    StarTimes FUFA Big League current leading scorers:

    Every situation at this stage of the season is very tight. The story is not different in the StarTimes FUFA Big League.

    There races already identified as three teams need to be promoted to the Uganda Premier League while others are fighting for survival.

    However, there is an interesting subplot in the ongoing StarTimes FUFA Big League; The Race for the Golden Boot.

    Kyetume FC forward Ezra Kaye, who is leading the charts with 10 goals, has vowed to clinch the gong that also comes with Sh1m from FUFA at the end of the season.

    The left-footed striker is however facing stiff competition from Maroons danger man Fred Amaku who is a goal adrift in second while Hakim Kiwanuka (Proline FC) and Clinton Kamugisha (Kitara FC) follow closely on eight.

    There is no room for sleeping on duty.

    Veteran Geoffrey Sserunkuma who has since left MYDA FC is on seven.

    Blacks Power James Okiror and Michael Siwu who are on six goals each, are the other strong contenders to the throne.

    ‘It is exciting to be on top at the moment. It is what every striker looks forward to. It is my first time in Big League and I am extremely happy to have scored 10 goals so far’ said Kaye who has scored a third of Kyetume’s 30-goals tally so far this season.

    ‘I attribute all this to hard work and dedication but it all goes back to team work because I cannot score a goal alone as an individual. We are 11 players on the pitch and everyone has a role to play before a goal is scored’ notes Kaye.

    ‘I also set my targets as an individual and work towards that every time I step on the pitch. This time, I want to score 16 goals and finish as the top scorer. I think that is already within my reach. I am sure God will guide me through’ he adds.

    The 20-year old forward who scored three goals in the Uganda Premier League during the 2020/21 relegation season for Kyetume FC, says that he wants to use the Mukono-based side as a platform for bigger dreams.

    ‘I have not reached where I want to be. I need to help Kyetume FC return to the Uganda Premier League. I want to play for top clubs abroad and also represent my country with the Uganda Cranes. Kyetume FC has given me the platform to showcase my ability and I am very grateful’ said Kaye.

    Kyetume after spending some good life in the promotional places of the currnet FUFA Big League season, currently sits fourth on the 11-team log with 21 points.

    ‘We shall earn promotion and have a good coach who has been very integral for me this season. He has trusted me, given me more playing time and above all he has managed to keep us together amidst challenges’ Kaye valued his coach.

    Kaye, is a first born of seven children of Charles Ddamba (Father) and Rose Nakasi (Mother), but credits Richard Kirabira (Manager of his first ever football team Busula Sports Club) for helping him in all spheres especially when they were abandoned by their Dad.

    Kaye attended Crane Infant, Kakoola SS and Janan Luwum Secondary among other schools in Luwero before joining Uganda Christian University in Mukono. 

    His football career started out at Busula Sports Club in first division. He later crossed to Simba UWA where he played for just a half season before signing with Kyetume FC.

    He was the top scorer with 15 goals as Uganda Christian University’ won the 2019 University Football League, beating St Lawrence in the final at Lugogo.

    That same year, 2019, he also won the University games at Kisubi and clinched the Masaza Cup final with Bulemeezi.

    Growing up, Kaye admired the enterprising deadly ‘Mu-Mu’ duo Hassan Mubiru and Andrew ‘Fimbo’ Mukasa. He also liked former French striker Thierry Henry during the English Premier League days at Arsenal.

    Dreamers can never be taken undermined. Kaye has walked the journey so far but he believes there will be light at the end of the tunnel.

    For now,  he has a target of leading his club back to the Uganda Premier League, finish top scorer and get called up to the Uganda Cranes.

    No room for error as the second round of StarTimes FUFA Big League kicks off

    It is the final bend for all clubs in the second division (StarTimes FUFA Big League) as the second round kicks off on Thursday, February 10, 2022 with five matches (on match day 11) at different venues across the country.

    There is limited room for error for all the clubs as the competition and battle fr promotion to the elite StarTimes Uganda Premier League intensifies.

    In the West Nile region, home team Calvary entertains Kampala region side Maroons at the GreenLight Stadium in Arua city.

    Kampala region’s Proline and Western’s Nyamityobora shall lockhorns at the MTN Omondi Stadium, Lugogo during the early kick-off.

    Buganda Region’s Ndejje University take on Eastern’s MYDA at the Arena of Visions in Luweero.

    Another Buganda region side Luweero United entertains Kyetume at the Kosovo ground, Luweero.

