, 4th June 2015 addressed the media at the federation of headquarters in Mengo.

    The FUFA President’s speech, which was relied live on 102.1 FUFA f.m was divided into three parts; the current state of the game in the country, the accreditation procedure to Uganda Cranes international games and about the recently concluded FIFA 65th congress at Zurich in Switzerland.

    1) The Current State of the Game

    For avoidance of being misunderstood, I state again that I am only the 27th FUFA President and I belong to the school of thought that I am a leader of an administration that is building on top of a strong foundation that was laid by the past 26 FUFA Presidents of this 91 year old institution called FUFA.

    I take this opportunity to salute all my predecessors who still are alive and pray to the Almighty for kindness in judgement for those who passed on.

    It will be 22 months at the end of June for my 48-month term as the President of FUFA. I am here to present the state of the game.

    I came to office on a manifesto that premised my administration on a 4-pointer strategy.

    1.1) Internal Reforms

    Secretariat; we currently have a secretariat manned by 28 fully paid staff who are on contract. We recruited professionals in the area of Finance, Education, Legal, Competitions, Marketing and Communication. The compensation framework for these staff is currently under review for better motivation.

    FUFA has also improved on the facilities of secretariat by acquisition of broadband internet, wifi, furniture, security access controls, computers, and a befitting reception lounge. The executive lounge provides room for all members of the executive committee a suited environment to work. On top of maintaining the FUFA fleet, there has also been acquisition of newer and more cars. I now believe we have a secretariat with the minimum basic to undertake the operational function of FUFA instead of volunteer in the executive and standing committees

    Governance; we have managed the institution in full compliance with the FUFA Statutes. All statutory obligations have been fulfilled. The functioning of the 6 bodies of FUFA thus the Excom, the General Assembly, the committees, FUFA Ltd, the judicial bodies and the secretariat have executed their independent roles without political interference.

    Whereas we have been able to help our 32 members undertake governance reforms, the compliance of the FUFA Members to the FUFA Statutes and their own statutes is still wanting and we have a job to do.

    Membership; we have maintained and grown our membership by admission of the Uganda Youth Football Association and Uganda Football Players Association

    Regulations; One of the cardinal roles of FUFA is to regulate “Association Football” in its jurisdiction. We have revised and drawn many new regulations and this is a continuous role. As you will soon learn, regulations about ownership of clubs, intermediaries, and scouts will soon be released

    Legal Personality; we amended our statutes through our General Assembly to remove the ambiguity of the legal status of FUFA. FUFA is an association of 32 Members and governed through 6 bodies. 1)The Executive Committee, 2)The General Assembly, 3)The Standing Committees, 4)The Secretariat, 5)The Judicial Bodies and 6)FUFA Ltd

    As FUFA, we strongly believe that the 1964 NCS Act is obsolete and no regulations can fix the Act to address the challenges of the modern game. Even though the 2014 regulations for the 1964 NCS Act issued by the minister have been contested in court and currently on an Interim Order not to be implemented, FUFA submitted all the requirements to NCS for the registration of association and we still await a certificate of registration whenever the legal gymnastics are exhausted

    It is therefore my belief as the President that we have made a lot of progress in the area of internal reforms to provide an environment that allows football to be properly played on the fields.

    1.2) Finances
    When I presented my candidature, I was candid that I have no means personally and also believed that it is not sustainable for any private individual to finance the activities of football for the entire nation. I am aware that I have been quoted out of context in the past on this point but as a leader, I am obligated to direct the game into a sustainable development direction even if it may not be popular.

    I said my administration will approach the area of through frugal and efficient utilization of the meagre resources available and through creating more revenue streams.

    I believe we have been very successful using this model as this has been the only trick to ensure the institution has fulfilled all its financial obligations without alleviating the credit levels.

    Expenses
    We have undertaken all our financial obligations inclusive of running down on credit levels, regular payment of the national head coach, improvement of the secretariat, the preparation and presentation of the national teams (43 international matches played in 22 months of my administration) and undertaking development activities

    We have increased the payments to the Staff from 8m UGX to 33 m UGX inclusive of NSSF and PAYE, the allowances to the National Team Players, the Meeting allowances for the General Assembly, Executive and Standing Committees. With effect from 2015/6 Season, also the referees’ allowances are going to be increased. We have also extended financial assistance to our members

    We introduced stringent financial procedures that have allowed us plan, monitor, record and report all financial transactions. There is always a quarterly finance report to the Executive Committee.

    Audit:

    We are currently undergoing the external audit by the auditors appointed by the FUFA General Assembly in Lira for the period ending 31st December 2014.

    As soon as we receive the opinion of the Auditors, we shall share the Audited Financial Report with our membership and other stakeholders.

    This is the procedure provided for in the FUFA Statutes. Whereas this matter raises anxiety, we have not faltered the FUFA statutes or any international accounting standards.

    Marketing:
    We have also generated more resources from our marketing approach.

    We registered the FUFA Trade Marks, and employed full-time marketing professionals.

    We underwent a re-branding exercise and currently we proudly sponsored by Airtel Uganda, Nile Breweries, NIC, BIDCO Uganda Limited and Azam Television.

    There are currently 5 corporate sponsors that marketing team is negotiating with.

    Government Funding:

    It is also at this moment that I thank H.E the President of the Republic of Uganda, Gen Yoweri Kaguta Museveni and the entire Government of Uganda for the financial support we have received.

    We have so far received 1 billion UGX since I came to office for the Government of Uganda.

