Uganda Cranes head coach Milutin Sredojevic has named a squad of 24 players for the Regional tour of Buganda this weekend in Luweero at Kasana Ground on Saturday 19th August 2023.
The team will enter camp on Friday 18th August 2023 at Cranes Paradise Hotel, Kisasi.
The FUFA Executive has amended Article 19 (2)(V) of the FUFA Competitions Rules (FCR) where hitherto only three (3) foreign players could be fielded in a FUFA Competition Match.
Considering that our clubs are starting to compete in group stages of CAF Inter Club competitions and yet their probable competitors use more foreign players, the Executive has amended an increase to the number of foreign players for FUFA Competitions from three (3) to five (5). This will, among others, enable our Clubs in the CAF Inter Club Competitions to use such players in FUFA Competitions as well.
In this regard the FCR Article 19 (2) (V) is hereby, with immediate effect, amended to read as follows:
“A Club shall be allowed to field a maximum of five (5) foreign players in any single FUFA Competition match. Relatedly not more than one (1) of the five (5) may be a goal keeper”

FUFA has made strides in sharing coaching education knowledge right from the beginners’ level to the very highest in the Country. With the demands of the game growing each passing day, the coaches are required to improve in their respective fields. Through the Football Development Department at FUFA, the Nakawa DFA organised a beginners’ coaching course in line with the call by the FUFA President Hon. Magogo Moses Hassim’s strategic plan manifesto of teaching more coaches to be able to impart the right skills at the grassroot levels.
A total of 65 coaches participated in the course and were awarded beginner’s coaching certificates.
The elated coaches after the course requested the organisers to plan early enough for the coaching levels that follow.
The coaching course was closed by the FUFA EXCO Member from the Kampala region Football Association, Dr Ahimbisibwe Apollo.
In his remarks, Dr. Ahimbisibwe highlighted the importance of football education and encouraged the participants to pay keen attention to three areas; image, marketing and responsibilities.
‘These key areas play a huge role towards the game of football. If the coaches can achieve the listed key areas, then the whole country will move in the right direction of scoring the Hattrick as elaborated in the FUFA Strategic plan under the Future 2021-2025 passed by the 97th General Assembly in Mbale in 2021’ said Dr. Ahimbisibwe.
The week-long workshop was closed on Friday 28th October 2022 at Kyambogo University.

Players Status Regulations
The FUFA Executive Committee approved proposals from the Rules Review Commission (RRC) for amendments to Regulations on status and transfer of players. The approved proposals are;
All football players featuring in FUFA Official Competitions at all levels should be registered on the FUFA Connect System by season 2023/2024. This also takes into account players in FUFA authorised Competitions.
Allow registration of players whose contracts expire during competition period
Youth football player agreements
School-player scholarship agreements for a maximum of three years
Minor players to be registered on FUFA Connect System
Training Compensation fee of UGX 500,000 (Five Hundred Thousand Shillings) has been set per year for a registered player starting at the age of 12 till 23 years for domestic transfers.
Amateur players will remain regulated to stay at a club for two years for stability and growth of a player.

The FUFA Executive Committee approved the proposal of FUFA General Coordinators (GCs) to be enlisted as match officials in matches of the Uganda Premier League, FUFA Women Super League, Uganda Cup, The FUFA Drum and FUFA Cup Final matches. The FUFA GC shall put on the FUFA authorised badge at all matches and effectively replaces the Match Commissioner and work with the Referees Assessor, Centre Referee, Reserve Referee (4th Official), and 2 Assistant Referees.
Capacity Building Curriculum
The FUFA Executive Committee approved the FUFA Education Curriculum which has been developed for courses in Football Administration and Management, Safety and Security, Refereeing, Coaching, Sports Science, Medical and Nutrition.
FUFA Inter District Football Competition
The FUFA Executive Committee approved a proposal to establish a grass roots-based football competition (FUFA Inter District Football Competition).

Uganda Cup Final
The FUFA Executive Committee approved Northern Region Football Association to host the Final of the Uganda Cup 2022/2023 season. The final will be hosted in Lira at Akii Bua Stadium.
Proline FC’s request to change region
The FUFA Executive Committee approved that Proline FC plays in the Buganda Regional League for 2022/2023 season. Proline FC acquired Nalubaale FC that was started in Buikwe, Buganda region.
However FUFA Exco advised Proline FC to apply for registration in the Kampala Regional League for the 2023/24 season.
Change of Club names
The FUFA Executive Committee approved requests from three clubs to change names. Clubs whose requests were not approved, means they did not meet the requirements at the preliminary stage for change of name.