    Kitara region’s Kitara Football Club make the trip to Northern Uganda to face  Blacks Power at the Akii Bua Memorial Stadium in Lira,

    Refereeing: Elite Referees, Assessors undergo refresher course & fitness test ahead of season second round

    In preparation for the highly anticipated second round of the StarTimes Uganda Premier League and StarTimes FUFA Big League, the Federation organized a three day refresher course and fitness test for Elite Referees and their Assessors at the FUFA Technical Center in Njeru.

    This refresher course and fitness test ran from Thursday 27 January 29, 2022, to Saturday 29 January 2022.

    Fifty one Center Referees and Assistant Referees together with thirty one Assessors took part in the course.

    The areas of priority and concern included; Amended Laws of the Game, Positioning and game management, Offside, Physical fitness, Food and Nutrition, Disciplinary and integrity.

    The instructors were Brian Nsubuga Miiro, Batte Dennis, Adipo Catherine, Waiswa Ali, Lukambi Denis, Tomusange Ali, Kaddu Badru and Ali Kalyango.

    According to the Chairman FUFA Referees Standing Committee Brian Miiro Nsubuga, this refresher course was essential as everyone prepares for the second round of the Elite Leagues because of the need to emphasize Integrity, Fitness and Performance of the match officials.

    ‘This refresher course was vital because of the numerous aspects we had to review and preview. Many laws of the game were amended for the 2021/2022 season, we also had a lot of challenges in line with the positives picked in the first round thus applying the SWOT analysis to help us improve for the good of the game.’ Nsubuga remarked.

    Nsubuga added that in this course they also viewed various action clips where they discussed together and also interpreted various laws as a group which encourages bonding amongst the whistlemen.

    Details: Why Referee Madanda was suspended

    Circumstances of the case handled by the FUFA Referees Disciplinary Panel

    Upon receipt of the Match reports and upon review of the recorded match video of the 2021/22 Uganda Premier League Match (Match # 101) Onduparaka FC Vs KCCA FC played on 27th December 2021 at Green light stadium, the recorded match video was forwarded to the Referees Technical Panel which provided an expert opinion on the decision rendered by the Centre referee Ronald Madanda.

    The recorded match videos and related reports were forwarded to the Centre referee and first assistant Kalule Michael and both officials were given an opportunity to be heard.

    Evidence Considered

    1. The Referees Technical & Development Panel made the following observations:

    Incident-1 (45th Penalty awarded to Onduparaka (Green/White):

    1. The ball touched the KCCA FC(Yellow/Blue) player’s body(stomach)
    2. The Referees’ positioning, movement and reading of the game was poor
    3. There was no foul warranting a penalty

    Incident-2 (90+ 7 Penalty awarded to KCCA FC (Yellow/Blue):

    1. There was body contact (holding and pushing) by the Onduparaka FC’s player (Defender) against the KCCA FC’s player (Attacker) inside the 18-yard box despite the simulation of innocence by the Onduparaka FC player.
    2. The Referee was poorly positioned due to his poor movement(s) and game reading. He is seen arriving late from a distance(far) when a KCCA FC player is already fouled on the ground.
    3. The Referee made a correct call for a Penalty as there was a foul.

    Centre Referee Madanda Ronald: Upon review of the video and to his own admission, the Centre referee Mr. Madanda Ronald accepted to have wrongly awarded the home team Onduparaka FC a penalty at the 45th Minute.

    To his own admission, he did not have an input in the award of the 45th minute penalty and that if he was the Centre Referee, he would not have awarded such a penalty. He also accepted to have alerted the Centre Referee for the 90+ 7th minute penalty as to him it was indeed a penalty

    Findings

    Upon critical analysis of the evidence, assessors report, video recordings, opinion of the FUFA Referees technical panel and the statements from the centre referees and first assistant referee, the referees disciplinary Panel observed the following findings: – 

    1. That the Centre Referee Mr Madanda Ronald severally failed to correctly interpret and apply the FIFA Laws of the Game and consequently did not officiate the match to the minimum standards required and expected from the FIFA Referee.
    2. The incorrect decisions of Mr. Madanda Ronald had an impact on the sporting results of the match.