    All this money has been paid as allowances to players and coaches of the national teams while on duty

    We have also generated resources from Sale of the merchandise, Local Television, and from FIFA.

    1.3) External Relations:

    I promised to improve on our relationship with the various stakeholders.

    Our approach of listening and giving a chance to all has helped us improve this area and the conflicts have reduced.

    The Uganda Football Players Association has been admitted and more ex-internationals are being integrated in the operations of the game.

    We shall continue to reach out.

    In order for world exterior to FUFA to appreciate our efforts, we had to rethink our communications strategy.

    We recruited a professional communication person and our digital communication platform has been buzzing.

    A monthly e-newsletter is circulated on top of professional organization and management of the FUFA Press conferences and Releases.

    We have also acquired the 102.1 FUFA fm for engaging the FM Radio Audience.

    The Biannual Printed Magazine for the reading audience will be produced after June but the compilation is going on.

    We have also provided audience and moved to meet all strategic persons and offices in order to enhance our perception.

    1.4) Technical:
    After the expedition of the U-17 National Team, we conceived the idea of the FUFA Juniors League for the U-17. I am glad this has kicked off with 13 teams

    The FUFA Women Elite League is in the second round. It is another dream come true.

    The education programme for the coaches and administrators have been enormous

    The Beach Soccer national team was created and has so far played 4 international games

    Since I came to office, Uganda National Teams have played a total of 43 games. They have 23 Wins, 7 draws and 13 Losses. These matches include 8 away wins.

    FIFA Goal IV has been completed and we are now due for Goal V this September.

    The FUFA Schools of Excellence Programme has kicked off.

    The Referees training continues and we have now international Beach Soccer Referees.

    The young Referees Programme has now been passed by the Executive Committee.

    2) Accreditation Procedure:
    In one of the areas FUFA wants to improve is Event management and we have since categorized AFCON and World Cup Qualifiers as our top events.

    In such a circumstances we need to improve in certain areas.

    Procedure:

    All persons that intend to access different areas of the stadium as people on duty will be accredited.

    The MD of Airtel, my main Sponsors will be accredited and so is the FUFA president.

    This is an international practice and we do not want anyone to be embarrassed.

    Members of the Media who will not be on duty but wish to watch the games do not need to fill the forms for accreditation as FUFA has extended to USPA complimentary tickets to cater for such categories.

    FUFA intends this time round to give the accredited media personnel a good treat and a media room equipped with Television screens for replays and wifi for timely sharing of stories.

    We intend to ask players to be available in the media zone for brief interviews. Now we can only do this for those on duty and not everyone.

    Whereas accreditation is meant to filter out the supportive and the non-supportive media, FUFA will also accredit those on duty that have been negative in the build up to the game. We have no intentions of blocking people

    3) FIFA
    Considering the current environment surrounding FIFA, I am obliged to issue a statement on behalf of FUFA.

    As we earlier communicated, FUFA voted for Mr. Sepp Blatter in the just concluded FIFA Presidential Elections. As FUFA we do not take decisions by impulse

    We analyzed and considered the following facts about Mr. Blatter;

    1) When Mr. Blatter came to office in 1998, FIFA was spending only 14m USD in development which were a few courses here and there. The State of FUFA in Uganda was sharing a room at the NCS with another sport.

    Currently FIFA is spending 1bn USD in development and FUFA now owns the FUFA House, FUFA Technical Centre and 102.1 FUFA fm.

    There are enormous courses in Administration, Coaching and Refereeing going on.

    2) About 70% of the FIFA World Cup Revenue is shared by countries that did not qualify for the World Cup, where the majority of Africa and Asia, falls as solidarity. This has not been received well in certain circles and one of the crimes committed by Mr. Blatter

    3) With the FAP of 250,000 USD, FUFA is now able to employ staff, undertake Youth, Women, Beach and Education programmes

    4) With the World Cup in Africa, FUFA benefitted with the artificial turf in Njeru. The 2010 World Cup was the first for FIFA to make more money and distribute bonuses that FUFA was a beneficiary of. Our continent hosted the World.

    5) It is also unfounded to say that Mr. Blatter is corrupt when no a single charge has been brought against him.

    6) If it is in the name of solidarity of the game of football, UEFA has the financial muscle to support many of these African and Asian countries that provide talent, audience and markets to the UEFA Champions League and many of the domestic leagues that generate billions of USD. UEFA earns from each one of us here and in this country. They cannot even forfeit the 250,000 USD of FAP from FIFA which is actually peanuts to their budgets

    7) It is also true that a few major countries in Europe urged us to vote for Mr. Blatter

    It is therefore based on the above considerations that African countries decided to vote as a block. There is no regret in the decision we took as a continent to protect the interests of African football.

    I really pity the naivety of any African who thinks we should have voted differently. Such people are out of touch with the reality we go through every day to manage football in this part of the world

    Also to note is that, as the person who casts the vote for FUFA, I can assure you that let no one confuse you that there is any vote buying at this level. This is the usual lazy thinking of some people who have no basis of such allegations

    What Next?
    I read and internalized the statement by Mr. Blatter and you could feel the pain of taking the decision he took. However in the circumstances, he took the best decision to protect international football.

    Blatter has been at FIFA for the last 43 years and his work and love for FIFA is unprecedented and in his statement, he wants to depart when certain reforms he always wanted to do have been achieved.