The FUFA Executive Committee approved the proposal to reinforce the Technical team of the Uganda National Beach Soccer team-Sand Cranes. The Exco endorsed the appointment of Angelo Schirinzi from Switzerland for the period that will see the Sand Cranes feature at the COSAFA Beach Soccer Championship in South Africa and the 2022 AFCON Beach Soccer Finals in Mozambique.
Uganda Women National Senior Team- Crested Cranes
The FUFA Executive Committee declared that the positions of the technical team of Crested Cranes have fallen vacant following the completion of their assignment for which they were appointed that ended with the WAFCON Finals in Morocco. FUFA will declare as and when the application process for the vacant positions starts.
Community Clubs Programme
The FUFA Executive Committee approved the FUFA Community Clubs Programme-a model that will create sustainable and accountable clubs built to last. The FUFA Exco provided potential areas of focus where the programme will be first implemented. Acholi, Tooro and Masaka were earmarked for the kickoff the programme.
The football department of FUFA has confirmed that two CAF C Courses will be conducted starting 4th July and run for a period of 30 days.
The Football Development Director Ali Mwebe revealed to fufa.co.ug that the organisers of both courses have been cleared to go ahead and start receiving applications.
The two courses will be held in Kampala (Kampala Region FA) and Kabale (Western region FA).
The organisers met the requirements of hosting these courses.
Kampala Region FA will handle the course in Kampala while HAM Sports Marketing Agency- a private sports agency have been cleared to manage the one in Kabale.
‘We are happy that the courses have been cleared to resume after a long period. CAF is happy with the Capacity building courses conducted in Uganda. We have just completed the CAF B course in Njeru. We are now focused on organizing courses for coaches who are willing to enroll for CAF C courses’ said the FUFA Football Director Ali Mwebe.
‘The links have been sent to the organisers to start registration for the fully paid up coaches. We also encourage coaches around the region to enroll but the football federations where they are coming from should write to FUFA directly for recommendation. CAF D (formerly FUFA Level One coaches, former National Team players are allowed to enroll. The FUFA Development Department will clear every participant after submission of the lists by the organisers’ added Mwebe.
The CEO of Kampala Region Isaac Ssengendo is delighted that the region will finally have a CAF C course again.
‘We understand the hard times but education is key in football. The registration of participants is in progress. We want to be the best in organizing such courses so that the coaches could get better offers around in the market. We have limited slots left’ noted Ssengendo.
From Western region FA, the mood is growing day by day as the potential participants are looking forward to the first ever CAF C course in Western Uganda.
‘We have never had a CAF C course in Western Uganda. The coaches are excited, ready for the course and want to be history makers. We have already registered some coaches but we must make a list of 30. We are glad that FUFA cleared the course and we are sure to get the required number of 30 to conduct this course’ said Andrew Amanya-the Coordinator of the Course to be held in Kabale.
The course in Kabale will cost 700,000/= (Seven Hundred Thousand Uganda Shillings Only while in Kampala 850,000/= (Eight Hundred Fifty Thousand Uganda Shillings).
The resumption of the Uganda Cranes regional tours is set for this weekend with a trip to the Buganda Region at the Ssaza Grounds in Mityana.
Uganda Cranes coach has named a 26 man squad for the trip with the match to be played on Sunday 20th March 2022. The squad has three foreign based players Lukwago Charles, Faruku Miya and Chris Akena and will make the short journey for the tour sponsored by Airtel and Nile Special. The three players are in the country but undergoing privately organised training sessions.

