    The Jogoos are one team that recruited massively ahead of the new season and will use the platform to test a solid Bright Stars side that picked an away point in the goal-less affair with Soana on match day one.

    Robert Achema, Karim Ndugwa, Abdul Karim Kasule and Abel Eturude are some of the new faces in SC Villa expected to fight against Bright Stars’ experienced guns in Benard Muwanga, Jimmy Lule Kibirige and goal keeper, Mathias Kigonya.

    At the Mehta Stadium in Lugazi, coach Alex Isabirye (now at BUL F.C) will be returning to Lugazi to face his former pay master, Uganda Revenue Authority (URA) football club.

    Isabirye will be facing URA for the first time having left the club in May 2015.

    URA F.C has new coaches, Kefa Kisala (assistant) and head coach, Moses Basena with a crop of new and old guards that will be looked upon to salvage the team’s home pride.

    In Saidi Kyeyune, Feni Ali, Patrick Ochan and Robert Sentongo, the tax collectors have a potent attacking team.

    BUL have never won at the Mehta stadium, will they perform history?

    Enjoy the games.

    The Federation of Uganda Football Associations (FUFA) appeals committee of Richard Kiboneka (Chairman) and James Bakama and Chris Othieno (members) on Thursday convened to deliberate on the appeal Lweza F.C lodged following their relegation for failure to comply with the FUFA Licensing regulations in the given time frame.

    The committee used Lweza F.C’s submission to pass a ruling pardoning the club and henceforth issued with a club licence that means they are reinstated back to the Azam Uganda Premier league for the season 2015/16.

    In a memo from the FUFA CEO, Edgar Watson to Lweza C.E.O;

    The FUFA secretariat is in receipt of a verdict by the FUFA Appeals committee in regard to Lweza F.C’s appeal against relegation. Lweza should be issued with a provisional license for the season 2015/16, be considered in the 2015/16 Azam Uganda Premier league fixtures and pay a  fined of Ug Shs 1M within 3 days from the date of admission.

    The committee wishes to warn all the clubs that despite the circumstances of this particular case, this is the last chance this committee will tolerate disrespect of deadlines set by the regulator in all football aspects.

    This committee is alive to the fact that all the successful leagues in the world respect time and this committee will be condemning the Ugandan league if it tolerates disrespect of deadlines, time management is part and parcel of football development in the world and all the clubs should take note of this point.

    However BUL FC Chairman Aliasi Silver has communicated to FUFA sending in the club’s apology as they will beable to make the trip to Kampala.

    ‘We wish to send in our apology that we won’t be able to attend tomorrow’s meeting due to tight schedule of the Club. On the same day we have an executive meeting with the Directors/ Patron of the Club thereafter unveiling ceremony of the new coaching staff and the new players plus the 2015-2016 squad’ said part of the communicationto FUFA

    The communication further reads; We want to make our stand clear on issues governing /running Football in Uganda

    • We are NOT part of the people who want to take FUFA to court.
    • We are ready to start the League under the Azam Uganda Premier League
    • We are of the view that these matters can be settled amicably on round table discussion as football family and let the clubs get their monies
    • There’s need to respect one another as we do not need to be friends in order to work together

    The meeting set for tomorrow at 2pm is for Azam Uganda Premier League CEOs, Club Chairmen and FUFA.

  • Azam Uganda Premier League: Club Chairmen, CEOs, FUFA to meet

    With the kickoff of the Azam Uganda Premier League 2015/2016 season getting close, FUFA has invited all the 15 chairmen and CEOs of the clubs in the top flight for  a meeting due on Thursday 20th August,2015 at FUFA House.

    The meeting that will discuss matters about the Azam Uganda Premier League will start at 2pm.

    FUFA President Eng.Moses Magogo and Executive members will attend the meeting.

  • SC Villa Jogoo, Express, KCCA FC: We are not part of any court process against FUFA

    SC Villa Jogoo, Express, KCCA FC: We are not part of any court process against FUFA

    The Chairmen of the three Uganda football giants SC Villa Jogoo, Express FC and KCCA FC have communicated to FUFA in a joint statement distancing themselves from any court process undertaken by an institution or individuals against FUFA on matters regarding the Azam Uganda Premier League

    In a statement communicated to the FUFA CEO Edgar Watson by SC Villa Jogoo President Ben Misaga, KCCA FC Chairman Julius Ray Kabugo and Express FC Chairman Francis Ntalazi, the trio insists that they are thankful of FUFA for steps taken to professionalise the game of football in Uganda.