    I applaud Mr. Blatter for the decision and direction. What is clear is that whoever wants to become the next FIFA president will have to address the interests of Africa. I am happy Mr. Blatter gave us the opportunity to exercise our unity as Africa and consequently our value in the equation. Had he quit before, we would not be in a bargaining position we now have

    FUFA will take rights in the FIFA Statues as a member to vote when the moment comes and we shall publicly support a candidate that will guarantee African interests.

    Honorary FUFA President Lawrence Mulindwa has publicly come out to condemn the recent acts of hooliganism that occurred at Buikwe play ground during a FUFA Super League match between Vipers FC and SC Villa that resulted into an abandonment of the game. Below is his statement issued on Monday evening.___________________________________________________________________

    I have in my capacity as a FUFA Honorary President and a Patron of VIPERS FOOTBALL CLUB learnt of the unbecoming behavior and acts of hooliganism that occurred during the FUFA Super League Match between Vipers FC and SC Villa at Buikwe ground a week ago.

    I wish, in the strongest terms possible to condemn such acts and pledge my personal support in further investigating the cause and individuals behind these humiliating acts. Football is meant to unite us and not divide us as it so happened on that fateful day.

    Our intentions of taking Vipers FC to Buikwe and the subsequent purchase of the four acres of land on which our home stadium is located was meant to get the game of football closer to the disadvantaged folks away from Kampala City. This good gesture is however seen to be abused by the same people we targeted as the major beneficiaries.

    CECAFA: Somali FA kicks out Nyamweya’s ‘peace plans’

    Somali Football Federation (SFF) has denied knowledge about the recent public announcement by Football Kenya Federation (FKF) President Sam Nyamweya that the forth coming CECAFA senior Challenge Cup would be played under a theme ‘peace for Somalia’.

    Somali FA Secretary General Abdi Qani Said Arab said in a press statement on Monday that their Federation was not aware of the arrangements and therefore distanced themselves from such details.

    “It came to us as a surprise when we heard in the media, the FKF president Sam Nyamweya announcing a decision of football for peace meeting on Somalia and what he described as ‘peace for Somalia’ theme for the 2013 CECAFA senior challenge cup—that is something which doesn’t concern Somalia and it is confined to the man who said it in the media” Explained Abdi Qani Said Arab.

    Abdi Qani is also a member of CECAFA Executive committee and the chairperson of Challenge Cup organizing committee.

    His statement further said that whoever was concerned about helping peace in Somalia through football could directly contact Somali Football Federation who is the right body to organize or announce such football for peace initiatives or they could have contacted the regional football governing body CECAFA where Somalia is full member.

    “Kenya and Somalia have long-existed cooperative and brotherly relations in both governmental and football and I declare that SFF and FKF had developed major and bilateral co-operations, so I urge the Football Kenya Federation president Sam Nyamweya to justify for the unacceptable speech he told in the Kenyan media in respect to the long-standing ties between us” the statement further reads.

    The statement said that Somali Football Federations considers the FKF president’s announcement as an ‘unwanted propaganda’ which has nothing to do with Somali football Federation and the entire people of Somalia.

    Mulindwa mourns former FUFA delegate

    Honorary FUFA President (former FUFA President) Lawrence Mulindwa has described the late Stanley Kiiza as having been a close friend and personal advisor during his eight years tenure as a Federation President.

    Kiiza a former delegate to the FUFA General Assembly died from Mulago hospital on Tuesday this week and his body was laid to rest at Bugambe village in Hoima yesterday (Thursday).

    In his condolence message delivered to the bereaved family in Hoima by Rogers Byamukama (FUFA Executive Committee member and delegate from Kitara region), Mulindwa said he was saddened with the ‘robbery’ of a great sportsman and administrator.

    “I still recall the key roles the deceased  played in ensuring a successful and stable administration of my leadership….Kiiza was a great advisor to me and we shall automatically miss him” reads part of Mulindwa’s message that also contained some undisclosed amount of money to help in burial preparations.

    May his soul Rest in eternal peace.

    Batte, Sonko in Cairo for Elite ‘B’ Course

    FIFA referee Denis Batte and assistant Referee Mark Sonko are in Cairo , Egypt to attend a CAF organised Elite ‘B’ Course.

    Over 50 referees are attending the course that officially starts this Friday and closes on November 8. The best performers in such trainings are usually considered for appointments in the CHAN competitions and the Africa Cup of Nations finals.

    FUFA President Eng. Moses Magogo said the arrangement gives Uganda a big hope in having at least a Ugandan referee travelling to South Africa for the CHAN finals due in January next year.

    Meanwhile Aisah Nabikko Ssemambo missed out on the same flight after failing to secure an Egyptian visa on time. The Female referee reportedly failed to present the right pictures as required by the Embassy.

    Uganda hosts Rwanda in Kampala on November 15

    As part of the Uganda Cranes’ preparations for CECAFA senior Challenge Cup and CHAN 2014, the Federation of Uganda Football Associations (FUFA) has organized an international friendly match against Amavubi of Rwanda in Kampala on Friday November 15.

    The highly anticipated encounter will be staged in Mandela National stadium, Namboole under floodlights. Kick off has been put at 6:00pm Local time.

    An official request for match officials (Referees) to handle the game has already been sent to Football Kenya Federation (FKF).

    Entry charges:

    Open seat: UGX 10,000 (Ten Thousand shillings)

    Pavilion: UGX 20,000 (Twenty thousand shillings)

    FUFA calls upon all our football fans to show up in big numbers at Namboole on that day.

    Uganda is expected in Nairobi on November 24 to launch their campaign of defending the CECAFA title.