Promotion/Relegation FUFA Big League 2021/2022season
The FUFA Big League 2021/2022 season will have 12 teams but played in a single group on home and away basis.
The bottom four (4) teams on the final table standings at the end of the season shall be relegated to their respective 3rd Division Leagues.
The Winner of the Regional Leagues in each of the 8 FUFA regions shall be promoted to the FUFA Big League 2022-2023 season. The 2022/2023 FUFA Big League season will have 16 teams.
Going forward and starting with the 2021/2022, the FUFA Big League shall be played as a single group always. The kickoff dates will be confirmed and communicated.
Format for Women Competitions 2021/2022 season
The matter has been assigned to a select Committee to provide a report in 7 days on the format to be used for the 2021/2022 season.
Approval: Change of Club Names
The request to change the club names by 15 clubs was approved as below;
FUFA is committed to working with all good willed groups to save the lives of its stakeholders against the COVID-19 pandemic.
In this spirit, the FUFA COVID-19 Management Committee will conduct another round of vaccination in support of Government’s programmes through the Ministry of Health (MoH) for all Members and officials of FUFA to be vaccinated against COVID-19.
The vaccination exercise will be held at FUFA House, Mengo starting Monday 27th September 2021 to Friday 1st October 2021 from 9:00am – 1:00 pm on each day.
The vaccination exercise is for those taking the first dose and second dose.
The latest programme of vaccination is for all members of the FUFA Executive, Judicial Bodies, Delegates, Secretariat, players of Clubs at all levels for both Men and Women Leagues.
As earlier communicated (Circular No. 1132) starting, Tuesday 1st June 2021, the Covid-19 vaccination card became a mandatory requirement for participation in any FUFA organised and/or authorised activity or event including but not limited to:

Uganda Beach Soccer Association (UBSA) acquired land measuring to one acre in Buliisa district to construct a beach soccer facility.
The donation came from Kisansya Primary school in Buliisa Town council, Buliisa District.
UBSA chairman Deo Mutabazi graced the inspection of the site at Kisansya primary School and expressed his appreciation for the offer.

FUFA has continued to follow all necessary steps aimed at bringing live coverage of the National Senior Team- The Uganda Cranes closer to the Television sets for members of public within the territory of Uganda but within the rules and regulations of the game.
Therefore, FUFA granted its Free to Air (FTA) Rights to National Broadcaster Uganda Broadcasting Corporation (UBC TV) to televise the home matches of Uganda Cranes in the ongoing FIFA World Cup Qatar 2022 Qualifiers with in the territory of Uganda.
The Free-to-air (FTA) services are for Television (TV) and radio services broadcast.
FUFA notifies the general public that no authorisation has been given to any media house in regard to the Free-to Air (FTA) Rights of Uganda Cranes home matches apart from Uganda Broadcasting Corporation (UBC TV).
FUFA further notifies the public that NO other entity has been granted permission to act, deal or negotiate on behalf of FUFA in regard to the Free-to-Air Rights of the Uganda Cranes home matches in the ongoing FIFA World Cup Qatar 2022 Qualifiers within the territory of Uganda.

FUFA has issued Circular number 1136 directing all clubs not to admit fans to the stadiums until further notice.
The communication signed off by the FUFA Deputy CEO-Football Decolas Kiiza was issued on Thursday 3rd June 2021.
The circular is addressed to FUFA Members, Special Interest Groups of FUFA and Stakeholders reads;
As you are all aware according to statistics from the Ministry of Health there is an upsurge in the number of COVID-19 cases as well as deaths in Uganda.
FUFA had earlier allowed up to 200 fans to watch FUFA organised and FUFA authorized competitions with strong adherence to Standard Operating Procedures (SOPs). This is no longer tenable in the current situation.
Therefore, in order to ensure the Health and Safety of players, Technical staff and all stakeholders, all matches shall be played without spectators or fans until further notice.
As we wind up the 1st Division, 2nd Division and the Uganda Cup there shall be no fans in the stadiums. Teams are further strongly encouraged to limit all other authorized personnel to the bear minimum. SOPs must be strictly observed and COVID-19 vaccination enhanced by football officials and players throughout the country.
In a circular No. 1135 dated 2nd June 2021 and signed by FUFA Deputy CEO-Football Decolas Kiiza, FUFA has taken a decision to postpone the Regional leagues that were due to kick off in the near future. The communication reads;

Expertise is developed by experience and/or training. A brain Surgeon is prepared for over 10’s of years and so is a football player, coach, referee, administrator and any professional support staff.
Many an occasion, you find individuals without any experience nor training, aggressively providing expert opinion on how to play, coach, officiate (as in refereeing) and administer the game.
1. A Journalist with hours of experience on air will inform the audience on how Arsene Wenger made mistakes in the team chosen or player signed and will be applauded by the audience.
2. A football administrator will dismiss a coach over failure to perform when the team is lacking basic needs and get applauds from the gallery.
3. A football fan will not buy a ticket or replica jersey but expect the referee to give a penalty to his team to win and will be applauded by the gallery
4. A Referee will make an ‘intended’ mistake that everyone at the match sees but himself and will explain using the 18th Law of the Game- the Common Sense Law.
5. A player will feel cheated for not being paid even when the club he is playing for does not make any income from his trade and will be applauded by the gallery.
6. A Coach will tell the media at the post match press conference of how his/her team lost because the referee was the 12th opponent player and will be applauded by the gallery.