    The clubs that are members of FUFA further pledge to play their part in developing football.

    The full joint statement with a subject matter Azam Uganda Premier League reads;

    We take this opportunity to thank FUFA for the activities undertaken to develop the game of football in Uganda and as Clubs we pledge to do our part.

    We are looking forward to the new season that commences on 22nd August 2015 and another exciting season with much hope that our fans will be satisfied with the football product that we shall deliver.

    You will appreciate that all clubs have adequately prepared for the season and we are gearing for a very competitive season.

    Whereas adequate preparations for the league have been underway, we are not happy with the way matters of the Azam Uganda Premier League are being handled and as the three clubs, in here is our joint official position.

    • We have prepared our teams through the preseason at a cost and do not desire any situation that will hinder us from starting the league. Football Administrators can always have differences but this MUST not affect playing football at all times.
    • As the three clubs, we are presenting our joint clubs’ rights to potential sponsors and these wrangles are only failing us in this objective. We wish to start playing football without the unnecessary wrangles so that our financiers, fans, current and potential sponsors benefit from the teams on the Pitch and on TV
    • We are football clubs that are engaged in playing football for our fans and sponsors and shall not allow to be used for political and individual interests.
    • We do not approve taking disputes of the league to courts of law. This is inconsistent with the spirit of FUFA, CAF and FIFA Statutes and besides a lot of the clubs’ money will be diverted to pay legal fees. We have not been consulted for the decision to undertake litigation of any form and therefore we do not expect any legal fees to be charged off the sponsorship money. We have already lost over UGX 50 Million in legal fees and this money alone would be enough to buy over 150 pieces of balls at a rate of USD 100 per piece which would have been more beneficial to the clubs. To us this is wasteful expenditure. We are therefore not ready to commit more funds to any court fees. Football money should be spent on football not dispute resolution as football has never been a war.
    • It’s high time that we demonstrated to the football loving community that as members of the same family can always have disagreements but have them settled amicably. It’s the only accepted approach that our stakeholders will appreciate and support. It’s also a sign of respect to one another.
    • We are also aware that since the 16 clubs are direct members of FUFA, we are bound by FUFA Rules and consequently there is nothing wrong with the FSL board responding by following the guidance of FUFA or responding formally instead of opting for the expensive litigation process at the cost of clubs yet without consulting and approval of clubs.
    • It is also only prudent that since the term of the board has expired, let us follow the FUFA guidelines and elect a new board and this will avail an opportunity for the newly promoted clubs to exercise their civic rights and will be acceptable to all of us.
    • We pledge to support the process of professionalization and we believe that good corporate governance practices shall only improve our game. We are also aware that this call is not for only the three clubs but many others
    • It is therefore our call that FUFA invites all Club Chairmen together with FUFA to find a way forward at the earliest opportunity.

    We shall remain awaiting your response to our call.

  • FUFA Achievements Series: Week 5-Finance

    FUFA Achievements Series: Week 5-Finance

    The General Assembly of FUFA is slated for 26th September 2015 at Soroti Hotel.

    During the General Assembly, the delegates will get hold of the Financial report and peruse through for any feedback.

    However any figures that would have have been captured in the financial report are as result of proper management of funds received or released by the federation.

    FUFA President Eng. Moses Magogo and his Executive have made strides in the area of finances. Here is the President’s take;

    In my manifesto, I expressed that it is not sustainable to finance the modern game using private resources. I also promised that I will approach the inadequate finance resources in 2 ways thus by;

    • Opening more revenue channels
    • Introducing systems and controls to achieve efficient utilisation of the meagre resources

    I further promised to institute means to account for every shilling received

    Before;
    Although some revenue was being generated from Sponsorships, it was very small. There was no substantial funding from the government. Merchandise did not generate any revenue and the cost sharing schemes were unpopular and not attempted.