    FUFA committees in orientation workshop this Saturday

    FUFA Executive Committee has organized an orientation workshop for all members of the working committees this Saturday at Nelson Mandela National Stadium, Namboole.

    Second FUFA Vice President and event coordinator Darius Mugoye said the one day workshop is intended to equip the participants with details related to their expected duties.

    “Since their appointment, these members had not undergone this orientation and yet a good number of them are new. We have therefore found it timely to meet them for this cause this weekend”, Mugoye explained.

    The Federation is comprised of 17 statutory committees, five adhoc committees and three judicial bodies as indicated below:

    Statutory Committees

    1. Competitions, 2. Finance, 3. Member Associations, 4. Internal Audit, 5. Beach soccer and Futsal, 6. Ethics and Fair Play 7. Marketing and TV, 8. Technical development, 9.   • Cranes in weekly training sessions a head of CECAFA

    Uganda are CECAFA defending champions

    The Uganda Cranes will conduct two training sessions weekly in preparation for this year’s CECAFA senior Challenge Cup slated for late November in Kenya.

    Federation Vice President in charge of the FUFA Super League who also doubles as the chairman of the Technical Committee, Mujib Kasule says the team will be taken through intensified trainings twice every week on Saturdays and Sundays.

    “The new arrangement is intended to leave the National League non-disrupted and that’s why we are picking on weekends”, Kasule explained. League matches are played within the week days.

    Uganda Cranes are the defending champions of CECAFA Senior Challenge Cup and will be looking to winning their 14th title since 1973. Their closest rivals Kenya have only won this championship 5 times within the same period.

    The players summoned by Coach Milutin ‘Micho’ Sredovich to under this weekly program include Ochan Benjamin, Bwette Brian and Watenga Isma (Goal Keepers).

    The full backs are Wadada Nicholas, Ntambi Julius, Walusimbi Godfrey and Muyimba Yasin. The list of the Central defenders are Kassaga Richard, Kabugo Savio, Kiiza Ayub and Kisalita Ayub. Iguma Denis, Matsiko Tom, Ntege Ivan, Agaba Oscar and Nteko Derrick are the selected central midfielders.

    The attacking midfielders and strikers are Kyeyune Said, Mpande Joseph, Okwi Simon, Oaki Francis, Wasswa Herman, Ssentamu Yunus, Witaba Alex, Oyirwoth Dan and Ngobi Umar.

    CECAFA General Secretary Nicholas Musonye said the tournament will kick off on November 27th and end on December 12th.

     

  • The Monthly message from the office of the FUFA President

    I take this opportunity to salute all Ugandans and the supporters of Ugandan Football. It is the first of my monthly communications that I will be making to share my vision and experiences in the office of the FUFA President.

    FUFA President Eng. Moses Magogo (R), FUFA Honorary President Lawrence Mulindwa (C) and CECAFA President Eng. Leodgar Tenga in Jinja, Uganda during the FUFA elections in August.

    On the 31st August 2013 in Jinja, I was elected FUFA President by 68 votes out of 73 that participated in the election. I believe the 5 votes were just a mistake by the voters but I stand to believe that I will be supported by the entire FUFA General Assembly. Thank you very much the FUFA Delegates and I will work hard not to disappoint your confidence in me. I will strongly to work in close relationship with CECAFA, CAF and FIFA as they stand for development and upholding the rules of the game.

    On 11th September 2013, Mr. Lawrence Mulindwa physically handed over the office to me. I once again applaud him to pass on the button of top football administration when he could still win unopposed and I shall work closely with him to take football to the next level. It is a legacy that all football administrators in Uganda must embrace.

    FIFA President Dr. Sepp Blatter sent congratulatory message to Eng. Moses Magogo

    Upon election, I have been overwhelmed by congratulation messages from individuals and organisations. I cannot thank each one of you for it would be endless but notably the FIFA President herein quoted “I am certain that your knowledge and personal qualities will have an important impact on the stable development of our beautiful game in your country” CAF President, CECAFA President, the Football associations of Jordan, Zambia, Senegal, Japan, England to name but a few.

    Status of the top league football
    Top league football is currently engulfed with personalities, greed, egos, intrigue, wrangles and court battles and it’s not healthy for the game. Club football is highly deficient of quality and quality human resource in the areas of coaches, players, administrators, specialised support services professionals, sports medicine specialists, referees, fans etc
    Football is played on the pitch and enjoyed by the people in this country. I will continue to steer FUFA to work tirelessly with all stakeholders to ensure that top league football is professional and cherished by all.

    I take this opportunity to rally the country and to call upon all people involved in this matter to think beyond self for these matters as the only way to find a lasting solution. We have an obligation as a current generation to our grandchildren.

    National Teams
    Uganda Cranes; Despite the top drawer preparations of the Uganda Cranes with international matches Tanzania in Dar salaam, Tanzania in Kampala, Egypt in El Gouna, Botswana in Gaborone and a camp in Turkey, we did not recover from earlier unfavourable results along the campaign. The players and technical team put up a solid performance that we are proud of and one that can be used more as a foundation for the future. Consequently, the road to 2014 Brazil World Cup ended but the road to 2015 AFCON Morocco and 2018 World Cup Russia opened. As FUFA we shall give our best shot and sooner than later, the 2015 AFCON Agenda will be launched.