FUFA is committed to working with all stakeholders to save the lives of its stakeholders against the wrath of the COVID-19 pandemic. In this spirit, the FUFA Executive approved the recommendation of the FUFA COVID-19 Management Committee to mobilise Government/Ministry of Health (MoH) for all Members and officials of FUFA to be vaccinated against COVID-19.
In executing this measure, FUFA will have wider opportunity as we seek for opening up football activities with better safety.
Vaccination against Covid-19 is not only cheap (free) but improves one’s body immunity, minimises the effects of the pandemic and can easily be accessed from various facilities throughout the Country.
In line with the FIFA, CAF, Ministry of Health and World Health Organisation, FUFA wishes to announce that the MoH has authorised the COVID-19 vaccination of FUFA Members and officials throughout the Country with immediate effect vide ADM:105/309/23.
All members of the Executive, Standing Committees, Judicial Bodies, Delegates, Secretariat, Clubs at all levels of both Men and Women Leagues are advised to proceed to the nearest COVID-19 vaccination Centre and get vaccinated. Every person shall move along with their FUFA Identification and National Identity Card.

About the Ordinary FUFA General Assembly
The Ordinary FUFA General Assembly is the supreme and legislative body of football in Uganda and is comprised of 34 members (Associations) that are represented by 88 delegates.
The Assembly takes place annually where delegates convene and review activities carried out in the previous twelve months plus planning for the future.
According to Article 21 (2) of the FUFA Statutes and Regulations, the FUFA President conducts business at the General Assembly in compliance with the standing orders.
Some of the key areas of address in the FUFA Ordinary General Assembly include activity report, financial statements, approval of budgets, admission of new Members and dismissing of members among others.
Prior to the Ordinary FUFA General Assembly, all Member Associations convene independent annual Assembles in accordance with the FUFA Statutes.
This allows resolutions and reports from Members Associations to be agreed on before they are presented in the FUFA General Assembly for discussion.

Legends Charles Ogwang and midfielders Sharif Samanya were invited by FUFA to grace the ceremony. Both players featured in the 1996 Uganda Cup final won by UEB FC captained by Ogwang who went on to score the game’s solitary goal. Samanya played for Nile FC captained by Peter Nsaba in a match won by UEB FC 1-0 at Nakivubo stadium.

2019 Winners Proline FC have a fixture against the winner of the match between Kigezi Homeboyz FC and BUL FC. The 1st leg leg ended 2-1 in favour of BUL FC. The date for the 2nd leg is yet to be communicated.

It was a great moment to win the Uganda cup. I scored 8 goals and won the top accolade as leading scorer. Captaining the team to victory was so sweet as the usual captain was injured. I thank the sponsors Stanbic and Plascon for injecting money in the tournament.

It is a dream for every player to play in a Cup final. I felt bad losing but we had many injuries heading into this game. It always a nice feeling ejecting teams from such tournaments. I’m happy that FUFA invited me to be part of this draw.

Details of Quarterfinals
Article 19 (Stanbic Uganda Cup Rules 2020/2021-4th Edition)
Third Round (Quarter-Finals)
The 3rd round shall comprise 8 teams qualified from the second round.
FUFA shall draw lots to generate ties for the third round.
All ties in this round shall be two legs played on home and away basis.
The team with more goals at the end of the return leg match shall be the winner of the tie.
If teams are tied by goals at the end of the return leg match, the away goals rule shall apply.
If teams are still tied under Art 19 (5), spot kicks shall be applied to determine the winner. There shall be no extra time.