    Decision

    Accordingly, as a corrective measure, the Referees Disciplinary Panel found that the Centre Referee Mr. Madanda Ronald failed to justify the poor officiation which gravely affected match number 101 and he is hereby sanctioned with: –

    1. A suspension from officiating football at all levels until 30th June 2022 for unjustified poor officiation, the suspension comes into force immediately.
    2. The matter is further forwarded to the Investigation Chamber of the Ethics Committee to further investigate whether the incorrect decisions of Mr Madanda Ronald in Match # 101 were intended to influence the results of the and be dealt in accordance with the FUFA Ethics Code.

    FUFA Disciplinary Decisions: UPL match No: 101; Onduparaka FC vs KCCA FC

    The FUFA Competitions Disciplinary Panel, FUFA Investigations Chamber and FUFA Referees Disciplinary Panel have made made decisions in regard to the abandoned Uganda Premier League match No. 101 between Onduparaka FC and KCCA FC on 27th December 2021 at the Green Light Stadium.

    Sanctions for Onduparaka FC for breaching Article 31(10) (b), Article 31 (10)a and Article 31(10) (f) (iii) of the FUFA Competitions Rules which high light acts of hooliganism, abandonment of a match, order and security both inside and outside the stadium before, during and after matches.

    Decision

    The FUFA CDP sanctions Onduparaka FC for violation of the FUFA Competitions rules and regulations with:

    1. Whereas the Competitions Rules and Regulations provide for a deduction of three (3) points and three (3) goals for the intense hooliganism and violence, Onduparaka FC is hereby sanctioned with;
    2. an immediate deduction of two (2) points and two (2) goals from those already accumulated by the club;
    3. a suspended one (1) point and one (1) goal deduction and;
    4. a suspended closed stadium sanction for home games.
    5. The CDP hereby orders a REPLAY of Match # 101 between Onduparaka FC vs KCCA FC which shall enable the results of the match to be determined sportingly.
    6. The above replay shall be at a neutral venue already licensed for the Uganda Premier League matches. The venue and date of the replay shall be decided and communicated by the Uganda Premier League Secretariat.
    7. Onduparaka FC remains with the responsibility of the match day organisation of the replay ordered in par (3) above as the Home Team
    8. FUFA shall give a contribution of UGX 2,500,000 (Uganda shillings Two million Five Hundred Thousand) to each club and shall forward the said monies to the respective club accounts for that purpose.
    9. In regard to the destruction of property owned by KCCA FC and its officials, the CDP hereby forwards the matter to the FUFA Investigatory Chamber for further consideration.

    Ondupaka FC Player Rashid Okocha banned with immediate effect for breaching Article 31(2) and Article 31(3) as he attacked a match official and is a re repetitive offender.

    The FUFA CDP

    1. Suspends Rashid Okocha from all football activities effective 31st December 2021 until 31st May 2022.
    2. A Cash fine of UGX 1,000,000(Uganda Shillings one million) to be paid into the FUFA ACCOUNT ACCOUNT NO.7210000969 ECO BANK NDEEBA BRANCH and bring proof of payment of the same to the committee.
    3. The above fine is to be paid by 31st May 2022 and failure to pay shall lead to automatic suspension until the fine is paid in full.
    4. Should Mr. Rashid Okocha fail to heed to the sanctions above, the CDP shall be constrained to take stronger disciplinary measures against all parties involved.

    Onduparaka FC CEO Edson Saba Saba suspended from football activities for 90 days

    The preliminary investigations conducted and with support of the match report indicate that Edson Saba Saba incited violence amongst the fans by telling them not to get out of the field of play and he protested the penalty with threatening words and gestures. Saba Saba alos hurled insults at match officials and incited violence against them and the above actions are contrary to the FUFA Competitions Rules and Regulations.

    Accordingly the FUFA Investigation Chamber of the Ethics Committee hereby;

    1. Provisionally suspends Edson Saba Saba from all football related activities (administrative, sports or any other) for 90 days. The suspension comes into force immediately.
    2. The duration of the suspension may be extended for an additional period not exceeding 45 days.
    3. The provisional suspension of  Edson Saba Saba is principally based on the investigations relating to alleged breach of the FUFA Competition Rules and inciting violence against the match officials. The provisional suspension is premised on the match reports and recorded statements.

    WADA Releases List Of Prohibited Drugs, FUFA cautions players and clubs on testing procedures by officials

    FIFA has sent written communication to all its 211 Member Associations (MAs) with guidelines on the latest WADA list of banned drugs and substances. The Communication from FIFA requires all its MAs to share the list as approved by the World Anti-Doping Agency (WADA).  