    I take this opportunity to thank H.E The President of the Republic of Uganda, Yoweri Kaguta Museveni, the right Honourable prime minister, Amama Mbabazi, the Hon Minister of Education and Sports Rtd Maj Jessica Alupo, the Hon Minister of State for Sports, Charles Bakabulindi, the Hon Minister of State for Primary Education, Hon Kamanda Bataringaya, the staff of the State House, the staff of the Ministry of Education and Sports, the staff and officials of FUFA and the selected and unselected fans of Uganda Cranes for the historic and first of its kind, a chartered flight for the fans to support the Uganda Cranes to Marrakech, Morocco.

    I will further thank H.E the President of the Republic of Uganda, the entire Government of Uganda for the financial support that helped the team get as prepared as it was. The story would have been different without this timely help. Three hundred eighty four (384) million Uganda Shillings was received from Government. The preparations of the Egypt and Botswana friendly matches, the camp in Turkey, and the air tickets for players from their bases and back amounted to over Four hundred ninety (490) million shillings. This leaves the match in deficit of over One hundred (100) million shillings owed to one of the air ticket providers. All accountabilities and supporting documents have already been submitted to Government

    Football Competitions
    FUFA Super League; Despite the challenges affecting the top league in Uganda, FUFA Super League enters round 6 at the time of writing this monthly briefing with Soana FC and Olaki Francis as the new revelations.
    FUFA Big League; the fixtures have been released and this week will see the 5th edition of the FUFA Big League Kickoff. This tournament has helped promote only teams that are ready to the top league, it continues to give the countrywide look to club football, and in structures, these clubs have 10 delegates in the FUFA General Assembly with a fully functional association.
    Other Competitions; the Lower leagues will continue under the management of the Regional Football Associations while the Uganda Cup is still under preparations. I also take the opportunity to thank the organisers and participants of other FUFA authorised football competitions such as Masaza Cup, Bika Cup, etc

    U-20 Women National Team
    Over the years, girls’ football development continues through amongst others schools competitions. After the 2013 National and East African School girls’ football competitions, a selected U-20 Women National was prepared to play in the 2014 Canada, FIFA World Cup qualifiers.

    To those who have been following the development of women football in Uganda, it was not a surprise that Uganda eliminated South Sudan on 22-0 goal aggregate. This home and away match did not cost FUFA less than One hundred twenty (120) million shillings in air tickets to Juba, air tickets, allowances, accommodation and local costs to 6 match officials, hosting the South Sudan team etc. It is still ironical that whereas FIFA give FUFA about Seventy five (75) million shillings for women football, the team will not consume less than Three hundred (300) million shillings as Uganda faces Egypt on 26th October 2013 in Egypt and 14 days later in Kampala. The South Sudan Game in Kampala did not gross one (1) million shilling in collections.

    Executive Committee Meeting
    On Wednesday 18th September 2013, I chaired the 13-003 FUFA Executive Committee meeting and the first one in my capacity as FUFA President. 115 men and women were appointed on various standing committees. Analysts made their views not appreciating that these committees are only supposed to help the FUFA executive Committee make good decisions at policy level but not to run day to day activities of FUFA. We have laid down Terms of Reference for the 18 standing and 5 adhoc committees and we have also set objectives of each individual committee to be achieved by 30th June 2014.
    Ambassadors of the Uganda Cranes were named but details of their role and contribution are still being completed by the FUFA Secretariat.

    Special Roles

    Mr. Justus Mugisha was selected to head FUFA’s reconciliation mechanism while Mr. Kalibbala has been chosen to head a committee to make a thorough report of football facilities in Uganda and the way forward amongst other special tasks.SecretariatThere are a number of changes taking place at the hub of football in Uganda and that is FUFA House. The access control has been revitalised where staff have been issued with access cards to the building. The reception is functional and our guests need to go through security checks and reception before they access the interior of offices. FUFA staff members have been provided with more hours to work for football. I call upon our guests especially the football public to understand this as important for the game as more man-hours will be injected into the game for better football service delivery. The staff members have been re-allocated in roles. Each member of the staff has now a job title and job description. Objectives to be reasonably achieved by 31st March 2014 for each staff have been set. Those that prove that they are up to the standards by completing their objectives set by management will be offered performance based 3-year renewable contracts with improved pay while those that management will consider unsatisfactory will be replaced through a transparent recruitment process. The process to recruit the Finance Director, Commercial Director and Competitions Director has started.

    Ms. Sumaya Hood has been brought in as the Personal Assistant to the FUFA President. Among others, she manages the appointments and the diary of the FUFA President.     Communications

    FUFA will hire a consultant to the Communications Sector for a period of at least 1 year. He/she will be required to setup a communications strategy and work with the current personnel to setup roles and functions in the area of communications. The roles currently include a spokesperson who heads the TV, Radio and Print media unit, the Cyber Media Officer who will manage the mass mails, blogs, FUFA Chat Rooms, Forums, e-letter, website, social media and SMS platform and the Brands Communication Officer will basically interface Marketing with communications.
    FUFA is in the process of changing official e-mail addresses to include the official FUFA domain thus xxx@fufauganda.com instead of yahoo accounts.

    FIFA projects
    Upon assumption of office, FIFA welcomed the new President and Executive committee with approval of a Goal Project worth 500,000 USD, Performance Programme, and two courses in Administration and Coaching. There has also been an approval for the second artificial ground and a consultant from FIFA will soon be in the country to confirm the location of the construction site.