The Federation of Uganda Football Associations (FUFA) Special Interest Groups (SIG’s) delegates have been elected at the FUFA Headquarters in Mengo, Kampala on Saturday, 8th May 2021.
Delegates from the 8 Special Interest Groups; Uganda Football Referees Association (URFA), Uganda Football Coaches Association (UFCA), Uganda Beach Soccer Association (UBSA), Futsal Association Uganda (FAU), Uganda Football Players Association (UFPA), Uganda Schools Football Association (USFA), Uganda Youth Football Association (UYFA), Uganda Women Football Association (UWFA).
On the same day, delegates for the FUFA Women National Leagues were elected. This is not part of the Special Interest groups.
Ronnie Kalema returned as chairman of the Uganda Football Referees Association unopposed.
The other two UFRA delegates are Brian Miiro Nsubuga and Rosebell Rwamuyamba.
Livingstone Kyambadde is the chairman of Uganda Football Coaches Association (UFCA) with Frank Anyau as the other delegate.
Uganda Beach Soccer Association (UBSA) chairman and delegate is Deo Mutabazi who returned unopposed; Anthony Tumwesigye also returned unopposed.

Futsal Association Uganda (FAU) chairman is Hamzah Jjunju (unopposed) with Patrick Lugemwa the other delegate (also unopposed).

Uganda Football Players Association (UFPA) chairman and chairman is Paul Ssali (unopposed) and Fred Tamale the other delegate (unopposed).
Justus Mugisha tallied 23 votes to win the chairmanship of Uganda Schools Football Association. Miriam Makeba is the second delegate after scoring 22 votes.

The new Uganda Youth Football Association chairman is Robert Kiwanuka who tallied 18 votes.
Mansoor Kabugo is the second delegate after returning 17 votes. Farouk Kigongo got two votes.

Margaret Kubingi tallied 18 votes to win the chairpersonship of the Uganda Women Football Association (UWFA).
Owek. Florence Nkalubo Bagunywa is the second delegate after scoring 14 votes. Harriet Nattabi got 9 votes.

The elections completed include; District Football Associations, Regional Football Associations, Special Interest Groups and FUFA Women Football Leagues (Super League and Elite League).
Those yet to be conducted are in the FUFA Big League (5 Delegates), Third Vice President, the FUFA President and his Executive Committee.
The 97th FUFA Assembly will be hosted by Eastern Region Football Association (ERFA) in Mbale city on 21st August 2021 as decided by the 24th FUFA Executive Committee meeting that was convened at FUFA Executive Complex on 30th April 2021.

Delegates from the Buganda Region Football Association (BRFA) have unanimously resolved to endorse the incumbent president for Federation of Uganda Football Associations (FUFA) Eng. Moses Magogo.
All the six delegates; Jackline Musiime, Michael Ssekabira, Samuel Mpiima, Andy Kaweesa, Hassan Kavuma and Rogers Mulindwa concurred and signed a Memorandum of Understanding (MOU) to throw their full weight towards the incumbent.
The regional delegation met the Federation President on Wednesday evenng at his office and presented a copy of the MoU to him.

‘There is need to consolidate the gains and secure the future of our Game. Now, wherefore, we the persons whose names and signatures are appended to the Memorandum, being delegates-Elect representing Buganda Region Football Association to the FUFA Assembly hereby commit ourselves under the whip of Mr Rogers Mulindwa to support and vote Hon. Eng. Moses Magogo for another term as the FUFA President during the forthcoming elections scheduled for August this year’

They cited Uganda Cranes’ back to back qualification to the AFCON finals since 1978, the Hippos (U-20) playing in the AFCON finals and qualifying for the FIFA U-20 World Cup abate due to the COVID-19 pandemic, Sand Cranes qualification to AFCON finals for the first time ever, improvement of Uganda’s visibility at both CAF and FIFA levels, FUFA’s ability to secure more sponsorships, women football at its peak, more investment of grassroot football, federation secretariat being more recognized, infrastructural development with several new buildings and the Kadiba stadium under construction, Hon. Magogo being the first Ugandan at the CAF Executive committee and the good leadership traits among others.

Buganda thereby becomes the first region to officially sign an MOU to express their full backing for Eng. Magogo.
The roadmap for the 2021 FUFA elections was released by the FUFA Electoral Commission with a smooth progress of district and regional elections already executed.
The 97th FUFA elective assembly will be hosted by the Eastern Region Football Association on 21st August 2021 in Mbale city.