    FIFA is urging the players and officials to keep the beautiful game as clean as possible and play fairly.

    FUFA CEO Edgar Watson signed off the communication Circular 1154 dated 31st December 2021 and sent to all the Clubs, licensed players and other football stakeholders.

    List of Prohibited drugs, substances and methods

    NATIONAL ANTI-DOPING ORGANISATION (NADO) AND WORLD ANTI-DOPING AGENCY (WADA) LIST OF PROHIBITED SUBSTANCES AND METHODS

    Please refer to the above-mentioned subject matter to which we hereby inform you that FIFA released the WADA 2022 list of prohibited substances and methods which all Clubs and teams participating in Association Football should respect and abide by.

    Clubs, Players and other Stakeholders in football are hereby reminded that by participating in Association football under the jurisdiction of FUFA, CAF, CECAFA, FIFA Competitions (and any other) they are obliged to abide by the WADA regulations which FUFA adopted.

    In Uganda, the National Anti-Doping Organisation (NADO) is active and therefore, players licensed by FUFA shall be subjected to random tests at different venues that may include training grounds, match venues, team accommodation sites etc.

    FUFA is aware of this process but has no direct operational involvement or mandate to interfere with the procedures and actions when instituted by NADO.

    Clubs, Players and all Stakeholders are henceforth duly informed and advised to cooperate if NADO Officials appear at the mentioned possible venues to test any of the player/s.

    In this case, FUFA requests all stakeholders to take interest in reading the regulations and guidelines on the prohibited substances and methods. We also encourage you to orient officials, players and ensure the List of prohibited substances and methods are adhered to.

    Mubiru Shawn recruited as FUFA Professional Leagues’ Manager

    It is the objective of FUFA and its members to oversee the growth of professional football in Uganda.

    FUFA has identified that there are opportunities and challenges with in the dream to create a professional football industry in Uganda.

    The FUFA Professional Leagues are:

    1. Uganda Premier League
    2. FUFA Big League
    3. FUFA Women Super League

    In order to address the challenges and harness the opportunities, FUFA has recruited Mr. Mubiru Shawn as the FUFA Professional Leagues’ Manager effective 1st January 2022. Mr. Mubiru will report to the FUFA Competitions Director.

    ‘Although many persons were approached for this new position at FUFA, considering his expertise and experience, Shawn Mubiru has been recruited by head hunting. We believe he will add more value to the game and this specific area of the FUFA Professional Leagues’ noted FUFA Communications Director Ahmed Hussein.

    The Roles of the Professional Leagues’ Manager are;

    1. Work hand-in-hand with the UPL and the Professional Clubs
    2. Design, install and implement the FUFA Strategy on Professional Leagues
    3. Undertake FUFA Licensing
    4. Undertake FUFA Clubs’ Pro Agenda
    5. Undertake the implementation of the FUFA Community Clubs Programme
    6. Engage and assist to design the long-term strategies of the Professional Clubs where none exists
    7. Evaluate and recommend changes to the long-term strategies of the Professional Clubs where they exist
    8. Design and implement the regulations for the issuance of the FUFA Professional Club Certificate

    Airtel FUFA Awards 2021: More nominees released for six other categories

    The organizing committee of the 2021 Airtel FUFA Awards has released all thirteen nominees and the voting procedure of the 2021 Awards categories. The Committee is headed by FUFA Executive member Rogers Byamukama.

    The latest nominees were revealed during the press conference held at FUFA house in Mengo on Wednesday.

    The categories released included Fans’ favorite foreign-based player of the year, Male and Women Coach of the year, Beach Soccer and Futsal players of the year, Member Association of the year, Member Association of the Year, FUFA Presidential Award, Fair Play Award, Best XI men, Best XI women and Best Squad of a particular year in addition to the Male and Female player of the year nominees who were released earlier.

    Byamukama stated that last year the awards were not held due to the Covid-19 and disruption of activities.

    ‘We are excited again as we engage a high gear for preparations of our long awaited Airtel FUFA Awards. As we all know because of Covid 19, we were not able to organise last year’s edition and primarily because of very few activities. The awards are about rewarding sporting excellence in a season so it would not make sense to just have them when you have not had actors participate in footballing activities’

    This year, we were able to complete the competitions, had International competitions for both male and female, so we thought it’s important to bring back that normalcy.’ Added Byamukama.

    ‘We have always rewarded both the male and female player of the year award winners with brand new cars and even this time the top two athletes will be recognsied. The rest of the winners will receive cash prizes.’