    Government on NCS Regulations

    FUFA continued to dialogue with the task force that was set by the Hon Minister of Education and Sports to draft regulations for the operationalization of the 1964 NCS Act. She is applauded as the first Minister since 1964 to draw these regulations. FUFA however continues to express the dissatisfaction with the committee on its failure to listen and comprehend the dynamics of the associations and international affiliation requirements. Forcing associations to incorporate under the Trustees Act contravenes affiliation requirements for the case of FIFA. FUFA has received the legal opinion from independent lawyers contrary to the position of the committee. FUFA has also received written communication from FIFA confirming that the incorporation by Trustees Act contravenes FIFA statutes.
    As FUFA we appreciate regulations that allow FUFA to continue transacting within the Ugandan law with external parties such as sponsors and partners, sue and be sued, own assets etc but also not to contravene with international (FIFA) affiliation.

    Member Associations

    FUFA is now composed of 8 regional football associations, 6 special interest group members, the FUFA Big League and 16 FUFA Super League Clubs. New Statutes and Elections for 30 out of 31 Members have been undertaken. A general assembly of 84 Delegates in Place, the Executive Committee elected, the standing committees of 115 persons named, the Judicial bodies in place and the Secretariat undergoing changes bring to completion a strong foundation of the structures of FUFA.

    Finance Systems

    The FUFA Finance Manual was approved by the FUFA Executive Committee on its sitting on 18th September and comes into force on 1st November 2013. This is aimed at prudent and frugal means of handling finance matters at FUFA that I promised in my manifesto. It is also aimed at forcing budget discipline and management of cash flow.

    Human Resource System
    The Human Resource Manual was also approved by the FUFA Executive Committee on its sitting on 18th September and comes into force immediately. This is aimed at efficient service delivery of the FUFA Secretariat for the proper functioning of the other bodies of FUFA.

    Rebranding

    FUFA is undertaking the “behind-the-scenes” activities to rebrand itself. The intention is to position FUFA commercial properties in a more appealing and satisfying manner to the consumers and that is the fans, Government and the corporate organisations. This exercise will also be launched along a set of innovations to widen the resource envelope to FUFA for more aggressive football development programmes.

    Education Curriculum
    The Education committee that was setup is undertaking the realignment and detail of the Human Resource development curriculum in the areas of coaching, administration, sports medicine and Refereeing.

    The current issues between FUFA and USL have exposed the real problem to Ugandan Football as lacking structures of real football clubs. It remains a huge task to create football clubs that can suit the current economic and sporting times. FUFA is creating a programme called “FUFA Clubs Pro” where clubs in the FUFA Super League and the FUFA Big League will apply and a set of expert instructors will sit with the club management to create the 11 players that make a football club. For purposes of clarity, the lineup of these players stands as follows;
    1-Structure, 2-Finance, 3-Medical, 4-Facilities, 5-Stadium, 6-Team (the only player every Ugandan Club has), 7-Youth Setup, 8-Marketing, 9-Fans Development, 10-Communications, 11-Events Management Until the next edition.

  • FUFA applauds Minister Alupo

    The Federation of Uganda Football Associations (FUFA) has applauded the Minister of Education and Sports, Hon. Jesca Alupo for her initiative to regulate the 1964 National Council of Sports Act.

    FUFA President Eng. Moses Magogo has also pledged his total support towards the development but called upon the concerned committee to consult the necessary sports bodies widely before implementing the amended act.

  • Monthly message from the FUFA President

    I take this opportunity to salute all Ugandans and the supporters of Ugandan Football. It is the first of my monthly communications that I will be making to share my vision and experiences in the office of the FUFA President.

    On the 31st August 2013 in Jinja, I was elected FUFA President by 68 votes out of 73 that participated in the election. I believe the 5 votes were just a mistake by the voters but I stand to believe that I will be supported by the entire FUFA General Assembly. Thank you very much the FUFA Delegates and I will work hard not to disappoint your confidence in me. I will strongly to work in close relationship with CECAFA, CAF and FIFA as they stand for development and upholding the rules of the game.

    On 11th September 2013, Mr. Lawrence Mulindwa physically handed over the office to me. I once again applaud him to pass on the button of top football administration when he could still win unopposed and I shall work closely with him to take football to the next level. It is a legacy that all football administrators in Uganda must embrace.

    Congratulations Messages
    Upon election, I have been overwhelmed by congratulation messages from individuals and organisations. I cannot thank each one of you for it would be endless but notably the FIFA President herein quoted “I am certain that your knowledge and personal qualities will have an important impact on the stable development of our beautiful game in your country” CAF President, CECAFA President, the Football associations of Jordan, Zambia, Senegal, Japan, England to name but a few.

    Status of the top league football
    Top league football is currently engulfed with personalities, greed, egos, intrigue, wrangles and court battles and it’s not healthy for the game. Club football is highly deficient of quality and quality human resource in the areas of coaches, players, administrators, specialised support services professionals, sports medicine specialists, referees, fans etc
    Football is played on the pitch and enjoyed by the people in this country. I will continue to steer FUFA to work tirelessly with all stakeholders to ensure that top league football is professional and cherished by all.

    I take this opportunity to rally the country and to call upon all people involved in this matter to think beyond self for these matters as the only way to find a lasting solution. We have an obligation as a current generation to our grandchildren.

    National Teams
    Uganda Cranes; Despite the top drawer preparations of the Uganda Cranes with international matches Tanzania in Dar salaam, Tanzania in Kampala, Egypt in El Gouna, Botswana in Gaborone and a camp in Turkey, we did not recover from earlier unfavourable results along the campaign. The players and technical team put up a solid performance that we are proud of and one that can be used more as a foundation for the future. Consequently, the road to 2014 Brazil World Cup ended but the road to 2015 AFCON Morocco and 2018 World Cup Russia opened. As FUFA we shall give our best shot and sooner than later, the 2015 AFCON Agenda will be launched.