    The FUFA Finance Department was composed of only an Accountant and a volunteer part-time Vice President in Charge of Finance. It was impractical for the department to produce final accounts and report in accordance with the FUFA Statutes. The inadequacy of staffing did not allow the quarterly financial reports to the FUFA Executive Committee

    The duo reporting requirement to FIFA and the FUFA General Assembly over different financial periods was cumbersome. FUFA normally spent unconstitutionally as the financial period would end on 30th June with the Assembly in August meaning the period in between expenditures were made had not been approved by the FUFA General Assembly

    There was a lot of cash payments inclusive of salaries for staff and allowances for referees.

    The Question of Accountability
    There has been a lot of hullabaloo about FUFA and more particularly the person of the President failing to show accountability.

    The fact is that the people asking are either ignorant of how accountability of institutions is done or have deliberately used this scheme to cause ridicule of the FUFA President and the entire institution with intention to cause lack of trust from the funders.

    This is further intended to cause general system failure as a political tool. The easily visible form of accountability is that FUFA has been a going concern with increased expenditure and engaging in multiple projects.

    Accountability should not be seen to be done but should actually be done. All institutions account in accordance with their respective Statutes and the reporting mechanism is in compliance with International Accounting Standards.

    FUFA accounts in accordance with the FUFA Statutes. It must then be noted that the FUFA President is not the accounting Officer at FUFA but the Chief Executive Officer. The FUFA President equally demands for accountability from the implementing officers.

    The FUFA Statutes provide that the Finance Department prepares final Accounts at the end of the Financial Period/ Year. The end of Financial Period is stipulated in the Statutes and for the case of FUFA it is now 31st December.

    The FUFA General Assembly appoints External Certified Public Accountants (Auditors) who have the expertise to cross check right from each shilling received and spent. The Auditors thereafter provide their opinion to the FUFA General Assembly.

    After the Audit is completed, a management letter and the Audited Final Accounts are presented to the Finance Committee and eventually to the FUFA Executive Committee. This is the first time the President comes in contact with the final accounts.

    The major role of the President is to supervise and ensure the statutory provisions are followed particularly that Auditors are facilitated, provided with the information they require from the department, that the finance committee indeed sits to discuss the accounts, then to chair the Executive Committee and General Assembly which discuss the Final Accounts

    It is not only improper but also not practical to declare gate takings and associated expenditures and interpret that as accountability. Besides even games that do not generate income (like away fixtures) have similar expenditures.

    I am glad to report that the audited final accounts for the period ending 31st December 2014 have been presented to and passed by the Finance Committee and will be discussed at the Executive Committee and eventually sent to the delegates of the FUFA General Assembly.

    For the very first time, FUFA will after the FUFA General Assembly share the Audited Final Accounts with the various stakeholders inclusive of FIFA, CAF.

    Government and the General Public through the Print and electronic Media
    Our intervention and Achievements;

    1) Through marketing, we have increased on revenue from sponsorship. Merchandising is now a source of revenue whereas Cost Sharing has now been embraced particularly in the education programmes. We have also received unprecedented over 1 billion UGX from the Government

    2) FUFA recruited a full time and CPA holder as the Finance Director. It is now a 4-man department with the Financial Accountant, Management Accountant and Cashier.

    3) We have since instituted internal control mechanism with heads of department as vote controllers and a proper requisition system in accordance with budgets has been instituted

    4) Staff Salaries and Referees allowances are now paid by direct bank transfer

    5) We have since instituted internal control mechanism to a reporting mechanism where there is an item on the agenda in the quarterly FUFA Executive Committee Meeting

    6) We changed the end of financial Period from 30th June to 31st December. This now enables single audit process for FIFA and FUFA. It further provides enough time between the End of Period (31st December) and the FUFA General Assembly (Before 31st October) for thorough Audit and be able to send documents to the delegates at least 30 days before the General Assembly as required in the FUFA Statutes.

    Tangible Results;
    1) FUFA has been able to increase its expenditure on Salaries for Staff, National Team Coaches and Players Allowances, FUFA Bodies sitting Allowances.

    2) FUFA has remained a going concern with the many multiple development projects that have been successfully completed or are in progress

    3) The approved budget that starts in January is now approved in September and consequently no unauthorised expenditures will be done

    There is still a lot to be done but considering the 2-years so far, we believe this has been a great job done. The impact of the current intervention so far the finance area has kept FUFA a going concern yet with more initiatives and investments we shall achieve more

    It is Our Game, It is Our Country