    Byamukama thanked main sponsors Airtel Uganda and all the other partners Eco Bank, Bidco, Pepsi, Nile Special, Nic Holdings, 102.1 FM and Nivana for their support.

    Meanwhile, on Monday next week, the nominees for female player of the year award will be trimmed from five to three whereas the final three for Male player of the year category will be confirmed on Wednesday.

    For starters, the five nominees for the female player of the year category are Lady Doves FC players in Daisy Nakaziro and Fazilah Ikwaput.

    The 2021-2022 StarTimes FUFA Big League kicked off on Friday, 12th November 2021 with four matches across the country.

    There were two victories for former StarTimes Uganda Premier League clubs; Kitara and MYDA.

    Kitara rallied from two goals down to overcome visiting Blacks Power 3-2 at the Masindi Municipal Stadium.

    Richard Enjama, Edison Agondeze and Patrick Mugume netted for Kitara to cancel Joel Gerald’s earlier two goals for the visitors.

    ‘We had a difficult match because of the late preparations. We were two goals down at some stage but I told the players not to lose focus and we made it’ Richard Makumbi, head coach at Kitara noted after the game.

    MYDA on the other hand recorded a 3-2 home win over Ndejje University at the King George IV Memorial Stadium in Tororo.

    Former Uganda Cranes striker Geofrey Sserunkuma scored two penalties for MYDA and Ivan Orono added the other for the home side.

    Jimmy Wasswa Nsaale and Josephat Ayebare were on target for Ndejje University.

    ‘We are building the team and every game remains like a cup final for us.’ Charles Ayiekoh Lukula, head coach at MYDA revealed after the match.

    There were two goal-less draws recorded on the day. Maroons and Calvary shared the spoils at the Prisons Stadium, Luzira whilst the same result was registered in Mbarara at the Kakyeka Stadium where two former top flight sides Nyamityobora and Proline squared off.

    The league resumes on Sunday, 14th November 2021 with a single game when Kyetume hosts Luwero United at the Nakisunga playground in Mukono District.

    For starters, the StarTimes FUFA Big League is the main feeder league to the top flight StarTimes Uganda Premier League with the best clubs at the end of the season earning sporting promotion.

    Following the Resolutions of the Extraordinary Club Congress of Sports Club Villa that took place on 23rd October 2021 at Serena Hotel, Kigo and in accordance with Article 27(3) of the Sports Club Villa Statues and Article 1(3) of the FUFA Electoral Code, the FUFA Electoral Committee shall organise the Sports Club Villa Elections.


    Consequently, the FUFA Electoral Committee has released the Elections Guidelines for the Sports Club Villa Elections 2021.

    According to the Activity road map picking nomination forms by the interested candidates will start on 30th October 2021 and Elections be conducted starting at 1600 Hours on Friday 12th November 2021 up to 1600 hours on Saturday 13th November 2021.

    FUFA Statement on Sc Villa after today’s Club Congress in Kigo

    FUFA has received communication from Sports Club Villa indicating that the Extra Ordinary Club Congress held on Saturday 23rd October 2021 at Serena Hotel- Kigo resolved;

    1. Sports Club Villa shall undertake the election of the Club President and the entire Executive Board by Saturday 13th November 2021 in accordance with the Club Statutes that were approved by FUFA.
    2. In addition to the provisions of Sports Club Villa Statutes, the eligibility criteria for the Candidates of the Position of Club President of Sports Club Villa shall include vetting and approval by the Board of the Registered Trustees of the Villa Members Trust.

    3- Sports Club Villa has requested FUFA that considering the above Club Congress resolutions, the Club is issued with a provisional club license for the 2021/22 Uganda Premier League Season.

    FUFA has now granted Sports Club Villa a conditional and provisional club license subject to the terms in the Club Congress resolutions presented to FUFA.

    However, FUFA shall withdraw immediately the provisional license in the event that the club fails to fulfill the resolutions against which the license has been issued.

    FUFA has directed its various Bodies concerned with the organisation of the FUFA Competitions to include Sports Club Villa in the FUFA Competitions fixtures inclusive of the fixtures of the 2021/22 Uganda Premier League with immediate effect.

    FUFA President re-organises internal Operations of Executive Committee

    Pursuant to Art 38 par 9 of the FUFA Statutes, the internal organisation regulations of FUFA have been drawn and as the President of FUFA, I hereby re-organise the operations of the Executive Committee in order to effectively supervise the Secretariat and consequently undertake the mandate that the President and the entire Executive received from the Members of FUFA.