    I will further thank H.E the President of the Republic of Uganda, the entire Government of Uganda for the financial support that helped the team get as prepared as it was. The story would have been different without this timely help. Three hundred eighty four (384) million Uganda Shillings was received from Government. The preparations of the Egypt and Botswana friendly matches, the camp in Turkey, and the air tickets for players from their bases and back amounted to over Four hundred ninety (490) million shillings. This leaves the match in deficit of over One hundred (100) million shillings owed to one of the air ticket providers. All accountabilities and supporting documents have already been submitted to Government

    Football Competitions
    FUFA Super League; Despite the challenges affecting the top league in Uganda, FUFA Super League enters round 6 at the time of writing this monthly briefing with Soana FC and Olaki Francis as the new revelations.
    FUFA Big League; the fixtures have been released and this week will see the 5th edition of the FUFA Big League Kickoff. This tournament has helped promote only teams that are ready to the top league, it continues to give the countrywide look to club football, and in structures, these clubs have 10 delegates in the FUFA General Assembly with a fully functional association.
    Other Competitions; the Lower leagues will continue under the management of the Regional Football Associations while the Uganda Cup is still under preparations. I also take the opportunity to thank the organisers and participants of other FUFA authorised football competitions such as Masaza Cup, Bika Cup, etc

  • ‘FUFA Executive committee in fresh talks with USL’

    (1) CECAFA tourney dates named

    CECAFA General Secretary Nicholas Musonye has named November 27th as the kick off date for this year’s CECAFA Senior Challenge Cup in Nairobi, Kenya. The championship that winds up on December 12th will also mark Kenya’s 50th Independence anniversary. Uganda Cranes are defending Champions. CECAFA has given member associations up to October 20th to confirm participation. There are 4 proposed venues for this year’s tournament in Nairobi, Nakuru, Kisumu and Mumias.

     (2) FUFA in talks with USL

    FUFA President: Moses Magogo

    FUFA 1st Vice President Justus Mugisha has confirmed that the current Executive committee is in talks with USLL over League related matters. Addressing a weekly press conference this Wednesday, Mugisha revealed that the decision to open up talks was taken during the executive committee meeting. He further added that the Excom had been tasked him to chair the instituted sub- committee that will work towards harmonizing positions between the FUFA Super League (FSL) and the rivalry faction. Mugisha however declined to give details on grounds that the talks were still premature.

     (3) Masaza finals this Saturday

    His Majesty the Kabaka of Buganda will officially preside over the closing ceremony of this year’s Masaza Cup tournament at Nakivubo stadium. Ssingo, who are making their first appearance in the finals, will be taking on Mawokota. The organising committee chairman Godffrey Mbalire Ssalongo said gates will open at 10:00am and that the entry charges have been put at Shs. 5000 and Shs.10.000 for the open stands and pavilion respectively.

     (4) 3 referees for CAF Elite course

    The Continental Football body has named three Ugandan FIFA referees to attend an Elite ‘B’ referees’ and assistant referees’ course in Cairo, Egypt. The one week course runs from November 1 to 8th. The selected referees are Denis Batte, Mark Sonko and Ssemambo Nabikko. FUFA Chief Executive Officer Edgar Watson has urged the trio to start preparing themselves and ensure that they arrive in Cairo in their best physical conditions.

    (5) FUFA President in South Africa

    FUFA President Eng. Moses Magogo is in South Africa to attend a series of events organized by CAF in partnership with the Local Organising Committee in preparation for next year’s Africa Nations Championship. The Team Workshop will take place this Friday at the Southern Sun Hotel. The workshop, forms part of a standard component in the preparations of organising a tournament of this magnitude and will provide the participating nations with all the essential guidelines and information to assist them in their preparations for the tournament.

  • South Sudan Women team jets in this morning

    The South Sudan U20 Women National team arrives at Entebbe International Airport this Thursday morning (10:00am) aboard Air Uganda for their return leg against determined Ugandan side scheduled for Saturday.

    The Ugandan girls walloped South Sudan 9-0 in the first leg played in Juba.  The match will be played at KCCA stadium in Lugogo at 4:00pm and the entry charges have been put at only UGX 5000 per person.

    Meanwhile the Ugandan side goes into residential training this morning at Lugogo. A draw or a win of any kind will help Uganda advance to the next stage of the FIFA U20 World Cup qualifiers and take on Egypt in the next engagement.

    In a similar development, the Friday FUFA Super League fixture involving Proline FC and Bright Stars at Lugogo has been pushed forward by an hour to enable the South Sudanese National tear train on the same venue. The League match will therefore kick off at 5:00pm instead of 4:00pm.