    Nine (9) functions have been created and each will be headed by the Executive Secretary and a Deputy. The Executive Secretary and Deputy positions will be held by the different Executive Committee Members and will be policy, plan and programme assurance supervision while the Secretariat will continue with the execution roles under the CEO.

    The FUFA Executive Committee convened on Wednesday 13th October 2021 at Sky Beach Hotel Garuga and several decisions were made. Below are the decisions;

    Proposed list of Ugandan referees for the 2022 FIFA badges

    Promotion/Relegation FUFA Big League 2021/2022 season

    The FUFA Big League 2021/2022 season will have 12 teams but played in a single group on home and away basis.

    The bottom four (4) teams on the final table standings at the end of the season shall be relegated to their respective 3rd Division Leagues.

    The Winner of the Regional Leagues in each of the 8 FUFA regions shall be promoted to the FUFA Big League 2022-2023 season. The 2022/2023 FUFA Big League season will have 16 teams.

    Going forward and starting with the 2021/2022, the FUFA Big League shall be played as a single group always. The kickoff dates will be confirmed and communicated.

    Format for Women Competitions 2021/2022 season

    The matter has been assigned to a select Committee to provide a report in 7 days on the format to be used for the 2021/2022 season.

    FUFA has received Communication from Mr. William Nkemba responding to some of the missing requirements for Club Licensing for the 2021/2022 season.

    The Licensing Committee will meet on Tuesday 19th October 2021 to evaluate the provided and available information in accordance with the rules.

    At the moment the Club Licensing Committee has not cleared SC Villa to play in the StarTimes Uganda Premier League until the Committee has evaluated the matter and advised accordingly.

    Resumption of Covid-19 Vaccination programme for the football family

    FUFA is committed to working with all good willed groups to save the lives of its stakeholders against the COVID-19 pandemic.

    In this spirit, the FUFA COVID-19 Management Committee will conduct another round of vaccination in support of Government’s programmes through the Ministry of Health (MoH) for all Members and officials of FUFA to be vaccinated against COVID-19.

    The vaccination exercise will be held at FUFA House, Mengo starting Monday 27th September 2021 to Friday 1st October 2021 from 9:00am – 1:00 pm on each day.

    The vaccination exercise is for those taking the first dose and second dose.

    The latest programme of vaccination is for all members of the FUFA Executive, Judicial Bodies, Delegates, Secretariat, players of Clubs at all levels for both Men and Women Leagues.

    As earlier communicated (Circular No. 1132) starting, Tuesday 1st June 2021, the Covid-19 vaccination card became a mandatory requirement for participation in any FUFA organised and/or authorised activity or event including but not limited to:

    1. Player registration and licensing for any Competition
    2. Club registration and licensing
    3. Letter of recommendation and secondment
    4. Courses participation
    5. Access to football matches depending on clearance by Government in future.

    FUFA to organise women football club licensing workshop

    FUFA is set to organise Women football Club Licensing workshop aimed at proper induction of women’s football stakeholders in the top two tier Leagues (FUFA Women Super League and FUFA Women  Elite League) in Uganda.

    The ground breaking project funded by FIFA was approved by FIFA through its Women Development Programmes following a request by FUFA to development women Football in Uganda. Each Club will be represented by two people.  

    The Project is built on the specific goals;  

    a) advance the professionalisation of the women’s game

    b) accelerate the development of the game at all levels

    c) build on existing senior league structures to strengthen participating clubs

    d) to help FUFA achieve its strategic plans for this case the FUFA Women Football strategy (Take Flight)

    The Project’s specific goals (above) as well as the FUFA Women Football strategy are all in line with two pillars of the FUFA Hattrick goals (The Future) and women football development thus;

    i.                 Create a professional football industry

    ii.                Achieve world class sporting excellence

    The selected dates for the FIFA-FUFA Club Licensing women football Workshop are as below;

    FUFA has continued to follow all necessary steps aimed at bringing live coverage of the National Senior Team- The Uganda Cranes closer to the Television sets for members of public within the territory of Uganda but within the rules and regulations of the game.  

    Therefore, FUFA granted its Free to Air (FTA) Rights to National Broadcaster Uganda Broadcasting Corporation (UBC TV) to televise the home matches of Uganda Cranes in the ongoing FIFA World Cup Qatar 2022 Qualifiers with in the territory of Uganda.