     

  • FUFA hails govt. for funding the Cranes a head of the Senegal game

    The Federation of Uganda Football Associations (FUFA) wishes to extend our most sincere appreciations to:

    President Yoweri Museveni and former FUFA President Lawrence Mulindwa at Namboole stadium last year.
    1. His Excellency the President of Uganda Gen. Yoweri Kaguta Museveni for facilitating the fans’ trip to Marrakech City in Morocco to cheer up the Uganda Cranes. We pray that this gesture continues.
    2. The Government of Uganda through the ministry of education and sports for the funds provided to prepare the team a head of the Senegal game.
    3.    The ministry of Education and sports for all the guidance to FUFA and for proper representation of the Federation requests to the Government and the President in particular.
    4. The State minister for sports Hon. Charles Bakabulindi and for travelling with team and for all the diplomatic connections accorded to both the players and fans as a result of his efforts.
    5. Hon. Minister of State for Primary Education Hon. Batalingaya for leading the fans’ delegation into Morocco.
    6. The Members of Parliament from the Education and sports committee who travelled with us to Marrakech City in North Africa.
    7. The players for exhibiting a good game against Senegal despite a slim 1-0 loss.
    8.  The technical bench headed by Coach Micho for a mature tactical approach to the game that gives us a big hope in the near future.
    9. The gallant football fans who endured the eight hour long flight to Marrakech and supported the Cranes team throughout the 90 minutes.
    10. The Members of the press for the coverage of all our build-up matches and the Senegal match in particular.
    11.  All the sponsors (MTN, Nile Breweries, NIC) and more so Mr. Aggrey Kagonyera of MTN for being with us in Morocco.

    Our appreciation is further extended to any other individuals who have contributed towards our entire World Cup qualification campaign.

    The Saturday result does not mark the end of the game in Uganda. We are out of the 2014 World Cup qualification campaign but still in the race for making our game better. FUFA will remain committed for the right cause.

    Our focus is now on the forth coming CECAFA Senior challenge Cup tournament scheduled for late November in Nairobi and the CHAN competitions due in South Africa early next year.

    Eng. Magogo officially assumed office this Monday

    New FUFA president Eng. Moses Magogo has promised changes within the FUFA Secretariat as a move to improve service delivery in the federation.

    Magogo made the remarks while meeting the federation staff at FUFA House in Mengo on Monday afternoon. The meeting came just two hours after the outgoing FA leader Lawrence Mulindwa had made his official farewell statement to the same audience. Mulindwa also officially handed over the office to Magogo later in the day.

    “I need to see a committed, vibrant and functional secretariat that is well motivated and ready to offer quality services”, the new president stated. He said there was a Human Resource Manual to be implemented and that all changes would be based on this document.

    He further added that his new administration would ensure that every staff at the secretariat signs a working contract with clear terms and conditions of services stated.  This exercise, he said would start in April but gave a grace period of six months for every employee to prove his worth to be accorded an opportunity for a contract in April.

    Lawrence Mulindwa officially handed over office to Magogo today.

    The new FA boss mentioned that three positions at the level of Directors would soon be advertised and urged interested individuals to apply when time comes. These will include Finance, Competitions and Commercial.

    About changes, Magogo said they were inevitable but was quick to comfort the workers that everybody would benefit from this arrangement.

    The meeting was also attended and addressed by the first FUFA Vice President Justus Mugisha, second Vice President Darius Mugoye and Executive committee member Hamid Juma. “Changes are part of life. If you can’t manage change then it goes ahead to change you…” Mugisha reminded the employees.

    Both Mugoye and Hamid called for respect amongst each other and work closely with the Executive committee but through the CEO.

  • FUFA Assembly bestows Honorary President title upon Mulindwa

    Outgoing FUFA President Lawrence Mulindwa shaking hands with the Head of State Gen. Yoweri Kaguta Museveni. The Ordinary General Assembly bestowed the title of Honorary President upon Mulindwa.

    The FUFA Ordinary General Assembly sitting here at Jinja Nile Resort Hotel this Saturday August 31 has bestowed the title of the Honorary FUFA President to the outgoing FUFA President Lawrence Mulindwa.

    Mulindwa becomes the first former President of FUFA to achieve the title. Northern region delegate and FUFA Executive Committee member Dr. Patrick Benard Ogwel carried the proposal to the floor and was unanimously supported by all de legates.

    “Mr. Mulindwa has sacrificed so much for Ugandan football and he leaves our games far better than he found it. From the 128th position in the World FIFA rankings to 77th. He deserves this honorary title” Ogwel moved.  

    The act was within the provisions of the FUFA statutes Article 18 (i) which states that the General Assembly may bestow the title of honorary President or honorary  member upon any persons for meritorious service to football”.

    In his acceptance speech outgoing FUFA President Lawrence Mulindwa hailed the house for showing appreciation for his contributions towards football in this country. He emphasized his earlier position of remaining supporting to the game even after his exit.

    Bulemeezi team captain receives a trophy from His Majesty the Kabaka of Buganda Ronald Muwenda Mutebi II after edging Buwekula 1-0 in the finals at Nakivubo last year.

    Masaza Cup defending champions Bulemeezi FC will host Mawokota on Sunday at Bukalasa Agricultural College ground in the first leg of the quarter finals of this year’s edition.

    Group ‘D’ table leaders and 2011 champions Buluuli travel to Entebbe to play Busiro in the second quarter finals.

    Gomba that finished second in Group ‘B’ takes on Kkooki at kabulasoke while Kabula host Ssingo. Kabula are playing in the quarter finals for the first time.

    The finals are scheduled for either September 21 or 28th this year. Masaza Cup is an annual tournament organized by Buganda Kingdom through its ministry of education and sports.

    The tournament has produced key Uganda Cranes players like Emmamuel Okwi (Kyadondo), Hamis Kiiza (Bugerere), Robert Odongokara, Mike Mutyaba (Mawokota) and  Godfrey walusimbi (Busiro) among many others.

    His Majesty the King of Buganda Ronald Muwenda Mutebi IIpresides over both the opening and the closing ceremony of this annual tournament.