    The Free-to-air (FTA) services are for Television (TV) and radio services broadcast.

    FUFA notifies the general public that no authorisation has been given to any media house in regard to the Free-to Air (FTA) Rights of Uganda Cranes home matches apart from Uganda Broadcasting Corporation (UBC TV).

    FUFA further notifies the public that NO other entity has been granted permission to act, deal or negotiate on behalf of FUFA in regard to the Free-to-Air Rights of the Uganda Cranes home matches in the ongoing FIFA World Cup Qatar 2022 Qualifiers within the territory of Uganda.

    Club Licensing: FUFA conducts successful orientation for second division clubs

    Federation of Uganda Football Associations (FUFA) has held a day long orientation program for the second division clubs (StarTimes FUFA Big League) at Jevine Hotel in Rubaga, Kampala on Friday, August 13, 2021.

    Officials from all the clubs were represented in the actively interactive session meant to help clubs prepare ahead of the 2021-2022 season.

    The orientation programme was presided over by FUFA Deputy Chief Executive Officer (CEO) Football Decolas Kiiza Hantali, FUFA club licensing manager Ivan Kintu Bayige, Samuel Mpiima (Vice chairman FUFA Club licensing committee), FUFA Competitions Director Aisha Nalule, FUFA Deputy CEO (Services) Humphrey Mandu Watenga, FUFA Executive Committee member Hamid Juma, Uganda Premier League (UPL) Chief Executive Officer (CEO), Bernard Bainamani and Ahmed Hussein (FUFA Communications Director).

    Others in attendance included officials from the FUFA competitions department and Andrew Lule (Uganda Football Players’ Association).

    Kiiza retaliated the essence of club licensing which is envisaged to professionalize the clubs, enable proper planning administratively, technically and financially.

    ‘Club licensing was initiated by FUFA as one of the means to create a professional environment for the operation of clubs as we achieve the target of professionalizing the game in Uganda in rhyme with FUFA’s vision of being the best footballing country in Africa on and off the field of game’ Kiiza disclosed.

    Bayige further reaffirmed that the FUFA Club licensing tool is a living process that should be respected to the dot.

     ‘FUFA Club Licensing is a living process. This is a well curtailed process to help the clubs plan appropriately. For instance, clubs can prepare their own players than buying players.’ Bayige said.

    FUFA communications director Hussein taught about branding, communications and marketing.

    Hussein remarked the modes of communications for clubs (internal and external) as regards strict given timelines in respect for the club code of conduct.

    ‘We communicate about the game to give its positive image in a bid to lure potential sponsors and preach the solidarity of the sport. Clubs should communicate in line with the FUFA Communications Code (available on the FUFA Website)’ Hussein remarked.

    Samuel Mpiima took the club representatives through the entire tedious process of going through the club licensing process with all the club must have’s before been licensed as updated books of accounts, sporting requirements (coaches, players, contracts and the like).

    Mpiima also tasked the club representatives to engage their respective club executives.

    ‘You have acquired the knowledge about club licensing. Please go back and engage your club executives before the club licensing process is executed’ Mpiima noted.

    ‘Clubs are encouraged to have safety and safety officers. As FUFA, we are tasked to train such officers and football stewards that are very pertinent in ensuring order’ Mandu remarked.

    Paul Mukembo, Busoga United Chief Executive Officer appealed for the inclusion of the clubs in the lower divisions below the FUFA Big League.

    ‘I humbly request FUFA that clubs in the lower division should also be included in the entire club licensing process’ Mukembo stated.

    ‘Things have changed like times back when I had just joined football. All this is attributed to the club licensing process. Continue engaging the clubs where problems arise.’ Fred Saddam Mugaru, Nyamityobora FC CEO remarked.

    Some of the key concerns deliberated upon entailed the recovery process from the COVID-19 pandemic, issue of settlement fees (sign-on for players and officials), communication and marketing, among others.

    The 2021 StarTimes FUFA Big League will officially wind down in the coming five days at the FUFA Technical Center, Njeru (without fans).

    These will have the promotional play offs involving Nyamityobora, Blacks Power, Gaddafi and Proline to determine the third club that will get promoted to the StarTimes Uganda Premier League alongside Arua Hill and Tooro United.

    The championship final will be played between Tooro United (Rwenzori group) and Arua Hill (Elgon Group).
